A Trend Analysis of Global Standards for the Era of 4th Industrial Revolution (4차 산업시대 국가별 표준과 동향)

  • Purpose: This paper deals with establishing Korean national standardization policy through a comparative trend analysis of national standardization strategies and each nation's policy environment. It first investigates the standardization strategies including Korea, the United States, Japan and Germany which is currently leading the 4th Industrial Revolution. Methods: This study compares and analyzes national standardization policies that synthesize the determinants of national standard activities using the STEEP, PEST analysis used for policy environment analysis, and National Standardization Model Canvas(N-STD Model Canvas) applying business model canvas. Results: This study confirms the reasoning and operating system of establishing national standard strategy reflecting the social, economic and political situation and the direction of national standard strategy. Conclusion: Based on the results, this study summarized the policy decision factors necessary for establishing the national standard policy and suggested the management plan in the midpoint of view.

Metabolic Responses of Activated Sludge to Pentachlorophenol in SBR Systems

  • The primary objective of this study was to examine the toxic effects of PCP on activated sludge and to analyze its metabolic responses while treating wastewater containing pentachlorophenol (PCP) in a sequencing batch reactor (SBR) system operating under different control strategies. This study was conducted in two phases 1 and 2 (8-hr and 12-hr cycles). Each phase was operated with two control strategies I and II. Strategy I (reactor 1) involved rapid addition (5 minutes to complete) of substrate to the reactor with continuous mixing but no aeration for 2 hours. Strategy ll (reactor 2) involved adding the feed continuously during the first 2 hours of the cycle when the system was mixed but not aerated. During both phases each reactor was operated at a sludge age of 15 days. The synthetic wastewater was used as a feed. The COD of the feed solution was about 380 mg/l. After the reference response for both reactors was established, the steady state response of each system was established for PCP feed concentrations of 0.1 mg/l, 1.0 mg/l, and 5.0 mg/l in SBR systems operating on both 8-hr and 12-hr cycles. Soluble COD removal was not inhibited at any feed PCP concentrations used. At 5.0 mg/l fined PCP concentration and in SBR systems operating on phase 2, the concentrations of MLVSS were decreased; selective pressure on the mixed biomass might be increased, narrowing the range of possible ecological responses; the settleability of activated sludge was poor; the SOURS were increased, showing that the systems were shocked. Nitrification was made to some extent at all concentrations of feed PCP in SBR systems operating on phase 2 whereas in SBR systems operating on phase 1 little nitrification was observed. Then, nitrification will be delayed as much as soluble COD removal is retarded due to PCP inhibition effects. Enhanced biological phosphorus removal occurring in the system operating with control strategy I during phase 1 of this work and in the presence of low concentrations of PCP was unreliable and might cease at anytime, whereas enhanced biological phosphorus removal occurring in the system operating with either control strategy I or II during phase 2 of this work and in the Presence of feed PCP concentrations up to 1.0 mg/l was reliable. When, however, such processes were exposed to 5.0 mg/l PCP dose, enhanced phosphorus removal ceased and never returned.

  • This paper presents a indirect vector control system for induction motors using an adaptive fuzzy logic(AFL) speed estimator. The proposed speed estimator is based on the MRAS(Mode Referece Adaptive System) scheme. In general, the MRAS speed estimation approaches are more simple than any other strategies. However, there are some difficulties in the scheme, which are strong sensitivity to the motor parameters variations and necessity to detune the estimator gains caused by different speed area. In this paper, the AFL speed estimator is proposed to solve the problems. The structure of the proposed AFL is very simple. The input of the AFL is the rotor flux error difference between reference and adjustable model, and the output is the estimated incremental rotor speed.   • The demand for automatic manufacturing systems is increasing. One of the crucial obstacles to the Flexible Manufacturing System(FMS) is the lack of excellent strategies for efficient operations. The aim of this research is constructing an automaton scheme in the low level of factories where various machineries are involved. An operating strategy is established for an automation unit named as a cell which resides between the upper level computers and manufacturing shop floor. The cell is defined to fit into the total manufacturing system. The defined cell has more functions than conventional cells. A scheduling scheme is adopted for the shop floor operations. A set of software has been developed and tested through simulations and shop floor experiments.

  • In this paper, an expert system is proposed, which can be effectively applied to the large-scale systems with the diversity time constraints, the objectives and the unfixed system structure. The inference scheme of the expert system have the integrated structure composed of the intuitive inference module and logical inference module in order to support effectively the operating constraints of system. The intuitive inference module is designed using the pattern matching or pattern recognition method in order to search a same or similar pattern under the fixed system structure. On the other hand, the logical inference module is designed as the structure with the multiple inference mode based on the heuristic search method in order to determine the optimal or near optimal control strategies satisfing the time constraints for system events under the unfixed system structure, and in order to use as knowledge generator. Here, inference mode consists of the best-first, the local-minimum tree, the breadth-iterative, the limited search width/time method. Finally, the application results for large-scale distribution SCADA system proves that the inference scheme of the expert system is very effective for the large-scale system. The expert system is implemented in C language for the dynamic mamory allocation method, database interface, compatability.

  • The necessities of a plan for the labor force in the school temporary workers are superior in education practice. In a view of government, a new paradigm and method for them such as employment stability, better treatment and fewer tasks have been sought. However, the information for them is not enough. While seeing the main issue to manage an temporary workers and the feature of the system for them in schools of Holland, Germany and Sweden, this study shows an effective plan for not only the labor force in the school temporary workers and but their skill development. Based on the result of a plan in education office, supporting office, and schools this study proposes the political and institutional method to revitalize the efficient management of an temporary workers in school.

  • The objective of this study was to evolve development strategies used as primary resources for the development plan establishment of public libraries in Yongsan-gu. To reach the aims of this research, this study examined precedent studies related to the status of domestic libraries operation and development plan. This research derived integral factors such as regional characteristics, library facilities, human resources, collections, and budges to be considered for analysis of the current situations. By using in-depth interviews with librarians and professionals, the operational and development plans of public libraries in Yongsan-gu were explored. The findings presented in this study suggested development strategies such as an expansion of library infrastructure and reading culture and development of regional specialization programs and redesign the management system.

  • This thesis examines the problems faced in the electronic trade platform for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's u-TradeHub system are as follows. First, from the technical and legal aspects, to make up for a lack of support systems for spread of users, it is required to promote customized advertising strategies through Ministry of Knowledge Economy and establish a global certification system. Second, document standardization and digitalization should be achieved in advance to make the documents distributed through the e-Trade platform in a seamless manner. Furthermore, an ongoing global network development project should be promoted through the e-Trade platform to achieve standardization. Third, from the operational aspect, it is important to maintain an integrated and systematic relationship with related organizations. Because vertical integration among logistics service providers and GSCM are enabled through the e-Trade platform, it is necessary to standardize global network-based linkage and operating systems.

  • 전문 서비스로봇인 국방 무인 로봇은 무기체계 개발 시, 소요군의 운용개념 미확정, 국내 로봇 기술수준(TRL) 및 기술성숙도 미흡 등으로 무인체계의 소요기획 및 전력화 소요 반영이 되지 않고 장기적인 획득 대안으로 생각하고 있으나, 미국의 미래 전투체계(Future Combat System)에서 보듯이 네트워크 중심전(NCW)으로의 전장 환경변화 등 무인전투체계의 통신 및 소프트웨어(복합체계 공통운용환경(SOSCOE: System of Systems Common Operating Environment))의 중요성은 더욱 커지고 있다. 국가적으로는 국방 무인 로봇을 시장확산분야로 인식하고 있으며, 그동안 해외 도입 위주의 국방 무인 로봇 시장에 대한 중요성이 부각되고 있어, 우리나라 창조경제 발전의 견인차 역할로 무인체계 시장의 선점 및 새로운 고용시장을 창출할 수 있는 기반으로 투자를 확대하고 있다. 따라서, 본 논고를 통하여 무인체계에 대한 체계개발 활성화 방안에 기여하기 위한 선제적인 방법으로 연구개발 방향을 설정하고, 기술개발 방향 및 획득 우선순위 등 개발전략을 수립하고 그 대안을 제시하고자 한다.

  • The paper making process itself is a typical nonlinear process with complicated dynamics. In the application of advanced control-methods especially for the grade change operations the nonlinear process is linearized to give suitable linear models to be used in the control strategies. However, the use of the linear model is limited within short range containing steady-state operating conditions for grade change operation. In this paper a bilinear model for the nonlinear grade change processes is presented. We can see that the dynamic behavior for grade change operations can be effective analyzed by using multivariable bilinear model.
