The prospect in opening the arctic trade transportation route on a year-round basis offers vast opportunity of exploring untapped resources and shortened navigational routes. In addition, the environment's remoteness and lack of technical experiences remains a big challenge for the maritime industry. With this, engine designers and makers are continually investigating, specifically optimizing propulsion shafting system design, to meet the environmental and technical challenges of the region. The International Association of Classification Society, specifically machinery requirements for polar class ships(IACS UR13), embodies the propulsion shafting design requirements for ice class vessels. However, the necessity to upgrade the various features of the unified rules in meeting current polar requirements is acknowledged by IACS and other classification societies. For the polar class propulsion shafting system, it is perceived that the main source of excitation will be the propeller - ice load interaction. The milling - and the impact load, in addition to the load cases interpreted by IACS, contribute greatly to the overall characteristic of the system and due considerations are given during the propulsion design stage. This paper will expound on the excitation load estimation factors affecting the dynamic response of the different propulsion shafting system design. It is anticipated that detailed understanding of these factors will have a significant role during propulsion shafting design in the future.

The road network system of major domestic urban areas such as city of Seoul was rapidly developed and regionally expanded. In addition, many kinds of life-lines such as electrical cables, telephone cables, water&sewerage lines, heat&cold conduits and gas lines were needed in order for urban residents to live comfortably. Therefore, most of the life-lines were individually buried in underground and individually managed. The utility tunnel is defined as the urban planning facilities for commonly installing life-lines in the National Land Planning Act. Expectation effectiveness of urban utility tunnels is reducing repeated excavation of roads, improvement of urban landscape; road pavement durability; driving performance and traffic flow. It can also be expected that ensuring disaster safety for earthquakes and sinkholes, smart-grind and electric vehicle supply, rapid response to changes in future living environment and etc. Therefore, necessity of urban utility tunnels has recently increased. However, all of the constructed utility tunnels are cut-and-cover tunnels domestically, which is included in development of new-town areas. Since urban areas can not accommodate all buried life-lines, it is necessary to study the feasibility assessment system for utility tunnel by urban patterns and capacity optimization for urban utility tunnels. In this study, we break away from the new-town utility tunnels and suggest a quantitative assessment model based on the evaluation index for urban areas. In addition, we also develop a program that can implement a quantitative evaluation system by subdividing the feasibility assessment system of urban patterns. Ultimately, this study can contribute to be activated the urban utility tunnel.

Objectives: Poisonous substances experts engage in policymaking regarding poisonous substances, whereas poisonous substances managers perform legal duties related to poisonous substances management systems at worksites. To understand and improve poisonous substances designation systems, it is necessary to distinguish the roles of these experts and managers. We further aimed to identify problems with poisonous substances appointment systems and provide basic data for their improvement by investigating the knowledge and recognition of the need for system improvement among managers and experts. Methods: To determine the $subjects^{\circ}{\emptyset}$ awareness of poisonous substances designation systems, a selfadministered questionnaire comprised of items on general characteristics and knowledge and recognition of the need for system improvement was issued. Data were analyzed via t-tests and ANOVA using SPSS v 16.0 Results: Regarding system comprehension, managers (n=213; mean 3.28, SD 0.63) significantly differed from experts (n=35; mean 4.08, SD 0.59) (P<0.001). No differences were found in recognition of need for improvement between managers (mean 3.11, SD 0.34) and experts (mean 3.24, SD 0.31). Significant differences in comprehension were found among managers by education level (P<0.05) and company size (P<0.05). Regarding industry type, comprehension was greater in the electrical/electronic and chemical/environmental industries compared to in other industries (P = 0.066). Comprehension was higher among those with five years or more of experience compared to those with less than five years. Regarding recognition of need for improvement, managers showed significant differences by company size (P<0.05). $Experts^{\circ}{\emptyset}$ comprehension showed no differences by general characteristics, while need for improvement differed according to work experience (P<0.001). Conclusion: The study found that the bigger the company size, the higher the level of comprehension by managers and the experts. In the case of both groups, where a higher comprehension of the poisonous substances designation system was evident, they recognized the necessity of its improvement.
The separation system of pharmacy and clinic has begun on the purpose of preventing drug misuse and abuse since July 1st of 2000. The system revealed some conflicts between doctors. pharmacists and consumers. Consequently pharmaceutical law and related policies undergone some change. Now in an early period of the implementation of the system, the necessity to examine relevance of those policies and law enforcement to medical doctors' prescriptions pattern evolves. This study tries to verify the pattern through a field study. For the purpose, 930 prescriptions collected in May of 2001, from a pharmacy located in Gangnam-gu in Seoul, were analysed. The prescriptions were issued from several clinics: 459 prescriptions from otorhinolaryngological clinic(ENT), 177 from internal medicine clinic(IM), 130 from ophthalmic clinic(Opt), 52 from obstetric and gynecologic clinic(OB & GY), and 112 from miscellaneous clinics. ENT, IM, Opt. OB & GY are situated in a clinic building of 40m distance. The general findings are following: 1) $88.8\%$ of the total patients came from 5clinics in nearby single clinic building. 2) Average prescribing days were 6.2 days and the average number of used drugs were 4.0 drugs, i.e. 2-4 times of WHO criteria 1-2 drugs. 3) Use of antibiotics in the oral administration drugs rated $71.8\%(WHO: \;22.7\%)$ 4) Use of injection rated $31.3\%(WHO:\;17.2\%)$ 5) $96.2\%$ of the patients use multiple antibiotics in the injection and oral administration together. 6) The patients had multiple disease : ENT patients 1.7 disease and 1M patients has 2.7 disease in average and several regular prescribing types evolved particularly in the ENT prescription. With this result we found that drugs. especially antibiotics are still abused a lot, and there were significant differences in the number of used drugs and prescrbing days between the clinics. It implies somes differences of the preparation work and time for pharmacists. And preparation can be done in advance by pharmacists' own efforts through noticing regular prescribing types. The study suggests the followings: 1) Patient counseling should be done to minimize the incidence of adverse events. 2) The enforcement of the standardized differential preparation price system should be reconsidered. 3) Preparation of typical regularly appeared prescription in advance. which is regarded as 'a prearranged work between doctors and pharmacists' and has been prohibited should be reconsidered. 4) Drug utilization review program should be established to prevent drugs abuse. especially antibiotics abuse.

As R&D(Research and Development) is going on actively to develop technologies for the ubiquitous computing environment, which Is the human-oriented future computing environment, GIS dealing with spatio-temporal data is emerging as a promising technology. This also increases the necessity of the middleware for providing services to give interoperability in various heterogeneous environments. The core technologies of the middleware are real-time processing technology of data streams coming unceasingly from positioning systems and data stream processing technology developed for non-spatio-temporal data. However, it has problems in processing queries on spatio-temporal data efficiently. Accordingly, this paper designed and implemented the spatio-temporal middleware that provides interoperability between a mobile spatio-temporal DBMS(DataBase Management System) and a server spatio-temporal MMDBMS(Main Memory DataBase Management System). The spatio-temporal middleware maintains interoperability among heterogeneous devices and guarantees data integrity in query processing through real-time processing of unceasing spatio-temporal data streams and two way synchronization of spatio-temporal DBMSs. In addition, it manages session for the connection of each spatio-temporal DBMS and manages resources for its stable operation. Finally, this paper proved the usability of the spatio-temporal middleware by applying it to a real-time position tracking system.

These days, satellite core technologies are being developed as a way to provide various information by considering simultaneously sending, wide area covering, highly precide, and anti-disaster technologies. Not only global positioning, and image but also space launcher, satellite bus, satellite payload, earth station are being convergently developed in a different technological field. Especially, it is required a lot of initial investing expenditure to provide the Earth observational information service based on the space technologies. Such a trend and change of satellite technologies Korea has realized the necessity for the domestic independent development of next generation earth observation satellites, and are preparing the profound items such as a detailed implementation plan for the efficient development project. Like the satellite advanced countries, it should be transparently carried out that an efficient implementation of the developing target related to the geostationary earth observation satellite development, establishment of technological auditing function and quality assurance system, implementation plan, progressing courses and results of the satellite development program by way of planning, evaluation and management. For these things cited above, it is necessary to operate systematically and continuously the professional structural system by the governmental department in order to control the geostationary earth observation satellite development project. Therefore, this study proposes a development project management improvement method of the Korea next generation geostationary earth observation satellite based on the development project management system of the domestic geostationary satellite system.

Book numbers can be defined as the device for providing a unique self location for each book. They should include main entry which consists of author, title, the date of publication. Now, the university libraries are using eleven different methods on book numbers, in other words, nine eastern methods and two western methods. The aim of this study is to investigate problems that the present book number system has and some concerns that should be taken into account in case of the modification of the book number system and change into a new one. This study is based on the survey in that the librarian gave to 110 university libraries throughout the nation. As a result, the survey indicates that the crucial concerns of the participathing libraries are ineffective book management and the duplication of book numbers. In addition, the survey indicates that the priorities of the libraries is removing duplicated numbers, adhering to the current system, and keeping the same book arrangement system. Therefore, this study suggests the components for the expansion of the book number system and the necessity of standardization of diverse book numbers.

The need for education and training on engine-part maintenance is rising in order to prevent marine accidents occurring due to a surge in engine-part damages. However, practical training using actual equipment is difficult due to the size and location of the equipment. Therefore, the necessity of developing a training system for marine engines using virtual reality (VR) is intensifying. The purpose of this paper is to develop an optimized system for marine engine education and training using existing VR programs and equipment. To this end, we selected and modeled the marine engine and education target suitable for the class, and developed the system using VR development software. The developed VR education and training system is designed to experience content that is otherwise difficult to train or practice in the curriculum through virtual reality. In fact, fourth grade students from Maritime University were taught using marine engine VR educational equipment, and it confirmed that there was an educational effect on the class. In the future, the introduction of an education and training system using VR in the field of marine engines can improve their maintenance and repairing capacity, and aid in reducing marine accidents.need for education and training on engine part maintenance is increasing to prevent marine accidents.
The purpose of this research is to analyze how appropriately the sizing of domestically produced children's wear compares to children's sizes; it is based on an anthropometric survey conducted in 1998. By discovering and understanding discrepancies between the sizing system of children s wear and the real size of children, this study aims to suggest solutions that will lead to increased comfort and more suitable fitting in children's clothes. This research analyzes and compares 'the extent of growth between age groups' with 'the difference in sizing system in use by manufacturers'. The study focused on aged 4 to 12 children, who are usually divided in two groups; primary students and toddlers. In total, seven sizes were selected: bust, waist, and hip (which are girth sizes), and height, back neck to waist (top length), sleeve length, and waist to ankle (slacks length) as representing length. The results of this research are analyzed by basing on the actual increments between the sizes of children's wear in certain basic items rather than sizes themselves because each size quite differed according to companies, items and designs. Significantly, the increase in the sizing was not as great as the average biennial growth rate of children. The consequences are poorer fit and unsuitable representative value for each age group because the actual sizes of children increasingly differ from the sample size. Observing the increments in several sizes, we found that 81.8% of the companies used the certain and equal increases for grading sizes in sleeve length, waist, and bust. In addition, 72.7% of the companies adopted the same increments between sizes in height and hip girth, and 63.6% also chose equal increments in T-shirt length for making smaller or bigger sizes from the sample size. However, sleeve length and pant length were the components that displayed the most varied sizing. Interestingly, the few companies that used different increments between size groups, adopted the change only between one or two size groups, instead of all sizes. In conclusion, this research reveals the unsuitability of the current sizing system and the necessity to increase consumer confidence in the size tags on children's wear by modifying the system to reflect the actual growth of children. The results can also contribute to future study on the development of a new and more accurate sizing system for children's wear.
This article is aiming at finding the character of social welfare corporations and at finding whether the outside director system is constitutional or not. These two issues are closely interrelated with each other. After examining critically existing studies and precedents that have seen the character of social welfare corporations as public sector or private sector, the present study suggests the dualism that divides social welfare corporations into facility corporations and support corporations and that finds the character of facility corporations and support corporations respectively. According to the dualism, even if outside director system for the facility corporations restricts the right to manage the corporations the system is seen as being constitutional because the corporations are more likely to be public sector so that the principle of private autonomy would not be applied to them. While outside director system for the support corporations is seen as being unconstitutional because the corporations are more likely to be private sector so that the principle of private autonomy would be applied to them. So, this article suggests the amendment of Social Welfare Service Act through which the different character of the facility corporations and support corporations can be respected and the diversity of social welfare corporations and social welfare services can be realized.
