  • Life Cycle Assessment(LCA) is a tool that quantifies the inputs and outputs, md evaluates the potential environmental impacts during the entire life cycle of a product, material and/or service. Inputs and outputs encompass the consumption of natural resources and emission of pollutants to the environment. One of the deficiencies of the conventional LCA methodology is that it does not consider time explicitly. In addition, there are problems associated with the temporal boundary in the normalization step of LCA. The objective of this study is to propose a new life cycle assessment method that considers time in LCA as called 'Time Load LCA'. Basically Time Load LCA is a method that divides environmental load in each life cycle stage by time duration in each life cycle stage. Time consideration in the proposed method indicated that the new LCA method not only renders new perspective on the environmental impacts of a product system but also rectifies inconsistency in temporal dimension of the normalization step. Basic premise of the time load LCA method is that same amount of load over a shorter time period would affect more seriously on the environment than over a longer time period. therefore, load per time is necessary for the assessment of an impact of the inventory parameters on the environment.

The Honolulu Strategy and Its Implication to Marine Debris Management in Korea (호놀룰루 전략과 우리나라 해양쓰레기 관리를 위한 시사점)

  • The Honolulu Strategy is a framework document to address marine debris issue globally. The Fifth International Marine Debris Conference held in March 2011 and organized by NOAA and UNEP catalyzed the development of the Holonulu Strategy. Goals of the Strategy are to reduce the amount and impact of land-based, sea-based, and accumulated marine debris. A set of strategies for each goal were provided for education and awareness, legislation, and alternative technologies. The Strategy also lists indicators that could be used to evaluate outcomes of strategies. The adoption of the Honolulu Strategy by the international community has led the international organizations such as GPA, IMO, and CBD to strengthen their responses to the marine debris issue. UN has also set up specific actions that will be implemented until 2025 through its resolutions on marine debris. Recent global developments related to the marine debris issue might lead to a change in the character of the international marine debris management from the current soft law regime to a mandatory one. The Honolulu Strategy could provide a guideline when the Korean government formulates the Second Basic Plan for Marine Debris Management, especially with its prevention-oriented approaches, utilization of scientific policy development tools, and adoption of evaluation system using performance indicators.

Flooding Risk under Climate Change of Fast Growing Cities in Vietnam (베트남 급성장 도시지역의 기후변화 홍수재해 위험성 분석)

  • Vietnamese cities have a high risk of flooding under climate change due to their geographical characteristics. In this situation, the urban area is expanding with rapid growth of urban population. However, the risk of flooding is increasing due to the increase in impermeable areas and insufficient infrastructure. This study analyzed the urban expansion trend at the national level in Vietnam for the past 10 years (2007-2017) by using the Urban Expansion Intensity Index. Also, this study selected Hue City as a region with a large impact of climate change and a rapid expansion and found the possibility of flooding in the urban expansion area. The result showed that cities have been expanded around major cities in the Red River Delta, Mekong Delta, and coastal areas. In the case of Hue City, the area with fast expansion rate has a higher expected flood area. It implies that the risk of flood disasters may increase if the urabn expansion is carried out without disaster prevention measures. It is expected that Korean urban disaster prevention policies such as urban climate change disaster vulnerability analysis system will be helpful in establishing urban plans considering climate change in the fast growing regions such as Vietnam.

Impact assessment of sulfonylurea herbicides to the diversity of aquatic plants in paddy farming system of Korea (한국 논 생태계에서 수생식물 다양성에 대한 Sulfonylurea계 제초제의 영향평가)

  • This study was conducted to evaluate the response of the selected aquatic plants to sulfonylurea(SU)-herbicides, which have been used widely in rice-cultivating areas in Korea, and the possibility of using them as bio-indicator species for biodiversity conservation. The aquatic plants identified in Kangwon province where butachlor have been used extensively for many years were much more varied than those in Chonnam where SU-herbicides have been used extensively for many years. The growth responses of Monochoria korsakowii, Marsilea quadrifolia and Salvinia natans to sulfonylurea herbicides such as bensulfuron-methyl(BSM) and pyrazosulfuron-ethyl(PSE), were much more sensitive than those to butachlor and molinate. The $GR_{50}$ values of BSM and PSE for M. korsakowii, M. quadrifolia and S. natans were relatively very low when compared with those of butachlor and molinate. The number of internode and dry weight of M. quadrifolia which was exposed to herbicides runoff from rice fields were seriously affected. The acetolactate synthase(ALS) activities of M. quadrifolia sensitively inhibited by BSM and PSE were, and $I_{50}$(Inhibition 50%) were 5.6 and 2.1 nM, respectively.

ACQUISITION OF THE FLIGHT INFORMATION USING THE KSR-3 MAGNETOMETER (KSR-3 탑재 자력계를 이용한 비행정보 획득 연구)

  • The KSR-3 magnetometers consist of the fluxgate magnetometer (MAG/AIM) for acquiring the rocket flight attitude information, and the search-coil magnetometer (MAG/SIM) for the observation of the Earth's magnetic fluctuations. The position (latitude, longitude, and height) and flight condition (the transformation angle) of the rocket is measured after the data based on these two magnetometers are compared with IGRF The gap in the vector of magnetic field between the position of the launching point and an impact point is taken into account in data reduction. Angular variation of pitch, yaw, and roll can be researched when the data is applied to the coordinate system of the rocket.

Teachers' Perception on Improving the Professionalism by Participating in Elementary School Science Teachers' Study Group (초등과학교사연구회 활동이 교사 전문성에 미치는 영향에 대한 교사의 인식)

  • The purpose of this study was to investigate how the activity in the elementary school science teachers' study group help teachers improve their professionalism and what the motivation was for the continuous participation by analyzing the operation system of study group and the teachers' perception. For this study, the N Elementary Science Teachers' Study Group in Gyeong-gi province was chosen, which has been maintained for a long time. Data such as observation journals, contents of activities, and some documents from this study group were collected through the participant observation methodology, and the perceptions about the participating motivation, the personal satisfaction and the impact on the professionalism were investigated by interviewing 5 teachers who participating in this study group. The results of this study were as follows: First, voluntary participation activated the teachers' study group, so teachers who belong to the study group, had a great satisfaction in the activities of the study group. Second, the more teachers participated in study group, they thought their professionalism has been improved. Based on the result of this study, implications to improve the professionalism of teachers were suggested.

Building a TDM Impact Analysis System for the Introduction of Short-term Congestion Management Program in Seoul (교통수요관리 방안의 단기적 효과 분석모형의 구축)

  • The purpose of this study is to develope a forecasting model to implement short-term Congestion Management Program (CMP) based on TDM strategies in Seoul. The CMP is composed of three elements: 1) setting a goal of short-term traffic management. 2) developing a model to forecast the impacts of TDM alternatives, and 3) finding TDM measures to achieve the goal To Predict the impacts of TDM alternatives, a model called SECOMM (SEoul COngestion Management Model) is developed. The model assumes that trip generation and distribution are not changing in a short term, and that only mode split and traffic assignment are affected by TDM. The model includes the parameter values calibrated by a discrete mode choice model, and roadway and transit networks with 1,020 zones. As a TDM measure implement, it affects mode choice behavior first and then the speeds of roadway network. The chanced speed again affects the mode choice behavior and the roadway speeds. These steps continue until the network is equilibrated. The study recommends that CMP be introduced in Seoul, and that road way conditions be monitored regularly to secure the prediction accuracy of SECOMM. Also, TDM should be the major Policy tools in removing short-term congestion problems in a big city.

Current Research Status on the Development of Genetically Modified Plants in Korea (유전자변형식물의 국내 연구 현황)

  • In an attempt to evaluate the current research status of genetically modified (GM) plants, the scientific research publications in Korea as well as in international SCI journals were screened. About 190 research articles related to the development of GM plants were searched from 10 different domestic journals in the last 12 years (Jan. 1990 to Sept. 2002), The researches in 65 articles were carried out with tobacco plant, 20 with rice, 19 with potatoes, and less then 9 articles from each other plant species, respectively, In total, 38 different plant species were being subjected for the development of GM plants. In particular, there was only one article for each major staple grains such as wheat, barley, soybean, and maize. In more than 47% of total published articles, scientists mainly focused on the basic research such as developing transformation system (46 articles), gene expression study in transgenic plants (34), and vector constructions (10). In addition, 28 articles which main authors are Korean scientists were searched from 11 different international SCI journals. Again, major plants for GM research were tobacco (10) and rice (7). More than 50% of published articles were focused on the basic research, gene expression study with transgenic plants (16). The publications on the research of disease-resistant plants were 7 articles, 3 for the development of stress-resistant and 2 for the herbicide-resistant plants, respectively. It is believed that the last 10 year's investment through government organizations has just strengthen the capacity for the next big stride on agricultural biotechnology in Korea.

Tracing Source and Concentration of Riverine Organic Carbon Transporting from Tamjin River to Gangjin Bay, Korea (탐진강-강진만의 댐하류 열린하구 시스템에서 유기탄소의 조성 및 기원 변화 연구)

  • The biogeochemical information of riverine organic matter gives a detailed and integrated recording of natural and anthropogenic activity within a watershed. To investigate the changes in quality and quantity of organic carbon transporting from mountain to ocean via river channels, we estimated the concentrations of dissolved (DOC) and particulate organic carbon (POC), and then traced the source origin of POC using stable carbon isotopes ratio before and after summer rainfalls in the Tamjin River and Ganjin Bay, Korea. Along the small watershed, a total of 13 sites including headwaters, dam reservoir, river and estuary were established for the study. We found some interesting findings in the aspect of distribution of DOC/POC concentration changing their origin sources dynamically flowing downstream. In particular, the river channel transport downstream mainly DOC to river mouth, although upper dam reservoir increased POC concentration by phytoplankton production in summer. Whereas, in the river mouth and estuary, POC was dominated not only by local supply from nearby reed saltmarsh, but also by marine phytoplankton production, respectively. The findings can contribute to increasing the understanding of riverine organic carbon transport in upper large dam and lower open estuary system.

A Study on Exploring the Services of Libraries for Babies and Toddlers and the Possibilities of Service Expansion through Bookstart (공공도서관의 영아 대상 서비스 실태 및 북스타트를 통한 서비스 확대 가능성 연구)

  • This study explored the services of libraries for babies and toddlers and the possibilities of service expansion through Bookstart as a cooperation system for libraries. This study presented the problems of the services of libraries for toddlers by implementing the questionnaire method and the in-depth interviews. In addition, this study showed the impact of carrying-out this program and why libraries should manage the Bookstart program. Results indicated that: (1) even though the membership enrollment standard of children's libraries is usually from babies and toddlers up to the elementary school students, that of a few libraries is still over elementary school students. This will work on restraining the services of libraries for users, especially toddlers, only 54.8% of libraries services are for the toddlers; (2) by analyzing the perception of librarians, we get to know that librarians think that the age of the first use of a library is more appropriate for kindergarten-agers than toddlers; (3) librarians think positively about the Bookstart and that libraries are more suitable for Bookstart than any other institutions; (4) after the introduction of Bookstart to libraries, many changes happened in respect of the function of libraries and the types of users. For examples, there was an expansion of users to babies and toddlers and their parents, an increase in users, focusing on early-childhood reading education and the strengthening of the role of librarians as program planners in particular. This study suggests that the introduction of Bookstart would bring changes to the concept of traditional libraries and the inflexible attitudes of librarians.
