This paper described the developed website usability evaluation system in terms of Kansei engineering using neural network. Developed system simultaneously operates with the MS Internet Explorer by entering the target URL for usability evaluation, and the results are learned using neural network. We firstly derived the Kansei adjectives and website usability factors and they were matched by the correspondence analysis. Then, highly corresponded adjectives were implemented on the system for the Kansei evaluation. Finally, the results showed the appropriate efficiency of developed algorithm and system for the website evaluation. If more subjects were used for the system learning, the efficiency of system could be improved.

The main objective of this research is to identify the evaluation criteria of the local governments' projects for the fisheries industry development (LGPFID) and to develop the evaluation software prototype applicable to LGPFID. This research does not try to develop the whole evaluation processes and programs for LGPFID, but just to outline the approach to managing LGPFID. The evaluation processes and programs developed in this study is based on the group decision support systems(GDSS), which is a collaborative, system-oriented, and objective system useful in evaluating LGPFID. Specifically the goals of the programs are to : (1) enhance the quality of evaluation process for LGPFID; (2) provide the local government decision makers' and interest groups' access to comprehensive evaluation information; (3) support private-public collaboration in government's decision making. We used analytic hierarchy process model as a group decision making model and programmed the application software prototype with Visual Basic language.

This paper presents the configuration methodology of Distributed Control System(DCS)s for process plant and their performance evaluation. Performance evaluation is specified both in terms of operational and installation aspects of system. In order to evaluate performance criteria of operational aspect, a simulation method is proposed. Modeling of system components including process computer, database, process controllers and LANs, etc, is implemented for simulation. Based on these characteristics, different system configurations are evaluated and compared through results about evaluation criteria in order to select the best DCS for particular process. The results, in abbreviated form, of the performance evaluation of DCS controlling a CAL(Continuous Annealing Line) plant of iron process are presented.

이 연구는 농업 연구개발사업의 객관적인 성과와는 달리 농촌진흥청의 역할에 대한 논의가 끊이지 않고 있는 문제의식에서 출발하고 있다. 이에 따라 농업 연구개발사업의 핵심 주체인 농촌진흥청의 내부 연구개발 평가체계를 대상으로 평가기조, 평가자원, 평가수행, 평가활용이라는 4가지 관점에서 메타 평가를 수행하였다. 연구결과는 평가기조에 해당하는 평가대상의 설정이 최하위 수준인 세부 연구과제로 설정되어 있다는 점이 가장 큰 문제로 분석되었다. 따라서 이 연구는 우선적으로 평가목적과 평가대상 등의 평가기조를 과학기술정책 및 평가정책 등의 외부의 정책환경 변화와 조응할 수 있는 방향으로 전환함으로서 현행 농업 연구개발사업의 평가제도를 성과지향적으로 발전시키기 위한 정책대안을 논의하였다.

The purpose of this study was to spread the education of human creativity program and its possibility of consistency, and its application to school system by exploring the evaluation system that determines the valuable and useful decisions. This study was based on the evaluation system according to CIPP model regarding the program's general ideas and its role. The interest of the education of human creativity was increasing as well as its progress of program, and we searched 13 figures and 55 evaluation index according to increase the program's effectiveness and nation-wise situation of evaluation model. The conclusion of this study was that the human creativity program's evaluation was composed of six compartments. And the context evaluation was composed of three evaluation models and eleven index, and input evaluation was composed of three evaluation model and 15 index, while process evaluation is composed of three evaluation models and thirteen evaluation index. Lastly, output evaluation had four evaluation model and sixteen index.

As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

Reliability evaluation of power distribution system is the evaluation for all customers supplied from one power source as main transformer located in substation. However, power sources include not only the main transformer but distributed generations. Typical reliability evaluation has focused on configuration of power system with one source including failure rates of equipment. In this paper, we focus on not only configuration but power sources as distributed generations. New reliability evaluation method using power supplied probability (PSP) is proposed. The proposed evaluation method are proved through case studies.

공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.

기록관리 기관평가제도가 2008년 도입된 이후 대한민국 공공기관의 기록관리는 외적으로 많이 변화하고 발전했다. 하지만 운영과정에서 기관평가의 문제점도 많이 드러났다. 평가제도 자체의 문제, 운영의 문제, 평가지표의 문제, 평가기관인 국가기록원과 피평가기관 간 소통의 문제 등이다. 본 연구에서는 기관평가제도의 현황과 개념, 목적, 지표 등에 대하여 정리하였고, 제도와 지표의 문제점과 개선방안에 대하여 살펴보았다. 연구 방법으로 교육청 기록물관리전문요원과의 면담 및 전화인터뷰를 통하여 교육청 현장에서 느끼는 평가제도의 문제점을 조사하였다. 평가주기, 지표 개수, 평가프로세스, 평가지표, 우수사례 등의 문제점이 드러났다. 그리고 현장에서 일하는 담당자들이 생각하는 개선방안에 대한 의견을 정리하였다. 그 결과 기관평가제도에 대한 구조적이고 근본적인 변화가 필요하다는 것을 확인하였다. 이를 기반으로 대한민국 공공기관의 기록관리 업무의 발전을 바란다.

This paper presents an evaluation of the interruption costs for commercial customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of commercial customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for commercial customers in Korea considering interruption and customer characteristics.
