Fishery resource rents(i.e. windfall gains or excess profit), which tend to lead a variety of important economic, social, political problems, have been a fundamental cause of unbalance between fishery resource use and management. Thus, there may exist several sorts of optimal level of resource utilization such as economic maximum sustainable yield, biological maximum sustainable yield, social optimum production, socio-political optimum yield, etc. The fishery resource use level seems to a large extent to be determined by the characteristics of fishermen's rent seeking structure. As well known, fishery resources as common properties have a characteristic of being difficult to establish private property rights. Therefore, their use rights are controlled by the permit and/or the license system. As a result, absolute or differential rents are formed by the changes in institutional arrangements. Rent problems are often transformed into serious socio-political issues when the rent in a given industry is much higher to a socially unacceptable extent than the average of other industries. However, individual fishermen or fishermen's groups tend to behave aggressively to change the existing fishery institutions towards maximizing fishery rents. These rent-seeking behaviors often tend to nullify fishery management schemes. The larger is the relative rent difference between fisheries and other industries, the more aggressive tend to be the rent-seeking behaviors in fisheries.
To develop sustainable management strategies for oyster farms in Pukman Bay, Korea, we estimated primary production using a numerical model. Because oysters are filter feeders, estimations of primary production (PP) are essential in developing management strategies. The daily PP ranged from 0.07 to 1.5 gC/$m^2$/d and showed significant spatial variations. The spatial distribution of PP was strongly associated with hydrodynamic features, and distinct patterns were observed in three different regions. In the inner bay, high PP was directly influenced by urban and agricultural sewage. The middle part of the bay had low PP, whereas PP in the outer area was high. PP was relatively low during the main oyster growth season, from late autumn to early winter. These findings represent important information for developing a management model for oyster farms in Pukman Bay.

In order to manage and rebuild fishery resources, the fishing effort should be controlled effectively. Especially in the setting up of the proper level of fishing efforts, economic standards as well as biological standards must be carefully considered to promote the sustainable and economically viable development of fisheries. This study is aimed to estimate optimal fishing effort of giant octopus by combo fishing which uses longline in Gangwon with statistical data. The result showed that current fishing effort is 28% higher than $E_{MEY}$. Unit fishing cost for each voyage will be 27% lower and unit fishing profit will be 17% higher than the current situation when the fishing effort meets $E_{MEY}$. Although current fishing effort is similar to the $E_{MSY}$, current catching is 16% higher than MSY and 22% higher than MEY.
This paper presents case studies on the multi-species fisheries in Korean waters, Multi-species fisheries were divided into two types, that is, multi-species by a single fishery and single species by multiple fisheries. For the case of single species by multiple fisheries, the small yellow croaker stock caught mainly by the Korean pair trawl fishery and the Korean stow net fishery was selected. This approach uses both standardized fishing efforts for the two fisheries by a general linear model and some data for the economic analysis, and then estimates maximum sustainable yield (MSY), maximum economic yield (MEY) and fishing efforts for MSY and MEY, An analysis of interaction aspects between pair trawl and stow net fisheries was carried out to predict the optimal level of fishing effort from the economic point of view, which gives the largest benefits to the two fisheries.
The study examined overuse of the fishery resource. Influence of fishing activity was estimated by application of Schaefer model's. Fishing efforts that produced the maximum sustainable yield were determined in the model, allowing the effect of overfishing to be assessed. In the model, a wide variety of fish species as well as crustaceans and shellfish were susceptible to overfishing, while mollusks were not. Overfishing by modern techniques exacted a greater toll than more traditional methods. The results of the modeling study suggest that the 'Buy bag' input-control system of fisheries resource management warrants consideration, as does modernization, expansion and strengthening of self-control management of the fishery resource. Finally, more effective efforts in dissemination of policy information and education concerning the fishery resource are needed.

Nile perch and Nile tilapia are major commercial species in Uganda, and thus require continuous production. However, their production is impacted by anthropogenic activities such as fishing in breeding habitats. The aim of this study was to identify and characterize Nile perch and Nile tilapia fish breeding habitats on Lake Kyoga. Water quality, lake bottom, fish and vegetation type samples were collected from 20 sites in April of 2021 and 2022. Key informant interviews were conducted with experienced fishermen at five fish landing sites. The water quality parameters indicated significant difference within the sites using analysis of variance. Sandy and muddy bottom types were equally spread at 40% each by use of a pie chart. Fish gonads showed no significant difference among the 20 sites. Bivariate correlation analysis of the vegetation types indicated a strong negative correlation with Nile perch while Nile tilapia had a positive correlation. Principal component analysis of the water quality, fish gonads and habitat vegetation components cumulatively contributed 82.5% in characterizing a fish breeding habitat. Four sites for Nile perch and four sites for Nile tilapia were characterized as breeding sites on Lake Kyoga and are recommended for mapping and gazettement as breeding habitats for sustainable fisheries management.

Due to the decrease in coastal productivity and deterioration in the quality of ecosystem which result from the excessive overfishing of fisheries resources and the environmental pollution, fisheries resources in the Korean waters hit the dangerous level in respect of quantity and quality. In order to manage sustainable and effective fisheries resources, it is necessary to suggest the potential yield (PY) for clarifying available fisheries resources in the Korean waters. So far, however, there have been few studies on the estimation methods for PY in Korea. In addition, there have been no studies on the comparative analysis of the estimation methods and the substantial estimation methods for PY targeted for large marine ecosystem (LME) For the reasonable management of fisheries resources, it is necessary to conduct a comprehensive study on the estimation methods for the PY which combines population dynamics and ecosystem dynamics. To reflect the research need, this study conducts a comparative analysis of estimation methods for the PY in the Korean waters of the East Sea to understand the advantages and disadvantages of each method, and suggests the estimation method which considered both population dynamics and ecosystem dynamics to supplement shortcomings of each method. In this study, the maximum entropy (ME) model of the holistic production method (HPM) is considered to be the most reasonable estimation method due to the high reliability of the estimated parameters. The results of this study are expected to be used as significant basic data to provide indicators and reference points for sustainable and reasonable management of fisheries resources.

Overfishing capacity has become a global issue due to over-exploitation of fisheries resources, which result from excessive fishing intensity since the 1980s. In the case of Korea, the fishing effort has been quantified and used as an quantified index of fishing intensity. Fisheries resources of coastal fisheries in the Korean waters of the East Sea tend to decrease productivity due to deterioration in the quality of ecosystem, which result from the excessive overfishing activities according to the development of fishing gear and engine performance of vessels. In order to manage sustainable and reasonable fisheries resources, it is important to understand the fluctuation of biomass and predict the future biomass. Therefore, in this study, we forecasted biomass in the Korean waters of the East Sea for the next two decades (2017~2036) according to the changes in fishing intensity using four fishing effort scenarios; $f_{current}$, $f_{PY}$, $0.5{\times}f_{current}$ and $1.5{\times}f_{current}$. For forecasting biomass in the Korean waters of the East Sea, parameters such as exploitable carrying capacity (ECC), intrinsic rate of natural increase (r) and catchability (q) estimated by maximum entropy (ME) model was utilized and logistic function was used. In addition, coefficient of variation (CV) by the Jackknife re-sampling method was used for estimation of coefficient of variation about exploitable carrying capacity ($CV_{ECC}$). As a result, future biomass can be fluctuated below the $B_{PY}$ level when the current level of fishing effort in 2016 maintains. The results of this study are expected to be utilized as useful data to suggest direction of establishment of fisheries resources management plan for sustainable use of fisheries resources in the future.

Saccharina sculpera is highly valued for human consumption and value-added products. However, natural resources of this kelp have decreased sharply and it is in danger of extinction. Resources recovery through cultivation is being trialed to enable the sustainable use of this species. In this study, the temperature range for survival and optimal growth of juvenile S. sculpera was identified and applied to field cultivation. This study investigated the survival and growth of juvenile S. sculpera under six temperatures (i.e., 5, 10, 15, 16, 18, and 20℃) and two light intensities (i.e., 20 and 40 µmol photons m-2 s-1) in an indoor culture experiment. In these experiments, the blade length decreased at 16℃ under the both light intensities. The thalli died at 20℃ and 20 µmol photons m-2 s-1, and at 18-20℃ and 40 µmol photons m-2 s-1. During the field cultivation, early growth of S. sculpera was highest at the 5 m depth and growth decreased as the water depth increased. When the initial rearing depth was maintained without adjustment throughout the cultivation period (from December to October), all the cultivated S. sculpera plants died during August and September. However, S. sculpera plants lowered from 5 to 15 m and grew to 90.8 ± 13.1 cm in July. The seawater temperature at 15 m depth was similar to the upper level of thermal tolerance demonstrated by juvenile S. sculpera in the indoor culture experiments (16℃ or lower). The plants were subsequently lowered to 25 m depth in August, which eventually led to their maturation in October. The present study confirmed that improved growth rates and a delay in biomass loss can be achieved by adjusting the depth at which the seaweeds are grown during the cultivation period. These results will contribute to the establishment of sustainable cultivation systems for S. sculpera.
Since the existing mass production and consumption systems are no longer sustainable, countries are pushing for policies to make fisheries by-products as resources in an eco-friendly manner, and international standards are also being strengthened to increase the value of by-products. In Korea, economic and environmental perceptions of the by-products are rapidly changing, such as realizing carbon neutrality and enhancing circular resources by Korean Sustainable Development Goals. Raw materials derived from the by-products have been steadily imported from 2018. In particular, the number of imports of fish collagen peptides was only 16 number of times in 2017, but was rapidly increased to 483 number of times in 2020. Simultaneously, the demand for raw materials and nutrients for health functional food derived from fish by-products, which did not exist statistically until 2017, started to arise from 2018, and in 2019, consumption of high-value-added raw materials for fish by-products increased by 45% compared to the previous year. However, limitations are in legal and biotechnical industry aspects while its value as a biomaterial is recognized in the by-products-related industry. In this study, therefore, the status of by-products for upcycling biomaterials was reported and provided a scientific basis for supporting governmental strategies. In order to fulfill with the principles of a sustainable circular economy, the factors on hinder the marine bio-industrialization of the by-products were derived and suggested directions and plans for development into a high-value added the by-products as the marine bio-industry by substituting imported raw materials to support the development.
