International Law Perspectives of Deploying ROK Naval Power On Dokdo - Focus On Effective Control of Dokdo - (독도의 해군력 배치에 관한 국제법적 검토 및 발전방향 - 실효적 지배 개념을 중심으로-)

  • The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.

  • In this paper, a stabilized control algorithm for the large rotating stand of a long-range surveillance radar (LRSR) system is introduced. The stabilized control algorithm for this large rotating stand system was designed using mathematical plant modeling. The LRSR system is located on high ground and has a wide surface, making it susceptible to the effects of wind, which increases the bearing friction and reduces the stability of the rotating stand. The disturbance caused by the wind was analyzed using computational fluid dynamics (CFD) in this study. The results of the CFD analysis were used to construct a control algorithm for the disturbance . The performance of the proposed control algorithm was demonstrated experimentally and through simulations. The plant model and the control algorithm were constructed in Matlab/Simulink.

Monopulse Secondary Surveillance Radar Antenna with Sum/Difference/SLS Channels (합/차/부엽 억제 채널을 갖는 모노펄스 보조 감시 레이더(용) 안테나)

  • In this paper, development of the monopulse secondary surveillance radar antenna which can be used for IFF system is presented. This antenna that is passive linear array is comprised of the row-feeder and several array-elements. The row-feeder provides sum, different and SLS(Sidelobe Supression) channels which are optimized the distribution of the power and phase ratio. The azimuthe sidelobe level of the sum channel beam pattern is -20 dBc or less. The SLS channel covers the sidelobe of the sum-chanel in the whole azimuth angle range. And the difference channel is used to perform the mono-pulse function, improves the detection accuracy in the azimuth direction. Meanwhile, the arrayelement makes shaped beam in the elevation angle, in order to eliminate the clutter and multipath effects from the ground. Performance of the antenna developed is verified by the measurement of S-parameters and far-field beam pattern, and satisfies all of the development specifications well.

  • The automatic dependent surveillance - broadcast (ADS-B) system which is a core system of aviation system block upgrade is designed and implemented. The ADS-B system consists of the 4 blocks and 10 units, and filtering algorithm is applied to the implemented ADS-B system. To evaluate a performance of the implemented ADS-B system, real aircraft position data is used and compared reliable radar data. The comparison results show that average position difference of 99.57 m. In addition, comparisons of aircraft position data between the implemented ADS-B system employing filtering algorithm and the conventional ADS-B system under various situations are carried out, such as aircraft turning, taking off, landing, and cruising. The comparison results show that average position difference of 8.02 m.

  • In this paper, we proposed an information fusion method for enhancement of automatic dependent surveillance - broadcast (ADS-B) system which is one of the next generation navigation system. Although ADS-B provides better performance than traditional radar, ADS-B still has error due to dependence of global navigation satellite system (GNSS) information. In this paper, we improved the ADS-B performance using information fusion of multilateration (MLAT) and wide area multilateration (WAM). Information fusion provides accurate data compared to original data. Mostly, information fusion methods use Kalman filter or IMM(interacting multiple model) filter as a subfilter. However, we used Robust IMM filter as a subfilter to improve the aircraft tracking performance. Also, we use actual ADS-B data not virtual data to increase reliability of our information fusion method.

  • The Korean Institute of Technology Satellite (KITSAT-1) is the first satellite developed by the Satellite Technology Research Center and the University of Surrey. KITSAT-1 is orbiting the Earth's orbit as space debris with a 1,320 km altitude after the planned mission. Due to its relatively small size and altitude, tracking the KITSAT-1 was a difficult task. In this research, we analyzed the tracking results of KITSAT-1 for one year using the Midland Space Radar (MSR) in Texas and the Poker Flat Incoherent Scatter Radar (PFISR) in Alaska operated by LeoLabs, Inc. The tracking results were analyzed on a weekly basis for MSR and PFISR. The observation was conducted by using both stations at an average frequency of 10 times per week. The overall corrected range measurements for MSR and PFISR by LeoLabs were under 50 m and 25 m, respectively. The ionospheric delay, the dominant error source, was confirmed with the International Reference of Ionosphere-16 model and Global Navigation Satellite System data. The weekly basis orbit determination results were compared with two-line element data. The comparison results were used to confirm the orbital consistency of the estimated orbits.

Implementation of a Monitoring System Using a CW Doppler Radar (CW 도플러 레이더를 이용한 모니터링 시스템 구현)

  • The CCTV is limited by weather conditions. To overcome this limitation, we develop a monitoring program that can sense the approach or recede of two or more objects within a surveillance system that uses a continuous-wave (CW) Doppler radar, and we proposed an algorithm to efficiently detect the approach or recede information of the object. The proposed algorithm separates the signal received by the CW Doppler radar into the real and imaginary parts using Fast Fourier Transform (FFT), and sums the amplitudes for each frequency to determine whether the objects are approaching or receding, using their locations. The algorithm is verified by simulations and experiments, which confirms that it successfully detects the approach or recede of two objects.

A Study on the Establishment of VTS Service Area in Pohang (포항항의 VTS 서비스구역 설정에 관한 연구)

  • In world trade, the vessel traffic in major routes has been congested due to the rapid increase of cargoes and shipping tonnages. The patterns of vessel traffic have also been complicated and diversified. Therefore it was necessary that the Vessel Traffic Service(VTS) should be established in order to enhance the safety of navigation, to prevent the loss of life and damage to the environment. The first advanced radar surveillance system(LevelIII-VTS) was introduced in Pohang, Korea in 1993 and in 13 other ports later. While the hardware of Korea VTS is equal to that of an advanced country, the software, specially the operation manual, the recruitment and education of VTS operator, and the VTS service area is behind that of Russia, USA, Germany, Hong Kong, Singapore and others. After researching and investigating. the VTS equipment and service area of many countries, and analyzing the IMO regulations relevant to VTS and the traffic pattern and accident of Pohang port, the most efficient VTS service area should be established in Pohang. According to the analysis of the preceding studies and research on VTS, the worldwide VTS areas are recognized under the following conditions: First, the service area should be extended over at least radar coverage taking into account of traffic flow, traffic density, the degree of danger to navigation and harbour condition in order to provide all possible services. Second, the established service area should be subdivided and systematized to render reliable VTS services, such as the allocation of VHF frequency and reporting procedure in each area. In conclusion, the VTS service area of Pohang must be established and operated over 10 miles from shore(radar site) covering the radar coverage, so as to include the area of traffic congestion and high density traffic flow.

Range-Doppler Map generating simulator for ship detection and tracking research using compact HF radar (콤팩트 HF 레이더를 이용한 선박 검출 및 추적 연구를 위한 Range-Doppler Map 생성 시뮬레이터)

  • Due to the merit of having wide range with low cost, HF radar's ship detection and tracking research as maritime surveillance system has been recently studied. Many ship detection and tracking algorithms have been developed so far, however, performance comparison cannot be conducted properly because the states of target ships (such as moving path, size, etc.) differ from each study. In this paper, we propose a simulator based on compact HF radar, which generates data according to the size and moving path of target ship. Given the generated data with identical ship state, it is possible to conduct performance comparison. In order to validate the proposed simulator, the simulated data has been compared with real data collected by the SeaSonde HF radar sites. As a result, it has been shown that our simulated data resembles the real data. Therefore, the performance of various detection or tracking algorithms can be compared and analyzed respectively by using our simulated data.

  • A synthetic aperture radar (SAR) system can provide all-weather, day and night imaging capability, and thus, is very useful in surveillance for both civil and military applications. In this paper, the X-band spaceborne SAR system design procedure is introduced with the key design parameters for mission and system requirements characterized by the small satellite platform. The SAR imaging mode design technique is presented, and the design results are analyzed for standard mode performance evaluation. In line with the system requirements, the X-band SAR payload and ground reception/processing sub-systems are presented with the key design results and image applications examples. The designed small satellite SAR system shows the wide range of imaging capability, and proves to be an effective surveillance system in light-weight, high-performance and cost-effective points of view.
