This paper is aimed to analyse the recent changes in family planning as a step in an evaluation of the results of the population control policy which has been strenuously pursued by the government since December 1981. The data used in this analysis comes from the 1985 national fertility and family planning survey conducted by the Korea Institute for Population and Health (KIPH) in May 1985. According to the 1985 survey data, there have been great changes in both the contraceptive practice and fertility rates since the strengthening of the government's population control policy in 1 981. The contraceptive practice rate for married women aged 15-44 has increased from 57.7% in 1982 to 70.3% in 1985, an increase of 12.6% points in the short span of only 3 years. During the same period, the total fertility rate has declined from 2.7 in 1982 to the population replacement level which was planned to achieve by 1 988. More than 80% of women aged over 30 or with two children or more are practicing contraception, while the practice rates of women with 0-1 children are 14.0% and 45.1% respectively. The survey has revealed that the increase of contraceptive practice rate during 1982-1985 has mainly attributed to the high acceptance of sterilization procedures which practice rate of the married women has increased from 28.1% to 40.3% for the period. Also, the survey data shows that 24.7% of those women with only one child is practicing contraception for thepurpose of fertility termination. The government, taking into account of rapid changes in contraceptive practice and fertility rates, is formulating a population plan during the sixth fiveyear economic and social development plan (1987-1991) to achieve 1% ofpopulation growth rate by 1993, which was planned to realize by 2000. In order to meet this demographic goal, the existing population control policy measures should be improved to be suited to the recent contraceptive use and fertility changes. From this standpoint, the following considerations should be put forth; 1) improvement of the current program management systems including target allocation and evaluation schems for recruiting new acceptors in the young 20s groups to use contraceptives for birth spacing and to increase high continuation rates through the strengthening of follow-up services for the acceptors, 2) increase of self-supporting contraceptive users by promoting commercial advertisements on contraceptives through mass media including T.V. and radio, 3) development of social support policies including incentive schems, and strengthening of IE & C activities for increasing the proportion of the one-child family, 4) strengthening of population and family planning education in and out school youth, and 5) strengthening of management capabilities at the provincial and local program managers.
In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.

In recent years, countries such as USA, United Kingdom and Australia have begun to implement national policies in order to systematically manage and share research data produced through publicly funded research. However, Korea as of yet does not have a coordinated research data policy. The lack of infrastructure that supports the sharing and preserving research data results in the poor management and loss of valuable data produced from significant national R&D investments. The need for research data collection, management and sharing goes beyond the outcome assessment of national research: it facilitates the diffusion of research impact and economic development. There is a growing recognition that data sharing is an essential element of research ethics. This research investigates the relevant research data policies and methods of governance at the national level using a case study analysis. United Kingdom was selected as a case study target as it shows a wide variety of policy examples and instruments. In particular, this research focuses on the UK's national legal framework for research data sharing, analyzes the RCUK (Research Councils UK)'s data policies, activities at the seven research councils under RCUK as well as several supporting institutions. Based on the analyses, this research offers a national roadmap for better managing and sharing of research data in Korea.
In order to address the crisis of the regional employment structure caused by the recent restructuring of the shipbuilding industry, this study estimates the shipbuilding industry's Employment Linkage Effect(ELE) across regions and industries. Consequently, the study uses the hypothetical extraction method on the shipbuilding industry from the 2013 Regional Input-output Table. The analysis results are as follows. First, the shipbuilding industry's ELE across industries is estimated at its highest in wholesale and retail, followed by shipment, other manufacturing, project supporting service, machine and equipment manufacturing, and metal product manufacturing. These industries either have a high employment to GDP ratio or are directly related to the shipbuilding industry in terms of production activities. Second, the Southeastern Korea's ELE on South Jeolla Province is very low, and, accordingly, South Jeolla Province is isolated in the employment structure of the shipbuilding industry. Therefore, when the government establishes measures to tackle the crisis of employment caused by the shipbuilding industry's restructuring, it should prioritize identifying such regional employment structures, as demonstrated above, and incorporate them into the regional industry policy.
As Japanese economy has been well developed, the manpower problem of farmland has also become one of the largest and the most crucial issues in the overall agricultural policy of the Japanese Government. Particularly, the energetic younger generation and a core of agricultural labor force, has drastically decreased, while the weak older generation has increased. The severity of manpower shortage in agricultural sector led to create a farmer training programs which had been vigorously begun by the Yamagata Prefecture, and a center for promoting local autonomy. The major purpose of education for enhancement of status of future farmers as well as the welfare of core farmhousehold is to provide them with technical of vocational education to give training to those who want to become agricultural technicians, rural leaders of practical farmers Educational program for future and young farmers put emphasis on practical trainings which are directly applied to proper farm management. As a supporting policy for promoting future farmers' activities, Prefecture-level supports were strengthened to develop technical capability, managerial and supervisory ability, and the ability to lead organized activity so that the farm youth may operate modern farms with higher efficiency and greater specialization. Political consideration was also made to develop a rich sense of farm management as well as the adaptability necessary to introduce technical and managerial innovations. Methological measurements on how the Korean government has to do for solving the problem of agricultural manpower facing in farmland in Korea were noted.

This study aims to provide basic information about the policy and system improvements relevant to single elderly men, through an investigation concerning the use and needs of activity spaces near their housing environments. Eighteen single elderly men over 60-years-old living in Gunsan city of Jeonbuk province in Korea participated in in-depth interview, and the data were qualitatively analyzed. The results of the study are as follows: The social networks of the participants were focused on friends or colleagues, while mutual exchanges with their children were intermittently undertaken. Natural networks of the elderly were formed mainly in third places, such as parks, restaurants, or community facilities, and about a half of the elderly participants had no spatial needs, and the rest required spaces for meal services, the elderly living community, jobs, leisure/hobby activities, or facility improvements. The elements influencing use of activity spaces were access from the residence, health, social networks, and economic conditions. The results suggest the following: Exercise or leisure facilities supporting elderly mobility should be set up close to their residential environments. Senior facilities centered on systematic supports and shuttle buses circulating around the places that the elderly visit frequently should be considered. On the other hand, regular maintenance and education on residents' proper use of the facilities, and sufficient information and fee discounts for the general programs are needed so that the elderly could interact with the younger generation. From a public perspective, a rational system and policy based on understanding single elderly men's needs should be prepared for provision and management of the activity space.
The purpose of this study was to explore meaning and training experience of Kendo participants by qualitative research. For this purpose, the results of the study were obtained from 11 male and female subjects practicing in the Kendo area of Busan Metropolitan City. In order to elucidate the results of the study, in - depth interviews and related supporting data were collected and the data collected through text analysis were analyzed. As a result, the training experience of Kendo participants has formulated in three respective aspects and the result of such study is shown comprehensively as follows. The Kendo participants consider that the Kendo training would be the continuance of one's own fight and the process to overcome such would be an occasion to enhance the sense of pride for the trainees. Not only in Kendo training but also in ordinary living, this experience displays the foundation to overcome when one encounters the limitations within. Under this process, what is important to the Kendo trainees would be manner. The first thing learned in the Kendo training center is manner and manner is the most important virtue to be equipped for the Kendo trainers. Furthermore, Kendo has the strength to advance righteous personal traits through the physical activities. Lastly, those participants that are equipped with the qualification as the master through long period of training have profound training of Kendo in order to be equipped with the competency as the master and this experience has prepared the turning point to be advanced as true and genuine Kendo men.
This article tries to compare exchange relations between welfare and dictatorship in the East Germany and the North Korea. Unlike capitalist welfare aiming at correcting market results socialist welfare has been proposed to satisfy people's basic needs, but it had operated as instrument of dictatorship. Relation between welfare and dictatorship could be distinguished as hard exchange and soft one in line with social construction of welfare. Welfare-dictatorship relation in East Germany had developed from its formation(1949-1970s), crisis(1980s) and dissolution(1989-1990). There had established hard exchange relation in which the legitimacy of dominance had debted to welfare as social rights. While crisis of the exchange relation had been modest in a form of insufficient supply of consumption goods, it was one of the elements of collapse of dictatorship, leading to the unification with West Germany. The journey of the exchange relation in North Korea can be characterized by its formation(1948-1980), crisis(1990s-2000s), and transformation(2010s). Unlike East Germany, welfare was socially constructed as gift form the ruler to the ruled, which made the combination of welfare and dictatorship loosely coupled. Although economic crisis was severe compared to East German one the rulers have succeeded maintaining dictatorial dominance by creating dual exchange relation. They separated core group and subordinated one supporting the former at the expense of the latter. They blocked out most of the people from soft exchange relation making bad use of muddling-through life style dependent on market activities. This strategy led to a 'dictatorship neutral welfare extinction'. Taking the high degree of institutionalization of newly establishing welfare-dictatorship relation into account, lives of most people are hardly expected to be improved by gift by their rulers even if North Korean economy will recover in the future.
This study investigated that what strategies tobacco companies have taken for marketing tobacco and tobacco companies on news media, by reviewing the previous research analyzing the tobacco companies' documents and the news coverage of tobacco. The tobacco document studies showed that tobacco companies have created close relationships with news media, a quid pro quo, by providing advertising and diverse forms of sponsorships and obtaining favored treatment on news coverage and have built networks with journalists by supporting journalist organizations. They have also supported thinktank groups and pro-smoking groups so as to represent and advocate their perspectives and assertions on news media and have utilized sponsorship of art and culture as pseuo-event for publicizing tobacco and tobacco companies on news media. Futhermore, news coverage of tobacco showed that news media tended to deal with tobacco issues lukewarmly, without a clear position and perspective and deliver naturally tobacco industry's perspective and message that smoking is controvertial rather than totally undesirable and unacceptable. Also, the news coverages have often reflected tobacco industry's publicity strategies identified in tobacco industry documents. This study suggests how tobacco industry access and utilize news media to obtain favorable news coverage, and thus it provides a rational of why tobacco industry's publicity activities have to be regulated.

The epidemic of COVID19 caused a big change in design collaboration, which has been conducting using face-to-face interaction. Designers actively used video conferencing and online document tools in situations where face-to-face meetings were difficult, and this gave them an opportunity to experience that non-face-to-face collaboration can be more effective in a specific design process. In this regard, this study attempted to find out which activities during the design process are more compelling in face-to-face collaboration or non-face-to-face collaboration. To do this, three user experience design projects conducted after the COVID19 epidemic were analyzed through a retrospective interview method. As a result, during four design stages, 'Discover, Define, Develop, Deliver', face-to-face collaboration is necessary for the areas that require creative problem solving through active interaction. In contrast, non-face-to-face collaboration is preferred and more effective when designers need their own space and proceed their design work. In addition, the aspects of design tools supporting non-face-to-face collaboration were also illustrated. Findings discovered through this study are expected to contribute to research on the design process later.
