  • Electric energy is too difficult to manage realtime for irregular change of load because of non-storage. In specially, operation of reserve is ancillary service to supply stably to defend large troubles in electric power system. But whole of electric power system brings to economical loss because of reserve operation. Therefore optimal reserve quantity and optimal reserve price are necessary in order to minimize loss. In this paper, we have presents optimal dispatch and reserve price consideration of opportunity cost.

  • The water supply galvanized steel pipes of apartment buildings in Bucheon city constructed with building permission before 1994 have many problems such as leaks, the water containing rust, and low water pressure due to corrosion. Therefore, this study aims to find a way to renew the water supply pipes under investigation through a survey. As a result, when replacing the galvanized steel pipe with the corrosion-resistant pipe, the water supply system should also be changed from the gravity tank system to the booster pump system and the hygienic water storage tank. It is necessary to redraft the long-term repair plan including the replacement of the water supply system. Also, it is necessary to save the allowance reserve according to the modified long-term repair plan.

  • This paper presents a new generating unit maintenance scheduling algorithm considering regional reserve margin and transfer capability. Existing researches focused on reliability of the overall power systems have some problems that adequate reliability criteria cannot be guaranteed in supply shortage regions. Therefore specific constraints which can treat regional reserve ratio have to be added to conventional approaches. The objective function considered in this paper is the variance (second-order momentum) of operating reserve margin to levelize reliability during a planning horizon. This paper focuses on significances of considering regional reliability criteria and an advanced hybrid optimization method based on PSO algorithm. The proposed method has been applied to IEEE reliability test system(1996) with 32-generators and a real-world large scale power system with 291 generators. The results are compared with those of the classical central maintenance scheduling approaches and conventional PSO algorithm to verify the effectiveness of the algorithm proposed in this paper.

Economic Rationale of Compensating Balance Requirements and Its Impact on Money Supply (「꺾기」의 경제학(經濟學)과 통화량(通貨量) 효과분석(效果分析))

  • This paper purports to analyze the economic rationale of compensating balance requirements and its impact on money supply. This practice has recently been severely criticized for artificially increasing the money supply and, therefore, limiting the nation's aggregate lending policy under the tight constraint of the given money supply target. A review of the existing literature implies that compensating balance requirements is a banking practice which leads to corrections in the distortion of financial resource allocation due to the imperfection of financial market stemming from asymmetric information and/or financial regulations on deposit and lending rates. Therefore, the economic rationale of this practice is deemed to improve the efficiency of financial resource allocation. On the other hand, the macroeconomic impact of compensating balance requirements on the money supply depends on the impact on the money multiplier, which in turn depends on the desired ratio of deposit that people wish to maintain on the money borrowed from the banking system, and on the desired reserve ratio that the banking system would like to hold for deposit withdrawal. If the compensating balance requirements could increase the desired ratio of deposit to borrowing (bank lending), it will increase the available amount of total reserve within the banking system and, in turn, the money multiplier. However, this channel has not been fully analyzed in the literature, and the direction of the effect is ambiguous. If the practice could reduce the turn-over rate of deposit and, thereby, reduce the desired reserve ratio of the banking system, then it will also increase the money multiplier. While this channel operates unambiguously toward increasing the money multiplier, this effect will be limited by the extent that the banking system holds the excess reserve over the required reserve because the excess reserve will set the maximum amount for the desired reserve to fall. This paper tries to determine the effect on the money supply by empirically estimating the multiplier and the desired ratio of deposit to lending equations as functions of the ratio of compensating balance to the related lending, which is not observable and is estimated for the regression purpose. The results suggest that the effect of compensating balance requirements on the money supply in Korea does not exist or is very tenuous even if it could operate. Therefore, this paper concludes that the well publicized policy of cross cancelling the compensating balance and the related lending will not be effective at controlling the money supply and increasing the amount of loans without expanding the money supply.

  • In recent years, maximum electric power demand has been increasing steadily. But, Electric Power Supply & Demand problem is occurring due to lack of electric power reserve ratio caused by electric power peak. For this reason, I investigated the current status of the Electric Power Supply & Demand and established Electric Power Supply & Demand and established Electric Power Supply & Demand measures. I will expect that this paper will be contributed balanced and stable Electric Power Supply & Demand management.

Impact of Maintenance Outage Rate Modeling on the Minimum Reserve Rate in Long-term Generation Expansion Planning (예방정비율(MOR) 모델링 방식이 수급계획의 최소설비예비율 산정에 미치는 영향)

  • In South Korea, minimum reserve rate, which is to satisfy reliability standard, has been determined by simulation result using WASP. But, it is still controversial whether the level of minimum reserve rate is adequate. Thus, in this study, various analyses of minimum reserve rate are being conducted. WASP uses the probabilistic simulation technique to evaluate whether reliability standard is satisfied. In this process, forced outage rate and maintenance periods of each generator play important roles. Especially, the long-term plan can be varied depending on how maintenance periods deal with. In order to model maintenance periods in the probabilistic simulation technique, WASP uses derating method. However, broad analyses have to be conducted because there are various ways including derating method to model maintenance periods which result in different results. Therefore, in this paper, 3 different maintenance outage rate modeling methods are applied to arbitrarily modeled system based on the basic plan for long-term electricity supply and demand of South Korea. Results show impact of each modeling method on minimum reserve rate.

  • In an electricity market with imperfect competition, participants devise bidding plans and transaction strategies to maximize their own profits. The market price and the quantity are concerned with the operation reserve as well as the bidding system and demand curves in an electricity market. This paper presents a market model combined by an energy market and an operating reserve market. The competition of the generation producers in the combined market is formulated as a gaming of selecting bid parameters such as intersections and slopes in bid functions. The Nash Equilibrium (NE) is analyzed by using bi-level optimization; maximization of Social Welfare (SW) and maximization of the producers' profits.

Are Poverty and Illiteracy to Blame for Forests Degradation? A Case Study of Mbeya Range Forest Reserve. Mbeya-Tanzania

  • In this study, a total of 350 households contained 700 individuals in Iganzo village were surveyed to study their literate and poverty levels and their impacts to conservation of the Mbeya Range Forest Reserve. The study included 350 women and 350 men. The majority of respondents were between the ages of 31-40 years old (53%), while the rest were between 41-50 years old (25%) and 21-30 years old (22%). The total income per day per household was calculated and averaged to 4,570 Tanzanian shillings that is equal to about 3 U.S. dollars. The average number of members per household was seven. It was reported that, there is a tremendous decrease in biodiversity composition of the reserve mainly due to poverty (80%) and ignorance (76%) of the people on the importance of the reserve. Other causes for this decrease were reported to be grazing of livestock in the reserve (23%), poor farming systems (68%), which resulted in soil erosion, encroachment (64%) through expansion of farms towards the reserve boundary and charcoal burning (34%). Respondents from Mbeya Urban Water Supply Authority and District Forest Office mentioned lack of funds (49%) and lack of experts (56%) as challenges that face the conservation of the reserve. It was revealed that 25% of respondents had never gone to school, 53% had primary level of education as their highest level of education, 20% had secondary education and 2% had first degree. The null hypothesis that poverty and illiteracy have a positive correlation to forest degradation was accepted based on these findings at a probability of p>0.85. Thus, it was concluded that poverty and illiteracy among Iganzo village residents are the main causes for the degradation of biodiversity in Mbeya Range Forest Reserve.

In this paper, current status on lithium reserve base, lithium supply and demand is reviewed, and technology for lithium recovery is briefly introduced.

  • This paper introduces the characteristics of relationship between probabilistic reliability (LOLE; Loss of Load Expectation) and deterministic reliability (SRR; supply reserve rate) for 2008 year in Korea power system. Korea power system has been using the LOLE criterion to determine the adequacy of installed capacity (ICAP) requirement. The criterion is that load shall not exceed the avaliable capacity, on the average, more than five day in ten years. The probabilistic reliability evaluation and production cost simulation program which is called PPHFHT was used in order to obtain the relationship in this paper.
