The authors derived rental housing policy measures that are appropriate for the current conditions of Korean housing supply and demand based on the confirmation of the issues of Korean rental housing system and reviewing implications from review of cases of foreign countries and these measures can be categorized into linkage with the urban regeneration and multi-functional development, acquisition of financial resources, operational management, policy and institutional aspects. For the expansion of supply of rental housing, it is essential to link the rental housing policy with urban regeneration. To pursue regeneration of underdeveloped areas and expansion of supply of rental housing in line with urban regeneration, more development sites should be added. Further, the rental home policy must be integrated into a new paradigm that includes securing commercial viability and providing various residential conveniences through multi-functional development. In addition, diversification of developers of real estates turning away from the existing framework of policy that has been focused only on the state-led housing supply so that local governments and private sector players can take part in. Next, new options for funding the supply of rental housing must be sought. First, raising financial resources sequentially through cyclical development approach could be considered. Or, various funding schemes including utilizing Tax-increment financing (TIF) based on the local tax revenues that will be accrued after the development projects and supply of rental housing. Or there should be various schemes to raise funds including utilization of TIFs that are based on the revenues that will be realized after the development projects and supply of rental housing, or utilizing REITs where funds can be provided through private sector investments. Also, getting out from the planning practice that focused only on physical expansion of supply of rental housing, continual operational management must be performed even after the development. These activities must be supported through establishment of control tower at the national level and continuous attention must be paid even after the development by developing specialized operational management companies that are led by private sector players. Finally, in addition to the hardware support that is focused on the public rental housing only, software support such as conditional provision of housing voucher or tax exemption for low-income classes should be provided, too. In other words, a shift from policies that are supplier-centric to ones that are customer-centric must take place.

Today's public sector information is considered an important national asset that has social and economic value. Hence, developed countries are competitively promoting various policies to actively promote access to public sector information and the use of such information for private purposes. The Korean government is also boosting the Government 3.0 policy as a new governmental management paradigm that supports the creative economy. Despite these governmental efforts, since open public sector information is only classified from the supplier's perspective, it is difficult to have access to information for private application from the consumer's perspective and expand private applications because of the problems in identifying the information source. In this study, the concept of data from the user's perspective for the activation of private applications was defined by focusing on public sector information obtained by affiliated organizations of the Ministry of Science, ICT and Future Planning(MSIP). The new classification system was designed by analyzing the classification system of conventional open services of public sector information through investigation.
Purpose - This study focused on providing strategic findings that make significant sense for companies that are looking for a future outsourcing strategy. The study analyzes the results of outsourcing in the information logistics systems field and verifies the results through experimental study of the performance delivered by logistics outsourcing types. Research design, data, and methodology - The study sample was assembled based on a random sampling method used to extract the initial 451 companies from a list of Korean distributors, wholesalers, and retailers. Following that sample process, 423 companies were confirmed by verifying their e-mail address and contacts (telephone and fax numbers), and were selected as initial research subjects. We reduced that number to 331 companies for the survey sample through telephone interviews in advance with the 423 companies that were targeted, in order to verify whether they are in the field of outsourcing of information logistics systems. The period of the survey extended from November 10, 2013 to January 10, 2014. The number of collected surveys totaled 181. We reviewed the contents of the survey responses, and reduced the number of research subjects to 175. In this study, we used a standard analysis to investigate whether there is a difference in distribution results based on different types of outsourcing information in the logistics system field and, through T-verification, we investigated whether the difference between distribution results in each group resulting from that standard analysis is statistically significant. Results - These results show that there is a difference in distribution outcome, based upon type of distribution outsourcing. In addition, we determined that they are meaningful results by confirming that, for usability and to improve the capabilities of a third-party logistics service supplier, both the choice of reasonable outsourcing types and the enhancement of various types of alliances are very important success factors. Taken together these study results, with a goal of enhancing the distribution capabilities of a Korean distributor, can be implemented to enhance management results achievable by supplying an information logistics system in the form of strategic outsourcing rather than in the form of simple outsourcing. In addition, the outcomes of logistics distributors in Korea that are using outsourcing in the logistics information systems field show high performance results in commercial endeavors in the following order: competitive, pre-competitive, non-competitive, and pro-competitive. Conclusions - This study focused on providing strategic findings. However, in the case of outsourcing in the field of information logistics systems of Korean distributors, there has been a focus on simple outsourcing rather than on strategic outsourcing; furthermore, there has been a concentration on non-competitive forms instead of pro-competitive forms, which could achieve better distribution results. This discussion is presented in more detail in the analysis results of this study.
The major objective of this research is to suggest the proactive strategy and management of public R&D for the active transfer of technology based on the influential factor analysis of technology transfer. This study identified influential factors which make the greatest impact on the success of public technology transfer and commercialization through three points of view-technology supplier's view, technology adopter's view and view of commercialization-which contribute to successful technology transfer and commercialization. The core influential variables for blocking technology transfer are identified such as additional technological development, search for technology adopter followed by mass production technology and testing of confidence. Technology adopter is to create new markets or expand existing markets through the superiority (innovation) of licensing technology, increasing the internal innovation capabilities and maximizing the impacts of technology. This research suggests two effective strategies for improving technology transfer such as technology planning and marketing in the view of technology license. The strategy of technology planning should be established and executed to meet both technology trends and adopter's needs. And strong patents should be secured in terms of licensing of technology. Also the technological performance should be evaluated at mid-term appraisal, confirming the needs of adopter and competitive advantage of technology and patent. In addition to this, the customized technology marketing strategy for different fields of applications is also required in order to improve the likelihood of technology transfer. If the performance of R&D organization could be evaluated by global technological competitiveness and spillover effects of commercialization rather than quantitative output, the flow of technology transfer and commercialization would be accelerated.

IT system in supply chain management(hereafter, SCM) has been regarded as one of competitive advantage to win over competing supply chain. SCM participants rush to adopt IT system to be agile for changing environment. Companies expect the improvement of the process integration over the supply chain, which enhance the overall SCM performance. IT system has been considered to influence on effective communication over the wall of firm boundaries. But, the profitability or the effectiveness of IT investment are controversial. This study try to reemphasize the importance of IT system considering the differences of processes, and the influences on the collaboration of supply chain participants. We want to know the perception level of functional managers for the importances, usages, and contributions of IT system in manufacturing sector. Also, we compare the different perception for collaborative SCM among supplier, buyer, and employees of buyer, and try to understand the context in which the IT investment acceptance occurs. We collected 297 responses(199 from line process and 98 from project process respectively). Results show that the importances, usages, and contributions of IT system are higher in the line process than in the project process.
Out of all the possible actions that can be taken to respond to greenhouse gas reduction, including development of greenhouse gas reduction technology, infrastructure, actions to improve energy saving and efficiency, and offset with carbon emission reductions (CERs), this study shall focus on the investment on CERs. This study will take a look at risks involved with investing in CERs such as UN registration refusal risk and CERs price fluctuation, and will design risk management model which shall be verified. The goal of this paper is to provide optimized CERs investment strategies for different types of investors, such as general trading companies seeking for investment opportunities and financial companies with plans for green products development and investment by preparation for carbon market. It is expected that the global competitiveness of domestic financial companies shall be improved by taking actions on carbon market instead of previous passive response to climate change and that Korea, the number two Carbon Emissions supplier and number one derivatives market in terms of volume, shall be able to lead the worldwide carbon market.

Since trees in the city are green assets that create a healthy environment for the city, systematic management of trees improves urban ecosystem services. The sporadic urban tree information centered on the site is vast, and it is difficult to manage the data, so efforts to increase efficiency are needed. This paper summarizes tree data inventory based on data constructed by Seoul Green Trust activists and constructs and discloses online database maps using Tableau Software. In order to verify the utilization of the map, we divided into consumer and supplier aspects to collect various opinions and reflect feedback to implement tree database maps for each area and species of Seoul Forest. As a result, the utilization value of tree database in urban parks was presented. The technical significance of this study is to systematically record the process of constructing and implementing a dashboard directly using the Mapbox platform and Tableau Software in the field of landscaping for the first time in Korea. In addition, the implications and supplements of landscape information were derived by collecting user opinions on the results. This can be used as an exploratory basis in the process of developing online-based services such as web and apps by utilizing landscaping tree information in the future. Although the visualization database currently constructed has limitations that ordinary users cannot interact in both directions because it utilizes business intelligence tools in terms of service provision it has affirmed both the database construction and its usability in web public format. In the future it is essential to investigate the assets of the trees in the city park and to build a database as a public asset of the city. The survey participants positively recognized that information is intuitively presented based on the map and responded that it is necessary to provide information on the overall urban assets such as small parks and roadside trees by using open source maps in the future.
As the water supply system has been installed over the country, the management of drinking water could be easier and controlled by experts. This helps to supply safe water to public. However, in rural area, small scale water treatment systems or groundwater haves been used as drinking water supplier. The drinking water including groundwater contains various contaminants. Private or small scale water treatment system can be contaminated with heavy metals such as arsenic, selenium and strontium which are usually originated from natural source. Arsenic, selenium and strontium have been determined from the goundwater, small scale water treatment system in the Kyungpook area. The results have been compared with the Korean and international standards. The results were analyzed on the geological characteristics of the area. Among the total of 1,412 samples, 76 samples showed higher concentration of arsenic than WHO guideline and the Korean drinking water standard. Total 4 samples had higher contents of selenium than WHO guideline which was $10{\mu}g/L$. In the analysis of geological characteristics, arsenic was highly released from a few area and which are in order of biotite granodiorite > biotite granite > daegu formation. Selenium has been highly released from biotite granite > black shale > diluvium.

This study presents NGDM(National Geospatial Information Distribution Model) in order to effectively utilize and differently apply geospatial information which is important in the dispersion of GIS. In order to establish the NGDM, this study draws the guideline of NGDM in Korea by analyzing its present condition of domestic and foreign geospatial information distribution. It also investigates some major factors forming the infrastructure of NGDM in regulative, technical, physical, and social aspects. Based on these factors, this study presents a three-staged NGDM that is applicable in Korea. The NGDM consists of four components that are the consumer, supplier, gateway for the clearinghouse and the clearinghouse of the geospatial information. According to the management form of geospatial information, the types of NGDM are classified as the concentration type, the distribution type, and compound type. Also, this study explains the mutual relationship between the NGDM's components and suggests a three-staged NGDM of planting, growth, and maturity period considering comparison results of classified models and development direction of regulation, protocol, communication network, electronic commerce, and etc.
Recent reports about economic structure and changes show that global economy changes to rely on service rather than manufacturing. This phenomenon can be explained in two ways: the growth of service industry itself and the increasing reliance on service by other industry areas. The importance of service is indicated by the fact that the contribution of research and development, marketing, and finance to the revenue generation of companies is getting greater than that of manufacturing. This change in the economic structure calls for researchers' attention on the importance of service and the service-based economy. In the service-based economy, firms are considered value proposition providers and consumers actual value creators so that the concept of co-value creation becomes a key thesis to study. However, there are a variety of definitions of service and diversified measurements of service anchored in the supplier-oriented understanding of service yet. This lack of understanding of the service and the economic paradigm change causes a lot of problems in the areas of service productivity, service quality, and service innovation. Even though a new movement called service science started and rigorously pursues the way of enhancing the understanding of the economic change and service productivity, there is no framework that provides a unified view about the new role of service, service productivity, service quality, and thus service innovation. This study proposes a unified framework to provide a structured view about service provision and to facilitate the research on service. The framework is built on the concepts from previous studies about service marketing and service science: service life cycle and service networks including value activity network, resource integrator network, and capability network. We hope this study can be used as the basis for future studies on service science.
