Many companies of the world have applied the TQM, which was originated from Japanese management style, to increase their competitiveness. It is not so easy to implement successfully the management practices originated from the foreign countries, which are usually mixed with specific cultures and management systems of their own. Some American companies created some best practices such as 6 sigma approach for applying TQM by creative benchmarking. This Paper Presents some issues for creative benchmarking for Korean companies through the analysis of the creative benchmarking processes of the successful American companies.

The direction of recent education literature points to the importance of creativity and creative practices, which also plays an important role in character education and has been recognized as being invaluable for the educational goals of the 21st century. As such, the goal of mathematics educators and researchers has also been on emphasizing the importance of building character and promoting creative practices. In this research, we study the pedagogical measures that can be easily implemented in classrooms to foster creative mathematical thinking and practices in students. In particular, the mathematical topic of interest is three-dimensional geometry, and especially polygons, and processes in which mathematical knowledge and creative practices play out in classrooms. For example, we explore how these creative lessons can be organized as the target internalization lessons, concepts definition lessons, regularity and relationship lessons, question posing lessons, and narrative story lessons. All of these lessons share three commonalities: 1) they require specific planning and execution challenges in order to achieve creative tasks, 2) they take advantage of open-ended problems, and 3) they are activity-oriented. Through this study, we hope to further our understanding on successful creative mathematical educational practices in the field of mathematics education, and help establish model lessons and materials for teachers and educators to use towards such goals.

This paper reports an empirical study on assessment of R&D best practices. The principles of quality management and their tools such as best practices or benchmarking have been so prevailing in the operational process that the R&D management recently consider extensive use of them for their innovation process. However, characteristics of the two processes may be different each other. Are the principles or the tools that were effective in the operational field still going to be effective in the innovative field? In order to answer the question, we statistically examine how R&D best practices contribute to the innovative performance. Upon literature review on technological innovation, we present a R&D process model whereby we set forth research hypotheses. Using data from 66 successful R&D efforts carried out among Korean firms mostly between 1999-2001, regression analyses reveal that best practices used in most stages throughout the R&D process are found not to significantly contribute to the innovative performance. Only those in technology strategy and prototyping stages are proven effective for technical and commercial performance respectively. Interestingly, efforts in a problem solving and improvement stage are counterproductive in the case of the innovation process. Discussions on our empirical observations are presented followed by some managerial implications.

This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

The purpose of the study is to identify specific tools and joint practices used in customer-supplier partnerships and to investigate performance outcomes resulting from using the identified tools and joint practices. To achieve the purpose, related literatures in the area of marketing, purchasing, and management systems engineering are reviewed. Successful and world-class supply and/or supplier management cases are examined in-depth as well. Before addressing the purpose of this study, quality experts' assertions on and historical perspective of Supply Chain Management(SCM) and general issues on customer-supplier partnerships are also mentioned.

Project-based joint ventures are often used in the construction industry to assemble an organization that meets a client's project needs and matches or exceeds the capacities of competitors. The joint venture / partnerships provides the means for a firm to quickly add resource, political, technical, or other required strengths that will increase project acquisition. This paper sets out to study the types of joint ventures, different issues or problems while having joint ventures and the critical factors that contribute to successful joint ventures. A questionnaire was designed and administered to survey the issues and present practices of joint ventures in the South Florida construction industry. Along with the questionnaire, personnel interviews were also conducted to get first hand knowledge about the subject matter. The results are presented in the paper. These results specifically identify the overall practice of joint ventures in South Florida as well as indicate the most significant factors leading to failure or success of these ventures.

Objectives: This study was aimed to present the experts' opinions for the successful application of Korean traditional medical practices (KTMPs) to the International Classification of Health Intervention (ICHI). Methods: Two doctors of Korean Medicine and two health information managers who had tried coding 131 KTMPs using ICHI participated in the focus group discussion. The remarks from the discussion were summarized according to the thematic analysis method. Results: The participants expected ICHI to be mainly used for statistics when applied to TKMPs. It can be used for payment systems as well, but it was expected that additional work would be required. They thought the current version of the ICHI did not sufficiently reflect the KMTPs of the real world, and even the interventions already included in the ICHI were not explained enough in the system. They thought it would not be easy to explain more KTMPs within the current structure of the ICHI, but they also said it seemed possible. In the process, rather than adding entirely new stem codes, it would be better to generate new combinations of the existing codes, to suppose subdivided codes, and to utilize the include terms or extension codes. Conclusions: For the successful introduction of ICHI, clarifying the definition of each intervention of KTMPs is a top priority. In addition, it is necessary to continue the matching work of ICHI - KMPTs and also required to make this effort together with the field of traditional medicine and complementary medicine worldwide.

This study was accomplished to investigate the recognition and the using practices about food-nutrition labeling system of 20's consumers. Two hundred and fifty-four man and women were examined using the questionnaire. The results were as follows. 1. The degree of recognition of subjects about food-nutrition labeling system was low (43.3％) and the using practices were even lower (18.1％). 2. The items considered as important were in the order of shelf life, manufactured date and cost. 3. The confidence score to the food-nutrition labeling system of consumers was 3.2 and was higher in the females compared to males. 4. The preferred method of food-nutrition labeling was in the order of picture and graphic type method, table type method and descriptive type method. 5. The expected effects of the current food-nutrition labeling system were easy to select foods for the prevention of the adult diseases and diet therapy. From these results, we might propose the conclusion as follows: Food-nutrition labeling system might be a good source of nutrition information and the consumers'demand for disease-prevention and dietary purpose. Therefore, the agencies concerned should make an every effort for the successful implementation of food-nutrition labeling system.

Global firms are seeking to implement their global logistics strategies in two ways: the use of centralized inventories and/or postponement of final assembly. These strategies stress the importance of regional logistics centers. In most cases, regional logistics centers are located in or near ports so that changing demands can be met with economy, reliability and flexibility, The port can profit not only from the activities of logistics center itself, but also the increasing flow of cargo through the logistics center. A number of ports respond to this trend by shifting their emphasis from traditional cargo-handling services to value-added services. This paper presents guidelines drawn from the best practices of ports to be successful logistics centers to provide many aspects of value-added logistics services. These include: Effective Planning and Development of Logistics Centers; Institutional Incentive Scheme; Development of Free Trade Zones; Financing Infrastructure related to Logistics Centers; Developing Logistics Service Providers and Logistics Professionals; Development of Information Technology; and Regulatory and Administrative Issues. These guidelines will help managers of ports and policy makers of governments in the East Asian region learn to recognize, analyze and adopt the best practices for use.

Most of the major aspects of the high speed rail tunnels in Korea, including such items as the tunnel geometry, excavation methods, primary support, final lining, drainage and waterproofing, are similar to the practices followed in other countries. The tunnels in Korea provide the largest net internal area $(107\;m^2)$ as compared to the other counties addressed in this paper. The effective adaptation and modification of international practices and designs, combined with the integration of domestic practices, has resulted in the successful construction of these large tunnels. The experience gained from the completed work to date on the high speed line in Korea, combined with international technology input, will help to ensure future tunnels are constructed in an efficient manner with adequate design measures implemented for the long-term operational life of the tunnels. As has occurred in these other countries, further improvements and modifications to the Korea high-speed railway tunnels will occur as experience is gained and new technology develops.
