Success of Digital Transformation in the Context of the Agile Principles : A Case Study of the Seoul Metro (애자일 수행 방식으로 본 디지털 전환의 성공요인 : 서울교통공사의 디지털 전환 프로젝트를 중심으로)

  • Most enterprises today work on digital transformation projects to cope with uncertainties caused by the rapid change and cutting-edge technology. The key point is they need to take a novel approach on new projects for high performance. In this context, there is a growing interest in utilizing agile method; however, many studies on Impact of Digital Transformation on the Results of Innovation do not deal with agile methodology. The research specifies the case of Seoul Metro, regarded as best-practice on digital transformation, based on the agile way of working. The case study is based on in-depth interview with Seoul Metro's executives and employees, and the interview is analyzed using keywords from the 12 Agile Principles. Thus, among the 12 Agile Principles, Motivation and Trust, Face-to-face Interactions, Continuous Attention to Technical excellence and good design, Self-Organizing Team contributed the most to successful digital transformation projects. In addition, based on Requirements Uncertainty and Technical Degree of Uncertainty, they carry different kinds of traits. For instance, the higher the uncertainty toward requirements and required technology is, the more technological development pace is maintained. Given the conservative nature of public corporations, it is necessary to adopt the agile way of working, such as improving employees' technological capabilities and allowing teams to be organized within themselves, in a bid to produce successful innovation outcome.

An Empirical Investigation of Vendor Readiness to Assess Offshore Software Maintenance Outsourcing Project

  • The process of correcting, upgrading, and improving software products after they have been handed over to the consumer is known as software maintenance. Offshore software maintenance outsourcing (OSMO) clients benefit from cost savings, time savings, and improved quality software through OSMO. In most circumstances, the OSMO vendor makes a lot of money but not in all the cases. Especially, when the OSMO project offer is not properly assessed. An efficient outsourcing contract might yield successful outcomes for outsourced projects. But before sending a detailed proposal to bid on the OSMO project the vendor must have to assess the client's project (business offer) requirements. The purpose of this study is to find out common trends within the assessment of a OSMO project. A case study approach along with semi-structured interviews from eight companies concluded ten common practices and several roles. Among these practices, four (code structure, requirements, communication barriers and required infrastructure) were consistent amongst the responses .The findings, limitations and future work are discussed.

A Comparative Study of Local Newspapers' News Frame: Focus on Nuclear Waste Site Reporting (지역신문 뉴스 프레임 비교: 핵폐기장 관련 보도를 중심으로)

  • This study examines different news frames of local newspapers reporting the controversial 'Nu[lear Waste Site' issues which deeply split regions showing their intention to bid for the state affair. Three local papers were analyzed for this study, "Gwang-Ju-Il-bo" "Mae-il-sin-mun" and "Jun-buk-il-bo." Overall, the three local papers displayed widely divergent main news frames on the same issue. Firstly, "Gwang-Ju-Il-bo", and "Mae-il-sln-mun" showed the strong tendency of using 'counter frame' while "Jun-buk-il-bo" exhibited 'loral development frame'. Secondly, "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" were frequently headlined 'Nuclear Waste Site', while "Jun-buk-il-bo" carried headlines 'Radioactive Waste Management Facility' overwhelmingly more often than the other two papers, indicating that headline key words are closely associated with the configuration of news frames. Thirdly, the main news frames remained consistent for "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" even after the government's report about the possible connection of 'ion-beam irradiation-accelator' and 'Nuclear Waste Site.' On the other hand, "Jun-buk-il-bo" was significantly less headlined 'Nuclear Waste Site' while significantly more headlined "Radioactice Waste Management Facility." "Jun-Buk-il-bo" which is in stark contrast to the other two papers changed in its tone by increasing the 'local development frame' with decrease in the 'counter frame.' The "Jun-buk-il-bo"'s more frequent use of 'Radioactive Waste Management Facility' as a headline than "Nuclear Waste Management Equipment" is seen as its attempt to minimize negative image of Nuclear Waste and to promote favorable public opinion by highlighting aspects of economic benefits and the local development the construction would brind about. The major findings of this study further support the claim that media overage ends up a reality. The fact that Buan in Jun-buk Province made a successful bid for the construction is not a coincidence.

Improvement Strategy & Current Bidding Situation on Apartment Management of Landscape Architecture (공동주택 조경관리 입찰 실태와 개선방안)

  • This study was conducted to provide basic data for a transparent and fair bidding system by identifying problems and suggesting improvement measures through an analysis of the bidding status for construction projects and service-related landscaping of multi-family housing. To this end, we used the data from the "Multi-Family Housing Management Information System (K-apt)" that provides the history of apartment maintenance, bidding information, and the electronic bidding system to examine the winning bid status and amount, along with the size and trends of the winning bids by year, and the results of the selection of operators by construction type. As a result, it was found that out of the total number of successful bids (36,831), 4.4% (16,631) were in the landscaping business, and the average winning bid value was found to be about 24 million won. According to the data, 73% of the landscaping cases were valued between 3 million won and 30 million won, and 58.6% of the cases were in the field of "pest prevention and maintenance". 36% of the total number of bids were awarded from February to April, with "general competitive bidding" accounting for 59.8% of the bidding methods. As for the method of selecting the winning bidder, 55% adopted the "lowest bid" and "electronic bidding method," and 45% adopted the "qualification screening system" and "direct bidding method." As an improvement to the problems derived from the bidding status data, the following are recommended: First, the exception clause to the current 'electronic bidding method' application regulations must be minimized to activate the electronic bidding method so that a fair bidding system can be operated. Second, landscaping management standards for green area environmental quality of multi-family housing must be prepared. Third, the provisions for preparing design books, such as detailed statements and drawings before the bidding announcement, and calculating the basic amount shall be prepared so that fair bidding can be made by specifying the details of the project concretely and objectively must be made. Fourth, for various bidding conditions in the 'business operator selection guidelines', detailed guidelines for each condition, not the selection, need to be prepared to maintain fairness and consistency. These measures are believed to beuseful in the fair selection of landscaping operators for multi-family housing projects and to prepare objective and reasonable standards for the maintenance of landscaping facilities and a green environment.

Analysis on Psychological and Educational Effects in Children and Home Robot Interaction (아동과 홈 로봇의 심리적.교육적 상호작용 분석)

  • To facilitate interaction between home robot and humans, it's urgently needed to make in-depth research in Human-Robot Interaction(HRI). The purpose of this study was to examine how children interacted with a newly developed home robot named 'iRobi' in a bid to identify how the home robot affected their psychology and the effectiveness of learning through the home robot. Concerning the psychological effects of the home robot, the children became familiar with the robot, and found it possible to interact with it, and their initial anxiety was removed. As to its learning effect, the group that studied by using the home robot outperformed the others utilizing the other types of learning media (books, WBI)in attention, learning interest and academic achievement. Accordingly, home robot could serve as one of successful vehicles to expedite the psychological and educational interaction of children.

  • This research proposes a new risk analysis model in order to guarantee successful performance of construction projects. The risk analysis model, called Construction Risk Analysis System(CRAS), is introduced to help contractors Identify project risks through RBS and through the procedures in risk analysis model. The proposed CRAS model consists of three phases. First step, CRAS model can help contractors decide whether or not they bid for a project by analysing risks involved in the project. Second step, the influence diagraming, decision tree and Monte Carlo simulation are used as tools to analyze and evaluate project risks quantitatively. Third step, Monte Carlo simulation is used to assess risk for groups of activities with probabilistic branching and calendars. Consequently, it will help contractors identify risk elements in their projects and quantify the impact of risk on project time and cost.

A study on the improvement of dental hygiene curriculums in comparison with the curriculum segment of the accrediting criteria for dental hygiene education (치위생교육과정 개선을 위한 연구 -치위생교육 인정평가 기준에서 교육과정을 중심으로-)

  • Purpose : The purpose of this study was to make a comparative analysis of the curriculum segment of the dental hygiene education accrediting criteria, one of the six segments of the criteria, and the curriculums of 26 colleges in a bid to provide information on the modification or improvement of the curriculums. Method : The curriculums of 18 three-year-course colleges and eight four-year-course universities were selected, and the courses offered by 10 colleges or more were categorized into three different fields to tabulate the courses: primary education, prevention / education, and clinical dental hygiene. After the courses were analyzed, some of them that were possible to integrate in view of dental hygienist duties were presented in this study as inclusive courses. Results : There was connection among the degree courses of the three-year-course curriculums in the field of primary education. The curriculums failed to keep up with the worldwide globalization trend. 90 credits or more were allocated to major subjects, which satisfied one of the mandatory requirements of the accrediting criteria, and two colleges provided theoretical and practical courses in the ratio of 50:50. A wide variety of personality-education and teaching-profession courses were offered according to each college's circumstances. None of the colleges was equipped with an inclusive curriculum, and there was a tendency for the three-year-course colleges to offer segmented subjects in accordance with the national examination. The courses in the field of prevention and education that are bound up with the job performance of dental hygienists should be integrated into dental hygiene and practice, and the courses in the clinical dental hygiene field should be incorporated into an inclusive course of 치과임상학. The integration of the courses will make it possible to ensure the successful articulation of the different school systems and to stay abreast with the globalization trend. Even just inclusive courses should give more weight to practice than theory to bolster the job performance of dental hygienists, and an inclusive curriculum should be prepared for students to receive activity-centered hands-on education in different semesters.

  • The selection of the reasonable project delivery system (PDS) is crucial for a successful performance of a project, which means to achieve project objectives. Furthermore, the project performance has been tightly related to the selection of PDS appropriate to pertinent project characteristics. In this context, the ministry of finance and economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". For efficient operation of the new project delivery systems, this paper suggested a PDS selection model which supports decision making of the reasonable PDS for a pertinent project by assessing characteristics of the public construction projects, both quantitatively and qualitatively. In addition, a PDS performance evaluation model was proposed in order to get feedback on the result of the PDS selection and the operation for the succeeding project. The standard models suggested in this paper might be used as a tool to support the decision making of the public organizations.

  • Local freight forwarder's circle is suffering worsening profitability and insecure employment from over-competition which caused by a saturated local logistics market. It is emerging UN procurement market for local freight forwarders. However it is needed to study on successful entry, market status and supporting measures from government and research institute. Currently there are no national research data of UN procurement market in logistics sectors but as per the writer's experience and viewpoint to UN bidding, it would seem that appropriate measures should be made such as government's enhanced support for overseas advancement, price competitiveness, building global network and development of education program for trainees associated with current overseas internship program by government.

  • Building Information Modeling (BIM) is utilizing CAD technology in a way that ultimately ties all the components of a building together as objects imbedded with information, and has been changing the way we design and build over the last 20-30 years. In Polytechnic Institute of NYU, there are four BIM courses offered which provide students with different levels of knowledge regarding BIM Technique, BIM Standards, BIM Guideline and Roadmap for Private and Public Implementation, BIM Application in Real Projects, the Cooperation of BIM and IPD for Public Works in New York City. With advanced BIM technology, BIM's integration into the construction process and its incorporation into project delivery systems, especially Integrated Project Delivery (IPD) are the bridges between technology, industry and research. This paper presents an integrated BIM curriculum with three modules: 1) BIM functions and Bid Preparation; 2) Time-Cost Trade-off Analysis; and 3) Problems Solving in BIM/IPD Environment. In this project-based curriculum developed by the common efforts of academia, public agency and industry, the objectives are: (1) to provide the information and skills needed to successfully implement BIM into the construction phase; (2) to identify BIM's role in construction and the project delivery system; (3) to develop a module in conjunction with leading BIM into project delivery system, particularly coordination between BIM and IPD; (4) to connect technology and research into industry. The course assessment was conducted and the results indicate that it is a successful reform in construction management education.
