Design of an Algorithm for the Validation of SCL in Digital Substations

  • The substation is a critical node in the power network where power is transformed in the power generation, transmission and distribution system. The IEC 61850 is a global standard which proposes efficient substation automation by defining interoperable communication and data modelling techniques. In order to achieve this level of interoperability and automation, the IEC 61850 (Part 6) defines System Configuration description Language (SCL). The SCL is an XML based file format for defining the abstract model of primary and secondary substation equipment, communications systems and also the relationship between them. It enables the interoperable exchange of data during substation engineering by standardizing the description of applications at different stages of the engineering process. To achieve the seamless interoperability, multi-vendor devices are required to adhere completely to the IEC 61850. This paper proposes an efficient algorithm required for verifying the interoperability of multi-vendor devices by checking the adherence of the SCL file to specifications of the standard. Our proposed SCL validation algorithm consists of schema validation and other functionalities including information model validation using UML data model, the Vendor Defined Extension model validation, the User Defined Rule validation and the IED Engineering Table (IET) consistency validation. It also integrates the standard UCAIUG (Utility Communication Architecture International Users Group) Procedure validation for quality assurance testing. Our proposed algorithm is not only flexible and efficient in terms of ensuring interoperable functionality of tested devices, it is also convenient for use by system integrators and test engineers.

  • In order to verify a substation automation system based on IEC 61850, Korea Electric Power Research Institute under the project related to SAS has constructed IED testing system, which consists of HMI, IED(Intelligent Electronic Device), network equipment, V/I generator, and performed a various of communication tests such as the interoperability test between two IEDs made by other vendors. The test was proceeded based on SCL(Substation Configuration Description Language). This paper presents ways and procedures to simulate those tests and solutions to clear up SCL based engineering problems and compatibility among the individual manufacture tools.

  • With the advent of the international standard IEC 61850 for communication networks and systems in substations, utilities are beginning to implement substation automation systems (SAS) that can give support to interoperability, interchangeability and self-description features. This paper describes with the SAS design accordance with this new standard. After a brief introduction of IEC 61850 SCL, this paper addresses some issues related to the specification of an IEC 61850 based SAS, and describes the Substation Configuration Language (SCL) based on Extensible Markup Language (XML). The SAS design process is explored with examples including the Intelligent Electronic Device (IED) selection, Logical Nodes (LN) allocation and the related services and the SAS communication architecture.

  • IEC 61850 based substation automation system mainly consists of human machine interface and a various of IEDs in charge of protective and control functions of the substation. Both of them should require the performance verification of IEC 61850 communication services because their communication relation is the same as client and server throughout the digital network. This paper shows a research result on the testing method of basic communication interface of the IEC 61850 based client, which was implemented by the analysis of real communication between HMI and IED of IEC 61850 based substation automation system and refereed to IED IEC 61850 conformance test procedures.

  • IEC 61850 based substation automation system is operating with Generic Object Oriented Substation Event message when an IED need to send an important signal to other IEDs or receive the signals from another IED such as trip and interlock. So interoperability of substation automation system may be assured throughout the verification of IED GOOSE. This paper shows a testing contents for GOOSE subscription and publish of IEC 61850 based IED and describes how to analysis the result of GOOSE testing. Now domestic IED completed by GOOSE test of this study are working in KEPCO test field.

  • The power IT project "Development of Prototype for Advanced Substation Automation System based on the Digital Control Technology", is going on how to perform the verification of a IEC 61850 based Merging Unit for development of the full Substation Automation system from station bus to process bus. the testing method that this paper suggests, is including the conformance testing of IEC 61850 communication services and transmission functions of digital sampled values such as current and voltage, and referring to IEC 61850 conformance testing of IED. And finally, the paper shows a test system for the Merging Unit.

  • Intelligent distribution automation system have total monitoring and control capability. The system covers substation, distribution network, distributed generations and customers at HV system. Various intelligent distribution facilities installed at distribution systems have voltage sensor, current sensor, aging monitoring sensor. Intelligent Feeder Remote Terminal Unit (IFRTU) tied to intelligent distribution facilities process information from facilities and it checks information of fault, power quality and aging of distribution facilities. The information is transmitted to master station through communication line. The master station have remote monitoring system covers substation, distribution network, distributed generations and customers. It also have various application programs that maintain optimal network operation by using information from on-site devices.

  • In order to construct the IEC 61850 based substation automation system, the IED integration engineering tool is necessary to cope with the substation automation by full digital devices in the real power system. Compared the configuration tools provided IED vendors which are able to support the operation and communication analysis among IEDs, the XML based IED integration engineering tool can build, edit and save the ICD, SCL and CID files. Particularly, the IED integration engineering tool is possible to apply the IEC 61850 based IEDs to engineering the systems and also provides the reliability and efficiency of the system to the utilities and manufacturers.

  • Substation Automation System is basically operating throughout communicative services among IEC 61850 based devices. So, minimum requirement in order to install the system in the substation is to verify server and client conformance of IEDs and HMIs according to the IEC 61850 standard. Even though UCA IUG issued IEC 61850 conformance test procedures for both the server and the client, Much of the test is limited to IEDs as server and there is no client-only testing tool except KEMA server test tool sets. this study aims to develop IEC 61850 client testing system for verifying the full communication conformance of the substation automation system and this paper describes the design and implementation of the testing system.

Bus Reconfiguration Strategy Based on Local Minimum Tree Search for the Event Processing of Automated Distribution Substation (자동화된 변전소의 이벤트 발생시 준최적 탐색법에 기반한 모선 재구성 전략의 개발)

  • This paper proposes an expert system which can enhance the accuracy of real-time bus reconfiguration strategy by adopting local minimum tree search method and minimize the spreading effect of the fault by considering totally the operating condition when a main transformer fault occurs in the automated substation. The local minimum tree search method to expand the best-first search method. This method has an advantage which can improve the performance of solution within the limits of the real-time condition. The inference strategy proposed expert system consists of two stages. The first stage determines the switching candidate set by searching possible switching candidates starting from the main transformer or busbar related to the event. And, second stage determines the rational real-time bus reconfiguration strategy based on heuristic rules for the obtained switching candidate set. Also, this paper studies the generalized distribution substation modelling using graph theory and a substation database is designed based on the study result. The inference engine of the expert system and the substation database is implemented in MFC function of Visual C++. Finally, the performance and effectiveness of the proposed expert system is verified by comparing the best-first search solution and local minimum tree search solution based on diversity event simulations for typical distribution substation.
