An Analysis of the Correspondence between Environmental Damage and the Subsidy in the Vicinity of a Landfill in the Seoul Methropolitan Area (수도권매립지 주변의 환경피해와 주민지원금 간의 상응성 분석)

  • Using the Choice Experiment Method, this paper identified whether subsidy to the household around landfil in Seoul metropolitan area is being provided corresponding to the scale of the environmental damage. Since 2001, the subsidy program has been operating for nearly 20 years to compensate for various environmental damage (foul odor, noise, air pollution, water pollution, etc.) from landfill site in the metropolitan area, but it is not clear on what ground the subsidy is allocated. This paper estimated the marginal WTP by attribute (odor, noise, air pollution, and water pollution) based on mixed logit model and compared them with current subsidy level per household in each town. As a result of the comparison, it was found that the subsidy for each town was not allocated in proportion to the amount of the marginal WTP for each household in the corresponding town. In addition, this paper constructs a level-by-level scenario for environmental improvement attributes and compares economic benefits and current subsidy levels. As a result, the current subsidy level is insufficient compared to the level at which environmental damage is completely eliminated, but excessive subsidy is allocated compared to partial improvement levels.

  • Korea's electricity supply and demand policy has focusing on electricity demand side management instead of the expanding supply and a lot of effort for LED(Light Emitting Diode) at the time. This paper calculated the optimal subsidy for LED spread. For this purpose, it analyzed the impact on spread of the lighting appliances each subsidy level from BDM(Bass Diffusion Model) and predicted the number of lighting appliances according to subsidy level in the future. The case study is calculated susidy for satisfaction of LED target using the suggested model in the future and verified availability.

The Effect of Marriage Subsidy on Marriages: Focusing on Marriage Immigrants in South Korea 2004-2018 (결혼보조금이 결혼에 미친 영향: 2004-2018 한국의 결혼이민자를 중심으로)

  • This paper analyzes the effect of marriage subsidy, which was provided by some municipalities of South Korea from 2006, on marriage. Marriage subsidy, targeted for international marriage between Korean men and foreign women, increases the economic incentive for international marriage. Using the Korean marriage record during 2004-2018 and exploiting the variation in marriage subsidy across regions(administrative level 2, si/gun/gu) and years with difference-in-differences method, I find that marriage subsidy significantly increases the probability of a single Korean man marrying a foreign woman. I found no evidence on crowd out effect on marrying a Korean woman, and the effect of subsidy on total marriage was significantly positive. Subgroup analysis shows that the effect of marriage subsidy on international marriage was strongest for the older and high school graduated men.

  • The Ministry of Maritime Affairs and Fisheries is supporting the "Environmentally Friendly Fisheries Promotion and Private Assistance Project" to increase production of eco-friendly, high-value-added foods. Private-backed operators selected for the project will have an economic opportunity to build, expand or refurbish eco-friendly fishing grounds. To facilitate this, the scope of project support was expanded after 2015 and an opportunity was prepared for private subsidy projects to grow to a new level in terms of quality and quantity by switching to a public offering project. However, starting in 2017, demand from the private sector will plunge and selected projects will be delayed or the project implementation rate will be lowered. It was a time for subsidy-related laws and systems to be reinforced but private subsidy projects do not temporarily shrink simply due to the increased administrative burden on private subsidy operators on subsidy management. It plans to review the correlation between laws and systems related to the construction of fish farms and suggest ways to enhance the efficiency of implementation so that economic advantages, the biggest advantage of the private subsidy project, can be recovered within the current legal system.

A Study of Current Use and Subsidy Adequacy of Motor Development Rehabilitation Part of Development Rehabilitation Service in Children and Adolescents with Cerebral Palsy: A Parental Survey (뇌성마비 소아청소년의 발달재활서비스 운동발달재활 영역 이용 및 지원금 현황: 보호자 조사연구)

  • Purpose : Accumulation of accurate data regarding the use and adequacy of subsidies is important to provide optimal development rehabilitation services. However, no reports have discussed the status regarding the use and adequacy of subsidies available for motor development rehabilitation as a part of development rehabilitation services in children and adolescents with cerebral palsy. In this study, we investigated the current use and subsidy adequacy of motor development rehabilitation as an essential part of development rehabilitation services in children and adolescents with cerebral palsy. Methods : The study included parents of children and adolescents with cerebral palsy, who underwent motor development rehabilitation of development rehabilitation services (n=148). The participants were administered a questionnaire to investigate the current use and subsidy adequacy of the motor development rehabilitation part of development rehabilitation services. Results : Most respondents indicated that 310,000-410,000 /month was an appropriate subsidy and agreed that the subsidy should be extended to adults with cerebral palsy. We observed a significant difference in the appropriate subsidy based on age groups (p=.029), as well as type of development rehabilitation service most needed (p=.005) and whether or not agree to extend the subsidy to adults according to gross motor function classification system level (p=.015). There were significant relations of appropriate subsidy (p<.001) and appropriateness of copay (p=.004) according to degree of transportation cost burden. Moreover, there were significant relations of appropriateness of current subsidy (p=.015) and appropriate subsidy (p<.001) according to degree of inconvenience of using transportation. Conclusion : This study highlights the need to increase subsidies for motor development rehabilitation of development rehabilitation services and that the subsidy should be determined based on the burden of transportation costs and the inconvenience of using transportation. Development rehabilitation service for adults with cerebral palsy should also be supported.

  • Construction of power plants and T&D facilities is so difficult because of the civil complaints and the additional cost according to the concerning field conditions. Therefore, various researches and methods have been considered to get solutions in the demand side and energy storage systems have been in the spotlight because of the various functions such as peak shaving, load shifting, and power system stabilizing, and so on. Residential small size batteries are considered in this paper and the economic analysis is carried out to evaluate the reasonable subsidy levels for the deployment of energy storage systems. Various economic parties are considered to find reasonable subsidy level comparing each other, which parties consist of utilities, participants and non-participants in general. The evaluation is based on California Standard Practice Test and the results are able to be used as subsidy guidelines.

  • CHP system supplies electricity and heating together with high efficiency. Current utility's CHP system uses electric power by itself and sells thermal energy to KDHC(Korea District Heating Corporation). CHP's operation cost except sales revenue of heating was covered by the sale revenue of electricity. Thus Electric generation cost in district Heating CHP system has close relationship with the level of heating price. However, after the restructuring of electricity industry, the operation cost could not be covered by sales revenue of heating and electricity. This loss was compensated by energy subsidy program in the electric power industry infrastructure fund. This paper suggests reasonable evaluation and improvement methods of the loss calculation of CHP system utilizing the infrastructure fund efficiency In terms of the direction of support by the fund, it provides the methods to prevent inefficient operation through setting up the upper limit of subsidy and to improve the loss calculation. Moreover, it suggest fixed rate support by heating supply level and reducing subsidy gradually for an efficient operation of CHP system.

Evaluation and Improvement of a Subsidy Policy on Early Scrapping of Old Diesel Vehicles (노후경유차량 조기폐차 보조금 지원 제도 성과분석 및 개선방안)

  • A subsidy policy on early scrapping of old diesel vehicles has been activated to improve air pollution in Seoul metropolitan area. The benefit-cost analysis on this policy evidently shows cost effective as benefit is greater than cost. The policy currently provides 80% of old diesel vehicle's worth within the maximum amount capped which limited the effects on increasing the level of subsidy. Therefore, to induce more old diesel vehicles scrapped, it is needed to consider that the level of subsidy and the maximum amount are raised at the same time. Meanwhile, taking account of insufficient subsidy amount, granting older vehicles more subsidy would be a good way of extending the policy effect.

Strategic Trade Policies under International Process R&D Competition with or without Market Leaders

  • Purpose - The purpose of this paper is to study strategic trade policies under international process research and development (R&D) competition with or without market leaders for free trade and a subsidy regime and compare the effects of R&D subsidies and export subsidies on the equilibrium levels of firm profit and social welfare. Design/methodology - For the analysis, we use previous work by Haaland and Kind (2008) and construct a differentiated goods duopoly model, wherein two firms compete via quantity in a third-country market for free trade and the subsidy regime. We consider simultaneous-move quantity competition when the two firms choose their quantities simultaneously and sequential-move quantity competition when they choose their quantities sequentially. The results are compared to those of Balboa, Daughety and Reinganum (2004), who studied export subsidies. Findings - The following are the findings. First, the results of firm preference orderings regarding firm position from Dowrick (1986) and Balboa, Daughety and Reinganum (2004) may not hold in our model when the firms' strategies are strategic substitutes under free trade. Second, the preference rankings under Cournot competition for free trade and a subsidy regime are the same as those in the strategic trade policy of export subsidy. Third, except for the cases of too close substitutes and complements, the results of firm and government preferences regarding firm position are different from those of Balboa, Daughety and Reinganum (2004) in that Stackelberg leadership in a subsidy regime is advantageous when the goods are substitutes but is disadvantageous when the goods are complements. Moreover, the equilibrium level of firm profit is the highest in the Cournot-Nash play when the goods are substitutes in a subsidy regime. Fourth, except for the cases of too close substitutes and complements, the results of firms' and their respective governments' trade regime preferences are similar to those of Balboa, Daughety and Reinganum (2004) in that a Stackelberg leader firm and government prefer free trade if the goods are substitutes and prefer a subsidy regime if the goods are complements. Furthermore, a Stackelberg follower firm and government strongly prefer a subsidy regime to free trade. Originality/value - By analyzing the effects of R&D subsidies and export subsidies in international markets, we can find similarities and differences between them in international markets.

A study on low carbon car subsidy for automotive industry development (자동차 산업 발전을 위한 저탄소차 협력금제도에 대한 연구)

  • In this study, it investigates the highly controversial issue "low carbon car subsidy". Through the policy's intent, purpose, and necessity, it aims to present alternatives for automotive industry development. Introducing the low carbon car subsidy will bring a huge change to the vehicle purchase practices by changing vehicle purchase cost. It expects that this change will reduce greenhouse gas emission from vehicles. For successful settlement of the system, it shall set up the target sections for subsidy and levy appropriately in order to get the nation's consensus. Additionally, it has to conduct sufficient reviews the measures such as adjustment to the existing auto tax, divided payments of burden charge, etc before enforcing the system. In terms of the automobile industry, it must do their level best in technical development in order to meet the carbon dioxide emission level of imported cars until the enforcement. Also, the government has to strengthen its support to the industry.
