각국 제안서에 따른 WTO/DDA 수산보조금 대응 방안 (Proposal's analysis of major fishing countries and Countermeasures under WTO/DDA)

  • The WTO/DDA Negotiation on the Fisheries Subsidies started by DDA(Doha Development Agenda : 2001.11)at early 2002 has been held about 20 times until the fist half of 2005. The Negotiation will be terminated until the end of 2005 but now, it is impossible to predict the exact conclusion of the Negotiation. There is a sharp conflict of opinion on the WTO/DDA Negotiation on the Fisheries Subsidies between FFG(Fish Friends Groups : USA, New Zealand etc) and Anti-FFG(Rep. Korea, Japan etc). The Fisheries Subsidies is regulated by the WTO/DDA Negotiation that regulates on the subsidies of industrial products, fisheries products, forest products. Considering the progress of the WTO/DDA Negotiation on the Fisheries Subsidies, Guidelines for the Fisheries Subsidies Negotiation were established in Doha Ministerial Declaration at 2001 and a necessity of a special regulation on the Fisheries Subsidies has been discussed from 2002 to 2004. After june, 2004, the Negotiation was proceeding as Rep. Korea, Japan and Taiwan agreed with discussing a special regulation on the Fisheries Subsidies and At 1st, August, 2004, they reached an agreement on a necessity of a special regulation on the Fisheries Subsidies. At Feb, 2005, discussion was suspended because of presenting the joint proposal from 3 countries(Rep. Korea, Japan and Taiwan) and now discussion on the Fisheries Subsidies is giving the first consideration to classification of prohibited/non-actionable subsidies, S&D of a developing countries, small fisheries, problems of farming, grace period etc. From now on, Considering the 18th~the 20th negotiations, it is expected that discussion of fisheries subsidies regulation including property and range of prohibited/non-actionable subsidies, S&D of a developing countries, a definition of small fisheries is accelerated. In this point of view, this paper analyzed and arranged every country's proposals holding our own position and took a survey to fishermen and fisheries experts about prohibited/non-actionable subsidies. In addition, this paper intends to suggest the way of future-negotiation and provides essential data to help government's policy making through analyzing prohibited/ non-actionable subsidies, farming subsidies, S&D of a developing countries, small scale fisheries.

스마트폰 특성에 따른 구매의도에 보조금 규제 정책이 미치는 영향에 관한 연구 (A Study on Effects of the Subsidies Regulation on the Purchase Intentions by Smartphone Characteristics)

  • 스마트폰 시장이 성숙기에 들어서면서 시장규모와 보급률이 다소 감소하고 있지만, 스마트폰은 여전히 우리생활에서 가장 중요한 부분을 차지하고 있는 생활필수품이다. 최근 스마트폰과 관련된 주요 이슈들 중 가장 쟁점이 되는 것이 바로 정부의 보조금 규제 정책에 관한 내용이라 할 수 있다. 이에 스마트폰 특성에 따른 구매의도에 정부의 규제 정책이 어떻게 영향을 주는가를 알아보고 더 나아가 정부 정책 방향에 대해 제언을 하는데 본 연구의 목적이 있다. 스마트폰 특성에 관한 기존의 연구를 기반으로 기능적 특성 중에서 기능성, 경제적 특성 중에서 가격과 전환비용이 구매의도에 미치는 영향을 분석하고, 정부의 규제정책에 대해 찬성하는 그룹을 대상으로 정부의 보조금 규제정책이 구매의도에 어떠한 영향을 미치는지를 알아보았다. 연구 결과 기능성, 가격, 전환비용은 구매의도에 유의미한 영향을 미쳤으나 보조금 규제 정책은 구매의도에 영향을 미치지 못하였다.

단말기 유통법에 관한 연구: 보조금 규제의 영향 (Study on Mobile Terminal Distribution Act: Effects of Subsidy Regulations)

  • Purpose - This paper analyzes the effect of the handset subsidy and the Mobile Number Portability subscriber subsidy regulation, which are the main regulation adopted in "Law on the Improvement of the Mobile Terminal Distribution System" (Mobile Terminal Distribution Act), on the social surplus, the consumer surplus and profits of telecommunications carriers. We focus our analysis on whether the service charge competition is stimulated enough so that it can compensate for the loss of subsidies. Research design, data, and methodology - We use simple economic model to assess the impact of the handset subsidy and the Mobile Number Portability subscriber subsidy regulation. Unlike the former researches on this topic, we depart from using Hotelling model, and instead use the switching cost model, which uses switching cost as a parameter of market powers of telecommunications carriers. We also study the effect of the two different regulations when they are adopted both independently and concurrently. Results - If the market powers of telecommunications carriers are over certain threshold, contrary to the regulatory agency's assertion, the service charge competition would not be stimulated enough to compensate for the deduction in the subsidies, and thus the consumer surplus is compromised. Number Portability subsidy, especially, undermines the rival's market power and thus reduces the service charge. On the other hand, the regulations will also increase the profits of telecommunications carriers. However, social surplus is maximized when both of the regulations are present because the regulations reduces the frequency of switching handsets inefficiently. Conclusions - In enacting the Mobile Terminal Distribution Act, the telecommunications regulatory agency asserted that the regulation on subsidies will stimulate service charge competition, and in the long run, enhance the consumer surplus. However, contrary to the regulatory agency's assertion, subsidy regulation, especially the regulation on Number Portability subsidy, reduces consumer surplus. On the other hand, the Mobile Terminal Distribution Act can also increase the profits of telecommunications carriers because it decreases competition among the telecommunications carriers. However, the Mobile Terminal Distribution Act can increase the social surplus because it reduces inefficient switching of handsets.

환경정책과 에너지보조금의 정치경제 (Environmental Policy and the Political Economy of Energy Subsidies)

  • 어느 한 집단이 정치적, 혹은 경제적으로 영향력이 클 경우 정책수단이 비록 효과적 혹은 효율적이라도 선택될 가능성은 현실적으로 낮다. 왜냐하면 그 과정에서 높은 정치적 비용이 수반되기 때문이다. 본 논문에서는 에너지를 소비하는 공해발생자와 공해피해자 간 타협을 도출하는 데 있어서 에너지보조금의 정치적 역할을 분석한다. Dolbear(1967)의 삼각 에즈워즈 상자 모형을 이용하여 정책선택이 두 집단의 소득분배와 후생수준에 미치는 영향을 중심으로 직접규제와 조세의 단일 정책수단 도입 효과와 에너지보조금을 포함한 정책조합의 효과를 비교한다. 분석결과, 에너지보조금이 사용됨으로써 공해발생자와 피해자 간의 타협 가능성은 증가하는 것으로 나타났다.

The Use of "Particular Market Situation" Provision and its Implications for Regulation of Antidumping

  • The particular market situation provision of the WTO Antidumping Agreement is increasingly invoked against what may be described as "input-dumping," but this potentially violates the current Antidumping Agreement rules. This paper examines the practice and recent changes regarding the PMS provision in the US by critically examining relevant antidumping investigations in the US in light of GATT/WTO jurisprudence. Such US practice has not yet been extensively subjected to scholarly examination. The paper finds that the recent legal change in the US widens the scope and applicability of the PMS provision to cover input subsidies, allowing the use of not only surrogate prices but also surrogate costs. Further, the required standard of evidence to find PMS seems to have been diminished in the recent application. A widespread use of the PMS provision in such a deviant way calls for a fundamental review of the current trade remedy rules of the WTO.

마이크로그리드 운영에 따른 전력자립 향상을 위한 에너지저장장치의 적정보조금 산정 (Calculation of Appropriate Subsidies for Energy Storage System to Improve Power Self-sufficiency Consider Microgrid Operation)

  • In recent years, renewable energy sources have been mentioned as solution to environmental regulation and energy supply-demand. Energy storage systems are needed to mitigate the intermittent output characteristics of renewable energy sources and to operate micro grid efficiently using renewable energy generation systems. However, despite the necessity of energy storage system, this cannot secure the economical efficiency of the energy storage system by high initial cost. In this paper, a micro grid is constructed to supply electric power to industrial customers by using solar power generation system and energy storage system among renewable energy generation power sources and operated to improve energy independence. In the case study, we use photovoltaic system which is representative renewable energy generation system. Unlike conventional photovoltaic system, this system uses floating photovoltaic system with the advantage of having high output and no land area limitations. It is operated for the purpose of improving energy independence in the micro grid. In order to secure economical efficiency, the energy storage system operates a micro grid with a minimum capacity. Finally, this paper calculates the appropriate subsidy for the energy storage capacity.

우리나라 주요 해운정책의 통상법적 합치성 분석 연구 (A Study on the Trade Law Conformity of Korean Shipping Policies)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

배출규제해역(ECA) 시행이 페리 선사의 재무성과에 미치는 영향: Network SBM DEA 및 BTR 모형 분석 (Analyzing the Impact of Emission Control Area (ECA) Enforcement on Ferry Companies' Financial Performance : Network SBM DEA and BTR model)

  • 본 연구의 목적은 국제해사기구(IMO)의 배출규제해역(ECA) 시행에 따른 환경규제가 페리 선사들의 재무지표로 구성된 효율성에 어떠한 영향을 미쳤는지 실증적으로 분석하는데 있다. 이에 따라 본 연구에서는 2004년부터 2017년 까지 북유럽, 지중해, 북미 지역의 8개 페리선사의 재무데이터를 수집하여, ECA가 페리선사의 재무성과에 미친 영향을 효율성의 관점에서 지역별로 추정하였다. 방법론적 측면에서 본 연구의 학술적 기여는 다음과 같다. DEA의 자의적인 변수 선정 문제를 완화하기 위하여 Dyson et al.(2001)이 제시한 변수 선정 기준을 적용했으며, Network SBM DEA 모형을 통하여 기업의 규모를 고려하는 동시에 기업의 수익 창출 과정을 단계별로 구분하여 재무성과를 보다 세밀하게 측정하였다. 또한 BTR 모형을 적용하여 편의(Bias)를 최소화한 결과를 도출하였다. 연구 결과 가장 강한 규제를 받았던 북유럽 선사의 경우 오히려 효율성의 꾸준한 증가가 관측되었다. 북미지역 선사들의 경우 정부지원금이 효율성에 큰 영향을 미친 것으로 드러났으며, 상대적으로 ECA와 유가에 의한 영향은 적었던 것으로 관측되었다. 반면 지중해 지역의 경우 가장 낮은 수준의 규제를 받았음에도 불구하고, 규제 이후로 효율성 값이 낮아지는 모습이 관측되었다. 본 연구는 향후 ECA가 확대될 예정인 아시아의 페리선사와 정책당국에 의사결정의 참고자료로서 기능할 수 있을 것으로 생각된다.

장기 미집행 도시공원 해소를 위한 정책구성요인 평가 연구 (A study on the evaluation of policy elements for a solution of long-term unexecuted urban parks)

  • 본 연구는 장기 미집행 도시공원 해소를 위한 정책구성요인을 평가함으로써 향후 정책수행을 위한 시사점을 제시하는데 그 목적이 있다. 본 연구의 정책요인 평가는 장기 미집행 도시 군계획시설 혹은 도시공원과 관련된 업무를 담당하는 전문가 집단을 대상으로 시행되었으며, 그 절차는 정책요인의 선정, 정책요인 간 가중치 산정, 평가결과의 해석이라는 세단계로 구성되었다. 평가의 결과, 전문가들은 정책요인 중 국고보조금 확보(0.183), 지방재정계획과 단계별 집행계획의 연계(0.165), 장기 미집행 도시공원의 선별적 존치(0.154), 국유지 무상 양여 및 장기 임대(0.110)와 같은 요인을 상대적으로 중요하게 평가하였다. 향후 도시공원 일몰제의 시행에 앞서 장기 미집행 도시공원 해소를 위한 폭넓고 심도 있는 논의가 이루어질 필요성이 제기된다.

Social investment in Europe: bold plans, slow progress and implications for Korea

  • ${\cdot}$ Recent social policy and labour markets debates in Europe, responding to the difficulties faced by the traditional neo-Keynesian welfare state settlement, stress the value of positive investment alongside de-regulation and greater flexibility as a way of achieving both economic and social goals. ${\cdot}$ Patterns of policy reform are complex and reflect differing national circumstances. A general move towards deregulation, constraints on entitlement to passive benefits, programmes to enhance employment, particularly among high-risk groups such as single parents and young people, targeted subsidies for low earners and casemanagement may be identified. ${\cdot}$ In relation to investment in education, research and development and combined training and benefit programmes to enhance mobility between jobs the picture is less clear. Education standards continue to rise, but research and development spending stagnates and few countries have developed substantial ‘flexi-curity’ programmes to support job mobility. ${\cdot}$ The labour market tradition in much of Europe has been one of conflict between labour and employers. As labour grows weaker, new approaches develop. These tend to stress productivity agreements and greater flexibility in work practices within firms and reforms to passive social security systems more broadly, but movement to support the more challenging investment and flexi-curity policies is slow. ${\cdot}$ In general, social and labour market policies in Europe stress deregulation and negative activation more strongly than social investment and ‘flexi-curity’. The countries with high growth and employment achieve that goal by different routes: Sweden has a closely integrated social democratic corporatism with high spending on benefits and training programmes and the UK a more liberal market-oriented system, with lower spending, highly targeted benefits and less mobility support. ${\cdot}$ Europe has something to learn from Korea in achieving high investment in human capital and R and D, while Korea may have something to learn from Europe in social investment, particularly flexi-curity and equal opportunity policies.
