Estimation of Historical Shorelines on a Coastal Reclaimed Land (I): The Use of Aerial Photographs (해안 매립지에서 과거 해안선의 산정 (I): 항공사진의 이용)

  • In this paper, we discussed methods and problems for estimating historical shorelines on a reclaimed land. Since many of coastal lands are unregistered in Korea, reclamation of public waters could cause complicated land ownership dispute. Unlike cadastral boundaries, historical shorelines can be represented by those of various locations due to lack of legal definition of shoreline as well as characteristics of shoreline changes, which directly influence on the calculation of coastal and submerged land areas. Through a case study for Anjeong industrial complex, a systematic method of investigating historical shorelines was suggested to resolve the problems. For a rocky coast where shoreline changes are not likely to occur, a shoreline based on tidal datum was retrieved using aerial photographs taken before the construction of reclamation. Compared with ground survey data, the shoreline was accurate, indicating that the digital photogrammetry was reliable.

Applicability of Soil Washing with Neutral Phosphate for Remediation of Arsenic-contaminated Soil at the Former Janghang Smelter Site ((구)장항제련소 주변 부지 매입구역 비소 오염토양에 대한 중성 인산염 토양세척법의 적용가능성 평가)

  • In accordance with the view on remediated soil as a resource, this study assessed the applicability of soil washing with the neutral phosphate for remediation of arsenic (As)-contaminated soil. Three soil samples of different land uses (i.e., rice paddy, upland field and forest land) were collected from the study site, and the aqua regia-extractable As concentrations were 59.2, 30.8 and 53.1 mg/kg, respectively. Among the neutral phosphate reagents, ammonium phosphate showed the highest As washing efficiency. The optimized washing condition was 2-hr washing with 0.5M ammonium phosphate solution (pH 6) and soil to liquid ratio of 1 : 5. The extraction efficiencies of As did not guarantee the residual soil As concentrations to satisfy the Korea soil regulatory level (i.e., Worrisome level) in the three soil samples. To enhance washing efficiency, the As-contaminated soil was submerged in washing solution (1 : 1, w/v) for 24 hr and 1-hr washing with 0.5M ammonium phosphate solution was tested. As extraction efficiencies of 36.1 (rice paddy), 21.4 (upland field) and 26.4% (forest land) were attained, which satisfied the Worrisome level for Region 1 (25 mg/kg of As) in rice paddy, but not in upland field and forest land.

Study on Linking a Submerged Marine Litter Collection Project to a Marine Environment and Resources Investigation Project (침적 해양폐기물 수거사업과 자원 및 해양환경 조사사업의 연계방안에 대한 고찰)

  • While fishery has been continuously suffering from deteriorating economic feasibility, the amount of the deposited marine litter has been increasing due to an increased number of marine leisure tourists which are caused by an improved quality of life and five-day work week. In addition, the fishery area has been reduced by the reclamation projects and it is being destroyed by marine pollution with a variety of contaminants coming from land and sea. To protect and improve fisheries in these poor conditions, Korean governments have implemented the submerged marine litter collection projects. However, previous research results on the marine environment and resources indicate that it requires a lot of time investment to achieve tangible results of such improvement. The 300 billion won marine environment and resource investigation project has been executed since July 2004 by Korean governments, which demands strategic approaches to obtain more effective and satisfactory results before the project expires in 2013. Ocean environment research institutes and governments need to cooperate each other to gain efficient and reasonable achievement by identifying and linking related projects. This study suggests that the marine environment and resources investigation projects should run parallel with the submerged marine litter collection projects on mutually agreed research items in the identical area of the ocean to obtain cost-effective improvement of marine environment and fishery conditions.

Improvement of QUAL2E Model using Nonuniform Flow Analysis (부등류해석을 이용한 QUAL2E 모형의 개선)

  • Recently, as water pollution accidents in rivers have increased, there is an increased interest in water quality forecast with accurate simulation. QUAL2E model, widely used for water quality analysis, uses the same hydraulic characteristics, such as depth and velocity, in a reach. The flow of the river is changed by various hydraulic constructions or by topography in a real river channel. In this study, a hydraulic connection module is developed to consider flow variations of river channels in QUAL2E model. The module uses the simulations results of non-uniform flow of a 1-D hydraulic model such as DWOPER or HEC-RAS. The improved QUAL2E model with this module was applied to a downstream section of Paldang Dam on the Han River. The results show the variation of water quality very well in a reach where flowing vary abruptly, like the Jamsil submerged weir.

Reformation Methods of Environmental Impact Assessment in Water Resources Development Project by Examining Local Resident Opinions (수자원 개발사업 주민의견 유형분석을 통한 환경영향평가 개선방안)

  • This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

Coastal Protection with the Submerged Artificial Bio-reefs (인공 Bio-reef에 의한 해변침식방지)

  • The beach, a margin between the sea and the land, is an extremely dynamic zone, for it is here that the motion of the sea interacts with the sediment, rock of the land or the artificial barriers. In order to prohibit or retard erosions due to the extreme Typhoon or storm induced waves, man has constructed these of temporary or more permanent nature, but they caused problems of other erosions from the secondary effect of them and a bad influence on the seascape. In considering the energy available to accelerate sediment transport and erosion in the surf zone, where the waves are broken, and offshore beyond the breaker line, the wave height and the wave period should be taken account. Hence, we tried to present an applicability of the submerged artificial Bio-reefs analyzing waves by a numerical model such that they could reduce the wave power without the secondary effect and restoration of marine ecologies. A new technique of beach preservation is by artificial reefs with artificial and/or natural kelps or sea plants. By engineering the geometry of the nearshore reef, the wave attenuation ability of the feature can be optimized Higher, wider and longer reefs provide the greatest barrier against wave energy but material volumes, navigation hazards, placement methods and other factors require engineering considerations for the overall design of the nearshore reefs.

A Study on the Management and the Discharge of the Sluice Gates (배수갑문(排水閘門)의 관리(管理) 및 배제유량(排除流量)에 관(關)한 연구(硏究))

  • This study was carried out to analyze the operation of the sluice gates by taking Sabkyo Reservoir as the model, and to examine the formulae of the design criteria for the Agricultural Land Improvement Project by hydraulic model experiments. The results were summarized as follows ; 1. According to the records of gate operation for 9 years, the mean height of the opened gates was 4.13 m, the mean number of operated gates were 4.04, the average annual number of operation were 67 times, the average annual operating time were 192.5 hours, and the average operating time were 2.88 hours. 2. The water supplied through Sabkyo Reservoir was 88.15 megatons per year, which was about 1.4 times the effective storage capacity. And the annual volume of pumping in May, which is the most water demanding season, was 29.56 megatons in average. 3. As the submerged orifice was transformed into the surface orifice, the suggested formulae for the orifice flow on the design criteria for the Agricultural Land Improvement Project showed a discontinuous line on the transition zone. It should be improved, because it is different from the real hydraulic phenomena. 4. The formulae for the orifice flow which are divided into the submerged and surface orifices are being used. However, these formulae could be substituted for the formular, $q=C{\cdot}W\sqrt{2gH_1}$, if the discharge coefficient considering the reservoir water level, the sea water level, and the gate opening height is used.

The Error Analysis of Scale Effect for Dam Submerged Area and the Surrounded Regions (댐 수몰 및 주변지역의 축척 규모에 따른 오차분석)

  • A dam is effective in stable supply of water required in daily life and reduction of damage from floods. hut a lot of land or houses arc submerged due to the construction of a darn heavily affecting environment in surrounding areas. In order to improve and support daily life environment. surrounding a dam, many projects have been conducted. and the study has focused on analyzing bow to calculate error characteristics of scale effect for submerged area by using GIS spatial overlay. First, as a result of areal error in submerged area by scale based on a 1/3,000 digital topographic map, it was found that the 1/5,000 digital topographic map is 9.5 times, 9.0 times and 10.5 times more accurate than the 1/25,000 digital topographic map, respectively, in the total of areal error, standard error and areal error for submerged area. Second, as a result of analysis on areal error in areas surrounding a dam, it has been found that Jinan-eup in Jinan-gun registered the largest difference in area within 2km and 2~5km catchment area by recording 13.8 times and 20.6 times, respectively, in the 1/5,000 digital topographic map compared to the 1/25,000 digital topographic map. In addition, in areas out of catchment area within 2km, the area of occupation was very small, so there were no characteristics in error. The out of catchment area, Nami-myeon in Geumsan-gun recorded the largest errors of 31.8 times. Finally, it was found that the ratio of the total areal error in area surrounding a dam, standard error and the total areal error in the entire area using 1,5000 digital topographic map is 7.4 times, 11.8 times and 7.4 times more accurate than the 1/25,000 digital topographic map.

The Analysis of Water and Soil Environment at Farm Pond Depression (농지연못습지의 수질 및 토양환경 분석)

  • This study was conducted to understand the water and soil properties to propose the promotion of vegetation environment at farm pond depression. We selected 8 palustrine wetlands from agricultural area after consideration of human interference, surround land use, and size of area. Water quality analysis showed that the average SS, T-N, T-P were over the limit of agricultural water quality standard level at some sites. The cause for deterioration of water quality is supposed by the long-term stagnation of water in palustrine wetland. The recommended measures to improve water quality are as follows; improving water circulation by connecting with nearby natural water, preventing oxygen depletion by dredging deposit, lowering down T-N and T-P by removing autumn plants, preventing inflow of phosphorus in fertilizer ingredients which is the main cause for high T-P. The soil contamination of the surveyed area was about the same level of average heavy metal contents in soils from 2,010 paddy fields in Korea, which was much lower than soil contamination standards. As for soil texture, sand content was 40~90% and clay content was less than 20%. The content of silt and clay in soil from community of floating-leaved:submerged hydrophytes and community of emergent hydrophytes was higher that of soil from community of hygrophytes, and the content of sand in soil from community of hygrophytes was 10% higher than underwater soil. In terms of bulk density, the average was 0.24~0.96g/$cm^3$, which was quite low, because of high content of peat and organic matter in soil of the surveyed area. As for the average content of organic matter, community of floating-leaved:submerged hydrophytes was 18.25g/kg, community of emergent hydrophytes was 16.88g/kg, and community of hydrophytes was 25.63g/kg. The range of content of T-N in soil of community of floating-leaved;submerged hydrophytes was 0.022~0.307%, and that of community of emergent hydrophytes was 0.029~0.681% and that of community of hydrophytes was 0.088~0.325%. Apart from three sites in the surveyed area, most parts were over the standards or below the standard. After this study, we will conduct and discuss the relationship between vegetation characteristics and environments, which will be used of the best practical management and restoration of wetland.

A Study on the Treatment of Landfill Leachate using Membrane and Evaporator (Lab Test) (분리막과 증발기를 이용한 매립지 침출수 처리에 관한 연구 (Lab test))

  • This research was to develope the economical treatment processes of the landfill leachate to meet the legal discharge standards. To achieve this purpose, experiments were conducted in laboratory to choose the optimum process and to obtain the design factors before a pi!ot-scale test. The concept of the process developing in this research was using the reverse osmosis system. The submerged membrane bio-reactor was used to achieve pre-treatment of reverse osmosis system and the concentrate was treated by evaporator with land fill gas as a fuel. The results of the research showed that SS, $BOD_5$, $COD_{cr}$, $NH_4{^+}-N$ and T-N were removed 99.0%, 43.0%, 12.9%, 48.5% and 18.7% respectively in the submerged membrane bio-reactor. The reverse osmosis system could remove $BOD_5$, $COD_{cr}$, $NH_4{^+}-N$ and T-N as an efficiency of97.5%, 97.6%, 79.7% and 85.4% respectively. The evaporator could remove $COD_{cr}$, $NH_4{^+}-N$ and T-N as an efficiency of 90.5%, 50.6% and 63.3% respectively. However the condensed water of the evaporator was not satisfied the legal standard and should be treated in reverse osmosis with the pre-treated leachate.
