전략적 지역혁신체재 구축을 위한 지역혁신협의회 조직에 관한 연구 - 강원도 사례를 중심으로 (A Study on the Organization Design of Regional Innovation Councils for Establishing Strategic Regional Innovation Systems: Based on Kang-Won Province Case)

  • 지난 2004년 이후로 정부는 지역의 내생적 자립과 발전을 위한 핵심역량과 성장동력을 창출하기 위해 지역혁신체계를 구축하기 위한 정책을 추진하였고 추진주체로서 산학연 전문가를 중심으로 구성된 지역혁신협의회를 만들었다. 당시 강원도의 지역혁신협의회 조직은 운영위원회와 사무국을 중심으로 기획조정분과, 전략산업분과, 문화관광산업분과, 지연산업분과, 지역인적자원개발분과 등으로 구성되어 지역혁신정책을 수립, 검토, 심의, 평가, 확정하는 업무를 담당하는 등 의욕적으로 추진되었다. 하지만, 기존 정부조직과의 역할차별화 문제, 균형발전위원회의 예산확보문제, 전략적 조직체계 문제, 의사결정구조 문제등으로 애초에 기획했던 지역혁신협의회의 기능과 역할과는 달리 미래지향적 전략설정과 혁신적 지역산업정책의 추진은 어렵게 되고 지역에서 기존에 추진하고 있던 산업과 연구자원에 근거하여 전략산업이 선정되고 예산배분이 결정되었다. 성공적이지 못한 결과에도 불구하고 오늘날과 같은 혁신사회에서는 지역의 혁신정책을 결정하고 심의, 조정할 수 있는 지역혁신협의회와 같은 조직의 역할과 필요성이 점점 중요해지고 있는 추세이다. 아마 차기정부에서도 비슷한 역할을 담당할 혁신과 창업의 추진체가 앞으로도 계속 출현할 것으로 예상한다. 본 논문의 목적은 지역혁신협의회의 조직구조를 분석하고 기존 조직의 전략과 조직구조에 대한 문제점을 도출하고 이에 대한 해결책을 제시함으로써 바람직한 혁신추진체의 역할과 모습을 재정립하는 것이다. 본 논문에서는 저자가 속한 강원도 지역혁신협의회의 조직구조와 분과의 역할을 체계적으로 분석하고 문제점을 식별, 논의하고 바람직한 추진체가 갖추어야 할 사항과 시사점을 제시하고자 하였다.

소방조직의 변혁적 리더십이 조직문화와 혁신에 미치는 영향 (The Effects of Transformational Leadership on Organizational Culture and Innovation in the Fire Fighting Organization)

  • 본 연구는 소방조직의 변혁적 리더십이 조직문화와 혁신에 미치는 영향을 알아보는데 목적을 갖고, 소방방재청과 서울소방재난본부 소방공무원을 대상으로 설문조사를 하였다. 분석결과 첫째, 소방조직 리더의 변혁적 리더십이 조직문화에 미치는 영향을 검증한 결과 리더의 변혁적 리더십이 소방 조직문화의 하위요인별 집단문화, 규범문화, 합리문화에 영향을 미쳤다. 둘째, 조직문화가 조직혁신에 미치는 영향을 검증한 결과 집단문화, 합리문화가 조직혁신에 영향을 미쳤다. 셋째, 소방조직 리더의 변혁적 리더십이 조직혁신에 미치는 영향을 검증한 결과 소방조직 리더의 변혁적 리더십은 조직혁신에 영향을 미쳤다. 이상의 연구결과 소방조직 내 리더의 변혁적 리더십이 조직문화와 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, 이는 기존 조직 및 신세대 중심의 신사고체제를 지닌 부하직원에 대한 조직 내 리더의 활력적이며 변화 추구적인 리더십이 집단 내 규범을 바탕으로 한 합리적 문화와 발전지향적 혁신에 기여할 수 있음을 시사한 것으로 평가할 수 있다.

A Comparative Analysis on the Competitiveness of the Korean, Chinese and Japanese Fashion Industries: The Generalized Double Diamond Model Approach

  • This study compares and analyzes the fashion industry of Korea with that of China and Japan, the two countries geographically and culturally adjacent to Korea, by applying the generalized double diamond model to find useful measures to strengthen the global competitiveness of the Korean fashion industry. The fashion industries of Korea, China and Japan were first compared in terms of the four determinants of the double diamond model: thereafter, the double diamond model of Korea, China and Japan were compared. In this, study 31 sub-variables were extracted to measure the eight determinants and secondary data were collected from selected sources between January 2013 and May 2014. The results of comparing the domestic diamond models showed that: China is considerably better than Korea and Japan in terms of demand conditions, firm strategy, organization, and competition conditions while Japan is superior in terms of demand conditions and Korea shows better related and supporting industries conditions. When comparing and analyzing the international diamond models, Japan is superior in terms of factor conditions and China has better demand conditions, while Korea has failed to lead in any of the four determinants. When comparing and analyzing the comprehensive diamond model per country, China show superior demand conditions and firm strategy, organization, and competition conditions, Japan has better factor conditions, and Korea shows superior related and supporting industries conditions.

Monitoring Mangrove Plantation along the Coastal Belts of Bangladesh (1989-2010)

  • Mangroves are important coastal ecosystems and are located at the inter-tidal zones of tropical and sub-tropical belts. The global mangrove forests are declining dramatically because of the conversion of forests to shrimp farming, over-exploitation, pollution and freshwater diversion. The Bangladesh Forest Department initiated mangrove afforestation throughout the coastal belts of Bangladesh in 1966 to provide better protection for the coastal communities. Up to 1990, 120,000 ha of mangroves had been planted and it is one of the largest coastal afforestaton programs in the world. The objective of this study is to exploit the spatial extent of mangrove plantation and their dynamics of changes over the last two decades using multispectral Landsat imagery. The study area covers the coastal areas of Bangladesh that is extended over the eastern part of Sundarbans up to Teknaf, the southern tip of mainland Bangladesh. Mangrove plantations were interpreted visually on computer screen and interactive delineation of forest boundary was done. The mangrove plantation area has been estimated as 32,725, 47,636 and 43,166 ha for the year of 1989, 2000 and 2010, respectively. Mangrove deforestation by human activity has increased almost six times in the recent decade in comparison to the previous one. The mangrove forest loss due to coastal erosion has slightly declined in the 2000s. Mangroves have been lost primarily because of agricultural expansion. The result of this investigation will be helpful to understand the dynamics of mangrove plantation and the main drivers of changes in this coastal ecosystem.

보행보조 재활로봇의 센서 시스템 구성 및 사용자 의도 감지 알고리즘 (Organization of Sensor System and User's Intent Detection Algorithm for Rehabilitation Robot)

  • In this paper, we propose the organization of a sensor system and user's intent detection algorithm for walking assist rehabilitation robots. The main purpose of walking assist rehabilitation robots is assisting SCI patients to walk in normal environment. To use walking assist rehabilitation robot in normal environment, it is needed to consider various factors about user's safety and detection of user's intent and so on. For these purposes, we have analyzed the use case of rehabilitation robots and organized the system of sensors for walking assist rehabilitation robots and finally, we have developed the algorithm which is used to detect user's intent for those. We applied our proposal method in the rehabilitation robot, ROBIN, and verified their effectiveness by normal, not patient.

조직 구성원의 커뮤니케이션 만족이 인적자원의 집단 창의성에 미치는 영향에 관한 연구 (Relations Between Communication Satisfaction and Group Creativity in Organization)

  • The main purpose of this study is to assess the relationship between communication satisfaction and group creativity. To achieve this purpose, this study has two objectives. First, I will identify the relationship between the satisfaction of communication and idea creation. Second, the relationship between communication satisfaction and problem solving activity will be statistically tested. The major findings of the study can be summarized as follows: First, Statistically significant positive relations were found between the communication satisfaction and idea creation. Especially, sub-construct for supervisor communication$({\beta}=0.14,\;p<.05)$, quality of media$({\beta}=0.13,\;p<.05)$, individual feedback$({\beta}=0.36,\;p<.001)$, organizational prospect$({\beta}0.31,\;p<.001)$ showed the statistically significant positive(+) relationship with construct in idea creation. Second, the measurement of communication satisfaction had showed statistically significant relationship with the problem solving activity. Especially, communication with supervisor$({\beta}=0.21,\;p<.05)$, quality of media$({\beta}=0.21,\;p<.001)$, organizational prospects$({\beta}=0.22,\;p<.001)$, and communication with subordinate$({\beta}=0.37,\;p<.001)$ showed the significant positive(+) relationship with problem solving activity construct. These consequences suggest that communication satisfaction of employee is effective in the improving the group creativity in organization. In the conclusion, this study present the satisfaction factor of employee communication as a incremental factor of group creativity.

조경시공현장 안전관리 항목에 관한 연구 (A Study on Safety Management Indicators for Landscape Construction Field)

  • Research activities and discussions on specialized areas reflecting the specificity of landscape construction are necessary. Therefore, this study was conducted with the purpose of presenting basic data for efficient field management by deriving items necessary for safety management in landscape construction fields through experts' opinions. A survey was conducted using Delphi analysis to derive "management items" and "safety management items according to landscape type" for landscape construction field safety for a total of 15 landscape construction specialists. The survey results showed that four top items were derived from the "management items" for the safety of landscape construction fields; they include: "safety and health management organization and education," "industrial safety and health management expenses," "payment of personal protection," and "establishment of safety measures." In addition, two to five items for each higher item appeared and resulted in a total of 13 lower items. Personnel, organization, budget, etc. for safety management are always required in the field, and the monitoring part of whether these elements are working was also taken up as a management item. In the "Management items according to each landscape construction" a total of eight landscape type were distinguished, they include: 'Reinforced concrete work', 'Masonry work', 'Plaster's work', 'Waterproof work', 'Stone masonry work', 'Pavement work', 'Facilities work', and 'Planting work'. Furthermore, two to seven sub-items for each construction type were derived, and a total of 35 management items were presented.

The Effect of ESG Management on Social Welfare Organizations

  • Purpose: There is a significant opportunity for ESG management to act as a useful guideline for social welfare organizational structures when dealing with sustainability and ethical leadership. The ESG guidelines should allow these companies to improve their business efficacy. This paper aims to explore the specific impacts of ESG management on social welfare. Research design, data and methodology: The systematic review approach ensures that quality work is undertaken in tackling the existing gaps in the literature on ESG management in social welfare organizations. The outcomes of this review will give a useful 'real-life' picture of the consequences of ESG practices and suggestions that can increase the efficiency and sustainability of social welfare organizations. Results: The principal favorable consequences are discussed in this chapter regarding the social welfare organization due to the implementation of ESG management. Subsequently, each effect is posted under different sub-titles and evidence from previously conducted research studies. Conclusions: ESG management is vital for social welfare organizations since it increases their efficiency in operations, public image, and opportunities to receive funds, and it helps improve relations with stakeholders. More so, these organizations can embrace the ESG practices and as a result bring more efficiency to the general welfare of the society.

Investigation of Applying Technical Measures for Improving Energy Efficiency Design Index (EEDI) for KCS and KVLCC2

  • While extensive research is being conducted to reduce greenhouse gases in industrial fields, the International Maritime Organization (IMO) has implemented regulations to actively reduce CO2 emissions from ships, such as energy efficiency design index (EEDI), energy efficiency existing ship index (EEXI), energy efficiency operational indicator (EEOI), and carbon intensity indicator (CII). These regulations play an important role for the design and operation of ships. However, the calculation of the index and indicator might be complex depending on the types and size of the ship. Here, to calculate the EEDI of two target vessels, first, the ships were set as Deadweight (DWT) 50K container and 300K very large crude-oil carrier (VLCC) considering the type and size of those ships along with the engine types and power. Equations and parameters from the marine pollution treaty (MARPOL) Annex VI, IMO marine environment protection committee (MEPC) resolution were used to estimate the EEDI and their changes. Technical measures were subsequently applied to satisfy the IMO regulations, such as reducing speed, energy saving devices (ESD), and onboard CO2 capture system. Process simulation model using Aspen Plus v10 was developed for the onboard CO2 capture system. The obtained results suggested that the fuel change from Marine diesel oil (MDO) to liquefied natural gas (LNG) was the most effective way to reduce EEDI, considering the limited supply of the alternative clean fuels. Decreasing ship speed was the next effective option to meet the regulation until Phase 4. In case of container, the attained EEDI while converting fuel from Diesel oil (DO) to LNG was reduced by 27.35%. With speed reduction, the EEDI was improved by 21.76% of the EEDI based on DO. Pertaining to VLCC, 27.31% and 22.10% improvements were observed, which were comparable to those for the container. However, for both vessels, additional measure is required to meet Phase 5, demanding the reduction of 70%. Therefore, onboard CO2 capture system was designed for both KCS (Korea Research Institute of Ships & Ocean Engineering (KRISO) container ship) and KVLCC2 (KRISO VLCC) to meet the Phase 5 standard in the process simulation. The absorber column was designed with a diameter of 1.2-3.5 m and height of 11.3 m. The stripper column was 0.6-1.5 m in diameter and 8.8-9.6 m in height. The obtained results suggested that a combination of ESD, speed reduction, and fuel change was effective for reducing the EEDI; and onboard CO2 capture system may be required for Phase 5.

감각 조직화 검사를 통한 노인의 균형평가를 위한 기능적 뻗기 검사의 유용성 (Availability of Functional Reach Test for Balance Evaluation of the Elderly Through Sensory Organization Test)

  • Purpose : The purposes of this study were to investigate the age-related difference in balance ability in the elderly over 65 years and to verify the clinical usefulness of the functional reach test (FRT) for balance evaluation of the elderly through the sensory organization test (SOT). Methods : The subjects were forty-six community dwelling elderly people over 65 years old in order to verify the correlation of balance measures and to compare the balance ability. Balance was measured using the FRT and the six sub-equilibrium scores and the composite equilibrium score of the SOT. Pearson's product correlation coefficient was used to evaluate the relationships among these measurements of balance. Results : There was a significant difference in functional reach by age in the elderly (p<.01). There was a significant negative correlation between the FRT and the age of the elderly (r=-.396, p<.01). There was also significant high positive correlation between the FRT and the eye closed sway surface (EC/SS) (r=.789, p<.01), and composite equilibrium score (r=.548, p<.01) of the SOT. Conclusion : Thus, it is possible to use the FRT as a quantitative measure of balance, rather than the SOT, which is more expensive and complicated to evaluate elderly people. According to the results of this study, the use of the FRT is required clinically to objectively measure the balance of elderly people in the future.
