  • This paper investigates how strategy formulation and implementation processes used by the University of Cape Coast (UCC) in building its digital collections compare with the Andrew's strategic formulation and implementation theoretical framework. Theory-testing case study methodology was used. The data collection instruments were the key informant interview technique and document reviews. During the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC's key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project. Since only the experience of a single institution of higher learning is considered, it cannot be definitively stated that strategy formulation and implementation will be similar in every institutional context. However, the results provide a basis for academic digital libraries to draw lessons from this case. In African public universities, there is little earlier research on strategy formulation and implementation in digital library management. Strategy formulation and implementation is a critical issue for higher education academic libraries especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades.

  • Vietnam is one of a country with an important strategic position in economic development in the Asia Pacific region. In addition, Vietnam has a longtime agricultural more than 70% of agricultural labor. With favorable natural conditions, agricultural growth in Vietnam is'key'to the developing countries. However, Vietnam's agriculture has still encounter many problems due to drought, climatic conditions, natural disasters. The level of development and agricultural production is weak, the process of post-harvest storage is limited and particularly agricultural competitiveness with other countries is obstacles. In fact, the Government of Vietnam decided to cooperate with other countries have highly developed agriculture such as America, Korea, Japan... hoping to get help and promote agricultural development in a sustainable manner. Since 1992, Vietnam and Korea established formal diplomatic relations. During 20 years of cooperation and development, We have been obtained many satisfactory results not only in fields invest infrastructure, technological science but also exchange experience especially in the agricultural sector. From the Korea ODA project, Vietnam's agriculture in general has made significant progress. With vision, ODA projects continues to support the Central Highlands region in which the Da Lat city, Lam Dong province. • Economic integration is an indispensable trend in all countries. However, besides the advantages that economic integration brings, there are also disadvantages, such as competition between businesses among states in export activities. Vietnam is a developing country with many advantages, especially, the seafood exporting industry. However, with competitive pressure as well as strategic constraints, Vietnamese seafood exporters still face many difficulties. Therefore, the case study of the Kien Giang province of Vietnam is used to analyze the factors affecting the competitiveness of seafood exporting enterprises. The study applied quantitative research methods with a survey of 350 seafood exporting enterprises in Kien Giang province to achieve the research objectives. The research results identified eleven key factors affecting the competitiveness of seafood exporting enterprises, including (1) vision and strategy of leader; (2) human resources management capability; (3) organization capability; (4) customer-responsive marketing capability; (5) relationship management capability; (6) technical capability; (7) competitors reaction capability; (8) business environment adoption capability; (9) financial capability; (10) products and services innovation capability; and (11) branding management. The research results provided the basis to propose some managerial implications to improve the competitiveness of exporting enterprises in the context of the global economic integration.

  • The capitalization of know-how, knowledge management, and the control of the constantly growing information mass has become the new strategic challenge for organizations that aim to capture the entire wealth of knowledge (tacit and explicit). Thus, knowledge mapping is a means of (cognitive) navigation to access the resources of the strategic heritage knowledge of an organization. In this paper, we present a new mapping approach based on the Boolean modeling of critical domain knowledge and on the use of different data sources via the data mining technique in order to improve the process of acquiring knowledge explicitly. To evaluate our approach, we have initiated a process of mapping that is guided by machine learning that is artificially operated in the following two stages: data mining and automatic mapping. Data mining is be initially run from an induction of Boolean case studies (explicit). The mapping rules are then used to automatically improve the Boolean model of the mapping of critical knowledge.

  • Purpose: This case study illustrates the successful entry of Saudi Aramco in the Korean market and how it grows to become one of the world's largest integrated energy enterprises. Research design, data and methodology: This case investigates diverse secondary sources to examine the entry strategy of Aramco in Korea, such as several interviews including public and anonymous dialogues, periodicals, dispatches (i.e. news articles and magazines), annual reports, industrial reports, and others. Results: The main concern for the international strategic approaching of Saudi Aramco is to enter into Korean market by joint venture with SsangYong Oil (today's S-Oil Corporation) in 1991 and finally, ending by Acquisition of S-Oil in 2015. This acquisition of local No.3 company, S-Oil, in Korea is the successful case in Asian Markets overcoming liability of foreignness. Moreover, Saudi Aramco's global distribution strategy through localization in the Korean market is appropriate given the market conditions, timing, effectiveness, and efficiency by sharing their resources and collaborating. Conclusions: It would be valuable, unique, and real story to analyze global leading company's entry and globalization strategy in overseas market. In addition, this study provides decision-makers with a significant and more strategic implication for the overseas expansion of businesses.

  • Radiation Portal Monitors (RPMs) are our primary border defense against nuclear smuggling, but are they still the best way to spend limited funds? The purpose of this research is to strategically compare RPM defense at the border with state-side mobile detectors. Limiting the problem to a comparison of two technologies, a decision-maker can prioritize how to best allocate resources, by reinforcing the border with stationary overt RPMs, or by investing in Mobile Radiation Detection Systems (MRDs) which are harder for an adversary to detect but may have other weaknesses. An abstract, symmetric network was studied to understand the impact of initial conditions on a network. An asymmetric network, loosely modeled on a state transportation system, is then examined for the technology that will maximally suppress the adversary's success rate. We conclude that MRDs, which have the advantage of discrete operation, outperform RPMs deployed to a border. We also conclude that MRDs maintain this strategic advantage if they operate with one-tenth the relative efficiency of their stationary counter-parts or better.

  • The reason why modern companies adopt cutting-edge technologies aggressively is mainly due to maintain the competitiveness in this cut-throat business environment. One of the most important technology factors to maintain the competitiveness in this modern e-business era is how to adopt and apply information technology(IT). More and more companies are trying to implement their management strategies by applying IT, and therefore it is now important to understand IT strategy. Many of leading-edge companies believe that they need a structured and systematic approach, called ISP (Information Strategy Planning), to secure competitive IT capability, and heavily invest their resources to achieve the excellence in IT. However, eventual effects from those investments are not always proportional since every investment has its own investment parameters and objectives. In this research, we tried to develop a systematic model to verify the relation between the business competitiveness and ISP. First, in order to include the factor 'ISP', we modified the models suggested by past research results, and then analyzed the influences from IT investments and quality of ISP on the IT excellence of businesses. To prove the validity of the developed model, several sets of surveys were performed for 66 companies in various industries including electronics, manufacturing, finance, and service. The result of the research has shown that the quality of ISP impacts more on a corporate's business competitiveness, but none on business output.
