The Public-Oriented e-Hub Construction for Strategic Alliances by Using Social Network Analysis (전략적 제휴를 위한 공적 e-Hub 구축과 사회 관계망의 활용에 관한 연구)

  • This paper introduces the public-oriented e-Hub construction for strategic alliances in the B2B virtual community. The public-oriented e-Hub can link with all participating Internet firms on the basis of their business models, and consequently help them share their core competence, management resources, and so on. Based upon this perspective, this paper presents the procedures corresponding with social network analysis for strategic alliances of small and medium internet firms. In addition, this paper tries to analyze the relationships among degree of competition, potential of strategic alliance, and financial performance. The results show that the firms with more easily accepting various strategic alliances make higher financial performance under more competitive environment. This suggests that strategic alliances through the public-oriented e-Hub in the B2B virtual community provide the internet firms with various opportunities.

  • Strategic agility plays a critical role in sustaining competitive advantage in the turbulent environment. This study examines the relationship between a logistics information system and, strategic agility through the analysis of "H" corporation case. The results of case study showed that the introduction of logistic information system facilitates the degree of strategic sensitivity, collective commitments and resource fluidity, which are primary elements of strategic agility. This study gives an insight to the practitioners who attempt to create strategic agility through the implementation of logistic information systems.

  • In this paper, we study the relationship between factors influencing the strategic use of IT and business performance by conducting a survey of small and medium-size enterprises (SMEs). From the results of our survey we came to several conclusions which are presented here. First, IT investment has a significant impact on the strategic use of IT, and the strategic use of IT has a significant impact on business performance. Second, SME investment in IT and strategic use of IT are influenced by both the intensity of competition in the market environment and partnership with other organizations. Third, the support from the management group in SMEs is a core factor for IT investment and strategic use of IT. Finally, for SMEs to use IT strategically and successfully, it is necessary to combine members' participation with a flexible organizational structure and culture.

  • Under circumstances with increasing uncertainty, strategic flexibility has become an essential point on which my R&D management system should be based. Unfortunately the present R&D management system for government sponsored R&D programs cannot be said to be so flexible to adapt appropriately to various threatens such as technological failure, a severe change in competition environment, and so on. In this paper a new scheme for R&D planning and economic assessment with strategic flexibility is suggested and applied to a real R&D program. In the newly suggested R&D management system, economic valuation based on real option theory is performed for various alternative scenarios which have different strategic scheme for R&D process each and the result of the assessment is fed back to R&D planning to choose more superior strategic scheme. Introducing strategic flexibility into R&D planning and economic assessment, the value of R&D project could be remarkably enhanced.

  • Since the mid-1980's, strategic alliances are dominantly hailed as an effective growth and survival strategy in the era of international market and multinational corporation. There are a number of reasons for this phenomenon. there is an increasing globalization of markets in an ever-widening band of industries, together with the development of global technologies that makes production cycles shorten and the ever-increasing demand for investment resources and information to cope with the changing environment. The purpose of this study is to investigate the determinants of corporation information system in strategic alliance mode, and to analyze the main factors which are affecting the choice of strategic alliance mode by Korean firms. This study can also contribute theoretical and practical suggestive points in relation to strategic alliance operations. However, it also has limits as an exploratory study due to lacks of prior studies and proper methodologies and so on. Accordingly, the phenomenon of international strategic alliances call for further studies on casual relationships between main factors and variables in this field.

Developing Local Biodiversity Strategies and Action Plans (지자체 생물다양성 관리전략 구축)

  • Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

STRATEGIC ALLIANCE IMPLEMENTATION STATUS AND IMPACT ON PROJECT PERFORMANCE

  • Strategic alliance is a proactive management process that integrates and optimizes value-added services of each party to best achieve business objectives of all parties within the relationship. Under the current competitive global environment, strategic alliance can produce a "Win-Win" situation and thus change paradigm that has resided in the construction industry. While many studies revealed the significance of alliance relationship in the industry, its impact on project performance has rarely been analyzed. Using the data obtained from 661 construction projects in the Construction Industry Institute database (359 projects from 38 owners and 302 projects from 29 contractors), this study first diagnoses the implementation status of strategic alliance at both project and company levels. Then, its impact on project performance is quantified and discussed. The descriptive analysis performed in this study revealed that an average of 79% of owner companies and 69% of contractor companies have ever implemented strategic alliance into at least one of their projects. However, both owner and contractor companies did not always use the strategy for all or their projects. Only 33% and 30% of projects reported by owners and contractors have been completed under alliance relationship, respectively. Analyzing the alliance impact on project performance, this study also establishes that strategic alliance positively affects project performance of both owners and contractors while owners should consider and control the level of its use for their projects. Recognizing and understanding the benefits from strategic alliance will be a starting point to produce mutual success among project participants, ultimately allowing the construction industry to go forward to a sustainable industry that transfers success from one project to the other.

  • Today, many universities are confronted with the changing education paradigm such as e-Learning, CBT(Computer-based Training), Virtual University. Particularly, the Virtual University is now in the countrys educational mainstream as a legitimate, potentially standards-setting educational environment. These streams are certainly a new opportunity or threat to our universities. To overcome this problem, we should think this as strategic, and should implement IT-based Virtual University System to which computer and network technology is main edge. So, we think that the Virtual University System is SIS(Strategic Information System) which support universitys future education strategies. We proposed a planning framework for the Virtual University System. The framework which is based on the IS planning methodology is composed of such as environment analysis, requirement analysis of the system, strategic roles and objectives setting, scenario analysis of budget and revenue. To define the strategic roles and objectives of the system, we surveyed it on the side of instructors. We proposed five factors, which are to (1) improve competitiveness (2) reduce cost and secure profit (3) enhance education services (4) change the future education model (5) decrease dysfunctions of virtual education model.

  • Today, the company is trying to improve for business performance through the optimization of corporate resources. Most companies set up new strategy for obtaining competitive advantage for survival in rapid changes of the global business environment. IT has an important role to reduce cost and to increases business performance such as increasing sales, improving business skills and corporate image, etc. in the corporate environment. The development and use of IT resource is recognized as essential in connection with the business strategy. Most companies tried to establish the strategic use of information systems to gain competitive advantage. IT resource management is not clear in a tangible result of the business. The purpose of this study is to find out the relationship between IT competency and organizational performance through the mediating effect of strategic use of IS. IT competency consists of IT human resource, IT infrastructure, and IT vendor management. In direct relationship between three IT competence factors and organizational performance, the results of multiple regression analysis showed that IT human resource and IT vendor management are important determinants to influence organizational performance. The additional analysis for mediating effect of strategic use of IS showed that it has mediated the relationship between IT competency factors and organizational performance. This results give us an implication, not only the importance of IT competency development, but also the importance of strategic alignment of strategic use of IS with business strategy.

A Study on the Effects of Strategic Item Attributes on Strategic Partnership in Supplier Dominant Relationship-Focused on Shipbuilding Industry (구매자 열위, 공급자 우위 시장에서 전략품목의 속성이 전략적 동반자관계에 미치는 영향 - 조선업을 중심으로)

  • Unlike the general buyer-supplier relationship, there are cases wherein the bargaining power of suppliers is greater than that of buyers. This relationship can be found especially in the shipbuilding industry. Thus, this paper focused on strategic items presented in Kraljic's study. The purpose of this study was to examine factors influencing buyers' purchase of strategic items in a market wherein the bargaining power of suppliers is superior. Results show that the path coefficient between environment factor and satisfaction factor was the highest. Additionally, the path coefficient between environment factor and reliability factor was the next highest. Also, as a result of analyzing if there is a difference in perception according to the superiority and inferiority of bargaining power perceived by buyers, significant results were found in some path coefficients.
