How to Manage the Economic Cooperation between the South-North Korean Corporations in the Era of Economic Crisis (경제위기와 남북 기업 활동의 협력 방안)

  • The political conflicts and military collisions between the South-North Korea resulted in actions taken at 1 of Dec. in 2008 and 24 May in 2010. Those actions stopped the major economic cooperations such as the relink of a railroad line across the divided peninsula as well as Mt. Geumgang tourist trade, and cast shade on the Gaesung Industrial Complex. This article articulates the current situation of the economic damages, status quo of cooperation and the South Koreans' changed way of thinking about issues between the South and North which provoked by the conflicts. We emphasized the necessities of minimizing unstable non-economic factors on the Peninsula; continuing win-win economic cooperation between the South-and North corporations; guaranteeing safe business conditions; improving the relationship based on the national consensus. Also we suggested ideas on how to manage the economic cooperation and how to explore new business opportunities in the future based on entrepreneurial leadership.

A Study on the Spatial Determination of Red Tide Occurrence Area Using GSIS (GSIS 이용한 적조발생지의 공간결정 연구)

  • Few researches related to the spatial determination of areas where red tide occurs have been performed, so accurately determining the area where red tide occurs and disappears poses difficulties. Therefore, a more objective and scientific method is necessary to analyze the occurrence and movement of red tide based on a geo-spatial information system. In this study, the coastline was extracted using a digital topographic map in order to examine areas where red tide occurs each year. An analysis of red tide occurrence areas, which were determined based on red tide data for the last several years, showed that only Yeoja bay had almost a zero case of red tide of the areas studied, whereas Dolsando in the South Sea and NamHaedo Aenggang bay areas exhibited the highest frequency of red tide occurrences. Based on these results, by using a system that determines the geo-spatial distribution status of areas repeatedly hit by red tide every year, it would be possible to predict the course of red tide and prevent consequent damages.

  • In mid-July, 2006 the torrential rainfall across Gangwon-do region caused 48 casualties and 1,248 houses submerged, resulting in damages with the restoration costs of 3 trillion and 512.5 billion won. This was because the topographic characteristics of Gangwon-do region for which mountainous areas mostly account increased the effects of landslide. In this study, the landslide region was shot using the PKNU No.4 system immediately after the occurrence of landslide in order to analyze it as objectively, exactly, and rapidly as possible. 1,054 areas with landslide occurrence were extracted by digitizing the shot images through visual reading after orthometric correction using ERDAS 9.1. Using the Arc GIS 9.2, a GIS program, hydrologic, topographic, clinical, geologic, pedologic aspects and characteristics of the landslide region were established in database through overlay analysis of digital map, vegetation map, geologic map, and soil map, and the status and characteristics of the occurrence of the landslide were analyzed.

  • Recently, light pollution has become a serious environment issue caused by excessive uses of artificial light. Central and local governments have made efforts to manage light pollution and mitigate light pollution damages. Developing methods to diagnose light pollution is critical to effectively monitor light pollution conditions in Seoul. This study develops a methodology to create a map that presents the status of light pollution in Seoul, using International Space Station(ISS) night-time images. Through the map, we evaluated the areas that show high levels of light intensity and found out local characteristics of light intensity; Commercial area, office building concentrated area, and large sports facilities. The result of study provides basic understanding to present a new way for monitoring light pollution in urban sites.

A Study on the Material Characteristics and Weathering Aspects of Sculpture Stone Around the World Cultural Heritage Joseon Dynasty Royal Tombs - Focused on the East Nine Royal Tombs - (세계문화유산 조선왕릉 석조문화재의 재질특성 및 풍화양상 연구 - 구리 동구릉을 중심으로 -)

  • The East Nine Royal Tombs is a representative place in the Royal Tombs of Joseon (a World Heritage Site). It consists of 1,289 stone artifacts including 979 related stone structures, 310 stone statues, and objects. Most of the stone structures in the East Nine Royal Tombs are composed of biotite granite, but some tombs are composed of light red granite. As a result of magnetic susceptibility measurement, the average data from Geonwolleung to Mongneung, excluding Hyeolleung, were similar, so it is estimated that stones were obtained from the same quarry. In the case of Sungneung, Sureung, and Gyeongneung, the range of susceptibility measurement is widely distributed. It assumed that the newly produced stones were mixed in the moving and construction process. Also, stones might be gathered from different quarries. As a result of a conservation status investigation, both the mound member and the ridge stone had the highest damage rate due to peeling and granular decomposition according to surface weathering. In the case of surface discoloration, yellowing and soils were found in the burial mound members. Yellowing, blackening, and soil were identified in the ridge stone structures. Bio-degradation is the major factor of deterioration of the East Nine Royal Tombs and the conservation status of the tombs were detected as grades 4 to 5. It seems that it is easy for the environment of the royal tombs to form soil for the microorganisms and fine conditions for continuous moisture. In the case of structures, they are in relatively good condition. As a result of a comprehensive damage rating for each tomb, the overall condition is good, but the Geonwolleung Royal Tomb and Hyeolleung Tomb, which were created in the early period, had relatively high weathering ratings. Stone objects in East Nine Royal Tombs have lost many pieces and gateway members due to surface deterioration. Also, secondary damage is ongoing. Each damage factor of the stone artifacts of the East Nine Royal Tombs combines to cause various and continuous damages. Therefore, it is necessary to establish regular conservation status data of the stone artifacts for efficient management after processing as well as conservation treatment of the royal tombs, and specific management manuals and systems. This study investigated the conservation status of stone structures in the East Nine Royal Tombs, a World Heritage Site, and systematically classified them to provide priority and necessity for conservation processing. We look forward to establishing a plan for the conservation and management of the East Nine Royal Tombs with this database in the future.

A Study on The Security Measures of Insurance Crimes (보험범죄의 보안대책에 관한 연구)

  • Security measures for the current insurance crime has focused on the capture oriented and reactive response in the screening stage of insurance payments. However, since leaving the damages that can not be healed by post-punishment, it is necessary to take measures to prevent the insurance crimes in advance. In this paper, I would like to try to identify problems through analyzing the characteristics and cases of the insurance crimes, and to present alternatives to it. The problems with the current insurance system that causes the insurance crimes are, First, When signing the insurance contract, it is too inattentive to confirm about the credit status of the policyholder, duplicate join or not, whether voluntarily sign up etc. Second, a thorough investigation or criminal charges in case of insurance accident is not being done properly. Third, information exchange and management to malicious policyholders is not being done properly. Therefore, in order to guard people from insurance crimes, First, it should strengthen the audit of such credit conditions, accident experiences in the insurance contract at the policyholders. Second, we need to block insurance crimes in advance through the continuous upgrades of insurance fraud analysis systems and social network. Third, it is necessary to strengthen the surveillance systems for the insurance crimes by the information sharing.

GIS based Effective Methodology for GAS Accident Management (GIS를 이용한 효율적인 가스사고관리 방법에 관한 연구)

  • Nowadays, the gas utilities have been increasing constantly due to the expansion of the urban areas. Using computerized information database, the gas companies have developed a gas management system in order to maintain the current status. However, this system can only give basic functions of the maintenance and management of the gas facilities and it has no proper utilities to provide information against accidents from gas leaks. Therefore, a gas accident management system has been developed in this study. Through primary and secondary pipe searching algorithm realtime based management system was devised against gas leaks to propose proper actions. In addition, supporting decision making has been enabled providing estimated maximum amount of gas leaks. Furthermore, all the residential units could be identified thereby minimizing damages through early warning. This system can be expected to contribute to enhance the efficiency of the gas management not to mention of protecting human lives and properties of the nation.

Treatment of Traumatic Vascular Injury (외상성 혈관 손상의 치료)

  • Vascular injury has been increased with popular outside activities. However there are only a few studies for vascular trauma. We intended to find out the relationships between the vascular trauma and its prognosis. Material and Method: Forty-four patients were diagnosed and operated on for vascular injury in the Gyeongsang National University Hospital from 1992. to 1999. We reviewed their chart and analysed their data retrospectively. We studied to causes, treatments, and prognoses of traumatic vascular injury. Result: The transfer time between accident place and emergency department was mean 3,5 hour, and the operation preparing time was 8.8 hours. Five cases required amputation of extremity. All amputation cases were combined with communited bony fractures. Thirty-eight cases had combined other injuries, and almost combined injuries were muscular and neurological damages, Conclusion: The optimal treatment plan for vascular trauma was prompt diagnosis and quick management. It may decrease amputation rate and post-traumatic complications. Therefore we must be carefully evaluated the multiple traumatic patients for early diagnosis of vascular injury and operate quickly in emergency status.

Geophysical Exploration of Songsalli Ancient Tombs and Analysis of King Muryeong's Tomb Structure, Gongju (공주 송산리 고분군(公州 宋山里 古墳群)에서의 물리탐사와 무령왕릉(武寧王陵)의 구조분석)

  • Songsalli Ancient Tombs of Gongju consists of seven tombs. King Muryeong's tomb, the seventh tomb, is a brick chamber tomb discovered during the drainage works for the fifth and the sixth tombs in 1971. The excavation at the time focused on topographic surveys of the tomb entrance and the inside of the burial chamber as well as collection of the remains. The burial mount survey confirmed the status of some stone slab remaining and lime-mixed soil layers, but the survey did not examine the exterior structure of the whole tomb as the mounds were removed even more deeply. The excavation revealed damages to the bricks and mural damages due to moisture and fungus in the sixth and the seventh tombs. Between 1996 and 1997, Gongju National University conducted a comprehensive detailed survey of Songsalli Ancient Tombs including a geophysical survey, with an aim to identify the root causes of such degradation. Based on the results, repair took place in 1999 and the fifth, sixth and seventh tombs were placed under permanent conservation to conserve the cultural assets. General public is currently denied access. The purpose of this study was to conduct a three-dimensional resistivity and GPR surveys on the ground surface of the fifth, sixth and seventh tombs of Songsalli Ancient Tombs in order to understand the underground status after repair. The study also aimed to understand the thickness of all the tomb walls and exterior structure based on GPR inside King Muryeong's tomb. The exploration on the ground surface found that the three tombs and soil adjacent to the tombs had resistivity as low as 5 to $90{\Omega}m$, which confirmed that the soil water content was still as high as that prior to the repair work. Additionally, GPR found that the wall construction of the burial chamber of King Muryeong's tomb was approximately 70cm in thickness, while the structure was of 2B with two bricks, about 35cm in length, put together longitudinally(2B brick masonry). The pathway to the burial chamber was of the 2B structure just like that of the burial chamber walls, while its thickness was 80cm with an eyebrow-type arch connected to it. Also, the ceiling exterior appears to have an arch structure, identical to the shape inside.

Floristic characteristics of vascular plants and first distributional report of Pseudostellaria baekdusanensis M. Kim in Yongneup wetland protected area

  • Yongneup wetland protected area, the only high moor in Korea, is a core area to conserve biodiversity. Even though the Yongneup wetland protected area is relatively small, various plant species are distributed in the Yongneup wetland protected area because it includes various habitats showing different environmental gradients. Vascular plants distributed in the Yongneup wetland protected area were identified as a total of 376 taxa that is composed of 73 families, 217 genera, 322 species, 3 subspecies, 44 varieties and 7 forms. For endangered plants designated by the Ministry of Environment, 5 species including Trientalis europaea var. arctica, Lilium dauricum, Halenia corniculata, Lychnis wilfordii and Menyanthes trifoliata were found and 34 taxa were confirmed to be distributed only in the mountainous wetland habitats. Regarding naturalized plants, a total of 11 taxa were distributed, but most of them were distributed in the areas where artificial interference has occurred. And in areas inside the wetlands that are relatively well preserved, 2 species of Bidens frondosa and Erigeron annuus were observed. In this study, the occurrence and distribution of Pseudostellaria baekdusanensis M. Kim, which was recently found in Mt. Baekdu and reported as a new species, were identified in the Yongneup wetland protected area. A wetland is a very vulnerable area to drastic environmental changes and damages to its ecosystem could cause the extinction of rare plant species which are distributed only in the wetlands. Therefore, it is mandatory that current status of the Yongneup wetland protected area is evaluated and actions to prevent rapid environmental changes are taken. Fourteen separate investigations were conducted in 2013 and another four in 2014, to evaluate current status of the Yongneup wetland protected area. These investigations have provided us the basic information for future actions of conservation and restoration.
