A Study on the Performance and Impact Factors of Consumer Monitoring Market Surveillance for Product Safety (제품안전을 위한 소비자모니터링 시장감시 성과 및 영향요인 연구)

  • Governmental bodies generally conduct investigations for product safety management once new products are released to the market, in order to prevent distribution of illegal and defective items. Further, market surveillance activities are regularly conducted by the government to ensure distribution of safe products and recall any hazardous products. The safety investigations often involve a consumer monitoring system wherein consumer organizations participate in market monitoring to conduct surveys on illegal and defective products. As a result, the monitoring results of individual consumer organizations are available separately, but an integrated analysis of the data from all consumer organizations cannot be performed, thereby deterring comprehensive evaluation of the consumer monitoring system. In this study, we analyze the individual monitoring results of consumer organizations to understand the overall status and performance of comprehensive market monitoring and present the directions for desirable market surveillance policies. To this end, the effectiveness of market surveillance related to the distribution of products is verified through analysis of the interrelationships between the monitoring processes and performances of consumer organizations as well as their impact on the performances of the monitoring implementation processes; moreover, several improvement points and direction points are presented for more desirable monitoring of the consumer markets.

  • ln this paper, it was reported the developed results of the monitoring unit for 72.5kY GIS which it is one part of the monitoring system for the substation that Korea Railway Company is promoting. In order to monitor the operational status of GIS, four parameters were chosen: the number of times of the circuit breaker switching, tightness of the gas-sealed units (circuit breaker / disconnecting switch / earthing switch), the number of times of the lightning arrestor operating and the leakage current of the lighting arrester. We constructed the monitoring system that can be judged the operating condition of the GIS from the signal of the suitable sensor for the purpose. Therefore, it is possible to on line monitoring for the condition of the GlS without efforts of the Periodic inspection.

Flap Monitoring by Infra-red Thermometer (적외선 고막 체온계를 이용한 피판감시)

  • Flap monitoring is important for flap salvage. Although there are many methods to observe the flap, practical methods mostly used are subjective methods. Recording flap surface temperature is one of the objective methods of flap monitoring. We used an infra-red thermometer to simplify monitoring of the flap temperature. 60 groin flaps of SD rats are used in the experiment. Artificial arterial or venous insufficiency was made and the surface temperature was checked and compared with body temperature. In the results, the temperature of the arterial clamped flaps was lower than that of body and the mean difference was $0.3^{\circ}C$ after 20 minutes of clamping. In the vein-clamped flaps, the mean decrease was $0.4^{\circ}C$ after 30 minutes of clamping. The all difference of the temperature between the flaps and body was statistically significant. Our results suggest that flap monitoring by infra-red thermometer is simple, useful and helpful to evaluate the flap status.

Wireless health monitoring of stay cable using piezoelectric strain response and smart skin technique

  • In this paper, wireless health monitoring of stay cables using piezoelectric strain sensors and a smart skin technique is presented. For the cables, tension forces are estimated to examine their health status from vibration features with consideration of temperature effects. The following approaches are implemented to achieve the objective. Firstly, the tension force estimation utilizing the piezoelectric sensor-embedded smart skin is presented. A temperature correlation model to recalculate the tension force at a temperature of interest is designed by correlating the change in cable's dynamic features and temperature variation. Secondly, the wireless health monitoring system for stay cables is described. A piezoelectric strain sensor node and a tension force monitoring software which is embedded in the sensor are designed. Finally, the feasibility of the proposed monitoring technique is evaluated on stay cables of the Hwamyung Grand Bridge in Busan, Korea.

  • Transportation in the logistics, many business organizations are engaged in monitoring and tracking the vehicles in order to improve logistics services, reduce expenses and secure security in cargo transportation. It is saving time and money by tracking and monitoring vehicles which transport cargo in supply chain of logistics. Therefore the main issue of delivery flow is to improve services, and ensure the safety in transportation system. This article suggests the tracking and monitoring model to keep safety transports on ICT network. It focuses on precise delivery control by monitoring and tracking vehicles to save time and costs. The status of product movement is analyzed for proper decision making. The vehicle embedded with RFID is automatically tracked in the movement process by tracking and monitoring model. The main role keeps safety tracking to reduce costs and to deliver products at proper time and location.

A Study on Analysis of Construction Monitoring Cost and Improvement Measures of Railway Tunnel Construction in Seoul (서울시 철도터널 건설공사의 공사계측비 분석 및 개선방안 연구)

  • Purpose: This study is to contribute to the development of monitoring technology through the increase of confidence in construction monitoring by deriving the analysis of construction monitoring cost and improvement measures of railway tunnel construction in Seoul. Method: It presents the status on design and contract of construction monitoring cost, status on application construction monitoring cost and its analysis, analysis on safety management cost and quality management cost, expansion of application of the price calculation standard for monitoring management services to improve this, and monitoring for direct order of ordering organization. Results: If the monitoring management service that was meanwhile ordered as included in the construction work is performed by the directly selected company of ordering organization through the preliminary screening for bidding qualification, then the improvement of monitoring quality and the accurate monitoring data can be secured. Conclusion: For the price calculation standard for monitoring management service, the application of actual cost addition method under the Engineering Promotion Act and the calculation standard of monitoring management cost for standard estimation for ground survey should be extended through the direct order of ordering organization, not the method to be included in the net construction cost where it is performed by a subcontractor via contractor.
