Purpose: This paper deals with establishing Korean national standardization policy through a comparative trend analysis of national standardization strategies and each nation's policy environment. It first investigates the standardization strategies including Korea, the United States, Japan and Germany which is currently leading the 4th Industrial Revolution. Methods: This study compares and analyzes national standardization policies that synthesize the determinants of national standard activities using the STEEP, PEST analysis used for policy environment analysis, and National Standardization Model Canvas(N-STD Model Canvas) applying business model canvas. Results: This study confirms the reasoning and operating system of establishing national standard strategy reflecting the social, economic and political situation and the direction of national standard strategy. Conclusion: Based on the results, this study summarized the policy decision factors necessary for establishing the national standard policy and suggested the management plan in the midpoint of view.

This study analyzes the present state of disaster management system in Korea and the international standardization trend of disaster management systems in advanced nations. ISO has developed international disaster management standards in ISO/TC 223 Societal Security Technical Committee, and the advanced nations such as U.S.A., U.K. and Japan are in competition with each others to reflect their national disaster management standards in international standardization. Each disaster management organization in Korea separately carries on the disaster management standardization and activities because national standards for the disaster management is not established yet. The national standardization efforts for disaster management system have to be executed in Korea to raise efficiency in disaster management activities and to cope with the international standardization of disaster management.

In this paper, Korea's standardization capacity in the ITS field was examined, and the status of participation in ITS standardization and services of ASEAN countries, and the degree of hope for cooperation with Korea was investigated and analyzed. Korea is recognized for its international competency in the field of ITS standardization, and most ASEAN countries, excluding Singapore, are found to have insufficient participation in ITS standardization and service introduction. In addition, most ASEAN countries are strongly hoping for ITS standardization cooperation with Korea, and the preliminary establishment of the ITS system architecture as the basis for ITS standardization was derived as a project of hope for cooperation. In addition, as a service field for introducing standardization, Freight transport was suggested as a priority application service field in order to improve the efficiency of logistics transportation between ASEAN countries.

In Korea, a master plan for records management standardization has been established and implemented by National Archives of Korea in a short manner comparing with other countries which pursued the standardization gradually in a long-range policy. But many standards developed under the plan has being criticized in terms of standards quality and their effectiveness by records managers in public sectors. According to the needs of systematic standardization strategy development to overcome the problems, it proposes a model for developing standardization strategy for records management, which is considering strategic goles, principles and 4 strategy areas to be reformulated. This model suggests the directions to select appropriate targets and priorities to be standardized, and to improve standardization procedure and policy framework as standardizing strategy's key points.

This study analyzes the requirements for international standardization by studying the approach to international standardization of equipment and bulk materials in the offshore oil & gas industry, and describes the prioritization of standardized equipment and the result of standardization in the first stage. Currently, international standardization activities can be classified into three activities. First, international standardization activities of bulk materials led by three major domestic shipbuilders, second, JIP33 equipment standardization activities led by IOGP, and finally, And standardization activities of UEJIP equipment centered on classification society. This study classifies various international standards applied in the offshore oil & gas industry, and introduces the activities of standardization activities of class-leading equipment and actual application examples.

There are many government-led efforts for exploiting new growth engine to survive in a globally competitive environment. as a representative strategy, technology standardization policy is promoted by many countries. Although each country has unique characteristics in facilitating technology standardization, we can recently observe different strategy from conventional way like in United States. Thus, this study examines government-led technology standardization for activating emerging industry. Using case analysis, cloud computing is analyzed in terms of standardization organization and process perspectives, and technology standardization efforts by government in United States and Korea are compared. According to case analysis, this study investigates changes of the government-led standardization strategies for each country and suggests implications for activating emerging industry using technology standardization policy.

This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market

The APT(Asia Pacific Telecommunity) Standardization Program(ASTAE) as means of regional cooperation in standardization was launched on February 1998. Its major functions are to study standardization-related issues and make contributions to the international standardization organizations like ITU, to bring about harmonization of telecommunications standards for the region and to disseminate information on regional and international standardization activities. In addition, through the third ASTAP forum of the An which held at Seoul on lune 2000, its organizational structure was changed and focused on the creation of more productive outputs and the more active participation of industry-related organization, for the pursuit of regional common interest and the enhancement of regional positions toward international standardization arena. Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy and current issues intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

Remotely Piloted Aircraft (RPA) controls as a type of unmanned aerial vehicle (drone) is growing rapidly and its flight controller stick disposition is required standardization. We should standardize RPA drone flight control disposition because the flight pilot of RPA is hard to be trained so the flight controller stick differences impairs safety and wastes time and effort of flight controller industry. So this study researches the on-going standardization of RPA drone flight control disposition in Korea and foreign countries. Also this paper analyzes and researches of expert about RPA drone flight controller function and application of flight control mode. I accomplished expert research about standardization plan of unmanned flight control mode and confirm the necessity. Nowadays mode1 and 2 are mostly used in Korea so I carried out preference investigation for two modes. There were 4 preferences choices of RPA drone control mode necessity (importance) and recommendation of standardization modes. They answered that necessity of standardization is important considering pilot training, flight safety and positive development of drone industry. The result of standardization mode preference is that they prefer mode 2 (drone maker 86%, training facilities and research facilities 58%, government bureau 60%). Overall preference result shows that mode 1 24%, mode 1&2 16%, mode 2 60%. So they preferred mode 2 by 60%. The differences between two modes are the direction of throttle and pitch. Direction of throttle and pitch operate opposite way. They prefer mode 2 because mode 2 has similarities of manned flight control mode. Significance of this study is that it showed the necessity of standardization and flight control preference in a quantitative way. It will help drone standardization in related industries and development direction near future.

The objective of this research is to propose a e-learning standardization roadmap based on the future scenarios. First of all, a e-learning standardization committee was organized to collect ideas on the visions of the future e-learning, in which experts from the technological, educational, and standardization field were invited. They made a great contribution to the success of this research by furnishing us with valuable advices and feedbacks. The first step of the research was to survey the current e-learning standardization proposals suggested by some of standard organizations in and out of the country. We developed three 2015 scenarios for e-learning in elementary and secondary education, in university education, and in life-long education respectively by using a top-down roadmap development strategy. In the second step, we drew a new e-learning standardization roadmap v2 out of the future scenarios by gap analysis between the current and the future e-learning standardization elements. These future e-learning scenarios and e-learning standardization roadmap are very helpful to teachers or educational policy makers for understanding future e-learning and e-learning standardization.
