A Decision Support Model for Optimal Delivery of Public Construction Projects (공공건설사업의 최적 발주방식 선정을 위한 의사결정지원모델)

  • The Project Delivery System (PDS) is used in mixed way without clear classification from tendering system and the standard itself that can be selected is set with project budget or estimated cost only. Essentially, the PDS should consider and reflect project characteristics and types, internal and external factors for the purpose of improving the lives of citizens and their welfare. However, the current status is not operated flexibly due to the given budget, period and uniform laws and regulations. In order to solve this problem, this study suggests a Decision Support Model to select the optimal PDS for public construction projects. The current problem of the PDS for public construction projects were identified and the application of a decision support model was proposed. Subsequently a decision-making model was suggested for each PDS using the identified factors and linear discriminant function of discriminant analysis. An additional questionnaire survey and actual practical case analysis were carried out to verify the effectiveness and applicability of the model to actual work. It can be used by adjusting the decision support model and detailed factors according to the specific characteristics of public organization, ability of person in charge and project type.

  • Overseas construction orders of domestic companies had been increased significantly in a short period from $10.9 billion in 2005 to $64.9 billion in 2012. However experts are concerned that quality of growth will not support quantitative growth. This study suggest concentrate competencies for not only winning in bid but also successful execution of domestic companies. 4 Steps which are Pre-Marketing, Bid-Preparation, Bidding, Contract Phase are defined for competency assessment. After drawing specific tasks by phase, survey asking importance and capability of the tasks to the person in charge of bidding and site was conducted by utilizing Likert 7 point scale. According to the result of IPA analysis, domestic construction companies need to ensure internal competencies; Project risk review, Bid team organization, and external competencies; Client needs grasp, Localization strategy, Cooperation establishment. Hearafter domestic construction companies will be able to utilize the result of the study for setting bidding strategy for winning in bid and improving earning rate.

Effect of Calcination Temperatures on the Structure and Electrochemical Characterization of Li(Ni0.5Mn0.3Co0.2)O2 as Cathode Material by Supercritical Hydrothermal Synthesis Method (초임계 수열법으로 합성한 Li(Ni0.5Mn0.3Co0.2)O2 양극 활물질의 소성 온도영향에 따른 구조 및 전기화학적 특성)

  • As the cathode material for li-ion battery, $LiNi_{0.5}Mn_{0.3}Co_{0.2}O_2$ were synthesized by supercritical hydrothermal method and calcined $850^{\circ}C$ and $900^{\circ}C$ for 10hrs in air. The effect of temperature in the heat treatment on the powder and its performance were studied of xray diffraction pattern, SEM-image, physical properties and electrochemical behaviors. As a result, calcined at $900^{\circ}C$ material particle size more increase than calcined at $850^{\circ}C$ material, especially shows excellent electrochemical performance with initial reversible specific capacity of 163.84 mAh/g (0.1C/2.0-4.3V), 186.87 mAh/g (0.1C/2.0-4.5V) and good capacity retention of 91.49% (0.2C/2.0-4.3V) and 90.36% (0.2C/2.0-4.5V) after 50th charge/discharge cycle.

Effect of Agitation on Production of Methylan and Rheological Characteristics of Methylan Fermentation Broth (다당류, 메틸란, 발효밴잉액의 점성특성과 메틸란 생산에 미치는 교반속도의 영향)

  • Production of a high viscosity exoploysaccharide, methylan, by Methylobacterium organophilum from methanol was carried out in fed-batch cultures and the rheological properties of methylan fermentation broth were studied. Bacterial biomass showed little influence on viscosity, but the accumulation of methylan caused the increase of viscosity. With proceeding fermention, the viscosity at the same concentration of methylan was significantly increased and methylan solution showed slightly higher pseudoplasticity. The composition changes of methylan were investigated at various fermentation times. Contents of total sugar, reducing sugar and methylan were decreased but contents of acids(pyruvic acid, uronic acid and acetic acid) were increased with the culture time. It was considered that the increased content of acids resulted in the increase of the hyrodynamic domain in the solution due to charge repulsion. Consequently, the solution viscosity increased in propotion to the acids contents of methylan. Cell growth and methylan production were severely decreased by the limitation of dissolved oxygen. However, the cellular activity for methylan production was almost constant regardless of the level of dissolved oxygen. As a result, the high speed of agitation increased the methylan production, the specific production rate of methylan, and the methylan yield of the cell.

A Study on the Development of Model on Environmental Education Program for Livestock Farmer -Focused on Hongsung-gun, Chungcheungnamdo- (축산업자 환경교육 프로그램 개발 연구 - 충청남도 홍성군을 중심으로 -)

  • Livestock agriculture plays an essential role Hongsung's economy. Unfortunately, if manure is manage properly it can contaminate water and pollute the air. The purposes of this study were to provide awareness of environmental impact and to design educational programs with sustainable agriculture. I used the specific steps of processes. First, collecting informations through survey on environmental awareness of livestock farmers in Hongsung-gun and recognizing the tendencies. Second, analyzing on educational status of livestock farmers. Third, finding objectives of environmental educational programs. At the end of processes, establishing programs which concerning on environmental education. I used two research methods to gather and analyze the data for developing an environmental education program. The first one is a general survey among 50 livestock farmers from Hongseong-gun, Chungcheongnam-do. The second one is the in-depth interviews with specialists in environmental education and government officials from the central government - the Ministry of Agriculture and Forestry - and the local government - Hongsung-gun who are in charge of livestock farming. I found the following results from this research. First, most livestock farmers replied with 'highly likely' to the five items on the recognition of the necessity of environment preservation, whereas only 38.7% answered with 'likely' to the item on the environmental pollution caused by livestock farming. This shows the tendency that they have less recognition of the reality than necessary. Second, most of the contents among 5 areas(knowledge, recognition, function, attitude, and participation) are the knowledge areas. That results are analyzed training materials for livestock farmers made by Hongsung-gun in 2004 and in 2005 by using goal categories suggested in the Tbilisi Resolution. Third, after analyzing the survey and in-depth interviews, I found that the need for education to recognize the environmental pollution, environmental protection and recycling of the livestock waste. We can summarize conclusions from this research. First, we need on educational program improve the livestock farmers' recognition of importance in environmental protection. Second, it is necessary to develop educational program with the viewpoint that livestock waste is not one of the culprits of the environmental pollution, but a recyclable resource. Third, contents of the environmental education program, should include all the educational elements, namely, knowledge, recognition, attitude, function and participation. The education for livestock farmers requires a research on the environmental education program that can be used with crop farmers who can use the resources recycled from the livestock waste from the viewpoint of recycling resources. This research is focused on the collection and analysis of the basic data for developing an environmental education program and the composition of the program. A further research on the implementation and assessment of this program is required.

Charging Behavior Analysis of Electric Vehicle (전기자동차 충전행태분석)

  • Electric vehicles, which are attracting attention as eco-friendly vehicles, have been increasing in number since 2011 in Korea. The purpose of this study is to analyze the efficient operation of existing charging stations and factors to consider when installing additional charging stations based on the case of Jeju Island where the electric vehicle penetration rate is high and the charging infrastructure is relatively well established. The characteristics of using electric car charging stations by region, type of facility, and time of day are analyzed. As a result of analyzing the frequency of using the charger installed in Jeju Island, the utilization of both the fast charger and the slow charger is found to be concentrated in a specific area. The usage rate of charger installed in a business facility and a public parking lot is high in both fast charger and slow charger. However, according to the usage rate by time of day, the fast charger has a high utilization rate throughout the afternoon, while the use of a slow charger is concentrated in the morning. In order to enable users to utilize the electric vehicle charging station efficiently, it is necessary to provide a publicity guide for the charging station having a low utilization rate, a notice for using the charger, and a notification of completion of charging. Considering the charging demand, the area where the charger is not yet installed should be considered as the area to install the charger, and in addition, the additional installation should be considered in the area and the facility where the amount of charge is large. Service improvement is expected to be possible by utilizing actual electric vehicle charging behavior analysis result.

  • The present work considers work considers research strategies to address global warming. Specifically, this work considers the development of technologies of importance for the reduction of greenhouse gas emission and, especially, the materials that are critical to these technologies. It is argued that novel materials that are essential for the production of environmentally friendly energy may be developed through a special kind of engineering: interface engineering, rather than through classical bulk chemistry. Progress on the interface engineering requires to increase the present state of understanding on the local properties of materials interfaces and interfaces processes. This, consequently, requires coordinated international efforts in order to establish a strong background in the science of materials interfaces. This paper considers the impact of interfaces, such as surfaces and grain boundaries, on the functional properties of materials. This work provides evidence that interfaces exhibit outstanding properties that are not displayed by the bulk phase. It is shown that the local interface chemistry and structure and entirely different than those of the bulk phase. In consequence the transport of both charge and matter along and across interfaces, that is so important for energy conversion, is different than that in the bulk. Despite that the thickness of interfaces is of an order to a nanometer, their impact on materials properties is substantial and, in many cases, controlling. This leads to the conclusion that the development of novel materials with desired properties for specific industrial applications will be possible through controlled interface chemistry. Specifically, this will concern materials of importance for energy conversion and environmental monitoring. Therefore, there is a need to increase the present state of understanding of the local properties of materials interfaces and the relationship between interfaces and the functional properties of materials. In order to accomplish this task coordinated international efforts of specialized research centres are required. These efforts are specifically urgent regarding the development of materials of importance for the reduction of greenhouse gases. Success of research in this area depends critically on financial support that can be provided for projects on materials of importance for a sustainable environment, and these must be considered priorities for all of the global economies. The authors of the present work represent an international research group economies.   • Quantitative electroencephalography (QEEG) has been widely used in research and clinical fields. QEEG has been widely used to objectively document cerebral changes for the purpose of identifying the electrophysiological biomarkers across various clinical symptoms and for the stimulation of specific cortical regions associated with cognitive function. In electroencephalography (EEG), the difference in quantitative and qualitative analyses is discriminated not by its measurement methods and relevant clinical or research environments, but by its analysis methods. When performing a qualitative analysis, it is possible for a medical technologist or experienced researchers to read the EEG waveforms to exclude artifacts. However, the quantitative analysis is still based on mathematical modeling, and all EEG data are included for the analysis, leading the results to be affected by unexpected artifacts. In the hospital setting, the case that the medical technologists in charge of the EEG test perform academic research has been little reported, compared to other clinical physiological measurement-based research. This is because there are few laboratories specialized in clinical physiological research. In this respect, this study is expected to be utilized as a basic reference material for medical technologists, students, and academic researchers, all of whom would like to conduct a quantitative analysis.

  • A daily progress monitoring and further schedule management of a construction project have a significant impact on the construction manager's decision making in schedule change and controlling field operation. However, a current site monitoring method highly relies on the manually recorded daily-log book by the person in charge of the work. For this reason, it is difficult to take a detached view and sometimes human error such as omission of contents may occur. In order to resolve these problems, previous researches have developed automated site monitoring method with the object recognition-based visualization or BIM data creation. Despite of the research results along with the related technology development, there are limitations in application targeting the practical construction projects due to the constraints in the experimental methods that assume the fixed equipment at a specific location. To overcome these limitations, some smart devices carried by the field workers can be employed as a medium for data creation. Specifically, the extracted information from the site picture by object recognition technology of CNN model, and positional information by GIPS are applied to update 4D BIM data. A standard CNN model is developed and BIM data modification experiments are conducted with the collected data to validate the research suggestion. Based on the experimental results, it is confirmed that the methods and performance are applicable to the construction site management and further it is expected to contribute speedy and precise data creation with the application of automated progress monitoring methods.

Plans for the Integrated Operation of Intelligent Service Facilities (지능화시설의 통합운영 방안)

  • U-City laws are divided into three categories: intellectual laws, information superhighway laws, and integrated operation center laws. Previous studies have suggested that efficient infrastructure operation and management is necessary in Ubiquitous-City (U-City). However, infrastructure is often interpreted differently by different laws. The purpose of this study was to plan for the integrated operation of intelligent service facilities by comprehensively analyzing the law system of domestic intelligent service facilities and problems in operation and management based on this critical mind. For this, present conditions and problems of intelligent service facilities were found through interviews with people who are in charge of the law system and other practitioners. The necessity of integrated use, including city information generated from intelligent service facilities and installment locations, has been demonstrated. Government ministries and local governments have established various information systems using ICT and U-City laws that specify integrated management and operation, but do not clearly specify definitions for the specific responsibility and authority for main agents participating in facility operation. A system is needed to smoothly mediate the relevant divisions so that they can use installed equipment simultaneously for efficient operation in generating city information. This objective of this study was to prepare a unitary law system for efficient installment and management of intelligent service facilities by establishing a logically linked relationship among the relevant laws and regulations. This will provide a foundation for a management system that has an integrated linkage of intelligent service facilities.
