본 연구에서는 한국과학기술정보연구원(KISTI)에서 지정하여 지원하고 있는 우리나라 과학기술분야 전문정보센터를 대상으로 정보서비스 체계 전반에 대한 현황 및 문제점을 분석$\cdot$파악하고 이를 토대로 최신의 정보기술을 반영$\cdot$적용한 우리나라 과학기술분야 전문정보센터의 효율적인 정보서비스 방안을 제시하였다. 이를 위하여 본 연구에서는 선행연구 분석, 설문조사, 해당기관 직접방문을 통한 관련자 면담, 해당기관 홈페이지의 관련 사이트 분석, 그리고 관련 전문가로 구성된 상시협의체의 회의를 통한 Brainstorming 방범 등을 병행하여 실시하였다.

Public research, which requires large computational resources, utilizes the supercomputers of the National Supercomputing Center in the Republic of Korea. The average utilization rate of resources over the past three years reached 80%. Therefore, to ensure the operational stability of this national infrastructure, specialized centers have been established to distribute the computational demand concentrated in the national centers. It is necessary to predict the computational demand accurately to build an appropriate resource scale. Therefore, it is important to estimate the inflow and outflow of computational demand between the national and specialized centers to size the resources required to construct specialized centers. We conducted a logit model analysis using the probabilistic utility theory to derive the preferences of individual users for future supercomputer resources. This analysis shows that the computational demand share of specialized centers is 59.5%, which exceeds the resource utilization plan of existing specialized centers.

Number of information users of industry, school and research institute with arrival of knowledge information society are in trend that increase gradually the 21th century. Manufacture user number of database been circulating is examined to fourteen million, six hundred and twenty-four thousand people in internal until end of 2002 if follow to Korea data base promotion center, this shows increase more than yearly mean $70\%$ every year by increasing provision $70.3\%$ past years. That collect rapidly and analyze connection importance information of scientific technique field in this hard fact and offer efficiently timely to investigator processing can say as indispensable indispensability a element in country science technique elevation. Wish to illuminate Specialized Information Center of scientific technique field's role and significance in this hard fact in this research, and examine the role and significance. Together, wish to present way for research direction and Specialized Information Center development by introducing phase thesis and synthetic middle, effort of Korea Institute of Science and Technology Information(KISTI) for special skill development way preparation and study finding for each Specialized Information Center.

국내의 교육정책정보서비스를 제공하는 교육정책당국, 전문 연구기관과 전문사이트의 10개 웹사이트를 선정하여 내용분석법의 방법으로 이들이 제공하는 주요 정책정보의 종류, 분류체계, 검색시스템의 정보검색 기능 등을 중심으로 분석하였다. 비교 분석한 결과 제시된 문제점을 검토하여 표준화된 교육정책정보 분류체계 개발, 교육정책정보원의 메타데이터 표준화와 검색시스템의 편의성 제고, 정책당국 밀착형 맞춤서비스 제공, 분야별 정책정보 전문센터 운영, 정책분야 간 협력체제 구축을 개선점으로 제안하였다. 또한, 교육정책정보원, 교육정책정보시스템, 운영체제, 협력체제로 구성된 교육정책정보전문센터 모형을 제시하였다.

본 연구는 대학에서의 전문학술정보 이용에서 나타나는 문제점과 국내외의 전문정보센터 운영사례에 대한 분석을 바탕으로 대학을 기반으로 하는 전문학술정보 인프라 구축과 전문학술정보센터의 설립 및 운영방안을 논의하였다. 전문학술정보센터의 설립 및 운영과 관련하여 구성, 기능 및 시스템의 접속방안 등이 구체적으로 제시되었으며, 전문학술정보 인프라 구축에 필요한 전문학술분야의 분류, 전문학술정보센터 지정 및 유지 관리 방안을 제시하였다. 본 연구에서 제시된 방안들은 관련 정책을 추진하기 위한 참고자료로 사용될 수 있을 것이며. 또한 학술 및 연구분야 이외의 전문정보서비스 기관에서도 운영을 위한 기초자료로 활용할 수 있을 것이다

The present study aims at figuring out the potential benefits occured from the practical pplications of the information analysis center concept in Korea. The R&D requirements in Korea at the moment is such that the highly specialized and sophisticated information services are essential. With the general information infrastructure still embryonic the best possible answer is sought in a specialized tried-out method, namely, the information analysis center which is to be planned and serviced as an integral part of a specific research project. The article examines the information exchange activities of scientists; the backgrounds of the development of the information analysis center concept into 'a technical institute'; the processess of information analyses and evaluations; the effects and values of an analysis center; and the applicabilities of the information analysis center concept with a special regard to the developing country's needs. The conclusion confirms of the potential benefits of the information analysis center type facilities for the current needs of the Korean research and development environments.

본 연구에서는 우리나라 과학기술분야 전문정보센터의 활성화 및 발전을 위하여 KISTI에서 지정하여 지원하고 있는 전문정보센터에 대한 운영전반에 걸친 문제점, 현황, 역할 등을 다양한 각도에서 검토$\cdot$분석하여 개선 및 발전방안을 마련하였다. 그리고 21세기 지식정보사회에 적합한 우리나라 과학기술분야 전문정보센터에 대한 국가적 차원의 통합적인 지정기준을 마련하고 효율적인 운영방안을 제시하였다.

대다수 국가에서 공공도서관은 지역사회를 위한 지식정보 허브, 복합문화공간, 만남과 소통을 위한 제3의 장소로서의 역할을 수행하고 있다. 이를 위한 공공도서관 업무 중에서 요체는 체계적인 장서개발이고, 구축된 장서는 모든 지식정보서비스에 필수적이다. 특히 지역대표도서관은 광역자치단체를 위한 종합지식정보센터로서의 법정 업무를 수행해야 하며 다른 공공도서관이 수행하기 어려운 특화장서를 개발·제공·보존해야 한다. 이에 외국의 대규모 공공도서관과 국내 지역대표도서관의 특화장서 개발 사례를 조사하고 경북지역 공공도서관 직원을 대상으로 특화장서 등에 대한 인식도를 조사하였으며, 경북의 문화지형을 분석하였다. 이들을 배경정보로 삼아 '경북지식문화유산'으로 명명한 경북도서관의 특화장서 개발방안 및 구축전략을 제안하였다.

본 연구는 세계적 수준의 전문대학(WCC) 교수학습센터의 웹서비스 현황을 분석하였다. WCC란 산업체의 요구를 수용할 수 있는 교육여건을 갖추고 성장가능성과 비전을 갖춘 전문대학을 말한다. WCC의 교수학습센터에서 지원하는 웹서비스는 센터소개, 교수지원, 학습지원, 서비스, 특화된 메뉴로 구성되어 있다. 총 21개 대학 중 웹서비스를 제공하고 있는 9대 대학의 메뉴와 대학별 특화된 웹서비스를 분석하였다. 세계적 수준의 전문대학 교수학습센터의 웹서비스를 분석함으로써 전문대학 교수학습센터가 지향하는 교수학습센터 웹서비스의 방향을 제시하고자 한다.

사회의 전반적인 정보화와 정보환경의 디지털화에 따라 전문정보센터의 역할도 변화되어야 한다. 효율적인 정보서비스를 수행하기 위해서는 기존의 정보서비스 체제나 시스템으로부터 발전적인 변화가 필요하다. 본고에서는 다양한 디지털매체와 국내외 통신망의 결합을 통해 부가가치가 높은 서비스를 창출할 수 있는 디지털정보서비스에 대한 이론적인 근거와 구체적인 실천사례를 통해 전문정보센터에서의 이용자중심 정보서비스의 효율적 구현방안을 제시하고자 한다.
