A Convergence Study on the Current Managerial Status and Policy of Regional Public Medical Centers : Focusing on Jeollabuk-do Province's cases (지방의료원의 운영 현황과 정책에 관한 융합적 연구 : 전라북도 사례를 중심으로)

  • The study selected two regional public medical centers(G, N) in Jeollabuk-do to recognize problems and provide solutions for regional medical centers. The medical centers were analyzed, focusing on availability of medical personnel, budget and management thereof, medical treatment performance, public project performance, and patient satisfaction. The results showed that the medical centers were understaffed with doctors compared to private hospitals or national university hospitals and suffering financial debt. The number of patient with medical benefit was increasing in the medical center G, whereas it was decreasing in the medical center N. Patient satisfaction survey showed that the medical center G was scoring similar to the national average, whereas the medical center N was scoring slightly less than the average. Policies needed for development and efficient management of Regional public medical centers are clarification of Regional medical centers identity, modernization of medical equipment and facilities, recruitment of competent medical personnels, specialization of hospitals and establishment of stronger referral system. The regional medical centers should secure financial supports for public service from regional and national governments, and establish revenues from funerary service, leasing service, and national projects participation.

A Study on Customer Perceived Service Quality of Korean Traditional Restaurants in Gyeongju (경주지역 한식당 이용객의 서비스 품질지각에 관한 연구)

  • As the economy grows rapidly and the national income level increases, the service industry has become more important and its size gets larger. Especially, the food industry undertakes a continuing growth of consumer expenditures through no nationalization of food, consumers varying patterns of eating out, and individualization. However, it includes many problems with improving service quality towards customers owing to the absence of systems and philosophy to realize customer satisfaction management Therefore, this study conducted a study with Korean traditional restaurant customers to measure their perceived service quality, to verify what factors most influence consumer satisfaction, and to suggest ways to meet the costumer needs by integrating the study results and developing high service quality. To sum up the results of this study, Korean traditional restaurant visitors evaluated three dimensions of service quality overall favorably. Interestingly, background music received a lower level of satisfaction. This implies that the Korean traditional restaurant managers do not do a fine performance in managing music as an ambient element to evoke the atmosphere of the restaurant. Customers showed a lower satisfaction with menu price among the factors measuring product quality. As a result of this study, several suggestions have been made as follows: First, it is necessary for the Korean traditional restaurants to provide systematic employee training to instigate a service culture of customer focus. Secondly, it is important to develop traditional foods using ingredients produced in the region based on a literature review of food in Gyeongju, Silla. Thirdly, it is an urgent task to develop regional menus to revitalize the restaurant business. Fourthly, it is important to provide safety food through systematic sanitary administration. Lastly, it is necessary to limit the number of menu items and attempt specialization of them. Such an attempt with specialized menu items will help their food taste and quality improve and thereby reduce inventory burdens. However, this study has a few limitations. Since this study conducted a survey of the restaurants which provides only Korean traditional food in Gyeongju, not all the restaurants in it, there is a limitation in measuring customer satisfaction with service quality. Therefore, the study results cannot be generalized to all the restaurants in Gyeongju and the nation. Finally, this study suggests that studies on the relationships between customer satisfaction and menu price and customer value system or further customer satisfaction studies with Korean traditional restaurants should be continued.

Reinforcement of Long-term Care Service Specialization Need Analysis for Curriculum Development: Focused on Activity Theory (장기요양서비스 종사자 교육과정개발을 위한 요구분석 : 활동이론(Activity Theory)을 중심으로)

  • The purpose of this study is to analyze the needs for developing a curriculum for strengthening the long-term care service expertise and job competency. Specifically, the researchers analyzed previous studies on national long-term care services and national policy data, and conducted focus group interviews with 14 experts from related agencies. Activity theory was applied as a framework for analysis and a questionnaire about the importance and difficulty of subjects from 25 long-term service employees was administered for validating the results of the qualitative data analysis. The upper part of the subject-goal-tool of the activity system was considered the main area of action, and the following rule-community-division was divided into contextual parts for action, and the implications for demand analysis and future operation of the online curriculum are summarized. In total, six courses were required for development. These courses could be applied to as a learner-centered flip learning for long-term care service workers and various educational methods of collective education and supplementary education have been proposed. Based on the study results, implications in the educational field for effective management of courses were suggested at the end of the study.

  • This article aims at presenting a new framework for traffic accident analysis by proposing a new methodology for the management of the accident data and by establishing the relationship between accidents and roadway characteristics within it For the first issue, authors introduced geographic information system (GIS) into the analysis framework of the accident data since it is believed that analysis based on GIS seems to provide more effective information in reducing accidents. Point-based, line-based, and polygon (grid)-based approaches were set of along with concrete examples. Especially, the location-based scores such as localization, specialization coefficients, and Tress score have been added to identify the intensity of certain accident types within study area or grids. The second issue addressed the equation formulation of accident and fatality numbers with roadway characteristics like number of intersections and road length in a grid with a sense that (1) accidents on roadways are the function of the roadway physical characteristics rather than the socio-economical secondary data (2) the equation can be applied to the any 'suggested' area, not just region or nation, and (3) the accident forecasting model should emphasize the accident location itself more than any other factors. Some equations based on those assumption have been derived along with some future research agenda.

The Major Factors Influencing on the Financial Performance of the Profit and Loss-Making Hospitals - With Cases of the Provincial Hospitals - (흑자 및 적자병원의 경영성과요인 -지방공사의료원을 중심으로-)

  • This study was designed to find out the factors which influence on the financial performance of the hospital. Out of 32 provincial hospitals which were established by the government, 10 hospitals were selected as sample hospitals. Ten hospitals were divided into two groups(5 hospitals each), one of which was profit-making and the other loss-making. The criteria in selecting profit or loss-making hospitals was net profit to total revenue. The major finding of the study was as follows; 1. Whether or not a hospital had specialized in certain departments was proved to be the major factor influencing on the financial performance. Three out of five profit-making hospitals could harvest following results by operating specific departments. (1) Man powers needed for the operation of specific departments were 14.6 persons per 100 bed, which was only 1/7 of the general hospital. (2) The number of doctors has not increased in proportion to the increase of the number of beds. (3) Ratio of total revenue to MD.'s payroll expenses of the profit-making hospitals was 75.0% higher than the loss-making hospitals. (4) The average length of stay of specific department was very long(388.1 days). However, the specific departments were found to have contributed much to the financial performance because the occupancy rate of such departments was very high(94.5%). 2. The headcount per 100 bed of the profit-making hospitals was 23.9 persons(24.0%) less than the loss-making hospitals and the ratio of payroll expenses to total revenue 15.1% less. 3. Averagel revenue per specialist of the profit-making hospitals was 100 million(25.1%) more than loss-making hospitals and the ratio of total revenue to MD's payroll expenses of profit-making hospital was 75.0% higher. 4. Profit-making hospitals have introduced new systems or renovation in 36 fields, such as incentive payment system, utilization of contracted man powers, change of the payroll structure of the nurses, specialization in certain departments, etc; however, loss-making hospitals introduced only 25 new systems or renovations. These kind of renovation could not be achieved without the cooperation of the labor union and the strong will of the top management. Therefore, it could be said that the labor union of the profit-making hospitals seems to have been very cooperative compared with that of loss-making hospitals.

When considering the future trend of spreading wide FTA, it should be extended to one year to take advantage of the FTA Certificate of Origin environments utilizing a comprehensive environment for regional countries that require proof of origin between certain countries, such as current. FTA utilization of the future is to utilize the GVC(Global Value Chain) efficiently. In other words, the expansion of the consumer market and take advantage of an efficient production base across borders. These environmental changes are needed development of the FTA utilization promotion and FTA experts. The experts studying how to procure raw materials or intermediate goods exports in a variety of regional foreign countries, to meet the rules of origin is required for a successful FTA utilization. One of the objectives of Origin managers are qualified experts in the country of origin can take advantage of the FTA plan. Therefore, managers of origin shall collect their ability to expand the understanding and information about the industry as an international business perspective beyond the Certificate of Origin. In addition, it should be in their best learning expertise for the introduction and development of country of origin control system in an effort to effectively perform its international FTA utilization. Once the FTA is more widespread in the future and build a common origin information it must not be disconnected until the export enterprises from terminal manufacturers systematically. Therefore origin management is preferred by expanding the knowledge base of teaching and learning in the common sense to the universal subject of specialization from professional schools to promote the relevant departments so that they can be opened in a college or university. An FTA hub linking East and West, also need the confidence that in order to become a center of Glabal Supply Chain Using an FTA Certificate of Origin and stable environment for importers to import products from the country offers. Certificate of Origin and all of them thoroughly exporters and companies related to the administration of origin and should create an atmosphere that can effectively respond to the origin verification. Korea shall endeavor to elicit a geopolitical value (FTA Hub), as well as securing a competitive advantage in the global industry leverage, trading at a reasonable price competitive products thereby enhancing production and economic growth through the FTA.

  • Musical is produced by multiple specialists including director, writer, composer, lyricist, choreographer, music director, actors/actresses and so on. For the success of one musical, all the people with different background should demonstrate their creativities. The basic frame of a work is made by writer, composer and lyricist first unless it is a licensed musical. They are called as Creative Team, and also director, choreographer, actors/actresses and staff are called as Production Team. Both teams are collectively called as Creative Staff. Then, the secondary creative staff members may participate in the work depending on the production size, and each team can consist of the members such as music director, stage designer, sound designer and so on. The staff related to music in Creative Team of the musical is developed with the initiation from the music supervisor who decides the musical color and genre of the work, the fragmentation and the specialization. However, composer or music director takes these roles in charge in Korea. This study aims to establish the roles and concept of vocal coach according to the fragmentation of working process and to investigate their roles and needs in the domestic musical industry upon case analysis of musical production processes in overseas. The common things and differences in the roles and the functions between ordinary voice teachers and musical vocal coaches were analyzed and the cases of vocal coach in the Korean musicals were reviewed by the interviews. In addition, creative team system was reviewed in the Korean musicals.

A Taxonomic Study on Korean Allium L. Based on the Morphological Characters (형태학적 형질에 기초한 한국산 부추속의 분류학적 연구)

  • For 20 taxa of Korean Allium, including 16 species and 5 varieties, examined were morphological characters (i.e. sexuality, structure and shape of underground part, types and growing patterns of leaf and scape, and shapes of perianth, filament and pistil). The specialization and the evolutionary trends of taxonomic characters were inferred from morphological examination. Taxonomic relationships and system of Korean Allium were also studied. The characters showing evolutionary trends were the structure and shape of underground part including rhizome and bulb, leaf, scape, inflorescens, filament and ovary. It seemed that thin and short rhizome developed from thick and long one, and the membranous simple bulb tunic evolved into fibrous reticulate one. The presence of hyaline sheath in A. monanthum of sect. Microscordum was apomorphic. Both angular leaf blade with 2-rowed vascular bundle and flat blade with 1-rowed vascular bundle were developed from terete one with 2-rowed vascular bundle. The base of filament have differentiated from entire to toothed, and 2-ovuled ovary as well as erect scape before flowering was plesiomorphic type. In addition, sexuality, structure of underground part, the presence of hyaline sheath and cross-section structure of leaf were taxonomic characters with the level of the subgenus in this genus. Shape of rhizome, bulb, leaf, scape and pedicel discriminated each section from other ones in the subgenera easily. The shape and arrangement of perianth and filaments were the diagnostic characters for species level along with shape of ovary and stigma.

A study on AI Education in Graduate School through IPA (대학원 인공지능교육의 방향 탐색: IPA를 활용하여)

  • As interest in artificial intelligence increases, each university has been establishing a special graduate school with artificial intelligence major, and recently, the Korea government has established various support policies for artificial intelligence education. However, each university has a lot of difficulties because it has little experience in operating graduate education with the latest field of artificial intelligence and it is not easy to find experts. In this study, the response of graduate school students majoring in artificial intelligence was analyzed using IPA technique, and the direction of education of graduate school artificial intelligence major was searched. Among the 40 items surveyed by IPA, 12 items such as systematization of artificial intelligence curriculum, progress of class considering learning level, improvement of academic relations with guidance professors were extracted as items to be improved first. On the other hand, 8 items such as assistant capacity, and relationship with colleagues were overloaded, and twelve items such as instructor's lecture competency, appropriateness of educational contents, learner's artificial intelligence skills and knowledge, and attitude acquisition were to be maintained. In addition, eight items such as convergence education curriculum and diversity of education methods were all low in importance and performance. It is suggested that AI graduate school should be divided into two tracks(technical specialization, convergence expansion) by educational goal, and each track should be conducted by level-specific educational contents and methods suitable for student level. The curriculum should be elaborate and systematic to acquire AI knowledge, skills, and attitudes, and should have an individualized guidance system centered on excellent faculty members.

Exploring the Improvement Plan for Science-Gifted Education through Analysis of the Performance Result of Master plan for Identifying and Nurturing of Science-Gifted Student (과학영재 발굴·육성 종합계획 성과분석을 통한 과학영재교육 발전방안 탐색)

  • The purpose of this study is to analyze the outcome of 'The second plan for identifying and nurturing of science-gifted student' and investigate the implications for the third plan. 'The second plan for identifying and nurturing of science-gifted student' was made for the promotion of science-gifted education from 2013 to 2017. This plan is composed of three strategies with 25 sub-projects: a systematic identification of science-gifted students with potential, an activation of creative and integrated science-gifted education and an establishment of optimized science education supporting system. We supposed six implications through the investigation of the performance analysis of each sub-project. First, the third plan should be composed of projects to be able to be supported directly. Second, the paradigm shift is needed from quantitative expansion to qualitative expansion. Third, third plan should include a special support for profoundly gifted students. Fourth, a specialization plan for science-gifted institute is required. Fifth, it is necessary to establish a camp or residential type gifted institute. Sixth, it is needed to have a quality management of science-gifted programs and MOOC (massive open online course) on science-gifted programs are needed.
