The Purpose of this study is to test the effectiveness of Special Transportation Management Zone system (TZ) when it is applied to Dongdaemoon commercial zone located in downtown Seoul. The study consists of two Parts ; the legal components of TZ and the case study on Dongdaemoon district. The case study includes the analysis of current traffic situation on the study zone, the design of implemention alternative for each component of TZ, the framework of impact analysis system, and the analysis results. The study finds, if 2,000 won mandatory parking fee on drivers parking in the buildings only with over 10 parking spaces and over 3.000$m^2$ in floor area, strong illegal parking enforcement, and Pro-hibition of parking passenger cars whose last digit plate number matches with the last digit of date, are implemented in the zone simultaneously, the traffic speed increases to 20.56km/h which is above the target set in the zone. In conclusion, we find that TZ2 can be an effective tool relieving traffic congestion in Seoul, and that it is necessary for introducing TZ in Seoul that relevant laws should be revised and expecting problems should be overcome.
In this study, I would try to observe the scopes and related matters of the authority of private security personnel based on the basic discussion about the identity of private security. Everybody knows, the problems of private personnel have been mainly discussed in the relations of the public police. Because the roles of private personnel are similar to the police, and in the perspective of the law, private security are regulated by the police. When we compared with the police, the scopes of authorities of private personnel are considered in several points. First, most private personnel are just only 'citizen', so they can exercise the authority as citizen. It can include self-defense, self-help. flagrante delicto arrest. But when discuss the authority in the scopes of a possessionary right or managemental right, the authority of private personnel can be extended somewhat. Moreover, when private personnel are delegated by the special laws, their authority are extended much more. Finally, when the whole authority are delegated by such as the privatization, private personnel authority can be nearly same to the police. But, it can be considered that the degrees of the delegated authority are flexible. And the exercise of the authority must be performed in the limit that not infringe the individual freedom and rights. It seems to me that the degrees of fairness in use of authorities and it's a permitted limit are set forth a premise not only the legitimate base but also judicial judgement. Therefore, the attitudes of the courts related the exercise of authority are very important. And the growth of private security and the extension of authority followed are inevitably accompany the various problems of responsibility, so it must be considered about that in many perspectives.

Expansion and spreading of marine telemedicine is rather restricted due to the conflict of laws relating to medical service and lack of provisions in the Seafarers' Act, Medical Service Act, etc. Thus, this study is intended to reveal the current status and problems of marine emergency medical advice system for the furtherance of health care of seafarers and emergency medical assistance conditions and deduce relevant proposals for legislative improvements thereof in order to resolve underlying problems and issues. The results of this study can be summated as follows. First, in respect of directions to provide marine emergency service based on marine telemedicine system, emergency radio medical advice system needs to be strengthened to meet domestic and international instrument, marine telemedicine system needs to be provided through integrating u-Health technology and special marine medical center needs to be established. Second, regarding directions to provide health promotion service based on the marine telemedicine system, a new process of health care service for seafarers needs to be devised and provided involving seafarers' life cycle covering from prior to boarding to after leaving a ship. The conclusions of this study can be given as follows. First, the following new provisions need to be introduced in the Seafarers' Act. (1) The Minister of Oceans and Fisheries and a shipowner shall conduct matters pertaining to preventive health promotion and care for seafarers; (2) a provisions regarding establishment of seafarers' health promotion center by the Minister; (3) a special exemption permitting marine telemedicine service and qualification requirements for marine telemedicine assistant; (4) shipowner's obligation of carrying seafarers' health measuring equipment on board. Second, the relevant provisions regarding medical care persons needs to be revised in such a way that master or chief officer shall be appointed to be in charge of medical care on board. Last but not least, it is also essential to amend and update the minimum standards on drug and medicines to be carried on board and medicine chest and equipment on board.

In this regard, the abolition of the pre-deliberation system of medical advertising can be welcomed by abolition of the old system which is the legal and institutional censorship. Since its abolition, the alternative policy direction is insufficient also it is not clear. Therefore we need to study this. Therefore, in this paper, we try to find general theoretical background and problem of pre-deliberation system of medical advertising. Also, as trying to find feasibility or ambiguity of regulation and issues about medical advertising on medical law, we argued the provision of special measures of the medical advertising for introduction of integrated medical advertising deliberation committee which can ensure the independence and autonomy, strengthening of the monitoring on the internet advertising, legal resolving through amendments, strengthening of penalties, and establish special measures of medical advertising for the medical privatization and demand for the foreign medical tourist, etc. Empirical study about practical regulatory measures of medical advertising which converged the various opinions of consumer groups, government and academia, and medical community, and we expect hope to see the more realistic alternative provision.
Objectives: The purpose of this study is to examine how sex workers perceive the current STD examination service and how the perceptions are related with sex workers' intention to use the service. Methods: The data for this study came from a survey among sex workers who had an experience of using STD examination service provided by local public health centers. Sex workers' perceptions to STD examination service and their intention to use the service were measured with multiple items adapted from the Patient Satisfaction Questionnaire (PSQ) developed by Ware and his colleagues. Results: Most sex workers are satisfied with the current STD examination service provided by local public health centers and they have a strong intention to use the service. In predicting general satisfaction and intention to use STD examination service, few socioeconomic variables play a significant role. Among specific dimensions of STD test service, technical quality and accessibility of the service affect both general satisfaction and intention to use the service in a positive direction. The most important determinant of sex workers' intention to use STD examination service is their general satisfaction with the service. Conclusion: With the existing laws that still officially justify STD examination programs, the demand and need for STD examination service by sex workers further the current STD examination programs. Health authorities which aim at health maintenance, health promotion and health protection for the people, thus, need to continue their STD control programs actively and effectively regardless of the Special Law on Sex Trade.
The purpose of this study is to investigate the problems brought about by applying the case management of prostitution in practice, considering its special characteristics. The study is based on the actual experience and understanding of the hands-on workers toward its case management, who are working at the organization for preventing prostitution. To do this, data collected for the research is analyzed by an inductive approache. Participants are selected in the Counseling Centers for Prostitution, General Supporting Facilities, Supporting Centers for Self-help, and Youth Facilities. Three organizations in each type of the centers or facilities are respectively chosen. Twelve participants are composed of six hands-on workers in charge of the case management and six managers supervising it(called the director of the Center in some Centers). According to the analysis, the main issues of their case management experiences are divided into 5 topics and then sub-divided into 12 ones in 3 areas. Each theme of the topics is 'Steady & ordinary, not special tasks', 'Co-existence of a burden & thrilling', 'Sad, but pretending to be serene', 'Know-hows through practical experiences', 'Nevertheless, fill my future with hopes'. On the basis of the result, some policies and instructions necessary to actively revitalize the case management are suggested: expanding professional training centers based on the field, preparing government level customized-services in medical treatments and laws, creating jobs & intensifying job training, setting up various cooperative systems with local organizations via active networking, establishing super-vision systems, and so on.
Last year, a new perception of the right to peace on the Korean Peninsula was adopted: DMZ Yanggu Peace Declaration 2021. The Declaration reflects that there is a raising of necessity for a new perception and approach from the perspective of DMZ-related laws, sustainable ecological environment and security. Gangwon is making considerable efforts to make the border area in DMZ as an area of peace by continuously enhancing publicity on the establishment of the 'Peace Special Self-Governing Province'. This study suggests the necessity of a paradigm shift towards the significance of the interkorean border region that it should function as a passage between the South and the North rather than a dam. For, to be renewed as a sustainably developing region through newly constructed flow of communication, the wall of hostility must preliminarily fall dawn. Then a question arises about how Gangwon is, out of other border region, most eligible for the reconsideration of its significance as a border area. The answer relies on the newly established agenda and understandings towards the right to peace in the perspective of founding the policy for the Unification of the Korean Peninsula. Furthermore, the conservation of DMZ ecological environment through enlistment of UNESCO Biosphere Reserve should go hand in hand with the ultimate value of global agenda of the conservation and protection of the environment. The study insists that the peace zone is a prerequisite for the adaption of the era of future-oriented glocalization featured by the Fourth Industrial Revolution. Up to this date, the border area was an area of pain and agony. It is time for Gangwon to be reborn as an area of peace and coexistence. The aim of this study is to point a direction for Gangwon to become a sustainably developing region by illuminating the value of the Gangwon border area as a new area of peace.

Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

The integrated underground space map is a three-dimensional map that integrates 16 types, including 7 types of underground facilities, 6 types of underground structures, and 3 types of ground. In order to systematically construct, manage, and utilize the integrated underground space map, it was institutionalized as the "Special Act on Underground Safety Management," and the "Underground Space Integrated Map Production Work Regulations" was prepared as detailed work regulations. However, there is a lack of institutional mechanisms to develop new technologies such as the completed book submission system for submitting change information and automation technology for updating the integrated underground spatial map and to expand the usability of the integrated underground spatial map. Accordingly, this study examined the current status of the integrated underground space map and attempted to suggest a direction for improving the current system through a revision plan and detailed operation management regulations (draft) of the Special Act on Underground Safety Management.
