Under Chinese law system, the maritime law is a special branch of the civil law. For this reason, the maritime litigation shall be governed correspondently by the civil prodecure law. However, since the maritime litigation has its own special prodecure which is different from that of general procedure, there must be some special regulations to be a supplement to the civil procedure law. In this paper, a study is made on such regulations which are "The Regulations Relating to the arrest of Ships Before Litigation" and "The Regulations Concerning the Auction of Ships Which Have Been Arrested by Maritime Court for Clearing off the Debts" The aim of this paper is to describe the basic principles established in the regulations mentioned above in order to make the people who are unfamiliar with Chinese maritime legislation to be understood about Chinese special procedure adopted in maritime litigation.maritime litigation.

The atoms located at a general position in a crystal do thermally ellipsoidal vibration satisfying 1-fold rotation symmetry. Likewise the thermal vibration of atom at special position must comply with the symmetry of the special position. This paper shows how to calculate the anisotropic temperature factors of the atoms located at special positions.

This study was attempted to develop the Special Sheet Former for Hanji (Korean Traditional Paper), which could be easily used anyone who has no any special skill, and to evaluate its sheet forming characteristics. The sheet former for Hanji was designed, manufactured and tested its sheet forming features. This former was resulted in superior even basis weights and good formation of sheets without any special technological experiences, but poor consolidation according to the difficulty of web pressing during dewatering process. Sulfomethylated pulping resulted in the superior pulp with high yield and better quality compared to those of alkali and alkali-peroxide pulps. Since the pulp was so bright, there was almost no need additional bleaching.

This paper aims to provide a conceptual framework to see the special zones in East Asia in relation to the territorialities of the state. For this, it will introduce Aihwa Ong's notion of 'spaces of exception', and provide some critical discussions on it. Unlike Ong, I do not see the spaces of exception as an outcome of neoliberal changes of the state. Instead, I propose to see the special zones in terms of the internal limitations of the modern state territoriality. In particular, I try to theorize the special zones in relation to the dialectics of the contradictory relations between mobility and fixity inherent in the territoriality of the modern nation state. In addition, it will be suggested to see special zones as an essential part of the spatiality of the East Asian developmental states, given the spatio-temporal contexts of the East Asian capitalist development. On the basis of these theoretical discussions, this paper will divide the special zones that have been developed in East Asia since the 1960s into 3 different types, including 1) developmentalist special zones, 2) neo-liberal special zones, and 3) special zones for transition, and discuss their characteristics.

This paper describes an approach to detect interesting objects using satellite images. This paper focuses on the interesting objects that have common special patterns but do not have identical shapes and sizes. The previous technologies are still insufficient for automatic finding of the interesting objects based on operation of special pattern analysis. In order to overcome the circumstances, this paper proposes a methodology to obtain the special patterns of interesting objects considering their common features and their related characteristics. This paper applies MSER(Maximally Stable Extremal Regions) for the region detection and corner detector in order to extract the features of the interesting object. This paper conducts a case study and obtains the experimental results of the case study, which is efficient in reducing processing time and efforts comparing to the previous manual searching.

There are many famous, well-known special collections built with unique and valuable materials in the libraries all around the world. These special collections are very important for the public and especially for the researchers. Digital access and the Web have altered the landscape of special collections and allowed increasing numbers of users to locate and access rare and valuable materials of special collections. This change has also affected libraries with the responsibility of building and managing special collections. The goal of this paper is to provide readers with insight into the culture of the special collection and to suggest good ideas for public libraries to build their special collections by introducing the special collection building cases in USA and Korea through investigating the public library websites.

Recently graphic hardwares have been developed remarkably, and domestic and foreign game users have demanded realistic and spectacular game graphics. Graphic special effects are one of methods to satisfy these requests, but we have not known any cases where graphic special effects are general and thus reusable. Based on the implementation of our graphic special effect engine and its application cases, this paper describes how to easily exploit graphic special effects in developing games. We define a standard file format in which special effect data can be saved and loaded, and thus those data can be reused easily. We also show that developers can test or preview special effects by exploiting our graphic special effect tool even before producing games.
