도서관 기준은 도서관의 사명과 목적, 이용자서비스, 운영관리 등에 대한 기본 방향을 제공하고, 도서관이 수행하는 각종 서비스와 프로그램을 측정 평가할 수 있는 준거로 활용할 수 있다. 또한 도서관이 중장기 계획을 수립하고, 목표수준을 설정할 때, 근거자료가 될 수 있다. 국내에서도 관종별 도서관 기준이나 법적인 기준을 마련하여 이의 활동을 위한 도구로 활용하고 있다. 그러나 한국도서관기준은 오랜기간 동안 개정되지 못하여 현재의 도서관 환경을 반영하기 어려우며, 법적인 기준도 그 내용이 매우 미미하여 최소한의 기준으로도 작동하지 못하고 있는 실정이다. 이에 본 연구는 주요국가의 전문도서관 기준과 국내의 관련 기준들을 분석하여 현재의 도서관 환경을 반영할 수 있는 직원, 장서, 시설 기준의 개정방향을 제시하였다.

본 논문에서는 통신위성과 비교하여 정지궤도 기상위성의 기술적 특성을 분석하고 통신 방송, 기상 및 해양관측 등 복합 임무를 수행하는 위성에서 고려하여야 할 특성을 살펴보았다. 정지궤도 기상위성은 관측자료의 국제공유를 기본으로 하고 있어 관측 및 서비스 영역이 넓으며 1km~4km 공간해상도로 관측하기 위해서는 통신위성에 비해 매우 높은 지향 정밀도가 요구된다. 또한 적외선 센서의 성능을 유지하기 위하여 극저온 열제어가 필요하며 기상 탑재체 광학부의 오염방지를 위한 설계 및 관리도 고려되어야 한다. 한편 2008년 발사를 목표로 개발될 통신해양기상위성은 복합임무를 성공적으로 수행하기 위하여 자세제어계, 전력계, 열제어계 및 전개장치 등에서 고려하여야 할 사항들을 분석하였다.

In this paper, Korea's first geostationary Communication, Ocean and Meteorological Satellte(COMS) program is introduced. COMS program is one of the Korea National Space Programs to develop and operate a pure civilian satellite of practical-use for the compound missions of meteorological observation and ocean monitoring, and space test of experimentally developed communication payload on the geostationary orbit. The target launch of COMS is scheduled at the end of 2008. COMS program is international cooperation program between KARI and ASTRIUM SAS and funded by Korean Government. COMS satellite is a hybrid satellite in the geostationary orbit, which accommodates multiple payloads of MI(Meteorological Imager), GOCI(Geostationary Ocean Color Imager), and the Ka band Satellite Communication Payload into a single spacecraft platform. The MI mission is to continuously extract meteorological products with high resolution and multi-spectral imager, to detect special weather such as storm, flood, yellow sand, and to extract data on long-term change of sea surface temperature and cloud. The GOCI mission aims at monitoring of marine environments around Korean peninsula, production of fishery information (Chlorophyll, etc.), and monitoring of long-term/short-term change of marine ecosystem. The goals of the Ka band satellite communication mission are to in-orbit verify the performances of advanced communication technologies and to experiment wide-band multi-media communication service mandatory.

The innovation ecosystem provides benefits and challenges for multiple institutional actors like universities, industry, government, NGOs, and private funding agencies, as well as individuals in a rapidly evolving and dynamic environment. First, we describe the changing role of universities-whereby, the support of innovation and entrepreneurship is developing into a core mission of universities. We then describe strategies within the United States and globally to help students learn about innovation and entrepreneurship. Finally, we explore the benefits and challenges of technological innovation for economic development, emphasizing how such development relates to the global problem of underprivileged communities, both in developed and developing countries, and the special concerns of economic development for developing countries.

특정직 공무원은 별도의 인사법규를 근거로 일반직과 다른 개별 인사행정을 시행하고 있다. 조직과 임무가 특수한 만큼 일반직에 대한 인사행정을 적용하는 것은 여러 면에서 문제점이 야기될 수 있다. 경찰공무원 역시 특정직으로 타 공직과는 상이한 형태의 인사행정을 시행하고 있다. 그런데 이러한 개별적 인사행정은 많은 장점을 가질 수 있으나 그에 못지않은 단점도 발생할 수 있다. 본 연구에서는 타 공직과 상이하게 운영되고 있는 경찰 근무성적평정 제도의 바람직한 운영을 도모하기 위해 평정결과에 대한 검증절차의 도입을 제안하였다. 다만, 제도시행 초기에는 검증대상을 최종 평정권자로 한정하는 것이 바람직할 것이다.

본 연구는 세속 직업에 종사하다가 대학생 선교단체 간사로 경력을 전환한 대학생 선교단체 간사의 경력전환 과정과 경험을 탐색하는 것을 목적으로 한다. 연구목적을 달성하기 위하여 한국대학생선교회(CCC)에 소속되어 있는 시니어간사 5명을 인터뷰하여 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 대학생 기독선교회 시니어 간사의 경력전환 동기는 소명의식과 유관함을 알 수 있다. 둘째, 경력전환 과정에서 새로운 환경에 대한 적응과 주위로 부터의 격려와 지지를 경험하는 것으로 나타났다. 셋째, 간사의 경력전환의 의미는 하고자 했던 일을 다시 찾게 됨과 약속지킴, 특별하고 영광스러운 삶인 것으로 나타났다. 이상의 연구결과를 토대로 다음과 같은 결론을 얻었다. 첫째, 선교단체 간사의 소명실행은 소명확인의 단계가 필수적임을 확인할 수 있었다. 둘째, 선교단체 간사의 소명실행은 주위 지지자들이 있을 때 더욱 지속됨을 알 수 있었다. 셋째, 선교단체 간사의 경력전환경험이 갖는 의미는 소명을 따라가는 삶에 있음을 알 수 있었다.

General types of the organizations are archives room as a part of department; department unit of archives and records management (or special collections); archives and records office as a independent information center of University.

To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of USCG and JCG. As a result, it is suggested that KMPA find the diverse route to recruit good-quality officers, develop the future-oriented system, coordinate the course and curricula to meet the role and mission of KMPA. Besides, KMPA build the own training facility and train special instructors.

블록체인(Blockchain) 기술은 예기치 않은 문제에 대한 해결책을 제시 할 수 있다. 현대 사회에서 가치 영역은 다양 해지고 있다. 암호화폐는 기존 통화가 작동하지 못했던 영역을 대체하고 있다. 일본 정부는 2017년 4 월부터 2016년까지 송금 법 개정을 통해 암호화폐 대표코인인 비트코인(Bitcoin)을 공식 통화로 인정하고 최근 관련 규제 정책을 주도 해 왔다. 이 논문은 암호화폐 통화 시장과 관련하여 국제사회에서 정책을 주도하고 있는 일본 정부의 정책 전략을 검토한다. 이에 본 논문에서는 IT전략특명소위원회가 일본 정부의 암호화폐 관련 정책 및 제도를 조정해 나아가는 과정과 기구의 역할을 분석하였다. 더불어 일본 내에서 암호화폐 및 블록체인 관련 세재의 개정 및 규제 조직의 수립 과정 그리고 관련한 보충 제도에 대해 고찰하였다.

임무탑재장비 체계는 한국형 기동헬기의 임무 수행을 위해 전자장비 구성품들을 통합한 항공전자 체계다. 자체진단 시험은 숙련된 요원, 특수 시험장비의 필요성을 감소시키주며 체계의 정비를 위한 비가동 시간을 줄여준다. 갈수록 복잡성이 증가하고 있는 항공전자 장비에 대한 자체진단 시험 기능의 필요성이 더욱 커지고 있다. 본 논문은 한국형 기동헬기 항공전자 체계에 구현한 자체진단 시험 설계 및 입증에 대해 설명한다.
