A New MPEG-2 Rate Control Scheme Using Scene Change Detection

  • We propose two new rate control schemes to improve MPEG-2 rate control in view of visual quality when scene changes happen. Two proposed schemes are characterized by real-time and non real-time improvement to reduce the impact of scene changes. We also propose a new target-bit prediction method using spatial activity of pictures and present a simple and efficient scene change detection scheme using signed difference of mean absolute difference (MAD). Computer simulation results show that the proposed real-time algorithm effectively alleviates visual quality degradation after scene changes. The proposed non real-time algorithm gives maximum 2 dB improvement in peak signal-to-noise ratio (PSNR) at a scene-changed picture, compared with MPEG-2 rate control scheme and it shows better quality than the real-time one.

  • In the present day. there has been concern to improve the environment which included with no age limit and disability. But many buildings differentiate people with disabilities from people with non-disabilities and it is problem that infringe upon impartiality. Because people have a variety of age, disability, health-condition and so forth, they do not want to a target of special relation. As an alternative plan, it is necessary to introduce the universal design which is able to use for every body and all-round environment. Based on universal design, this paper reports what can be apply from building service from building and proposes basic of the spatial building service to improve the quality of life of people.

  • Evaluating a Review-Level Ground Motion is a key to efficiently perform Seismic Margin Assessment of nuclear power plants whose purpose is to determine a ground motion level for which a plant has high-confidence-of-a-low-probability of seismic-induced core damage and to identify any weaker-link components. In this study a method to obtain RLGMs is reviewed which is recommended by Electric Power Research Institute and implemented to be applied to Limerick site in eastern and central U. S as a case study. This method provides reasonable and site-specific RLGMs as minimum required plant HCLPF for SMA that meet a target mean seismic core-damage frequency based on seismic hazard results and generic values of uncertainty and randomness parameters of the core-damage fragility curves. In addition high-frequency RLGM is justifiably modified to reflect the increased seismic capacity of high-frequency components and spatial variation and incoherence of input ground motion on a basemat of large structures by establishing a method to obtain high0-frequency reduction factors according to EPRI guidelines.

An Analytic Solution to Projector Pose Estimation Problem

  • We present an analytic solution to the projector pose estimation problem for the pinhole projection model in which the source image is a centered rectangle with an unknown aspect ratio. From a single quadrilateral given as a target image, our solution gives the position and orientation of a projector as well as the aspect ratio of a source image. The proposed method decomposes the problem into two pose estimation problems of coupled line projectors aligned at each diagonal of the given quadrilateral and then computes the common solution that satisfies the relevant geometric constraints. The solution is formulated as simple analytic equations. We also provide a determinant of projectability of an arbitrary quadrilateral.

  • In this paper, we will present a lossy data compression method for coding multispectral images. The proposed method uses both spatial and spectra] correlation inherent in multispectral images. First, band 2 and band 6 are vector quantized. Secondly, band 4 is estimated with the quantized band 2 using the predictive coding. Errors of band 4 are encoded at a second stage based on the magnitude of the errors. Thirdly, remaining bands are calculated with the quantized band 2 and band 4. Errors of residual bands are wavelet transformed and then we apply the SPIHT coding on the transformed coefficients. We classify classes without extra information transmitting and then use linear predictor. And errors can be encoded by SPIHT coding at any target rate we are want. It is shown that this method has better performance than FPVQ. Average PSNR rises 0.645 dB at the same bit rate.

An Efficient Space-Time Coded Cooperation Protocol for Wireless Communication

  • This paper proposes a new cooperative protocol in which Alamouti's scheme is applied to exploit the advantages of both coded cooperation and Alamouti's scheme. It not only has better than direct transmission but also coded cooperation at appropriate cooperation levels. Simulation results show that the proposed protocol can save approximately 6~7 dB of transmit power to achieve the target BER(Bit Error Rate) compared with coded cooperation. Furthermore, the performance of the proposed protocol does not significantly depend on the qualities of inter-user channels.

  • Camouflage measures in military purpose utilize the apparent temperature difference between target and background, so it is essential to develop a thermal analysis program for apparent temperature predictions and to apply some camouflage measures to real military targets for camouflage purpose. In this study, a thermal analysis program including conduction, convection and radiation is developed and the validity of radiation heat transfer terms is examined. The results show that longwave radiation along with solar radiation should be included in order to predict the apparent temperature as well as the physical temperature precisely. Longwave emissivity variation as an effective camouflage measures is applied to a real M2 tank. From the simulation results, it is found that an effective surface treatment, such as painting of a less emissive material or camouflage clothing, may provide a temperature similarity or a spatial similarity, resulting in an effective camouflage.

  • The speech intelligibility is one of the most important factors in communication system. The speech intelligibility is related with speech to noise ratio. To enhance the speech to noise ratio, background noise reduction techniques are being developed. As a part of solution to noise reduction, this paper introduces directional microphone using beamforming method and speech filtering method. The directional microphone narrows the spatial range of processing signal into the direction of the target speech signal. The noise signal located in the same direction with speech still remains in the processing signal. To sort this mixed signal into speech and noise, as a following step, a speech-filtering method is applied to pick up only the speech signal from the processed signal. The speech filtering method is based on the characteristics of speech signal itself. The combined directional microphone and speech filtering method gives enhanced performance to speech intelligibility in communication system.

Development of Ultrasonic Wave Propagation Imaging System

  • Laser-based ultrasonic sensing requires the probe with fixed fecal length, but this requirement is not essential in laser-based ultrasonic generation. Based on this fact, we designed a pulsed laser-based ultrasonic wave propagation imaging (UWPI) system with a tilting mirror system for rapid scanning of target, and an in-line band-pass filtering capable of ultrasoaic mode selection. 1D-temporal averaging, 2D-spatial averaging, and 3D-data structure building algorithms were developed far clearer results allowing fur higher damage detectability. The imaging results on a flat stainless steel plate were presented in movie and snapshot formats which showed the propagation of ultrasound visible as a concentric wavefield emerging from the location of an ultrasonic sensor. A hole in the plate with a diameter of 1 mm was indicated by the scattering wavefields. The results showed that this robust UWPI system is independent of focal length and reference data requirements.

Simultaneous Monitoring of KVN 4 Bands toward Evolved Stars

  • We propose simultaneous monitoring observations of 22 GHz $H_2O$ and 43/86/129 GHz SiO masers toward ~15 evolved stars in order to investigate spatial structure and dynamical effect from SiO to $H_2O$ maser regions including mass-loss process and development of asymmetry in circumstellar envelopes. We also aim at investigating mutual association and difference between SiO and $H_2O$ masers for establishing SiO and $H_2O$ maser models coupled to hydrodynamical model of circumstellar envelope. In addition, the correlation and difference of SiO maser properties among J=1-0, J=2-1, and J=3-2 transition masers are traced according to different type of stars for constraining SiO pumping models. These scientific goals and target sources were determined based on KVN single dish and VLBI feasibility test observations at 4 bands. As a total observing time of every 2 month monitoring, about 90 and 360 hours (in average per year) are required for single dish and VLBI observations, respectively. From the 2014B observing season, these monitoring observations will be derived as one of KVN key science programs.
