Remote Sensing and GIS for Earth & Environmental Disasters: The Current and Future in Monitoring, Assessment, and Management 2 (원격탐사와 GIS를 이용한 지구환경재해 관측과 관리 기술 현황 2)

  • Recently, the number of natural and environmental disasters is rapidly increasing due to extreme weather caused by climate change, and the scale of economic losses and damage to human life is increasing accordingly. In addition, with urbanization and industrialization, the characteristics and scale of extreme weather appearance are becoming more complex and large in different ways from the past, and need for remote sensing and artificial intelligence technology for responding and managing global environmental disasters. This special issue investigates environmental disaster observation and management research using remote sensing and artificial intelligence technology, and introduces the results of disaster-related studies such as drought, flood, air pollution, and marine pollution, etc. in South Korea performed by the i-SEED (School of Integrated Science for Sustainable Earth and Environmental Disaster at Pukyong National University). In this special issue, we expect that the results can contribute to the development of monitoring and management technologies that may prevent environmental disasters and reduce damage in advance.

Institutionalization for the Effective Establishment and Management of Wind Corridor Forests (도시 바람길숲 활성화를 위한 제도화 방안)

  • This study proposes measures for institutionalization and its inter-departmental linkages to increase the effectiveness of wind corridor forests in response to changing urban environmental issues and climate change. For this purpose, the study reviewed laws and regulations containing terms related to urban wind corridors, identified the roles and relationships of wind corridor forests required in relevant plans, and assessed high-level and basic plans for wind corridor forests to identify issues in the current establishment of wind corridor forests and derive key issues related to them. Based on these results, institutionalization measures for legislating wind corridor forests and their effectiveness methods were suggested. This study proposes 1) defining terms and establishing legal and institutional foundations and 2) establishing hierarchies with related plans and a legal basis for the basic plan for wind corridor forest as an institutional plan for legalization of wind corridor forest, and 1) establishing a legal and institutional foundation for constructing spatial data like analysis maps and 2) establishing the guidelines for the basic plan and for creating and managing wind corridor forests and their contents as an institutional plan for effective revitalization. It is expected that this study can be utilized as basic data for establishing laws and regulations related to wind corridor forests and can contribute to the institutionalization research of basic plans. It is also hoped to be used as basic data for systematically constructing wind corridor forests.

Development of a Landslide Hazard Prediction Model using GIS (GIS를 이용한 산사태 위험지 판정 모델의 개발)

  • Based on the landslide hazard scoring system of Korea Forest Research Institute, a GIS model for predicting landslide hazards was developed. The risk of landslide hazards was analyzed as the function of 7 environmental site factors for the terrain, vegetation, and geological characteristics of the corresponding forest stand sites. Among the environmental factors, slope distance, relative height and shapes of slopes were interpreted using the forestland slope interpretation module developed by Chung et al. (2002). The program consists of three modules for managing spatial data, analyzing landslide hazard and report-writing, A performance test of the model showed that 72% of the total landslides in Youngin-Ansung landslides area took place in the highly vulnerable zones of grade 1 or 2 of the landslide hazard scoring map.

Distribution Characteristics of Volatile Organic Compounds (VOCs) in an Industrial Complex and in Affected Areas in Siheung and Ansan (시흥·안산 산단 및 영향지역의 휘발성유기화합물질(VOCs) 분포 특성)

  • Objectives: The concentrations and distribution characteristics of volatile organic compounds (VOCs) in an industrial complex and surrouding affected residential areas were investigated in an effort to support the efficient management of VOCs. Methods: The atmospheric concentrations of VOCs were analyzed at sites around the Sihwa-Banwol complex located in the cities of Siheung and Ansan and in the surrounding affected residential areas. The appearance of VOCs and the characteristics of their temporal and spatial distribution were evaluated. Results: The total VOC concentrations in the industrial complex were detected at 1.9-2.3 times higher than in the affected areas, but the daily VOCs distributions showed similar patterns in both sites. In particular, it was confirmed that the composition ratio of the VOCs and concentration fluctuations over time in the affected areas are similar to those in the adjacent industrial complex. VOC levels in the affected areas were higher than in residential areas in cities without an industrial complex. Conclusions: VOCs in residential areas near an industrial complex were highly distributed due to the influence of continuous pollutant emissions from the industrial complex. Therefore, the management of VOCs in the atmosphere of the affected area is important for identifying and managing the sources of VOCs detected in high concentrations in the industrial complex.

Mapping 3D Shorelines Using KOMPSAT-2 Imagery and Airborne LiDAR Data (KOMPSAT-2 영상과 항공 LiDAR 자료를 이용한 3차원 해안선 매핑)

  • A shoreline mapping is essential for describing coastal areas, estimating coastal erosions and managing coastal properties. This study has planned to map the 3D shorelines with the airborne LiDAR(Light Detection and Ranging) data and the KOMPSAT-2 imagery, acquired in Uljin, Korea. Following to the study, the DSM(Digital Surface Model) is generated firstly with the given LiDAR data, while the NDWI(Normalized Difference Water Index) imagery is generated by the given KOMPSAT-2 imagery. The classification method is employed to generate water and land clusters from the NDWI imagery, as the 2D shorelines are selected from the boundaries between the two clusters. Lastly, the 3D shorelines are constructed by adding the elevation information obtained from the DSM into the generated 2D shorelines. As a result, the constructed 3D shorelines have had 0.90m horizontal accuracy and 0.10m vertical accuracy. This statistical results could be concluded in that the generated 3D shorelines shows the relatively high accuracy on classified water and land surfaces, but relatively low accuracies on unclassified water and land surfaces.

  • One of the biggest problems found from the results of the various GIS-related projects is this. In spite of the fact that there is a national standards on GIS data structures, in building and managing the information on a variety of facilities in an area, each of the concerned organizations has been building the information using their own standards on the selection and organizations of the target facilities, naming convention, and coding regulations of the selected facilities. This distinctively exposes the limits and problems of the national GIS data standards in adopting to the regional GIS projects, resulting in considerable problems in sharing the information already built. The national GIS data standards, therefore, should be expanded and revised. As an effort to solve the above-mentioned problems, this paper suggests an idea on the revision and expansion of the national GIS data standards in the field of road and related facilities. It is believed that same efforts should be made for the other areas of the national GIS data standards to increase the applicability to various GIS projects.

Drought Triggers and Monitoring System (가뭄 경보기준과 모니터링 시스템)

  • Severe drought tends to occur in almost event five years in Korea. Drought responses have been well operated in close collaboration with the central, local government and the water management authorities on the institutional framework. However, the responses are usually post-activities to a drought event. The responses often face difficulties in operating and managing process due to an absence of a drought monitoring system and drought triggers. The objective of this study is to set up drought triggers through a time-spatial interpretation of drought index and the government responses during historical drought events. Drought triggers are divided into four categories: advisory, watch, warning and emergency stage. The range and drought-impacted area of an each stage in triggers have been addressed using drought index. Furthermore, a web-based drought monitoring system is illustrated.

  • Due to the development of the digital technology, the territories of broadcasting and telecommunications are being converged and there have been the efforts to eliminate the spatial and/or temporal restrictions in utilizing the services (usually implemented as applications) via various devices (e.g. smart-phone, smart TV, pad-computer, etc). In the circumstances, Web is coming to the fore as a common running platform of the services and the digital broadcasting receivers are pressed to run Web applications as well as Java applications, which are the standard of data service of the digital broadcasting. The paper introduces a platform for running HTML5-based Web applications, which is equipped with a Web kernel (an engine for running HTML5 Web applications), a Web desktop (the facilities (with an UI similar to Window OS) for managing Web applications), and SDK (a set of API's for Web application developers).

  • This study examines a degree of city decline and confirms a existence of inertia in the city decline process, and shows how to set the policy directions of cities as its situation. With understanding these things, we are carefully able to anticipate the future direction of cities'growth or decline. This study analyzes cross-tabulations with the comprehensive decline index, and the demographic-social index, industrial-economical index, physical-environmental index to compose the comprehensive decline index in during 2005~2010. We can confirm the existence of complexity and inertia of city decline. Some cities are likely to have adhesion of decline, and these cities should convert planning tools and concept of past growth era to new one to be used in changed environment in new era. Redefining a perspective for city decline, proper managing a change of physical environment from city decline, and flexible thinking would be requested as countermeasures with adjusting spatial policy framework.

  • The goal of this research is to develop the method of facility management which is used to manage the facility efficiently by using existing analyses of a system and a operation, and establish the method of a facility administration by applying AHP(Analytic Hierarchy Process) model. Because the standard of a accuracy in spacial analysis and calculation is a unclear, the exact analysis of a geographic data for a decision-making needs statistical analysis and administrator-centered type of system didn't satisfy the desire of users. There must be the existing general statistics module, integrated internet GIS and the composition of interface in order to structure a spacial statistics analysis methods that satisfy the matters desired in internet GIS into the spacial analysis function. This paper presents the need of internet GIS and AHP Model in supporting and managing function of all facilities in campus and introduce the possibility of applying.
