해양기본지리정보 구축에 관한 기초연구 (A Study on The Marine Geographical Framework Data in Korea)

  • 해양기본지리정보(Marine Geographical Framework Data)는 해양의 여러 정보 중에서 지형(Topography) 및 경계(Boundary) 등에 관한 기초적인 지리정보(Graphical and Attribute Data)로서 국토공간데이타기반실(National Spatial Data Infrastructure)의 기본지리정보(Framework data)를 구성하고 있다. 본 연구에서는 사용자 및 전문가 조사를 통하여 기존자료의 구축 및 활용현황, 관련분야의 기술환경, 해외사례 등을 조사·분석하고, 구축될 해양기본지리정보의 활용방안 및 유지관리방안 등을 고려하여 해양기본지리정보의 항목(item)을 선정하였다 선정된 항목을 기초로 시범제작(pilot production)을 실시하고 이 과정에서 나타난 일부 문제점을 제시하였다. 해양을 보존·관리하기 위해서는 다양한 정보를 유기적으로 구축, 관리 및 공급할 수 있는 지리정보시스템(GIS)의 중요성은 계속 커질 것이다. 따라서 본 연구에서 제시된 해양기본지리정보는 해양수산관련 정보화시스템과 인터넷 등 다양한 분야에서 활용될 것이다.

  • With the rapid development of spatial infrastructure in US, Europe, Japan, China and India, there is no doubt that the next generation Global Navigation Satellite System (GNSS) will improve the integrity, accuracy, reliability and availability of the position solution. GNSS is becoming an essential element of personal, commercial and public infrastructure and consequently part of our daily lives. However, the applicability of GPS in supporting a range of location-sensitive applications such as location based services in an urban environment is severely curtailed by the interference of the 3D urban settings. To characterize and gain in-depth understanding of such interferences and to be able to provide location-based optimization alternatives, a high-fidelity 3D urban model of Melbourne CBD built with ArcGIS and large scale high-resolution spatial data sets is used in this study to support a comprehensive simulation of current and future GNSS signal performance, in terms of signal continuity, availability, strength, geometry, positioning accuracy and reliability based on a number of scenarios. The design, structure and major components of the simulator are outlined. Useful time-stamped spatial patterns of the signal performance over the experimental urban area have been revealed which are valuable for supporting location based services applications, such as emergency responses, the optimization of wireless communication infrastructures and vehicle navigation services.

Optimal installation of electric vehicle charging stations connected with rooftop photovoltaic (PV) systems: a case study

  • Electric vehicles (EVs) have been growing to reduce energy consumption and greenhouse gas (GHG) emissions in the transportation sector. The increasing number of EVs requires adequate recharging infrastructure, and at the same time, adopts low- or zero-emission electricity production because the GHG emissions are highly dependent on primary sources of electricity production. Although previous research has studied solar photovoltaic (PV) -integrated EV charging stations, it is challenging to optimize spatial areas between where the charging stations are required and where the renewable energy sources (i.e., solar photovoltaic (PV)) are accessible. Therefore, the primary objective of this research is to support decisions of siting EV charging stations using a spatial data clustering method integrated with Geographic Information System (GIS). This research explores spatial relationships of PV power outputs (i.e., supply) and traffic flow (i.e., demand) and tests a community in the state of Indiana, USA for optimal sitting of EV charging stations. Under the assumption that EV charging stations should be placed where the potential electricity production and traffic flow are high to match supply and demand, this research identified three areas for installing EV charging stations powered by rooftop PV in the study area. The proposed strategies will drive the transition of existing energy infrastructure into decentralized power systems. This research will ultimately contribute to enhancing economic efficiency and environmental sustainability by enabling significant reductions in electricity distribution loss and GHG emissions driven by transportation energy.

CNN 모형을 이용한 서울 아파트 가격 예측과 그 요인 (Prediction and factors of Seoul apartment price using convolutional neural networks)

  • 본 연구는 이미지 데이터에 대한 예측 모형으로 뛰어난 성능을 보여온 convolutional neural networks (CNN) 모형을 이용하여 서울 아파트 가격의 예측과 서울 각 지역 아파트들의 가격결정요인들을 연구한다. 이를 위해 강, 녹지, 고도와 같은 자연환경요인, 버스정류장, 지하철역, 상권, 학교 등과 같은 기반시설요소, 일자리수, 범죄율 등의 사회경제요소들을 설명변수로 고려하고, CNN 모형이 이미지 데이터에 좋은 성능을 보여온 것을 기반으로 이 설명변수들의 값들을 CNN 모형 입력층으로써 이미지 채널의 픽셀값과 같은 역할을 하도록 변환하여 아파트 가격의 예측과 가격결정요인에 대한 해석을 시도한다. 덧붙여 본 연구에서 사용된 CNN 모형은 자연환경요인과 기반시설요인 변수들을 각 아파트를 중심으로 하는 각 입력층의 채널에 이진의 이미지로 표현함으로써 각 아파트의 공간적인 특성을 고려할 수 있다.

국가공간정보정책 추진체계의 바람직한 모형구축에 대한 연구 (A Study on The Construction of Desirable Model of the National Spatial Data Infrastructure Policy Promotion System)

  • 국가공간정보 전략의 비전을 효율적으로 추진하기 위해서는 국가공간정보정책 추진체계를 합리적으로 정립하는 것이 중요하다. 특히, 국가공간정보정책 추진체계에 있어서 관련된 조직들 간의 협조 및 정책의 일관성은 매우 중요한 요소이다. 이러한 관점에서 본 연구의 목적은 바람직한 국가공간정보정책 추진체계 모형을 개발하고, 이를 통해 우리나라 국가공간정보 정책 추진체계의 문제점과 개선방안을 제시하는데 있다. 본 연구의 목적을 달성하기 위한 주요 연구방법은 문헌고찰과 내용분석이 사용되었다. 주요 분석결과는 다음과 같다. 첫째, 바람직한 국가공간정보정책 추진체계는 상위체계(기획수준)와 하위체계(집행수준)로 구성되어야 한다. 둘째, 국가공간정보정책 추진체계의 상위 체계와 하위체계는 수직적 및 수평적으로 연계되어야 한다. 셋째, 상위체계는 국가공간정보정책 추진위원회, 민간자문위원회, 그리고 분과위원회로 구성되어야 한다. 넷째, 국가공간정보사업의 집행을 위한 하위체계는 국가공간정보 최고관리자, 각 중앙 및 지방정부, 그리고 전문지원기관 등으로 구성되어야 한다.

The Development of Extended Urban Land Information System for Sustainable Urban Management

  • This study aims to develop the Extended Urban Land Information System (EULIS) which can support the sustainable urban management. Although the existing Urban Land Use Information system (ULUIS) that aids the micro-level land use information is a good means for the understanding of urban spatial structure and district-level planning and management (such as urban design, redevelopment planning and district-level transportation planning, etc.), it has some limitations in supplying the information for sustainable urban management, such as environmental and traffic analysis, urban infrastructure's carrying capacity analysis, etc. The EULIS is designed to efficiently supply the information for sustainable urban management. For the successful construction of EULIS, the followings have to be considered. 1) the integration of topographic maps which contain the building's footprints and cadastral maps which contain the parcel's boundary, 2) the integration of EULIS and FM (Facility Management) system for the full utilization of information about capacity analysis of infrastructure, 3) the construction of standardized georeferencing system and spatial unit for the combined use of environment and traffic census data. This study shows 1) why EULIS is needed for the sustainable urban management and which elements are needed for the system,2) the E-R data model for the EULIS, 3) the strategies for the construction of EULIS and 4) the conclusion.

A Conceptual Data Model for a 3D Cadastre in Korea

  • Because of most current cadastral systems maintain 2D geometric descriptions of parcels linked to administrative records, the system may not reflect current tendency to use space above and under the surface. The land has been used in multi-levels, e.g. constructions of multi-used complex buildings, subways and infrastructure above/under the ground. This cadastre situation of multilevel use of lands cannot be defined as cadastre objects (2D parcel-based) in the cadastre systems. This trend has requested a new system in which right to land is clearly and indisputably recorded because a right of ownership on a parcel relates to a space in 3D, not any more relates to 2D surface area. Therefore, this article proposes a 3D spatial data model to represent geometrical and topological data of 3D (property) situation on multilevel uses of lands in 3D cadastre systems, and a conceptual 3D cadastral model in Korea to design a conceptual schema for a 3D cadastre. Lastly, this paper presents the results of an experimental implementation of the 3D Cadastre to perform topological analyses based on 3D Network Data Model to identify spatial neighbors.

의사결정 지원을 위한 사용자 중심의 수치지도 (User-Oriented Digital Maps for Supporting Decision Making)

  • 지도는 인간생활에 필수적인 정보의 매체로서 최근에는 지도제작 기술의 획기적인 발전뿐 아니라, 최신의 다양한 데이터를 사용자에게 제공하여 여러 분야에서 지도의 활용도가 급격히 증가하고 있는 추세이다. 활용도가 높은 지도의 예는 차량항법 지도이다. 차량항법 지도의 사용이 많은 이유는 사용자가 원하는 신뢰성 높은 다양한 정보를 편리하게 제공하고 있기 때문이다. 이와 같이 지도는 제작 중심이 아닌 사용자 중심으로 변모해야 한다. 최근 국내외에서 구축되고 있는 공간 데이터 인프라의 궁극적인 목적은 사용자에게 필요한 실세계 정보를 용이하게 제공하는 것이다. 그러나 대부분의 수치지도의 구축은 최신의 데이터 제공을 위한 지도갱신 방안, 정확한 데이터 구축을 위한 첨단 측량기술 도입, 많은 데이터 제공을 위한 레이어(정사 영상, DEM 등) 추가와 같은 주로 제작 중심으로 이루어지고 있다. 지도 사용자를 위한 지도 데이터 프로세싱 툴이 제공된다면, 전문적인 소프트웨어나 전문적 지식이 부족한 일반 사용자도 용이하게 원하는 정보를 추출하여 다양한 의사결정에 활용할 수 있다. 이에 본 논문은 지도 사용자를 위한 프로세싱 서비스에 관한 방안을 제시하는 것을 목적으로 하고 있다.

SHADOW EXTRACTION FROM ASTER IMAGE USING MIXED PIXEL ANALYSIS

  • ASTER image has some advantages for classification such as 15 spectral bands and 15m ${\sim}$ 90m spatial resolution. However, in the classification using general remote sensing image, shadow areas are often classified into water area. It is very difficult to divide shadow and water. Because reflectance characteristics of water is similar to characteristics of shadow. Many land cover items are consisted in one pixel which is 15m spatial resolution. Nowadays, very high resolution satellite image (IKONOS, Quick Bird) and Digital Surface Model (DSM) by air borne laser scanner can also be used. In this study, mixed pixel analysis of ASTER image has carried out using IKONOS image and DSM. For mixed pixel analysis, high accurated geometric correction was required. Image matching method was applied for generating GCP datasets. IKONOS image was rectified by affine transform. After that, one pixel in ASTER image should be compared with corresponded 15×15 pixel in IKONOS image. Then, training dataset were generated for mixed pixel analysis using visual interpretation of IKONOS image. Finally, classification will be carried out based on Linear Mixture Model. Shadow extraction might be succeeded by the classification. The extracted shadow area was validated using shadow image which generated from 1m${\sim}$2m spatial resolution DSM. The result showed 17.2% error was occurred in mixed pixel. It might be limitation of ASTER image for shadow extraction because of 8bit quantization data.

Economic Impacts of Transportation Investment on Regional Growth: Evidence from a Computable General Equilibrium Model on Japan's Cross-Prefectural-Border Region

  • This paper proposes and examines the economic impact of infrastructure improvement on the San-En-Nanshin region in the Chubu area of Japan. We develop a single transportation computable general equilibrium (CGE) model for each subregion within the San-En-Nanshin region. The explicit modeling of the transportation infrastructure is defined based on interregional commuting flows and business trips, considering the spatial structure of the San-En-Nanshin economy. A CGE model is integrated with an interregional transportation network model to enhance the framework's potential for understanding the infrastructure's role in regional development. To evaluate the economic impact of transportation improvement, we analyze the interrelationship between travel time savings and regional output and income. The economic impact analysis under the CGE framework reveals how transportation facilities and systems affect firm and household behavior and therefore induce changes in the production and consumption of commodities and transportation services. The proposed theoretical model was tested by using data from the 2005 IO tables of each subregion and the 2006 transport flow dataset issued by the Ministry of Land, Infrastructure, Transport, and Tourism in Japan. As a result, the paper confirms the positive effect of transportation investment on the total output and income of the studied region. Specifically, we found that while economic benefits typically appear in urban areas, rural areas can still potentially benefit from transportation improvement projects.
