The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

'Carbon-neutrality Assessment based on Technology Application Scenario (CATAS)' provides an analysis of greenhouse gas (GHG) reduction effectiveness when applying carbon-neutrality technology to areas such as energy conversion, transportation, and buildings at certain spatial levels. As for the development scope of the model, GHG emission sources were analyzed for direct GHG emissions, and the boundary between direct and indirect emissions are set according to the spatial scope. The technical scope included nine technologies and forest sinks in the transition sector that occupies the largest portion of GHG emissions in the 2050 carbon neutral scenario. The carbon neutrality rate evaluation methodology consists of four steps: ① analysis of GHG emissions, ② prediction of energy production according to technology introduction, ③ calculation of GHG reduction, and ④ calculation of carbon neutrality rate. After the web-based CATAS-BASIC was developed, an analysis was conducted by applying the new and renewable energy distribution goals presented in the 「2050 Greenhouse Gas Reduction Promotion Plan」 of the Seoul Metropolitan Government. As a result of applying solar power, hydrogen fuel cell, and hydrothermal, the introduction of technology reduced 0.43 million tCO2eq of 1.49 million tCO2eq, which is the amount of emissions from the conversion sector in Seoul, and the carbon neutrality rate in the conversion sector was analyzed to be 28.94 %.
The Land Use, Land-Use Change and Forestry (LULUCF) sector of the National Greenhouse Gas Inventory is crucial for obtaining data on carbon sinks, necessitating accurate estimations. This study analyzes cases of countries applying the LULUCF sector at the Tier 3 level to propose enhanced methodologies for carbon sink estimation. In nations like Japan and Western Europe, satellite spatial information such as SPOT, Landsat, and Light Detection and Ranging (LiDAR)is used alongside national statistical data to estimate LULUCF. However, in Korea, the lack of land use change data and the absence of integrated management by category, measurement is predominantly conducted at the Tier 1 level, except for certain forest areas. In this study, Space-borne LiDAR Global Ecosystem Dynamics Investigation (GEDI) was used to calculate forest canopy heights based on Relative Height 100 (RH100) in the cities of Icheon, Gwangju, and Yeoju in Gyeonggi Province, Korea. These canopy heights were compared with the 1:5,000 scale forest maps used for the National Inventory Report in Korea. The GEDI data showed a maximum canopy height of 29.44 meters (m) in Gwangju, contrasting with the forest type maps that reported heights up to 34 m in Gwangju and parts of Icheon, and a minimum of 2 m in Icheon. Additionally, this study utilized Ordinary Least Squares(OLS)regression analysis to compare GEDI RH100 data with forest stand heights at the eup-myeon-dong level using ArcGIS, revealing Standard Deviations (SDs)ranging from -1.4 to 2.5, indicating significant regional variability. Areas where forest stand heights were higher than GEDI measurements showed greater variability, whereas locations with lower tree heights from forest type maps demonstrated lower SDs. The discrepancies between GEDI and actual measurements suggest the potential for improving height estimations through the application of high-resolution remote sensing techniques. To enhance future assessments of forest biomass and carbon storage at the Tier 3 level, high-resolution, reliable data are essential. These findings underscore the urgent need for integrating high-resolution, spatially explicit LiDAR data to enhance the accuracy of carbon sink calculations in Korea.
The climatological characteristics of the polar ionosphere is examined in terms of the ionospheric conductance and electric field. For this purpose, 109 days of measurements from the Sondrestrom incoherent scatter radar are utilized. By combining these two quantities, it is possible to deduce the overhead ionospheric current distributions. The ionospheric current density thus obtained is compared with the corresponding ground magnetic disturbance. Also examined is the effect of the field-aligned current on the ground magnetic disturbance, particularly on the D component Several interesting climatological characteristics about the ionosphere over the Sonderstrom are apparent from this study. (1) The conductance distribution is mainly due to solar EUV radiation during day-time On the other hand, the conductance distribution during the night-time is very low. (2) The conductance distribution one. the polar cap region during the day-time is controlled mostly by the solar EUV radiation, while it is extremely low during night-time wish the Hall and Pedersen conductances being 1.6 and 1.2 siemen, respectively (3) The region of the maximum N-S electric field tend to locate in the dayside sector. The E-W component of the electric field is stronger than that over Chatanika (4) The E-W auroal inospheric current (J/sub E/) is more important in the sunlit hemisphere than the night hemisphere. And a strong southward current is noted in the prenoon sector (5) There is a significant correlation between the overhead ionospheric current and the simultaneously observed ground magnetic disturbance. However, the assumption for the infinite sheet current approximation is far from realistic, underestimating the current density. And the correlation between ${\Delta}H$ and J/sub E/ is higher than the one between ${\Delta}D$ and J/sub N/ , indicating that field-aligned current affects significantly ${\Delta}D$.
We examine the relative contributions of the electric field and ionospheric conductance to the auroral electrojets. For this purpose we used magnetometer data obtained from the International Magnetospheric Study (IMS) meridian chains of observatories for March 17, 18, and 19, 1978. Based on the study by Allen & Kroehl (1975), we redefine the AU and AL indices by utilizing the magnetic disturbance data obtained from the AE stations located within limited magnetic local time (MLT) sectors; i.e., $1500\leq MLT\leq1800$ and$0000\leq MLT\leq0300$, respectively. The current densities of the eastward and westward electrojets are calculated based on the AU and AL indices thus defined. Under the assumption that the Hall conductance at the dusk sector is mainly caused by the solar EUV radiation, we estimate the electric field contributin to the AU index. Assuming further that electric field distributins at dawn and dusk sectors are comparable, it is also possible to estimate the contribution of the Hall conductance associated at the dusk sector is mainly caused by the solar EUV radiation, we estimate the electric field contribution to the AU index. Assuming further that electric field distributions at dawn and dusk sectors are comparable, it is also possible to estimate the contribution of the Hall conductance associated with auroral particle precipitation to the AL index. From this study it is noted that the electric fields and Hall conductances thus estimated show significant correlations with the AU and AL indices, respectively, suggesting that the AU and AL indices are closely associated with the directly driven and loading-unloading processes of substorms.
General aviation is an integral part of civil aviation and involves the widest range of aviation segments except commercial aviation. Featured with different operational procedures and practices to satisfy the economic needs and safety requirements of a sovereign state, general aviation tends to be regulated by an individual state. The last three decades have seen exponential growth of commercial air transport in China, but its general aviation sector has remained disproportionally underdeveloped. With the deepening of the reform of low-altitude airspace, the sector is poised for a radical change and rapid growth. However, legislation governing general aviation activities in China is distorted causing inconsistency and confusions in their application and implementation. This paper aims to analyse China's prevailing legislation regulating general aviation activities. It first discusses the various definitions adopted by ICAO and its member states and reviews the development of general aviation in the US, EU, Australia and China. It then examines the sources of China's general aviation laws, e.g. Chicago Convention and its annexes, and Chinese domestic legislature which covers legislation, laws, directives, rules and procedures. The paper continues to analyse and establish the deficiencies of its prevailing legal framework by pointing out the following: variation of definitions in different regulations, inconsistency of principles in existing laws and regulations, legal vacuum concerning government subsidy, environment protection, safety and security, and other operational areas such as aerial club, sightseeing, and search and rescue. In this process, the paper argues that a coherent, consistent and systematic legal framework is required in order to ensure fair competition and safety for a healthy, progressive and sustainable general aviation growth. Suggestions for rectification and improvement are proposed.
In the reality that the boundary between the real world and the virtual world disappears with the 4th Industrial Revolution, cyber crimes that occur beyond time and space have clear limitations in fulfilling their duties only with the police force of government organizations established under the real law system. The research method of this thesis is based on the literature research and the experience of security work. The purpose of this paper is to establish a social system where collective intelligence of each social field can participate voluntarily to respond to cyber crimes occurring beyond the time and space before the law and institutionalization. In addition, the social system in which collective intelligence in each social sector can participate voluntarily was established to define crime types in cyberspace in real time and to prevent crimes defined by the people themselves and the counter-measures had been proposed in order to form social consensus. First, it is necessary to establish a collective intelligent network-type cyberpolice volunteer system. The organization consists of professors of security and security related departments at universities nationwide, retired public officials from the National Intelligence Service, the National Police Agency, and the National Emergency Management Agency, security companies and the organizations, civilian investigators, security & guard, firefighting, police, transportation, intelligence, security, national security, and research experts. Second, private sector regulation should be established newly under the Security Business Act. Third, the safety guard of the collective intelligent cyberpolice volunteer system for the stability of the people's lives should strengthen volunteer work. Fourth, research lessons and legal countermeasures against cybercrime in advanced countries should be introduced. Fifth, the Act on the Protection of Personal Information, the Act on Promotion of Information and Communication Network Utilization and Information Protection, the Act on the Utilization and Protection of Credit Information, and the Special Act on the Materials and Parts Industry should be amended. Sixth, police officers should develop cybercrime awareness skills for proactive prevention activities.
This paper analyzes the strategic planning process of NASA (National Aeronautics and Space Administration) including its center, GSFC (Goddard Space Flight Center) in the framework of strategic planning in publicly funded R&D organizations. To construct this framework, theories have been considered mainly focused on strategic management and planning, its application on public sector, and characteristics of R&D activities. As a result, the framework could be set up in accordance with the process of strategic planning. Also, as a case study, we explored the practice of strategic planning process and organizational implementation of NASA and GSFC. During the analysis on the strategic process of NASA and GSFC, we could draw some lessons out as follows: First, we should consider the differences between private and public sectors when we establish strategic planning in public sector. Second, the stakeholder analysis should be involved in setting the mission, goals, and strategies of an organization. Third, it is necessary to identify and assess the socio-economic effects or public benefits by R&D programs of the organization and use the feedback on its goal. Fourth, to implement strategic planning effectively, planning process should be closely integrated with the management process such as setting goals, securing budgets, and evaluating the organization. Conclusively, the analysis on NASA and GSFC contribute to implementing strategic planning in publicly funded R&D organizations by providing the appropriately modified framework. As an extension of this study, more deliberate analysis on various practices of strategic planning and performance indicators should be followed.

The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.
This study evaluates the sectoral effects of the regeneration of the idle space and aims to analyze the impact relationship and structure with the quality of residents's life and local economy revitalization. this study verifies the 8 hypotheses from total 11 ones through the PLS structural equation model and suitability test for setting the hypothesis and statistical significance test. The results can be summarized into 3 parts. First, If physical, social and cultural aspects should be considered, Regeneration of idle space could meet the 2 pasts such as quality of residents life and local economy revitalization at the same time. Secondly, the regeneration of idle space from environmental aspect should be led by the local government and let it's effect leaded to local economy revitalization through the collaboration of private and public sector. Finally, it should promote the quality of resident's life and let the satisfaction linked to cyclical effects with local economy revitalization. This study has an significance that it provides the theoretical basis for regeneration of idle space and it is an empirical study for impact structure model.
