The Needs for Training Manpower and the Change in Construction Environment by Equipment Based BIM Design (설비분야 BIM 설계에 따른 건축환경 변화와 인재양성의 필요성)

  • The study figures out the alternatives of training BIM design experts which is the biggest obstacle in training manpower of professional BIM designer, the largest problem when the plant introduce BIM design about the change in Construction Environment by Equipment Based BIM Design in reality of design followed by equipment based BIM design, education institution plan. BIM is the system which is built to make these information be used easier and technique which enables design construction and maintenance in 3-dimensional virtual space by designing buildings in 3-dimensional space, and by data-basing the generated information of every life-cycle information. As the essential contents of the study, educational institutions with the public authority should invest the opening of educational programs, recruit of experts and development of textbooks from a long-term perspective. And also, the role of public institution is important above all for the development of construction industry.

  • The CubeSat, which was first launched to verify new technologies and for educational purposes, is now widely used as an educational tool since it makes possible development of manpower through practical training to produce the satellite at low development costs. At present, research and development on the CubSat is rapidly expanding in domestic and foreign universities. As one of the final 3 teams selected in the 2013 CUBE SATELLITE CONTEST organized by the Ministry of Science, ICT and Future Planning, Chosun University is also currently conducting R & D of STEP Cube Lab, which is a CubeSat scheduled to be launched in 2015 and whose main task is to verify space-based technologies in orbit. The present paper tries to present an overview of the CubeSat of Chosun University whose development is being led by its undergraduate students, and further, introduce the strengths of the present development program for developing space experts, based on the educational achievements from the R & D.

  • Korea's space activity is expected more vital in the next decade. 14 Korean government satellites, with 10 satellites more over the last decade, are planned for launch between 2011 and 2020 according to the national space long-term plan. And Korean Space Launch Vehicle 2 has been developing aiming to launch in 2021. Forecasting and supply planning for the Korea Aerospace Research Institute's manpower could be essential to successfully fulfill the Korea's next decadal task in the aerospace field. In this paper, KARI's manpower is forecasted using the relations between KARI's budget and total personnel. KARI is expected to has 1,000~1,400 personnel in 2020 which is at least 400 personnels more than present.

  • October 4, 1957 the Soviet Sputnik 1 was launched into space the first time in the history of mankind. After launching, the realm of humankind was expanded to space. Today all countries of the world wage a fierce competition in order to utilize space for various purposes. World powers of space such as United States, Russia, China, and Japan, put reconnaissance satellites and ocean surveillance satellites into orbit, being able to easily see equipment and troops movement on earth. Each country makes efforts to occupy space assets through the militarization of space and expand national interests. Recently private companies or individuals involved in commercial space activities are becoming more prevalent. Thus, in addition to space activities for military purposes, commercial space activities become widespread. Individuals and private companies as well as nations are also involved in space activities. Outer space is not the monopoly of space powers such as the United States and Russia. The whole human race can benefit from free access to space, being the common heritage of mankind. In particular, outer space becomes an indispensable element of military activities and human life. Many countries are now entering space development, putting a lot of budget into new development programs. Republic of Korea also built the Narodo Space Center, starting its space development with budget and manpower. We have to find out ways to use space not only for military purposes but also for commercial space activities that can contribute to the national economy. In addition, through the joint efforts of the international community, we have to make efforts for preservation and peaceful use of space. Various issues relating to space activities and research should be studies in order to contribute to the progress of humanity. Those issues include the definition of outer space, space debris reduction and environmental conservation issues, non-bind measure cooperation - European International Code of Conduct, space law and national legislation related empowerment issues, arms control measures in space, and restrictions on the use of nuclear fuel. We also need to be involved in the discussion of those issues as one of responsible space countries. In addition, we try to find out regional cooperation schemes such as the ESA in the Europe actively. Currently in the Northeast Asia, cooperation bodies led by Japan and China respectively, are operated in the confrontational way. To avoid such confrontation, a new cooperative body needs to be established for cooperation on space exploration and information. The system to allow the exchange of satellite information for early warning of natural disasters needs to be built as well. In addition, efforts to enhance the effectiveness of the relevant international treaties on space, and fill in the blanks in international space laws should be made at the same time. To this end, we have to do a leading role in the establishment of standards such as non-binding measures (resolution) - Code of Conduct, being discussed in the UN and other organizations, and compliance with those standards. Courses in aerospace should be requires in law schools and educational institutes, and professional manpower need to be nurtured. In addition, the space-related technology and policy needs to be jointly studied among the private, public, and military groups, and the cross exchange among them should be encouraged.

  • Space program is not only meaning of area distribution on the planning of hospital architecture. The environment of health care such as medical examination, the level of service and construction on hospital. And also space program implies the composition of space and plan of size in which are activity, required manpower and rooms, and mutual relation between spaces in hospital by quantitative analysis of the requered rooms and unit area. Accordingly space program is the data at the beginning of plan which can understand the pursuing direction of hospital at the beginning of plan. This study analyze how to express the role and function of hospital in space program by research of it in korean general hospital. Through those research, the purpose of this study is to sight the position of present hospital and produce the basic data for precise space program.

A Study on the Job Ability of Industrial Health Service Agency Members - with the Focus on the Industrial Health Service Agency in Seoul and Kyungki - (산업보건관리자의 직무능력에 관한 연구 - 서울$\cdot$경기 지역의 산업보건센타를 중심으로)

  • To analyze the roles by abilities between manpower through the analysis of industrial health service agency personnel, 115 industrial health service agency personnel in 19 Industrial Health Service Agency personnel scattered in Seoul and Kyungki areas have been investigated according to the questionnaires formulated in line with the Likert 5-point scale from September 1 through October 30, 1995 and the following significant result has been obtained: 1. The job abilities by fields. 1) In the field of health care, the level of medical personnel's job ability was 3.30 on average and that of industrial hygienists' was 2.54 on average, which showed that the level of medical personnel's job ability was higher. 2) In the field of health management, there was a difference between the level of medical personnel's job ability and that of industrial hygienists' only in the health education but there was not so much difference between manpower' which showed that it was 3.00 on average. 3) In the field of working environment management. the level of industrial hygienists' job ability was 4.03 on average and that of medical personnel's was 2.62, which showed that the level of industrial hygienists' job ability was higher than that of medical personnel's. 2. The job abilities by manpower. As for the job ability by manpower. on the health care the medical personnel's ability was more excellent than the industrial hygienists' and on the working environment management the latter's{industrial hygienists') ability was more excellent than the former's(the medical personnel's). However. the field that a difference between both manpower as mentioned above was not recognized was the health management. 3. As for the difference of potential factors between manpower. in Factor '1' the industrial hygienists' 80.7 points by percentage was higher than the medical personnel's 52.5 points and in Factor '2' the latter's(medical personnels's) 72.6 points by percentage was higher than the former's{industrial hygienists') 50.6 points in the level of job abilities. The above result shows that the industrial health service agency personnel can be classified into the job with a difference between manpower and that without any difference manpower. Therefore, the following issues: First: The field of health care shall be defined as the medical personnel's exclusive job. Second: The field of working environment management shall be defined as the industrial hygienists' exclusive job. Third: The field of health management shall be defined as a common job to lead the limits of time and space in the collective group occupational health management to be controlled effectively.

  • This paper deals with pre-erection scheduling and erection scheduling in shipbuilding. Among shipbuilding scheduling, the ship erection scheduling in a dock is one of the most important since the dock is the most critical resource in a shipyard. However, it is more reasonable to consider pre-erection scheduling and erection scheduling as unified because they compete with the common constrained resources such as labor, crane, space, and so on. It is very hard to consider two scheduling problems simultaneously, and hence, we approach them sequentially. At first, we propose space resource leveling heuristics in pre-erection scheduling given erection date. And then, considering the manpower resource determined by pre-erection scheduling, we also propose manpower resource leveling heuristics in erection scheduling. Various experimental results with real world data show that the proposed heuristics have good performance in terms of scheduling quality and time.

Space planning about Personal Protective Equipment(PPE) Doffing Area to reduce cross-infection among healthcare workers (의료진 교차감염을 낮추기 위한 음압격리병동 내 개인보호구 탈의구역의 공간구성)

  • Purpose: To decrease cross-infection, it's essential to analyze the spatial composition of the 'PPE doffing area'. Instead of solely relying on manpower standards, we should focus on responding to infectious diseases within the context of space planning. By doing so, we can lower the risk for healthcare workers' infection and ensure a level of safety in various environmental changes or new manpower input situations. Methods: This analysis is conducted specifically for facilities with negative pressure isolation wards. Additionally, interview surveys to obtain feedback from healthcare workers and incorporate their expertise into the design of the 'PPE doffing area' have been carried. Results: In a PPE doffing area, the standard spaces include a PPE doffing room, a shower room, and a clothing room. Depending on the facility environment or the level of infectious diseases, a Decontamination room or Anteroom can be optionally added. Healthcare workers who remove their PPE in the PPE doffing room should avoid re-entering the Negative pressure room. The shower room is often underutilized. When planning for a future PPE doffing area, an aisle space or passageway must be included even if a shower room is planned. Implications: This study examined the space used by healthcare workers rather than patients, with a focus on infection prevention through architectural planning rather than individual efforts. However, the investigation was limited to facilities that have been converted from general wards to negative pressure isolation wards, so it cannot be generalized to all infectious disease facilities.

A Study on the Efficient Management of Space and Facilities in National Universities (국립대학 시설 및 공간의 효율적 관리에 관한 연구)

  • The major issues that higher education has recently faced are the shortage of students of school age, the changing environment of higher education and the evolving technology. These challenges have urged the university facilities and space to be managing more efficient and more effective. This study assures that the strong strategy is to operate more like business while retaining unique higher education values and a sound facilities management system and appropriate budget help to ensure that university facilities are good for student and teacher's demand. With such faith, this study explores the facilities/space maintaining status and the facility management system of national universities and collages. It finds that there are some problems to adapt new managing methodologies in national universities and that there are also some gaps and perceived constraints to effective space management. This study proposes the alternatives for the facilities managing system that involves the improvement of manpower structure, the expansion of budget scale and the establishment of appropriate facility management system. Finally it provides the practical tools for the effective space and facilities management such as space charging, space standards, central timetabling, space utilisation survey and facilities performance indication.

Analysis of Teachers' Perceptions to Establish the Management Direction of Outdoor Space in an Elementary School (초등학교 외부공간 관리방향 설정을 위한 교사의 인식 분석)

  • This study analyzed the perceptions of teachers to establish the direction for managing the space outside an elementary school. Satisfaction with outdoor school spaces is influenced by the satisfaction with tree and flower plantation and outdoor rest spaces. This study found that the longer the working years of a teacher, the higher their awareness of the importance and necessity of outdoor spaces in the school. Respondents emphasized the lack of manpower and budget, as well as the indifference of the administration as hindrances to the management of outdoor spaces in the school. The outdoor space in the school should include a secure play area, plant education space, class practice spaces, and a rest area. Furthermore, the space outside the elementary school should support learning, playing, and resting. To this end, facilities such as benches, pergolas, outdoor classrooms, ecological ponds, farms, and flower beds should be provided. In an outdoor space, plants featured in textbooks, seasonal plants, and those that provide shade can be planted along with labels to provide information and thereby promote learning. The teachers expected that the management of the external space will have an educational and emotional effect on students. In response to the innovation of the school spaces, it is necessary to continuously manage the external spaces to achieve educational and emotional effects by organically connecting the outdoor spaces with the indoor space. For this purpose, it is required to provide support for securing budgets and manpower, and to introduce relevant policies.
