The Economic Effect of Industrial Investment on North Korea Natural Gas and Coal (북한 천연가스산업과 석탄산업 투자에 따른 경제적 파급효과)

  • North Korea is currently undergoing an economic crisis of industrial productivity reduction, which resulted from decreased energy production and economic sanctions due to conflicts with the international society. This paper examined the technological status of North Korea's natural gas and coal industries which are essential sectors for recovery of the economy and North-South cooperation on energy industry. This paper also analyzed investment strategies in North Korean energy industries and calculated the size of economic ripple effect of the investment on North and South Korea. In order to analyze the effect of the investment on North Korean economy, we constructed an inter-industry relation table of North Korea for year 2014 and used an input-output model. The ripple effect of the investment in natural gas and coal industries turned out to be 1.012 billion dollars and 2.742 billion dollars respectively. In order to analyze the ripple effect of the investment on South Korean economy, we constructed an inter-industry relation table of South Korea for year 2013 and used a demand-driven model for inter-industry analysis. As a result, production, added-value and employment inducement coefficients of the investment were calculated as 2.02073, 0.62697 and 8.99409 for the natural gas industry and 2.02130, 0.62701 and 9.00413 for the coal industry respectively.

Characteristics of environmental condition and planktonic organisms in ship's ballast water originating from international ports of Japan (우리나라 주요 국제항에 입항하는 일본 기원 선박의 평형수내 환경 및 부유생물 특성)

  • This study investigated the environmental conditions and planktonic organisms in the ballast waters (BW) of 22 vessels originating from the international ports of Japan for the purpose of negotiating exemptions from the Ballast Water Management Convention (BWM Convention). The shortest duration of the BW was $3.33{\pm}1.87days$ in area "A", which included Kyushu and Suo Nada at Seto Inland. The total suspended solids, dissolved organic carbon, and particulate organic carbon ranged from 4.60 to 60.9 mg L-1, from 0.97 to 2.69 mg L-1, and from 0.24 to 4.51 mg L-1, respectively. A low average concentration of nutrients was measured in the BW from area "A", but that in the BW from area "C" (around central Honshu) was high, which may be related to the ballasting periods. High chlorophyll-a concentrations (>$1{\mu}g\;L-1$) were measured in four vessels, three of which carried the BW in area "A". High abundances of phytoplankton (> 50,000 cells L-1) were measured in four vessels, three of which carried the BW in area "A". The two vessels originating from Tokyuyama Bay in area "A" showed high densities of dinoflagellates, which are known to be harmful algae. Our results suggest that the negotiations for an exemption from the BWM Convention for Japan should proceed with caution.

The Characteristics of South Korea's New Northern Policy and Cooperation with Eurasia Countries' Initiatives Focused on China, Mongolia and Russia (한국 신(新)북방정책과 유라시아 주요 국가와의 협력방안 모색 - 중국, 몽골, 러시아를 중심으로 -)

  • The purpose of this study is to examine the main features of South Korea's New Northern Policy and to make some suggestions for cooperation with neighboring countries' initiatives. The New Northern Policy encompasses the whole of Eurasia, but the starting development area would be the border region of the Korean Peninsula. In this viewpoint, this study examines the Belt and Road Initiative of China, the New Eastern Policy of Russia and the Steppe Road Initiative of Mongolia, and presents the characteristics, problems and some implementation strategies of the New Northern Policy. Apart from the future possibilities of the regional cooperations that include North Korea, it would be necessary for South Korea to secure and expand the possible opportunities for "Korea-China-Mongolia-Russia" cooperation. In order to create a close cooperative environment with North Korea in the future, it would also be necessary to build a maritime route, with port development around major border regions on the Korean Peninsula, including Russia, and to develop the port-railway intermodal transportation system with neighboring countries. South Korea need to actively cooperate with neighboring countries to develop the new Eurasia logistics routes would be more favorable to the Korean Peninsula in preparation for the time when the North Korean nuclear issue will be resolved.

Networks among the UN SDGs: A Content Analysis of Research Trends (유엔 지속가능발전목표(SDGs) 국제 연구동향 분석: 17개 목표 연결망 분석을 중심으로)

  • The purpose of this study is to identify international research trends of SDGs by analyzing the networks among the 17 goals of the SDGs. The research scope covers the World Development and the Journal of Development Studies which are the top impact journals in the field of international development. The interconnected 17 SDGs are divided into five categories of people, planet, partnership, peace and prosperity. In this study, we analyzed the abstracts of the papers of the above two journals using Atlas.ti, a qualitative analysis software, in order to identify the connections between 17 goals. The findings from the analysis of 730 abstracts published in two journals since 2015 are summarized as follows. First, issues related to gender have featured prominently in both journals. Second, China and India have been the most popular case countries in both journals. In particular south-south cooperation led by China and India has been dealt with by the World Development. Thirdly, both journals have their own biases towards to certain SDGs. For instance, the World Development have not had many articles on SDG 11, 12, 13, 14, 15, 16 and 17. The SDGs closely associated with the environment and climate change such as 6, 12, 13, 14, and 15 have also been sidelined by the Journal of Development Studies. More balanced research paying attention to all the SDGs in an integrated and balanced manner is required to provide evidence and knowledge conducive to realizing the transformative vision of the 2030 Agenda for Sustainable Development.

Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations (한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석)

  • The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.

Study of Feritilization and Developmental Rates by Hypoxia condition in Strongylocentrotue nudus (Strongylocentrotue nudus 성게에서 빈산소에 의한 배 발생률 및 수정률에 관한 연구)

  • 본 연구는 빈산소에 의한 둥근 성게 (Strongylocentrotue nudus) 수정란의 수정률 및 발생률에 관한 연구이다. 대조군 (normoxia)과 실험군 (hypoxia) 으로 나누어 수정률과 발생률의 변화를 관찰 하였으며 또한 gonad 세포의 유전자 발현의 차이를 봄으로써 스트레스 관련 유전자와 항산화 관련 유전자의 변화를 확인 할 수 있었다. 결과적으로 수정률에서는 큰 차이를 확인 할 수 없었던데 반해 발생률에 있어서 빈산소의 경우 전혀 발생이 진행되지 않는 것을 확인 할 수 있었으며 또한 빈산소에 노출된 gonad 세포의 경우도 스트레스 또는 항산화 유전자가 많이 발현 되는 것을 관찰 할 수 있었다. 앞의 실험을 토대로 빈산소 환경에서 유전자 발현량의 차이를 더욱더 수행함으로써 빈산소 상태에 따른 죽음의 바다의 증가 얼마나 위험한 것인지 더욱더 관찰 할 수 있을 것이다.

Adolescents' Sexuality and School-Based Sex Education in South Korea

  • The aim of this study was to assess adolescents' sexuality and to gather student opinions on current school-based sex education in South Korea. A self-administered questionnaire survey was conducted in Seoul, Incheon, and Kyunggi Province to assess the status and needs of high school sexuality education. Survey data was obtained from 1,130 senior high school students. The rates of sexual intercourse for boys and girls were 33.1% and 13.2% respectively. Boys were more likely to be sexually involved (p = .000) and experienced earlier at first sexual intercourse than girls (p = .006). Among students who had sexual intercourse, only 20.3% (21.1% of boys and 19.1% of girls) used contraceptives at first sexual intercourse. The proportion of respondents who had had sexual intercourse was higher among those with poor self-perceived academic performance (p = .000). The proportion was also higher among those with a boy or girl friend (p = .000). Other risk-taking behaviors such as smoking and drinking were associated with sexual activity (p = .000). This study found that most students were not satisfied with sex education because of teachers' lack of information and skills in delivering it. Most teachers providing sex education were not qualified and/or trained. They should receive adequate training and guidelines for the training. Training should also give teachers time to practice and become comfortable in delivering it.

  • For the economic cooperation and exchange between south and north korea, the reference information of natural and environment resources is indispensable. It will require to collect the comprehensive geospatial information of whole country of the north korea for the unification as well as important areas in commercial purposes. The geospatial information of the south and north korea are based on korean peninsula geospatial information infrastructure linking the NSDI. In this study, through the research of the digital map coordinate systems and map grid systems in our and other countries, I suggested the coordinates system and presented the map grid and index system on behalf of the integration of south and north ones as the reference information for korean peninsula geospatial information infrastructure.

  • At the time of so-called localization, the start-up and successful management of NTVs (New technology ventures) might be a key factor of regional economic development. The research investigated the factors influencing the performance of NTVs South-western Area. According to the research result, the capability of CEO and R&D cooperation, supply chain integratim, information searching activities, market orientation are the factors which have positive correlation with the performance of NTVs in a statistically significant way in this region.

Proposal of Human and Technical Support for the Establishment of Spatial Information in Preparation for the Unification of South and North Korea

  • This study considered measures to support the establishment of surveying and spatial information in preparation for the unification of South and North Korea and the subsequent construction of national infrastructure. The organization identified and analyzed spatial information about North Korea, road and railway-oriented SOC construction projects, and examined the applicability of the latest technologies to narrow the technical gap with North Korea and quickly establish land spatial information. To prepare a support process appropriate for the situation in North Korea, technical and human support details and considerations were reviewed through a case analysis of spatial information construction for developing countries. In addition, the main result was "Presenting Efficient Utilization of Human Resources and Equipment for the Establishment of Spatial Information in North Korea," establishing an efficient utilization plan for the human resources and equipment needed in the support process based on technology support. It is expected that the South Korean government will minimize the negative impact on future land infrastructure construction by first conducting research in inter-Korean economic cooperation and national infrastructure construction and establishment of spatial information construction plans.
