If China can emerge from its current recession and complete its ongoing transition to technology-leader status, it will be an ever more dominant force in Asia and worldwide. Years spent living in Asia have spurred the co-Editor-in-Chief of this journal to offer informal comments on the status and prospects of China's socio-technical situation.
Prevalence of Agile methods in software companies is increasing dramatically. Software companies need to employ these methods to overcome the inherent challenges of traditional methods. However, transitioning to Agile approach is a topic of debate and there is no unique and well-defined transition model or framework yet. Although some research studies have addressed barriers and strengths behind the successful Agile deployment, it seems that this process still needs to be studied more in depth. The rationale behind this is the socio-technical nature of Agile transition and adoption. Particularly, the challenges and problems that software companies are facing during Agile transition, show that this process in more difficult than expected. Conducting a large-scale research study revealed that Agile transition and adoption process needs to be supported by several critical prerequisites. This study adopted a Ground Theory with the participation of 49 Agile experts from 13 different countries and empirically identified seven transition prerequisites. These prerequisites focus on the different aspects of the transition. The main aim of this paper is proposing these prerequisites and theoretical and practical implication of these prerequisites. Providing these prerequisites before moving to Agile increases chance of success in Agile transition and adoption and leads to fewer challenges during the change process.
This paper reviewed outline of Strategic Niche Management(SNM) and its usefulness and limits as policy tool. SNM is based on Multi Level Perspective(MLP) that traces technological innovation and makes transition of lock-in socio-technical system. This approach is one of systematical then traditional one, market failure approach. SNM had get a attention not only as a analytical frame of technological development, but also tool of radical innovation, although its limits of theoretical and empirical immaturity. SNM could provide a new perspective to analysis and action within urgent needs of alternative innovation policy for aging society, news energy policy for sustainable and disaster policy in danger society.
The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.
To meet the challenge of new type of innovation activities requires us to understand the social context of innovation and the potential needs of innovation users and, based on this, to co-construct technology and society simultaneously. Effective 'demand articulation' activities such as the understanding and utilization of user experiences and socio-technical planning are prerequisites for carrying out post-catch up innovations shaping new trajectories and contributing to solving social problems. Living Lab has recently been emerging particularly in Europe as an 'user-driven innovation model', in which users are active participants in innovation activities. The purpose of this study is to contribute to a theoretical discussion of Living Lab as an user-driven innovation model, to make a brief review of cases of Living Lab and to explore Living Lab's applicability in the Korean context. Living Lab is an open innovation model, in which end suers actively participate in innovation processes in a particular geographical space or region and would be able to solve specific problems of that space or region. In that sense, Living Lab would be able to strengthen the problem-solving capabilities of local communities and to become a pioneer in inducing and realizing a new socio-technical system. Furthermore, Living Lab could become an innovative policy tool reflecting recent major changes in innovation policy paradigms such as post-catch up innovation, demand-oriented innovation, regional innovation, societal innovation, innovation eco-system and socio-technical system transition, and thus make a contribution to exploring a new way of bringing about changes in the Korean society.
This paper explores the convergence process by focusing on the massively multiplayer online game(MMOG) industry and the online broadcasting industry in South Korea. In doing so, the paper seeks to establish the concept of Hidden catalysts for the integration process between the two industries and explore the roles of the Hidden catalysts in triggering the industry's transition. Further, the modified multi-level socio-technical model we applied in our research allows us both to understand each industry's development towards convergence in various dimensions and also to focus on the activities of the Hidden catalysts. In assessing the role of Hidden catalysts in industry convergence, we found that Hidden catalysts depend on two essential features: first, appropriate technology leading to the new industry dominance; and second, managerial capabilities to deal with conflicts among other new interest groups, to harmonise with government initiatives for industry development and to create new value in the integrated market to please the demand of mixed customers.
Recently, environmentally friendly technology are becoming important due to reconsideration about climate change and environmental pollution. In addition, as well as technical skills and social interaction through an analysis of the nonlinear transition management and policy implementation are emerging. This study of the development of photovoltaic industry in Korea 10 years analyze with strategic niche management (SNM) based on the theoretical and multi-layered perspective (MLP) is used as the analytical framework. Current Korean innovation system is facing a new turning point while the growth-oriented and S&T provide-oriented development strategy. Accordingly, there are needs for not only system transition in various area, such as sustainable energy, agriculture, and rural area but also STI policy paradigm shift to create a new innovative pathway. Living lab is being discussed in European country as a new innovative model based on user participation and as a niche experiments for sustainable system transition. This study attempts to analyze the living lab cases which are for the purpose of energy transition, agriculture rural areas system transition, and STI policy paradigm shift. Based on this analysis, the implications were derived in Korea. European Suslab project, C@R project, and Taiwan living lab, promoted diverse transitional experiments successfully by collecting users' background and experiences from pre-planning stage and by maintaining the user-driven innovative actions within the whole development process. This result provides various suggestions to current Korean situation that central government and local governments are considering the introduction of living lab. Living lab can also be utilized as a strategic niche experiments for socio-technical system transition in region or country, as a mean of policy integration, and as a new regional innovation model. In addition, it can be an important platform to realize the policy integration reflecting the user and demand-side which are highlighted in recent innovative policy paradigm.
'Creative Economy' has been announced as the new paradigm of socio-economic development strategy of newly elected President Geun-Hye Park's administration. By explicitly defining people as a major player in creative activity, it seems to depart from expert-driven or science & technology-focused development paradigms of previous administrations. Yet, its interpretation and operation in terms of government policy does not seem to show any differences. This study aims to explicate the nature of Creative Economy as a development paradigm by clarifying the differences between people's creativity and that of scientists and engineers through extensive literature review. People can contribute to the creative activity not just as users but also as living persons who make everyday yet independent choices based on their humanistic, philosophical, ethical and experiential capabilities which are clearly different from the sources of scientists' & engineers' creativity. People's creative activity does involve value judgement about life and can often accelerate the system innovation or transition by changing consumer behaviour and lifestyle, and hence destruct technological lock-in user lock-in of the existing system. People's creativity can thus present 'User/Field-driven Innovation Paradigm which clearly differs from existing expert- or science & technology-driven innovation paradigm. The Creative Economy with focus on people's creativity therefore faces new socio-economic development challenges of fulfilling the User/Field-driven Innovation Paradigm.
