Purpose: The South African government is determined in alleviating poverty while encouraging job creation and protecting the disposable incomes of poor households. This article looks at the challenges that are facing the South African Social Security system and argues that the provision of income security is amongst the most practical expressions of a nation's cohesion and values. Research Design, Data and Methodology: There are seven proposals in the Social Security and Retirement Reform and these proposals are based on the following two principal objectives of the government, that is, to ensure a basic standard of living and to prevent destitution in old age or in circumstances of unemployment or incapacity partly or wholly through redistributive measures, and to encourage savings to provide for the replacement of income on retirement, disablement or death through long-term insurance arrangements. Results: This article evaluates these seven proposals, state old age pension, wage subsidy, mandatory participation in a national social security system for all, mandatory participation in private occupational or individual retirement funds, Voluntary additional contributions to occupational or individual retirement funds, reform of the governance and regulation of the retirement funding industry and reform of the tax system. Conclusion: This article concludes that the population size of South Africa has increased significantly to 51, 8 million in 2011 and therefore the time is right for bold new steps in improving income security of the poor and strengthening the fabric of social solidarity that binds all South Africans together.

Malicious social robots, which are disseminators of malicious information on social networks, seriously affect information security and network environments. The detection of malicious social robots is a hot topic and a significant concern for researchers. A method based on classification has been widely used for social robot detection. However, this method of classification is limited by an unbalanced data set in which legitimate, negative samples outnumber malicious robots (positive samples), which leads to unsatisfactory detection results. This paper proposes the use of generative adversarial networks (GANs) to extend the unbalanced data sets before training classifiers to improve the detection of social robots. Five popular oversampling algorithms were compared in the experiments, and the effects of imbalance degree and the expansion ratio of the original data on oversampling were studied. The experimental results showed that the proposed method achieved better detection performance compared with other algorithms in terms of the F1 measure. The GAN method also performed well when the imbalance degree was smaller than 15%.

2006년부터 Facebook, Twitter, Blog와 같은 소셜 네트워크 서비스 사용자가 급격하게 늘어나고 있다. 더욱이 스마트폰을 이용해 편리하게 도서를 검색하고 여러 대학이 소장한 자료를 공유해 편리하게 사용할 수 있는 소셜 도서 검색시스템에 대한 요구도 급증하고 잇다. 하지만 현재까지 국내에서 소셜 도서 검색 서비스에 알맞은 보안서비스를 제공하지 못하고 있다. 그러므로 본 연구에서는 소셜 도서 검색 서비스를 위한 안전한 사용자 인증시스템과 부분 Filter 기법을 적용해 스마트폰 환경에서 응답성을 높일 수 있는 새로운 시스템을 제안하였다. 제안시스템은 소셜 도서 검색 서비스를 부정적으로 사용할 수 없도록 사용자 인증 서비스를 제공할 수 있을 뿐만 아니라, 스마트폰에서도 소셜 도서 검색 서비스를 사용하는데 효과적인 응답시간을 제공할 수 있음을 보인다.

Social networking service (SNS) is a service that allows people to share information, manage relationships with others, and express themselves on the Internet. The number of SNS users have increased explosively with the growth of mobile devices such as smartphones. As the influence of SNS has grown extensively, potential threats to privacy have also become pervasive. The purpose of this study is to empirically examine the main factors that affect users' intentions to use security functions provided by their SNS. The main theories for this study include the rational choice theory and the theory of planned behavior. This study has identified the factors that affect intention to use security functions. In addition, security function awareness and information security awareness are found to be important antecedents for intention to use security functions. The results of this study implies that when SNS providers develop security policies, they should consider the ways to improve users information security awareness and security function awareness simultaneously.

오늘날 현대 조직에서는 제3의 자본으로서 사회자본의 중요성이 부각되고 있다. 사회자본은 조직구성원에 대한 효율적 인적 자원관리와 관련하여 "구성원에 대한 신뢰와 규범, 사회적 네트워크"등을 그 구성요소로 하는데, 현재 이와 관련된 많은 연구들이 활발하게 진행되고 있다. 하지만 아직까지 민간경비업체 종사자들의 사회자본에 대한 연구는 찾아보기 어려운 실정이다. 이에 이 연구에서는 사회자본에 대한 국내외 선행연구를 바탕으로 민간경비업체 종사자들을 대상으로 하여, 사회자본과 직무만족과의 관계에 대해서 직무특성의 매개역할을 중심으로 한 실증분석을 통해 민간경비업체 종사자들의 효율적 관리방안을 제시하고자 하였다. 이 연구의 결과, 첫째, 사회자본과 직무만족과의 관계에 대한 분석결과, 사회자본의 구성요소 중 신뢰와 네트워크는 직무만족에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 사회자본과 직무만족과의 관계에서 직무특성에 대한 매개효과의 분석결과, 직무특성 요인인 직무중요성과 기술다양성은 매개효과가 있는 것으로 나타났다. 이러한 실증분석의 결과는 민간경비업체 종사자들의 직무스트레스를 감소시켜 주고 직무만족과 더불어 조직의 성과를 향상시키기 위해서는 조직 구성원 간의 신뢰와 네트워크 등을 통하여 사회자본에 기반을 둔 상호협력 등이 필요로 함을 의미한다. 따라서 민간경비업체 종사자들에 대한 사회자본의 활성화와 유지를 위한 관리전략이 모색되어야 할 것이다.

Purpose Although examining the antecedents of employees' extra-role behavior (i.e. information security participation behavior) in the information security context is significant for researchers and practitioners, most behavioral security studies have focused on employees' in-role behavior (i.e. information security policy compliance). Thus, this research addresses this gap by investigating how organizational information security climate influences information security participation behavior based on social information processing theory and Griffin and Neal's safety model. Design/methodology/approach We developed a research model by applying Griffin and Neal's safety model to the information security context and then tested our research model by conducting an online survey for employees of organizations with information security policies. Structural equation modeling (SEM) with SmartPLS 3.3.2 is used to test the corresponding hypothesis. Findings Our results show that organizational information security climate, information security knowledge, information security motivation are effective in motivating information security participation behavior. Also, we find that organizational information security climate positively influences both information security knowledge and information security motivation. Our findings emphasize the importance of organizational information security climate because it is capable of affecting employees on information security participation behavior. Our study contributes to the literature on information security by exploring the role of organizational information security climate in enhancing employees' information security participation behavior.

With the advancement in the area of cloud storage services as well as a tremendous growth of social networking sites, permission for one web service to act on the behalf of another has become increasingly vital as social Internet services such as blogs, photo sharing, and social networks. With this increased cross-site media sharing, there is a upscale of security implications and hence the need to formulate security protocols and considerations. Recently, OAuth, a new protocol for establishing identity management standards across services, is provided as an alternative way to share the user names and passwords, and expose personal information to attacks against on-line data and identities. Moreover, OwnCloud provides an enterprise file synchronizing and sharing that is hosted on user's data center, on user's servers, using user's storage. We propose a secure Social Networking Site (SSN) access based on OAuth implementation by combining two novel concepts of OAuth and OwnCloud. Security analysis and performance evaluation are given to validate the proposed scheme.

Both access to healthcare services and income security in case of personal illness are being needed to achieve universal health coverage, which is enshrined in the human rights to health and social security and international standards on social protection. Income security acts on both the social determinants and the adverse consequences of ill health and thus would break the vicious disease-poverty cycle. The government is supposed to implement a demonstration project of sickness benefit in 2022 and to publicize its more specific blueprint for all workers. This study is to suggest basic principles and a framework to design a new sickness benefit for universal health coverage, which is based on reviews on previous studies, related issues, and institutional conditions. This is to provide a theoretical basis to promote further discussion and to support its decision-making.

본 연구는 고령 북한이탈주민의 사회보장제도 이용 경로와 활용을 저해하는 요인을 탐색적으로 고찰하여 접근성 제고 방안을 모색한다. 고령 북한이탈주민에 대한 면담 자료를 활용한 질적 내용분석 결과, 고령 북한이탈주민의 사회보장제도 접근성은 전반적으로 낮다. 구체적으로 이들의 사회보장제도 활용을 저해하는 주된 이유는 제한된 정보창구로 인한 낮은 인지도, 남한 사회 및 주민에 대한 심리적 거리감이다. 비교적 젊은 연령대의 북한이탈주민들은 활발한 경제활동과 적극적인 네트워크 확장 노력, 그리고 이를 통한 남한 사회로의 빠른 편입으로 다양한 출처에서 정보를 얻는 데 반해, 고령의 북한이탈주민들은 협소한 네트워크로 인해 제도에 대한 정보 확보가 어렵고, 남한 사회 규범 습득이 더디다. 나아가서 심리적 거리감은 남한 노인들이 도처에서 여러 서비스를 이용할 수 있는데 반해, 고령 북한이탈주민들은 북한이탈주민들만을 대상으로 하는 특정 기관의 서비스 선호로 이어져 지리적 접근성을 낮추기도 한다. 고령 북한이탈주민의 소득 수준이 낮아, 충분한 사회보장 서비스를 받지 못하는 경우도 많으며, 제도 운용에서의 공정성에 대한 의심과 결부되어 소득보장에의 의존 심화를 야기하기도 한다. 반면에 고령 북한이탈주민의 제도 접근성이 높은 사회보장제도들은 이들과의 충분한 라포가 형성된 집단에 의해 제공된다는 특징이 있다. 따라서 문화적 유능감을 갖춘 전문 인력에 의한 고령 북한이탈주민 친화적 제도 운용이 이들의 접근성을 제고할 수 있을 것으로 보인다. 아울러 현행 제도가 충분히 포괄하지 못하는 고령 북한이탈주민의 복합적인 욕구에 충분히 대응하기 위한 다차원적 접근이 필요하며, 제도 운용에서 이들의 입장을 반영하기 위한 기제가 마련되어야 하겠다.

일반적으로 사이코패스라고 하면 극단적으로 이기적이고 타인을 목적달성의 도구로 이용하며 무책임하면서 쉽게 거짓말을 하는 특성이 있는 것으로 알려지고 있다. 이러한 사이코패스의 특질을 가진 사람들은 충동적이며 타인의 신체를 공격하거나 타인의 안전을 무시하고 타인의 고통에 무감각 또는 즐거움을 느끼는 등 사회에 해악을 끼치는 인간들로 인식되어져 왔다. 그러나 또 다른 공격적인 행동은 사회규범에 의해서 수용되면서 현행 인질범인 테러리스트를 경찰이 총기로 제압하는 것과 같은 친사회적인 공격행동으로 묘사되기도 한다. 즉, 국가 안보나 국민 안전과 관련된 상황에 필요한 적절한 공격성은 국가와 사회를 이롭게 하는 친사회적 공격성이라고 할 수 있는 것이다. 경호업무에 있어서도 법률적 근거와 투철한 사명감에 따라 경호대상자를 위하여 생명담보활동이 절대적으로 요구되는 적극적인 경호활동심리가 작용되어야 하며, 자기 희생정신을 기반으로 구현되는 희생적 경호활동심리는 경호업무의 중심이 되는 것이다. 최근의 심리학계에서는 사이코패스 성향을 가진 사람들이 CEO, 정치인, 방송인, 외과의사, 특수부대원, 경찰관 등 다양한 분야에서 성공적으로 두각을 나타내거나 사회에 기여하는 것으로 밝히고 있다. 따라서 본 연구는 경호 또는 경찰업무 예비 종사자들인 경호, 경찰 및 무도 관련학과 대학생들을 대상으로 PPI-R(대학생을 대상으로 사이코패스 성향을 알아보기 위한 검사지) 중에서 반사회적 성격을 지닌 척도들은 제외하고 대담성 척도와 냉담함 척도를 활용하여, 사회를 이롭게 하고 규범적으로 요구되는 친사회적 공격성과 경호업무에 필수적인 희생적 경호활동심리와의 연관성에 관하여 알아보고자 하였다.
