Objectives: In this study, we strived to determine the possibility of socioeconomic welfare in oral healthcare by analyzing the National Health Insurance (NHI) coverage rate. To date, efforts to realize the "social economy" of healthcare are active. While oral disease is common and chronic among Koreans, the rate of NHI coverage of dental clinics is substantially lower than that of the medical clinics. Methods: We defined the NHI coverage of dental clinics as a proxy for "social skills" to improve oral health problems. The data were collected through a comparative analysis of the NHI coverage of dental clinics and that of non-dental clinics, in health welfare social cooperatives. Results: The NHI coverage rate of the dental clinics in health welfare social cooperatives ranged from 0.97 to 2.62 times that of the non-dental clinics in health welfare social cooperatives. Conclusions: In conclusion, responsible management is recommended for making health welfare social cooperatives meaningful as a social economy.

This study proposes basic information to make effective environments for social welfare education, revealing the reasons why students choose the social welfare major at Konyang Cyber University. We conducted qualitative research with 41 students in the social welfare department at Konyang Cyber University. The result of this research is as follows. First, most students chose their major to get a certificate that can benefit them in the near future. Second, they chose their major as a way to achieve renown, and to enhance the quality of their lives. Third, they desired to contribute to society through their social work. Finally, individual experiences and family background were also motives. Based on the research, to improve learning outcomes in social welfare education, the necessary learning strategies are as follows. First, goal-oriented learning is necessary for students who want to get the certificate. A practical curriculum needs to contain both practical skills and professional knowledge applicable to the social work field. Second, education for students who choose the major to gain fame, and to develop their lives, requires generation-integrated education to help them review their lives and find their own meaning in life. Third, education for students who choose the major for a practical social contribution has to contain volunteer training that can lead them to be professional volunteers in society. Fourth, education for students who choose the major based on their personal experiences and their family background needs to deal with case management, which discovers the recipients who need help in society and the students who can achieve visible outcomes after all.

To this end, a preliminary investigation, program execution, and post-examination was conducted on 5 disabled students during a period of 6 months from March 6th of 2018 to September 5th of the same year. The results of the study is as follows. First, residential and itinerant education as well as local social welfare services appear to be closely related to the social adaptation behavior of the disabled students, especially in terms of social cognition, interpersonal relations, social adaptation, and vocational function. Second, participating in local social welfare services has been proven to improve the self-efficiency of the subjects, leading to increased self-confidence and trust in their own abilities. As the result of this study was positively accepted by the residential educators, local social welfare service researchers, disabled center workers, volunteer workers, and family members of the students, it proposes a practical implication for creating more diverse social adaptation behavior improvement programs by connecting residential and itinerant education with local social welfare services.
The purpose of this study is to propose actual operation condition of Japanese lecture based on social welfare organizations located in Seoul to investigate the current status and problems of Japanese language education in terms of lifelong education. According to the result of this study, the remarkable point was that a majority of Japanese lecture courses are highly focused on the elderly and 86% of the welfare organizations are providing free education. Regarding the effect of specialized business for the aged run by social welfare community center, it says, as Korea changing to aging society at the beginning of 21st century, it has put focus on strengthening personal competences of seniors through opportunities for participation in lifelong education, recreational activity programs and culture classes. It means foreign language classes are operating as one of the lifelong education programs for reinforcement of individual capability. Considering this tendency, it is expected that the lifelong education participation rate of the elder in Seoul will be raised. So, systematic improvements will be needed for this. First, it is required to recognize the existence of Educational and Cultural Industry and work hard to make it public so it could be invigorated and utilized by people usefully at the same time. Second, Japanese language training that mostly 55-year-old or more than 60-year-old people receive at the welfare center needs to be systematized for preparations on proper studying environment which provides the older with appropriate education method and content as well. Third, stable and systematic operation should be available through the link with experts in the field of Japanese language education and elderly education. Fourth, education program development is needed, which is able to satisfy one's desires for learning. Hence, targeting Japanese learners at each welfare center, we need to know the estimation of satisfaction degree and consciousness on learning Japanese. Finally, it has not been studied sufficiently regarding the instructors on teaching Japanese language in this paper, but it has been reported that most of social welfare centers, where Japanese language lectures are provided, are run by volunteers who can teach Japanese. Thus, the study on actual condition for Japanese language instructors will be conducted as well later on.

The social change produced a lot of problems, and the welfare from among these is the urgent problem. The welfare for the aged is very important problem in an aging society. The changes of industrial and economic structures also caused the increase of double-income families. The numbers of schoolchildren decreased rapidly because of the low birth and elderly society. So, many idle spaces of existing school facilities have emerged, and these left spaces is being blamed for the fiscal waste. If these idle spaces were used for the welfare-facilities, it will be of assistant to solve the problem about welfare and use the school facilities effectively. This study focuses on the understanding of social workers' needs for cultural competence and understanding its meaning. And furthermore, this study describes Korean cultural competence and how it is viewed in Korean reality where social workers are. Therefore, this study suggests this research idea based on previous researches data and discussed issues. Particularly considering the unique nature of Korean social welfare site involving multicultural, the role of advocacy is considered essential to Korea. Also, it is necessary and unavoidable part of the perspective of a social justice. Currently, with increasing international marriage, Korean society is rapidly moving toward a multicultural society. This means that we need to promote the ongoing multicultural understanding education to improve and enhance multicultural education system. But, the real effect of the multicultural understanding education in reality of the situation represent just other culture introduction, thus, most of the ongoing multicultural understanding education systems are insufficient to improve the multicultural competence. Korea still has a long way to go before becoming a full-fledged multicultural society. A multicultural society can bring diversity and rich life. Therefore, social workers with deep Korean multicultural competence should be increased in Korean changing multicultural society.
