Road Networks and Crime Occurrence Multi-Agent Simulation for Smart Safe City (스마트 안전도시 조성을 위한 도로망 특성과 범죄발생 멀티에이전트(Multi-Agent) 시뮬레이션)

  • Under the hypothesis that the form of road network could affect crime occurrence, this study demonstrates to prove them using Space Syntax with real crime data. We calculated integration, control, connection index by means of Space Syntax and analyzed the relationship between the three indexes and the number of crime occurrence on the each road. Next, in order to generalize the analysis results we adopted Multi-Agent Model and simulated several scenarios on the computer virtual space. The results revealed that integration index has the strongest relationship with crime occurrence both in the case of real study area and virtual space simulations. Though this study has several limitations on the extent of virtual space and realistic computer programming of agents' behavior, the results are meaningful to verify the relationship between the form of read network and crime occurrence. Moreover the simulation platform that this study developed has promising possibilities to find realistic solutions on the effective police deployment or facility layout to improve smart safe city development.

Design and Implementation of The Vehicle Tracking Applications using Geospatial Query (공간 정보 질의를 이용한 차량 추적 애플리케이션의 설계 및 구현)

  • In recent years, many public safety systems in the smart city are developed. These systems are taking responsibility to make a safe and comfortable city. In this paper, we propose vehicle tracking systems include a public safety system that enables the policeman to track the stolen vehicles more efficiently by providing the vehicle information in real time. When a vehicle is stolen, the vehicle owner can send a user emergency request. Then, the public safety server which supported by a geospatial query technique will give information such as time, distance, and routes to a policeman who is closest to the location of the vehicle to catch the thief. 300 simulations were performed to evaluate the performance of the system. We found that the average of times required when vehicle owner send a user emergency message on user application until policeman obtain a vehicle tracking request on police application below 1.2 seconds.

  • In this age, where the social environment is changing rapidly and unpredictably, interest in safety from crime is increasing in Korean society. As the desire to live a life free from the fear of crime increases, interest in the construction of safe cities is also rising nationwide. To meet the national demand, the Korean government is promoting a project to link public disaster safety systems by involving municipalities, 112, 119, and other emergency services and institutions through the Smart City Integrated Platform in order to construct a smart safety net. This study investigates the linking of theSmart City Integrated Platform and theIntelligent Security Project. The results are as follows. 1. The linkage's objective is clear. 2. The system sector can provide information to accident-related organizations. 3. The scenario area can be expanded to a crime-prevention sector, and a long-term urban information integration infrastructure can be created. 4. Product testing is enabled by a smart city road map and through continuous consultation with relevant organizations. 5. Project diffusion to other local governments can be promoted with the continued addition of commercial products.

  • The perimeter intrusion detection system is very important in physical security. In this study, a micro smart device (module) using MEMS sensor was developed in IoT environment for external intrusion detection. The outer intrusion detection system applying the smart device developed in this study is installed in various installation environments, such as barbed wire of various materials and shapes, the city center, the beach, and the mountain, so that it can detect external intrusion and its location as well as false alarms. As a smart sensor that can minimize the false alarm rate and economical construction cost, it is expected that it can be used for the safe operation of major facilities and prevention of disasters and crimes.

  • The trend of increasing traffic problems due to the explosion in traffic volume in Sejong City has reached a level that cannot be solved by investment in facility infrastructure, so it is essential to establish an intelligent traffic environment based on data. By benchmarking similar cases in the domestic and overseas, and analyzing the traffic information of Sejong City, we propose a plan to provide parking information using Intelligent CCTV, a smart traffic signal control system, and a safe drop zone. It is expected that this study will a basis for establishing policies of the Sejong City traffic safety strategy in the future.

Escape Route Prediction and Tracking System using Artificial Intelligence (인공지능을 활용한 도주경로 예측 및 추적 시스템)

  • In Seoul, about 75,000 CCTVs are installed in 25 district offices. Each ward office has built a control center for CCTV control and is performing 24-hour CCTV video control for the safety of citizens. Seoul Metropolitan Government is building a smart city integrated platform that is safe for citizens by providing CCTV images of the ward office to enable rapid response to emergency/emergency situations by signing an MOU with related organizations. In this paper, when an incident occurs at the Seoul Metropolitan Government Office, the escape route is predicted by discriminating people and vehicles using the AI DNN-based Template Matching technology, MLP algorithm and CNN-based YOLO SPP DNN model for CCTV images. In addition, it is designed to automatically disseminate image information and situation information to adjacent ward offices when vehicles and people escape from the competent ward office. The escape route prediction and tracking system using artificial intelligence can expand the smart city integrated platform nationwide.

  • Recently, because most of buildings in the city become bigger and higher, so various convenient facilities and high-tech management skills are required to prevent potential disasters. Especially, because fires in huge buildings can cause serious damage, technologies and methods that help people quickly and safely to escape from the building is very important to extinguish the fire in initial state and to minimize the damage. This paper suggests a context-aware service system that can provide optimal escape routes to tenants with their smart-phones. The proposed system collects contexts with real time through USN(Ubiquitous Sensor Network) and provides an optimum escape route based on the collected contexts through service users' smart phones. In addition, The system provides not only safe routes from the fire but also valuable information for rescue operations with real time.

Design and Management Direction of Smart Park for Smart Green City (스마트 그린시티 구현을 위한 스마트 공원 설계·관리 방향)

  • The purpose of this study is to propose a direction for designing and managing a smart park for realizing a smart green city and to present measures in the landscape field to foster related industries. The research process is as follows. First, the concept of a smart park was operationally defined through a literature review, and three principles to be considered in the process of creation and management were established. Second, in terms of the three principles, problems and implications for improvement were derived through an analysis of established cases of smart parks in new and pre-existing cities. Third, a pool of designs and management standards for each spatial component of a smart park was prepared through literature and case studies, and then further refined through brainstorming with experts in related fields. Fourth, measures were suggested to the government, local governments, and the landscape field to promote smart park creation and management. The main findings are as follows. First, the concept of a smart park is defined as "a park that contributes to securing the social, economic, and environmental sustainability of cities and local communities by supporting citizens' safe and pleasant use of parks and improving the management and operational efficiency by utilizing the digital, environment, and material technologies." Second, the three principles of smart parks are to improve the intrinsic value of parks, to improve the innovative functions of parks to solve urban problems, and to make the design, construction, and management process smart. Third, improvement implications were derived through the analysis of cases of smart parks creation in new and pre-existing cities. Fourth, the directions for smart park design and management were suggested in five aspects: green area, hydroponic facility area, road and plaza area, landscape facilities area, and park design method. Fifth, as for policy implications for revitalizing the construction and management of smart parks, the development of smart park policy business models by city growth stage, and park type, the promotion of pilot projects, the promotion of smart park projects in connection with the Korean New Deal policy, and smart park policies led by landscape experts were presented.

  • Now In Seoul, about 75,000 CCTVs are installed in 25 district offices. Each ward office in Seoul has built a control center for CCTV control and is building information such as people, vehicle types, license plate recognition and color classification into big data through 24-hour artificial intelligence intelligent image analysis. Seoul Metropolitan Government has signed MOUs with the Ministry of Land, Infrastructure and Transport, the National Police Agency, the Fire Service, the Ministry of Justice, and the military base to enable rapid response to emergency/emergency situations. In other words, we are building a smart city that is safe and can prevent disasters by providing CCTV images of each ward office. In this paper, the CCTV image is designed to extract the characteristics of the vehicle and personnel when an incident occurs through artificial intelligence, and based on this, predict the escape route and enable continuous tracking. It is designed so that the AI automatically selects and displays the CCTV image of the route. It is designed to expand the smart city integration platform by providing image information and extracted information to the adjacent ward office when the escape route of a person or vehicle related to an incident is expected to an area other than the relevant jurisdiction. This paper will contribute as basic data to the development of smart city integrated platform research.

Analysis of Population Mobility Characteristics Based on Emergency Disaster Message Content: Focus on the 2022 Wildfires in Donghae City and Miryang City (긴급재난문자 송출 내용에 따른 유동인구 특성 분석: 2022년 동해시와 밀양시 산불 재난을 중심으로)

  • This paper analyzed changes in population mobility characteristics based on emergency disaster messages related to wildfires that occurred in 2022, using mobile data. The primary wildfires under analysis are the ones that occurred in Donghae City and Miryang City. Donghae City sent a total of six evacuation messages in response to the wildfire incidents, and all of the message contents specified particular evacuation locations. As a result, it was analyzed that there was a significant impact on changes in population mobility characteristics. On the other hand, in the case of Miryang City, a total of five evacuation messages were sent during the wildfire period, but not all messages specified a clear evacuation location,such as "A safe place". As a result, it was observed that there was minimal change in population mobility due to the lack of clear evacuation locations specified in the messages. These analysis results suggest the need for institutional improvements such as the standardization and specification of emergency alert message content when wildfires or similar disasters occur in different regions.
