The advent of information communication technology or the Fourth Industrial Revolution facilitated the fusion of equipment and management systems, such as Manufacturing Execution System, Enterprise Resource Planning, and Product Lifecycle Management, in the successful implementation of smart factories. The government supports the early adoption of these systems in small and medium companies to enhance their global competitiveness in producing products that can be recognized in a dramatically changing manufacturing environment. This study introduces smart factories to improve company competitiveness and address influences from the government assistance, CEO leadership, external consultancy, and organizational participation. We analyzed 101 results received from the questionnaires circulated to small- and medium-sized manufacturing companies. Given a successful smart factory implementation, company competitiveness is the factor that mostly influences organizational participation, government assistance, external consultancy, and CEO leadership. This study suggests several perspectives to implement a smart factory, which is the most important aspect of company competitiveness.

Smart learning is a new trend in education following E-learning, U-Learning, and M-Learning. In June 2011, the Korean government announced the education policy on promoting smart learning, and presented the vision and the direction for the smart learning. However, it seems that the current government-directed education policy on smart learning has promoted the unconditional implementation of the policy without taking into consideration of a variety of factors, such as the reality of the classroom, educational environment, educators' competencies to use smart learning, and so on. The aims of this study are to examine the reality of the classroom and the educational environments for smart learning, and to take a survey on the elementary teachers' use of the smart learning. In addition, the study attempted to investigate the teachers' understanding of the various factors regarding the use of smart learning. On the basis of the results of the survey, the problems of implementing smart learning in the classroom were analyzed, and then some suggestions were made to pave the way for the more improved and systematic smart learning.

Over the past two decades, smart cities have been attracting attention as a means of solving urban problems and as a model for securing urban sustainability. Many studies have been conducted in various fields such as conceptual definitions, classification, new technologies, case analysis, and civic participation of smart cities. In particular, applicable technologies and their importance have been highlighted so far. However, since a city is a complex and meta-systematic space, it is the overly optimistic prospect that technology, one of the smart city components, will lead to successful smart cities. This study elucidates the impediments to driving smart cities as a case study of South Korea, a leading country in smart technology and digital transformation. We examined three comprehensive national plans for promoting smart cities and conducted focus group interviews with experts in smart cities to analyze the obstacles to carrying smart cities. We classified the thirteen impediments into technological, industrial, governmental, and social factors as a result. Some of them are generic issues in policy establishment and enforcement, while others are specific to smart cities.

The research design is analyzed with the data and how to respond quickly to focus on the possibility of potential changes to the infrastructure realization and commercialization of government enterprises or electric cars through the ICT Living-Labs in Nordic countries. The data indicates that the leading commercialization emphasize on the development of the electric economic convergence and scalability for electric vehicle. When It shows the time of the infrastructure as ICT Living-Labs being delayed, it lowered growth target results for the development of the electric car industry in the future. All this is from the reason of opening the E-convergence economy over time. It is required that Korea should prepare E-convergence economy. Public regional energy should be present through the consistent selection of development for energy linking E-economy and E-trans distribution. Korea needs to be many difficulties in building the E- infrastructure for ICT Living-Labs. Unlike the Northern Europe it is to prepare the active support of both government and business. The role of the government discovers that the power generation through the quick selection of the industry, as well as to connect with the growth of the smart cities with the EVs industry.

The new information service has been demanded due to the recent mobile internet activation, and the government is promoting the activation of the private use of the public data by putting up the Government 3.0. According to government policy, many public sectors provide public data, but the railway sector is inferior to other public sector. In the case of national railway corporation, urban railway is now operated by 14 corporations such as Seoul Metro through the nation and high-speed railway is now operated by Korea Railroad Corporation and Supreme Railways. It is very difficult to standardize and integrate data due to mutual interests of national railway corporation. This paper describes a way to standardize and integrate rail passengers information collected through research project.
