A Study on Development Directions of System for the Level Diagnosis of U-City for U-City Activation (U-City 고도화를 위한 수준진단체계 개발방향에 관한 연구)

  • Up to the present point in time, the level diagnosis system for urban reactivation have utilized various methods for establishment and management in Korea and overseas, such as city competitiveness evaluation, urban decay diagnosis, etc. However, contrary to performing diagnosis and evaluations on general cities in existing studies, it is found to be a very complex and difficult task to perform a diagnosis on the level of U-City due to its unique characteristics. It is difficult to determine the level of a U-City using a level diagnosis system used for general cities because a U-City is comprised of a connection/fusion of various structural elements. Therefore, in order to perform a systematic diagnosis of a U-City, it is necessary to primarily observe the structural characteristics of a U-city to derive a diagnosis system based on the relativity between each structural element. This study aims to propose a directivity of a U-City level diagnosis system in comprehensive consideration of various elements, such as the objective of a U-City, as well as the structural elements that compose a U-City based on the definitions prescribed in U-City legislations, including ubiquitous city planning, ubiquitous city infrastructure, ubiquitous city technology, services, etc. The results of this study are expected to provide a resolution for the regional quality differences of U-Cities, and also establish a stepping-stone for the realization of U-Cities with high degree of completion.

A Study on Mitigation Plan of Urban Heat Island Phenomenon Using Landsat Time Series Imagery - Focusing on Cheongna International City - (시계열 Landsat 위성영상을 활용한 도시 열섬 현상 완화 방안에 관한 연구 - 청라 국제도시를 중심으로 -)

  • Areas developed through land reclamation projects have huge economic advantages in terms of supplying lands that can be used for farmlands, urban areas and etc., however have relatively small areas of grasslands and densely located buildings compared to inland cities. Hence, an urban heat island is occurring in these areas due to this characteristic, and in particular, the urban heat island in Cheongna International City is getting serious. In this study, the urban heat island in Cheongna International City was evaluated and analyzed by classified into the three periods after the reclamation project: farmland(2001-2008), development(2009-2013) and artificial grassland(2014-2020). The land cover map and Landsat time-series imagery were utilized for measuring the differences of the land surface temperatures between the urbanized areas and the grassland/forest areas in Cheongna International City. The statistical results showed that the differences in the land surface temperature between these areas were calculated to be at most 0℃ during the period of farmland, at most 3.60℃ during the period of development, and at most 2.51℃ during the period of grassland. This study proved that the urban heat island phenomenon increased when the urbanized areas increased, and the urban heat island phenomenon decreased when the artificial grassland areas increased in Cheongna International City where the reclamation project was carried out. The statistical results derived through this research can be used as the reference data for identifying the urban heat island problem in urban planning and establishing the reduction plan.

Method to Use the Augmented Reality for Construction Planning and Management

  • An architect creates his/her design to meet owner's requirements. Floor plans, perspective drawings, and scale models are used in order for the owner to choose the design. The tools are a little helpful for communication between the architect and the owner in case the owner does not know architecture. The scale models are good, but it is hard to make scale models while design is in progress. 3D CAD is a good tool for communication, but it is time-consuming and requires high-performance computer hardware. Augmented reality is able to show 3D virtual models that are updated by the architect with smart devices such as a smart phone and a tablet PC. The owner frequently reviews the updated design anytime anywhere. This study proposes a method to use augmented reality for architectural design and construction management. The method supports the communication between the owner, the architect and the contractor to review updated designs, and to complete the building project. 3D models expressed in augmented reality are created using SketchUp with 2D drawings for building construction. An Android application implementing augmented reality is developed by Qualcomm Vuforia and Unity on smart devices. Drawings as markers and 3D models are connected in Unity. And functions that temporarily hide unnecessary parts can be implemented in C# programming language. If an owner, an architect, or a contractor looks at a smart phone on a 2D drawing, he/she can identify building elements such as 3D buildings or columns on a screen. This can help communication between them.

Visitors' Satisfaction level and Intention to Revisit for Chungcheongnam-do Deoksan Provincial Park (충남 덕산도립공원 탐방객 만족도와 재방문 의사)

  • The purpose of this research is to provide characteristics and satisfaction of visitors for Deoksan Provincial Park in Chungcheongnam-do. This study conducted face-to-face interview during Oct. to Nov. in 2022. Total sample size of this study was 521. This study used to implement frequency analysis, cross analysis and logit analysis via SPSS 21.0 version. The results showed most of visitors were one day visitors and visited with family and relatives. Many visitors visited the Deoksan Provincial Park to climb the mountain and relaxing/healing with the nature. The satisfaction level of factors such as nature, facility, access to information of the park was high with about more than 4-point on Likert scale. This study would be useful to develop site-specific policies to the management of provincial parks as this study identified the characteristics and satisfaction level of the visitors.

Identification of key elements for stable flight of drones and horizontal space compartment in urban area (드론의 안정적 비행을 위한 핵심요소와 도시 수평 공간 구획)

  • The purpose of this study is to verify the stable flight conditions of drones within a limited urban area by using the ICAO(International Civil Aviation Organization) reich model which is using to evaluate civil aircraft stability. The results of the study are summarized as follows. First, in order for the drones flying stably, the horizontal safety separation distance between a drone and another should be at least 1,852M. Second, assuming that no obstacles within 1,852M of horizontal space, two drones can be fly into upper and lower spaces. However there are obstacles such as buildings, it is impossible to secure a 1,852M distance between drones. Third, sensitivity analysis point out that the separation interval($s_x$) of drone aviation has the greatest influence on the TLS(Target Level of Safety). If future research is conducted to lower the numerical values, the safety distance between a drone and another drone will be drastically reduced, allowing more detailed urban space division, and will be presented as a scientific numerical value for establishing a dedicated path for the drones.

Impact of Smart device-based Spatial Information on the Perception of Citizens Participating in Community Mapping (스마트기기 기반 공간정보가 커뮤니티 매핑에 참여한 시민들의 인식에 미치는 영향)

  • This study shared with community mapping participants spatial analysis information, collected using smart devices, to give them an opportunity to objectively review their opinions. The study examined the impact of sharing such spatial information on residents' decision-making and perceptions. Yeongju-dong in Jung-gu district of Busan Metropolitan City, South Korea was selected for the case study; community mapping was carried out in Yeongju-dong to identify hazardous areas to improve pedestrian safety of primary school students. The community mapping participants drew a preliminary hazard map based on their experience and perception. Then, they drew a second hazard map after being given spatial information on pedestrian safety installations and pedestrian flow collected with smart devices including drones and sensors. Numerous changes in ranking across various sections occurred when the two maps were compared. There was a climb in the ranking of areas where the pedestrian flow was higher and lacked safety installations based on objective measurements over the perceptions of the participating people. Furthermore, according to a survey conducted among the participants, the provision of spatial analysis information using smart devices during community mapping process not only helped them recognize local community problems, but also raised their expectations that their submitted opinions would be reflected in policies. Moreover, the participants demonstrated increased self-confidence and faith in themselves as they were able to have more trust in the outcome they created.

  • This study is based on the 'National Pilot Project on Digital Signage in Sejong Special City', one of the pilot projects initiated by the Ministry of Public Administration and Security. This project was an attempt to present the digital signage as a 'public service content platform' integrated with smart technologies. This study suggests that the planning strategy for placing public service contents on digital signage platform should focus on interests of local communities or users rather than high-tech suppliers of digital signage. In consideration of growing needs for smart technology-based public service, this study concentrates on the strategy for developing 'public digital signage services'. In addition, 'digital signage service tools' were designed to easily establish or execute the strategy. The aim of this study is developing the strategy to make digital signage a public cultural service platform as well as a digital advertisement tool. The final goal of this study is to demonstrate public value creation performance of the 'Revitalisation Project of Sejong City's Commercial Districts', which was possible thanks to the proactive involvement of citizens coupled with progressive utilization of interactive media.

Development of a integrated platform for urban river management (도시하천관리를 위한 연계플랫폼 개발)

  • In this study, a integrated platform applied with various analysis and evaluation models and data collection modules was developed for urban river management. Modules applied to the integrated platform are data collection and provision module, flood analysis module, river evaluation module, and levee breach simulation module, which were selected and applied for efficient urban river management. The integrated platform collects data for application to analysis and evaluation modules from various institutions. The collected data is refined through pre-processing and stored. The stored data is used as input data for each module and is also provided as an Open API through the platform. The flood analysis module is provided to analyze and prepare for floods occurring in cities and rivers. The river evaluation module is used for river planning and management by evaluating rivers in various ways. Finally, the levee breach simulation module can be used to establish countermeasures by deriving a possible damage area due to levee breach through analysis of a virtual breach situation.

Study on the Prioritization of Management for Each Toxic Chemical Substance in Ansan Smart Hub. (안산스마트허브 유해화학물질별 관리우선순위 선정에 관한 연구)

  • With a rapid growth of domestic industry in korea, now about 25,000 kinds of chemicals are being distributed, and it has been known that just about 15% of them has toxic substances. Recently, South Koreans have an anxiety about the stability and accidents of chemicals because chemical accidents like Gumi hydrofluoric acid accident have occurred. The U.S. has adopted the systems like EPCRA (Emergency Planning and Community Right-to-Know Act), TRI (Toxic Release Inventory) and TSCA (Toxic Substances Control Act), and is also managing the hazardous chemicals by providing the information about them to its people and site workers. Japan's Ministry of Health, Labor and Welfare also has adopted J-CHECK system and is implementing it to let Japanese people know the information of safety of chemicals about REACH. However, the Korean government has a difficult situation to mediate the different idea with the Korean industry to make lower statute of Pre-legislation registration & evaluation of chemicals that will be implemented and Chemical Material Control Association that is being implemented. Especially city and country areas located in the industrial areas need political improvement focusing on vulnerable area through the check about current situation of hazardous chemicals of jurisdiction and management method, but the information about the management situation of small scale work places is insufficient. Therefore this study set up the urgent management area in Ansan Smart Hub through NFPA code according to the types of accident and dander characteristics of each chemical being used in the companies that have less than 50 workers and deal with chemicals located in Ansan Smart Hub in Gyeonggi-do.

Social Sustainability in Urban Areas: Urban Innovation and Just Cities

  • This paper reviews the literature on urban sustainability with the objective of drawing more attention to the social aspect of sustainability in urban planning. Given that social capital is a crucial component of moving towards more progressive smart cities and urban innovation, it is important to investigate the social dimension of sustainability and the opportunities that just cities can bring to improve the quality of life for urban dwellers. This paper is divided into three sections. The initial section provides an introduction to urban sustainability, discussing the historical roots of sustainability and sustainable development ideas, the three fundamental elements of sustainability, and the process of defining and measuring sustainability in an urban setting. Moving on to the second section, it delves into the body of work related to linking urban sustainability with urban strategies. The third section finally addresses the emergence of literature on just sustainability and just cities, which can give valuable insights to city policymakers who are trying to improve balanced sustainability.
