Why Have Policies to Support Small and Medium Sized Retailers not Been Successful in South Korea?

  • Purpose: Support policies for small and medium-sized retailers (SMSRs) have been promoted in various ways over the past 20 years, but they are generally regarded as unsuccessful. The purpose of this study is to analyze the process and impact of policy changes, identify the reasons for the lack of success, and explore policy alternatives. Research design, data and methodology: This study explored major policies in various categories such as the retail industry, traditional markets, and Micro-Enterprises from the mid-1990s to the present. It also analyzed the short- and long-term impacts of major policies at the retail format level like SMSRs, using data from Statistics Korea's service industry survey. Results: This research found that sudden shifts in policy philosophy conflicted with the existing market structure and reduced the effectiveness of policies. It also found that policies aimed at improving competitiveness at the SMSRs-level had some effect, while polices aimed at supporting expenses at the individual store-level were difficult to achieve their intended purpose. Conclusions: The failure of the policy to support SMSRs is fundamentally due to the late response and conflicts between policies. It was also not successful due to the policy's focus on individual store-level expenses and maintaining employment rather than structural improvements of SMSRs format.

Presort and Loading of Commercial Bulk Mails for Minimizing Mailing Fees (우편 발송 비용 최소화를 위한 상업용 다량 우편물 선구분 적재)

  • We consider a problem of presort and loading of commercial bulk mails in a mailing service. Here, presort is the process by which a mailer prepares mail so that it is sorted to at least the finest extent required by the mailing service provider for the (discounted) price claimed. The problem is formulated as a special type of transportation problem. To solve industrial-sized problems, we develop an efficient heuristic algorithm and perform experimental tests on randomly generated problem instances. Results of the tests show that mailers can save mailing cost much more when they use small-sized mail trays with less frequent mailings. Also, large-sized mailers can obtain much more cost saving than small-sized mailers. In addition, cost saving effect is influenced by delivery area distribution of mails and fluctuation of mailing demand.

  • Accounts receivable insurance is a system in which small and medium-sized enterprises insure the accounts receivables acquired by the purchasing company, and the insurance company pays when the purchaser fails to pay the debts. Accounts receivable insurance is a very effective means of eliminating the risk of loss due to the counterparty default, and it is economically effective to protect the domestic industry by preventing the bankruptcy of one company leading to a chain bankruptcy of other companies. In this study, we constructed a business model of the accounts receivable insurance, by building an infrastructure based on a private blockchain in activating the accounts receivable insurance accounts. The accounts receivable insurance platform using these blockchain technologies not only addressed the problem of document and reliability verification for insurance, but also sought ways to facilitate accounts receivable insurance by small businesses through rapid transaction rates, easy network expansion and access management based on private blockchain.

The Determinants of e-Trade Utilization and Its Impact on Exporter Performance in Korean SMEs

  • Purpose - This paper tries to analyze the factors affecting the utilization of electronic trade of small and medium enterprises and examine how these factors affect the performance of small and medium enterprises. In addition, the leading factors affecting the level of e-trade utilization of small businesses were analyzed by dividing them into external environmental factors affecting the external business and internal resources of the companies themselves Research design, data, and methodology - With a sample of 223 small and medium-sized export firms from South Korea, this study investigates the antecedents of the utilization level of e-Trade such as information exchange, innovation orientation, absorptive capacity and trust by hierarchical regression analysis. Results - The results show that innovation orientation was shown to have a positive effect on e-trade utilization and absorptive capacity has a positive effect on e-trade utilization. Also, information exchange with stakeholders has a positive impact on e-trade utilization. Conclusions - Internal and external factors of companies have a positive effect on the utilization of e-trade. It also showed that the increased utilization of electronic trade had a positive effect on trade performance. Thus, the findings provide policy-makers with implications of the importance of activating e-trade, and furthermore, significant implications for exporter performance.

  • The purpose of this study is to observe effect on a result of a business performance depending on the business scale and the success factors of quality. Verified hypothesis of the quality of success factors and business performance are conducted in order to conduct this research. The results of hypothesis testing can be summarized as follows : First, depending on the size of the company, quality of corporate success factors in the management and significant positive was verified to be in effect. Second, depending on the size of the small business companies' human resource management, product/process is significantly positive in effect and medium companies' quality information, quality of suppliers in the commercialization of technology is significantly positive in effect. Third, depending on the size of the small business companies' human resource management, product/process financial performance is significantly positive in effect and mid-sized companies, suppliers in the quality significantly positive show the influence of financial performance. The results of measurement through the size of the enterprise and the successful factors of quality impacts on business performance directly.

  • Purpose - The competitiveness of small- and medium-sized distribution companies has weakened with the entry of large distribution companies and Super Super Markets (SSMs). These companies have nationwide distribution networks and capital to take over street markets, thereby threatening the very survival of small merchants. In order to help these small- and medium-sized merchants, the government has recently reinforced distribution regulations for large distribution companies. Research design, data, methodology - The purpose of this study is to review domestic and foreign distribution regulations and to provide direction for establishing domestic distribution policies in the future. Results - The government must fully reassess its assistance policy for small and medium distribution companies to enable them to engage in differentiated competition with large retailers, based on their own strengths. This will allow all interested parties to coexist. Conclusions - Government assistance policies for small and medium distributors such as traditional markets must be reorganized. The objective is to ultimately protect small and medium distributors and allow them to coexist on their own strengths, rather than have regulations for large retail stores.

A Business Model of Small and Medium-Sized Enterprises: A Case Study of the Textile and Clothing Industry in Thailand

  • The purposes of this research were: 1) to analyze the confirmatory factors with the business operational model of entrepreneurs of small and medium enterprises (SMEs) in the textile and clothing industry, and 2) to verify the congruence of the model with the operational ways of the entrepreneurs of SMEs in the textile and clothing industry. The sample consisted of 500 small and medium enterprise entrepreneurs in the textile and clothing industry. This study was quantitative research and the instrument used to collect the data was a questionnaire. The data was analyzed using 1st order and 2nd order of confirmatory analysis (CFA). The findings of this research revealed that the model of SMEs in the textile and clothing industry was overall at a high level. Four main factors were used for the model of SMEs in the textile and clothing industry by their importance in descending order as follows: marketing mix (MM), collaboration network (CN), production inventory management (PIM), and creativity (CT). The results of verification of model congruence revealed the model of SMEs in the textile and clothing industry was fit and in accordance with the empirical data.

  • With the arrival of the Internet age, which is characterised by interconnection, the importance of networks is increasing in entrepreneurial activities and networked incubation (NI) has emerged as a mainstream concept in business incubation (BI). However, detailed studies on operation models of NI have been scarcely conducted. In this respect, this paper suggests a knowledge-focused networked incubation (KNI) model optimised for the study BI was established by theoretical analysis, and has been applied. The initial diagnosis of the effectiveness of the KNI model was also conducted through descriptive statistics, case studies, and the Industrial Depth Interview (IDI). This study is significant in that it has elaborated an NI operation model that meets the down-to-earth needs of incubatees and also is universally applicable.

  • In this paper, the cooperative curriculum between university and company according to the 'Type of IT Business(TIB)' is proposed for an IT manpower cultivation. The cooperative curriculum is established by the core technology from the matching table between 'Type of IT Business(TIB)' and 'Class of IT Techniques(CIT)'. The company participated in the cooperative curriculum gives a guarantee of the job position to the university students who took this cooperative curriculum. For the cooperative curriculum, the agreement is needed between university and company for the establishment and its operation of UCCCC(University and Company Cooperative Curriculum Council) after an exchange of the Memorandum of Understanding(MOU) including the supply-demand of IT manpower, the core technology, and the job conditions. The cooperative curriculum will be useful for employments of small and medium sized companies.

  • As industries converge in recent years, the impact of the use of convergence tools among industries on the security of the organization is increasing. However, organizational members lack the ability to adapt to introduction of new system because they are operating business around existing systems, and thus, security considerations are an environment that will inevitably emerge as a follow-up priority. In this study, we studied cost-effective options for factors that should be considered first in order to establish a security system for small and medium-sized healthcare institutions in the healthcare convergence industry. Specifically, the current legal system was considered and the security status was analyzed through prior research, and the necessary security solution/system was derived from small and medium-sized healthcare institutions. In addition, it analyzed relative priorities for cost-efficient deployment of security systems to those involved in small and medium-sized healthcare institutions in actual business environments and presented measures to establish a overall security.
