Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.
This research measures the urgency and importance listening to experts' opinions as a proposal for vitalization of folk modern dance groups. Firstly, the open type FGI(Focus Group Interview) was implemented for five groups of an expert by applying the new industry foster theory, and total 24 types of second questionnaire were developed through importantly referred or repeated contents. They were distributed to 20 people including a dance group representative, a planner, a university professor and etc to measure experts' importance and urgency. In the research result, For big list, Financial aid for both importance and urgency appear first, and for comparative analysis of importance and urgency for small list, differences in infrastructure construction are shown. "expansion of dance program's advertisement channels" and "rank 1" appeared in "Secure space for dancers". Suggestions for analyzing such results are as follows. It is shown that "detailed financial aid for the operation of dance groups" and etc in the aspect of financial aid, "the employment of professional human resources including design and producing etc" in that of performance and education related production development, "training a dancer who can assimilate a complex genre" in that of manpower training, "arrangement of exclusive space for a dance group" in that of infrastructure building, and "the employment of professional human resources including design and producing etc" in that of consulting support are important and urgent matters considered by experts.

Due to the pursuit of high function and international price increase in the field of construction, the application of the secondary product using cement is on the increase gradually in the construction industry in the pursuit of economic cost reduction by the shortening of the construction time like Expediting and the dry construction method at the same time. However, it is in very urgent situation of measures to improve the structural performance or durable performance because it is limited for use in terms of panel in interior exterior building or functional repair reinforce as yet. Accordingly, this study is to investigate applicability of permanent Formwork like mould with the structural performance or excellent durable performance in the field of construction, and to derive optimum mixture in the performance and quality of manufacture. As a result of analysis comparison with the dynamic and durable properties of vacuum extrusion molding high toughness cement panel according to the mixture of four conditions, this study has found that the test body of mixing ECC-DP3 using small filler and large granulated blast furnace slag and powder flame retardant had excellent relative hardness and bending stress strain. The durable performance has shown excellent tendency by the decrease of porosity and enhancement of water-tightness.
In the recent downtown works, there are frequent cases where the work on existing piles is impossible due to the influence from lack of space and surrounding environment. In such cases, there has been growing cases of using the micropile method that is available to work with the small equipment and asserts the bearing capacity of the existing piles. The micropile method is a type of drilled shaft with the diameter of a pile to be around 75 mm~300 mm that, even for a case where it has certain surrounding structure, foundation and spatial obstacle, there is almost no work difficulty and the work is feasible under all types of soil conditions. In addition, the work can be done in places where the ceiling of the building is low with less vibration and noise in the work process that such method is significantly used for foundation reinforcement of existing buildings. With respect to the motion characteristics that are changed depending on the foundational characteristics or when the micropile is applied with compression or tensile force, there is very few studies conducted. Therefore, under this study, through the data analysis of the field loading test regarding the micropile worked in the fields, it clarifies the settlement and characteristics of bearing capacity following the embedded condition of the ingredients and piles that consist the foundation if the compression and tensile force are applied to the micropile, and by facilitating the statistical analysis program, SAS, to carry out the analysis on the main elements influencing on settlement of the micropile and bearing capacity.
The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."
It is a current trend that the concrete track is applied for high speed railway. In the case of the railway embankment constructed on soft ground, the damage to concrete track which is sensitive to settlement such as distortion and deflection could be caused by very small amount of long term settlement. Pile Supported Embankment method can be considered as the effective method to control the residual settlement of the railway embankment on soft ground. The Geosynthetics is used inside of the embankment to maximize the arching effect transmitting the load of the embankment to the top of the piles. But, PHC piles that are generally used for bridge structures are also applied as the pile supporting the load of embankment concentrated by the effect of the Geosynthetics. That is very low efficiency in respect of pile material. So, in this study, the cast in place concrete pile was selected as the most suitable pile type for supporting the embankment by a case study and the optimum mixing condition of concrete using a by-product of industry was induced by performing the mixing designs and the compressive strength designs. And it is shown that the cast in place pile with the optimum mixing condition using the by-product of industry is 2.8 times more efficient than the PHC pile for the purpose of Pile Supported Embankment by the finite element analysis method.

Flying net should be installed on every 3 or 4 construction floor from 8m above ground according to the rule. In the apartment housing construction, flying net installation work has been recognized the most dangerous work among the whole works because a small mistake of labors might make their death accident. Sub-contractors specialized in flying net have been developing various flying net types. However, most works of installing flying net as working with the developed system are performed outside the apartment housing, so that the risk of fall in works of installing supports and unfolding net is still high. Furthermore, as using the previously developed flying net labors might bump into the frame or the wire rope for supporting so that it makes secondary accidents. The objective of this research is to produce the proto-type of anti-collision flying net system based on the result of problem analysis on the installation and detachment process and suggest the improved anti-collision flying net system, which is able to improve safety and field applicability by conducting field experiment and analyzing performance.

The demands for longer span and reduction of story height have greatly increased as building structures become much larger and higher in recent years. Although the development of flexural members for reducing story height or making long span has been studied by many researchers and engineers, there is still a lack of efficient systems that meet these two demands simultaneously. This study aimed at developing a new composite beam system suitable for long span and reduction of story height, and proposed a prestressed composite beam with corrugated web. It has great resistance against non-symmetric construction load due to its strong out-of-plane shear strength with relatively small member height as well as good constructability and economic efficiency by removing/minimizing form work. The corrugated webs also make accordion effect introducing larger effective prestressing force to top and bottom flanges, which causes larger upward camber reducing the member deflection. Five full-scale specimens with key test parameters, which are web sectional shapes and number of drape points, were tested to understand their flexural behavior and to verify the performance of the proposed method. The experimental test results showed that the proposed prestressed composite beam had greater flexural strength and stiffness than the ordinary non-prestressed composite beam.
This study was conducted to describe the exposure levels of welding fumes by the type of manufacturers, work process, welding type and the size of manufacturers, and to find out the trend of chronological changes of airborne welding fume levels. The subjects of this study were 509 manufacturers, consisting of 11 types of manufacturers, 3 work processes, 7 welding types, in Busan from January, 1997 to December, 2005. Airborne concentration of welding fume was determined by manual of National Institute for Occupational Safety and Health (NIOSH), and the data were analyzed by using SPSS 10.0 for Windows program. The mean concentration of airborne welding fume in all manufacturers was $1.29\;mg/m^3$ (Range: $0.01{\sim}3.00\;mg/m^3)$. The level of welding fume was the highest, as $1.96\;mg/m^3$, for manufactures of motor vehicles, trailers and semi-trailers, which was lower than $5.0\;mg/m^3$ of 8 hr-TWA in Korean permissible exposure limit for welding fume. There was a significant difference in the mean levels of welding fumes by work process, showing the highest in welding workshop ($1.39\;mg/m^3$), followed by pipeline welding workshop ($1.26\;mg/m^3$) and engineering workshop ($1.20\;mg/m^3$). Among welding types, the mean level of welding fume was the highest in the type of $CO_2$ & arc welding, as $1.46\;mg/m^3$, followed by $CO_2$ welding ($1.40\;mg/m^3$), shielded metal arc welding ($1.31\;mg/m^3$), spot welding ($1.27\;mg/m^3$), and so on. The highest mean level of welding fume was $1.58\;mg/m^3$ in work process of pipe line welding workshop for the manufacturers of basic iron and steel, and $2.27\;mg/m^3$ in the type of arc welding for the manufactures building ship and boats. By the size of manufacturers, the mean concentration of welding fume for manufactures in small scale with less than 50 workers was the highest as $1.45\;mg/m^3$ (Range: $0.07{\sim}3.00\;mg/m^3)$. The mean level of welding fume was the highest as $1.39\;mg/m^3$ both in 1997 and in 2005, showing a trend of fluctuating periodically within a range of $1.10{\sim}1.39\;mg/m^3$. The above results suggested that more effective control program for work environment producing welding fumes should be developed and applied since there were significant variations in welding fume levels by the type of manufacturers, work processes, welding types, the size of manufactures, and by year.
By the turn of the century, our society has been gradually more interested in environmental problems than any other time. Ecological change spurred by industrial pollution is occurring beyond the borders of nations, and has emerged as a global issue. Such change is resulting in exhaustion of natural resources and energy, and serious climatic change. In this study, main focus regarding the process of the fashion product design system was placed on the sustainable fashion design of organic cotton as a positive and alternative suggestion. It is expected that the results of this study contribute to the fashion design planning not only for future generation but also for the present time. This study researched on brands that produced their fashion products using organic cotton. The following cases proved to possess sustainability in their product system. The results of this study can be summarized as follows: Firstly, sustainable design in organic cotton products has been a progressive ere-design in 2000s. It is mainly focus concerned with recycling and re-use of materials to protect environment. It is not chemical dependant and takes a particular care in eliminating waste water and energy in the dyeing process. It is an environmentally sustainable design better than all the other design processes. Secondly, it is a design that cares for the common good of society and the global system of fair trading. The fair trading of organic cotton products induced a change in the structure of production system, while defending human rights. It also gave benefits by promoting development in local society and progress in traditional skills. Not to mention that it contributed to building up the concept of transparency in the global economic system. Lastly, the brands emphasize their social responsibility and management ethics to observe environmental policy which is established to protect our nature and people. Their public information reminds customers of the importance of protecting the environment from diverse pollution. Moreover, they hold social events to promote public awareness for environmental Issues. This study dealt only with the organic cotton, a small subset of the subject of sustainable design. It can be extended and applied to various other sustainable fashion design as a solution for global environmental issues.
