  • This study aimed to investigate the performance on technology collaboration of small and medium enterprises in Korea from the views of resource-based theory. Considering that supplementing the technical resources is stressed in a motivation of technology collaboration from the corresponding theoretical perspective, a group of corporations to be analyzed was classified into three categories such as high, medium and low technologies depending on the technology level. Moreover, technology collaboration partners were also classified into large corporation, small and medium enterprises, university and institution based on that both tangible and intangible assets that belong to a corporation semi-permanently, and the revolutionary performance was analyzed by each relationship of collaboration between parties. The study results revealed that an influence on the performance of technology collaboration varies by technology level of the small and medium enterprises in Korea and their collaboration partners. In particular, the small and medium enterprises of high-tech industry in Korea were confirmed to accomplish relatively less benefits obtaining through technology collaboration compared to the corporations with low technical skills.

  • Recently, it has been strongly required to establish a systematic and sustainable performance investigation and evaluation framework on governmental funding projects for IT small and medium-sized enterprises. In this paper, Data Envelopment Analysis (DEA) models are adopted for performance evaluation on governmental funding projects for IT small and medium-sized enterprises. A new data structure is proposed for the DEA performance evaluation. Generally, in using DEA models, DEA multipliers restriction is critical to achieve the reliability of DEA optimal solutions. Based on the outputs and inputs considered in this study, Acceptance Region (AR) constraints are generated and incorporated into the DEA models so as to improve the reliability of DEA efficiency scores. Associated with AR Type I (AR-I), AR Global Model (ARGM) constraints, DEA/ (AR-I, ARGM) models are designed and then sensitivity analysis follows investigating the robustness of DEA efficiency scores relating to AR constraints adjustment. Finally, a performance evaluation is illustrated regarding governmental direct funding projects from Ministry of Information and Communication (MIC) in Korea where each project unit (i.e. Decision Making Unit (DMU)) is determined whether it is efficient or not. By using DEA/(AR-I, ARGM) models designed in this paper, robustly efficient DMUs are gradually identified according to the successive AR constraints adjustment. Among 25 DMUs, results show that 6 DMUs such as B, E, G, Q, S, Y are determined as robustly efficient against AR constraints intermediate adjustment.

  • The purpose of this research is to verify the moderating impact of perceived organizational support between job satisfaction and organizational commitment among the workers in small and medium sized enterprises in South Korea. For this research, 117 workers were selected through a survey from September 7th to 25th, 2015. As results, perceived organizational support had the moderating effect between job satisfaction and organizational commitment of the workers. These findings suggest that corporate welfare programs should be launched in order to maximize the managerial effectiveness in the workplace. In addition, the government must develop and provide appropriate supportive systems for the well-being of the employees in the small and medium sized enterprises. Finally, the employees should make efforts to let the government and companies recognize their unique needs in work and life.

  • Purpose: This study aimed to develop hypertension control programs and to analyse their effects in small scale enterprises(SSE). Method: One program was based on 'Transtheoretical Model and Stages of Change' and named 'Individual Approach'. Another program was based on 'Ecological Model' added to the former theory and named 'Integrating Approach'. The target population of the programs are 33 and 34 workers each. The two intervention programs were conducted for 18 weeks after a pre-intervention survey. Immediately after the programs end, first post-intervention survey was done, and second post-intervention survey was done after 28 weeks. Results: First, at the beginning of intervention, the target workers were evenly distributed over the five stages of Transtheoretical Model. But after the intervention, all workers were found in the maintenance stage. Second, the blood pressure level was diminished in the two programs. In Individual Approach, the workers have lost systolic blood pressure by 17.3 mmHg and diastolic blood pressure by 11.8mmHg. In Integrating Approach, the workers have lost systolic blood pressure by 20.0mmHg and diastolic blood pressure by 15.0mmHg. Conclusion: Integration Approach is more favorable than Individual Approach as an intervention program of hypertension in small scale enterprises.

  • This study is planned to investigate the compliance of small sized enterprises of under 5 employees directed by Industrial Safety and Health Act. Occupational safety regulation can be required for employer and employee to comply because that all members of workplace should be involved to protect worker's health. When all members of workplace comply with safety regulation, effectiveness of regulation will be realized as expectation. The study subject is composed of three groups as 501 employers, 501 employees of small sized enterprises of under 5 employees and 107 safety inspectors sampled by stratified random sampling for comparison. Data for analysis is collected from each sample using interview with structured questionnaires. Compliance is measured by 5 point scale composed by 8 sub items such as general perception, understanding, clearness, necessity, relevancy, implementation, penalty, and general compliance of the regulation. Among sub items of employer's compliance, the level of perception of regulation, necessity of regulation, relevancy of penalty are differentiated among three groups. The level of all 8 items of employee's compliance also differentiated among three groups. These results show that strategies for ensuring the same level of compliance among three groups will be needed through education, training and evaluation of regulation and feedback.

  • The role of small and medium enterprises as an economic growth factor has been accentuated; consequently, the need to develop a business forecast model and indexes that accurately examine business situation of small and medium enterprises has increased. Most current business model and indexes concerning small and medium enterprises, released by public and private institutions, are based on Business Survey Index (BSI) and depend on subjective (business model and) indexes; therefore, the business model and indexes lack a capacity to grasp an accurate business situation of these enterprises. The business forecast model and indexes suggested in the study have been newly developed with Principal Component Analysis(PCA) and weight method to accurately measure a business situation based on reference dates addressed by the National Statistical Office(NSO). Empirical studies will be presented to prove that the newly proposed business model and indexes have their basis in statistical theory and their trend that resembles the existing Composite Index.

  • Purpose The purpose of this study is to examine the impact of tie strength in the network of industrial clustering on the knowledge acquisition, integration and innovation performance of small and medium sized enterprises. We test the positive relationship of weak tie and knowledge acquisition, strong tie and knowledge integration, and the interaction effect of two tie strengths on both processes of knowledge acquisition and integration. By identifying these relationships, we can better understand how to manage the attributes of social networks in terms of tie strength in order to improve the performance of innovation for the small and medium sized enterprises. Design/methodology/approach We collect 200 survey data from 2 industrial cluster respectively: Pankyo and Guroo. In Pankyo, the proportion of IT industry is the highest (35%) while the proportion of manufacturing is highest (35%) in Guroo. Pooling the data from two industrial cluster, we check the reliability and validity of our research model and test the hypotheses. Findings First, we find the positive relationship of weak tie and knowledge acquisition from both industrial clustering. Weak tie is composed of heterogeneous organizations with various background and expertise. The communication and information sharing of organizations in the weak tie network helps the idea generation for organization's innovation, which is the knowledge acquisition process. Second, the relationship of strong tie and knowledge integration is insignificant. Typically the strong tie from long-lasting partnership is expected to be beneficial in the action stage of innovation, which is the knowledge integration process. However it is not identified in our industry cluster. Finally, the interaction effect of weak and strong tie is identified to be effective on both knowledge acquisition and integration processes.
