The Comparison on the Investigative Training between the Current Korean National Police and the Law Enforcement Agencies of U.S.A. and Germany (현 대한민국 경찰의 수사교육과 미국, 독일 수사기관과의 비교)

  • In the rapidly changing current society, the Korean National Police(KNP) is facing a lot of demands from the citizens like the protection of subject/victim rights, independence of investigation authority, disclosure of actual truth, and prevention & eradication of crimes. It is widely recognized among the Korean people and the police that the KNP is always standing for the rights of the people and it is high time that the KNP should be restored as the pioneer for the protection of human right. In this situation, the tremendous emphasis is given on the importance of investment in investigative training through the long-term master-plan in order to renovate its constitution, to level up its quality, and to cope with the highly sophisticated crime patterns. Korean police have already shown its outstanding investigative skills of identification of the deceased throughout large cases like Daegu subway arson and tsunami in Southeast Asia. In addition, the skills of cyber crime investigation are highly recognized by foreign law enforcement agencies. However, the investigative skills and abilities are being degraded and the morale of the investigative personnel are falling due to the insufficiently of the finite training budget. Lack of financial support results in the lack of training program and poor training environment, which subsequently leads to the inefficiency of training. Additionally, no long-term budget for fostering specialized investigative agents is allotted. Considering the fact that more than 95% of crimes in Korea are being primarily investigated by the Korean police, we have to understand the importance of the police. By the tremendous investment in investigative training which can lead to the high-quality investigations, the Korean police can ultimately contribute to the protection of safety and life of its people.

Effects of simulation-based training on the critical care nurses' competence of advanced cardiac life support (시뮬레이션 교육이 간호사의 전문심장소생술 수행능력에 미치는 효과)

  • Purpose: This study was to identify the effects of simulation-based training for advanced cardic life support on the competence of nurses in critical care settings. Methods: In this study, a nonequivalent control pretest-post test quasi-experimental design was used. Data were collected from May 1 to June 1, 2006 at one general hospital in W city. Among 40 nurses in critical care settings, twenty were assigned to the experimental group and twenty to the control group. Nurses in the experimental group received simulation-based training for advanced cardiac life support. Measurement tool were ACLS related knowledge and skills developed by AHA & Mega Code (2005) and some items were modified. The collected data were statistically processed using SPSS version 12.0 for Windows, and analyzed using descriptive statistics, $X^2$test, t-test, paired ttest, Pearson correlation coefficients. Results: 1) Hypothesis 1“: Nurses who received simulationbased training would have more knowledge of advanced cardiac life support than nurses who received traditional training”, was supported (t=11.51, p=.00). 2) Hypothesis 2: “Nurses who received simulation-based training would have better advanced cardiac life support skills than nurses who received traditional training”, was supported (t=2.38, p=.00). Conclusion: Simulation-based training for advanced cardiac life support is an effective strategy for increasing the competence of nurses in advanced cardiac life support in critical care settings.

  • We proposed a specialized model of performance measurement to measure the training performance of the trainees in cyber practical training. Cyber security professionals are cultivating their expertise, skills, and competencies through cyber practical training in specialized education and training institutions. The our proposed process of trainee evaluation is consisted of an evaluation component discovery, evaluation item selection, evaluation index catalog, ratings and criteria decision, and calculation formula. The trainee evaluation is consisted of a formative evaluation during the training and an overall evaluation after finished training. Formative evaluation includes progress evaluation and participation evaluation, and overall evaluation includes practice evaluation and learning evaluation. The evaluation is weighted according to the importance of evaluation type. Because it is evaluated actual skills and abilities, competencies are assigned a high weight, while knowledge and attitudes are assigned a low weight. If cyber security trainees are evaluated by the proposed evaluation model, cyber security professionals can be cultivated by each skill and knowledge level and can be deployed by importance of security task.

  • The goal of this study is to prepare a measure to operate and link the educational curriculums in packaging sector to qualification test. In more detail, this study is aimed at first, preparing a skills framework on the packaging sector, and second, preparing a measure to operate the qualification test that is linked to the packaging educational curriculums. Also, we studied documents, consulted the expert group for this study. As a basic direction for preparing a measure to link the educational curriculums in packaging sector to qualification test, we can develop a skills framework in the packaging sector, and based on the skills framework, the national skill standards can be developed by each area of skill. And based on that, we will be able to develop and operate the education and training courses and utilize them in qualification test.

  • Focusing market failure and state intervention, this article analyzes the determinants of corporate training in Korea. Analysing the first wave of HCCP(Human Capital Corporate Panel) data produced by KRIVET(Korea Research Institute for Vocational Education and Training), this article finds that even though the skills attainead in corporate in Korea are mostly general(industry-specific), but the market failure in training appears rather small and is confined to the manufacturing industry. And the state intervention in corporate training works only at manufacturing industry, it does not work at new service industry. The results mean that in new service industry, it is difficult to find out the existence of market failure in training due to the positive externalities. Therefore Korea government should look thoroughly into the state intervention in training in new service industry.

Job competencies required for a sales training program in fashion shop (패션제품 판매 훈련교육 프로그램을 위한 직무역량 연구)

  • The purpose of this study was to examine job competencies for sales training program development to maximize profits in fashion retailing. An empirical online survey was conducted from September to December 2019, and data was collected from 200 salespeople and store managers working in fashion stores. Results were analyzed using frequency analysis, factor analysis, variance analysis, and regression analysis with SPSS 25.0. The major findings of this study were as follows. First, the most important job competencies identified by fashion store managers were: sales sense know-how, customer service skills, and sales person's fashion style sense, product knowledge, fashion marketing and customer management. The job competency factors for sales training programs included empathy with the customer, product knowledge, communications and networking, basic job requirement, and sales skills. These five factors positively influenced the employment intentions and expectations of work performance of graduates. These factors also had a positive influence on the need of sales training program and intention to participate in retraining. Store managers in fashion retail thought the most appropriate period for on-the-job training was either 2-4 days or more than 1 week. The results of this study can be used as a base to develop training programs for job efficiency for salespeople in fashion retailing.

  • The past quantitative analysis of the demand for job skill training had mainly focused on personnel shortage and oversupply, so it has the problems of the qualitative discrepancies called skill mismatch. As a supplementary study relating to specific industries and occupations, a discussion to improve the job skills training programs through a qualitative analysis is needed. This study provide the analysis of urgency evaluation using the relative importance and gap of the job skill elements in the display industry. And renewal possibilities of the training program based on this qualitative bottom-up approach will be discussed. We carried out a job skill demand survey in the display industry as research methods. Industry related jobs and each job task, the qualitative demand for each job skills, and procurement methods for each job skills were analyzed. Adequate supply of vocational training programs have tried to find ways by illustrating some related training courses.

  • The purpose of this study is to illuminate the influence happened by the process of acquirement of professional cooking skills related to satisfaction with duty of hotel cooks according to the development and expansion of the food service industry. First, interaction with colleagues, working environment, accomplishment of duty, satisfaction of duty etc. have a big effect on improvement of cooking skills, that is, acquirement and accumulation of cooking skill. Therefore, it's confirmed that improvement of skill can be promoted if we focus on this kind of factors and meet more positively. Second, field education training should be operated professionally with systematic education training. Third, duty rotation has an effect on skill advancement. It can be interpreted that oppressive feelings caused by ability, skill, knowledge, human relations etc. which is required in new business related to frequent change of the business in one's charge can have an effect on duty satisfaction. It's considered that comprehensive and in-depth study should be accomplished in future concerning duty rotation, field training.

  • Robotically assisted microsurgery or telemicrosurgery is a new technique using robotic telemanipulators. This allows for the addition of optical magnification (which defines conventional microsurgery) to robotic instrument arms to allow the microsurgeon to perform complex microsurgical procedures. There are several possible applications for this platform in various microsurgical disciplines. Since 2009, basic skills training courses have been organized by the Robotic Assisted Microsurgical and Endoscopic Society. These basic courses are performed on training models in five levels of increasing complexity. This paper reviews the current state of the art in robotically asisted microsurgical training.

  • The recent manufacturing industry in Japan has found it difficult to transfer skills from trained workers to inexperienced workers because the former ages and then retires. This is a particular problem for lathe process, as this operation requires explicit and tacit knowledge, and defining the skills clearly in a manual is difficult. This study aims to develop a training system for lathe operation by using a simulator; this includes formulas that help define the relationship between the speed of tool feed and cutting sound/shape of chips which were proposed in the preceding study. The developed training system is verified the effectiveness.
