산업기술인력 부족의 결정요인 분석 (The Determinants of S&E Workforce Shortage in Korean Manufacturing Sectors)

  • It has been pointed out that the shortage of the Korean science and engineering workforce is a key issue in enterprises' competitiveness. The Korean government has conducted various surveys and research projects to determine the current situation and its causes. Nevertheless, the surveys report different results, and, to date, very few in-depth studies have been conducted on the factors that lead to such a shortage. This study aimed at investigating the factors that cause the shortage of the science and engineering workforce by looking at a recent survey on the actual employment conditions in manufacturing and major service industries. The study also estimated the determinant factors, based on the results of a survey conducted on 5,967 enterprises. Particularly, the probability of the workforce shortages are defined as a logistic probability function, which includes a diverse number of explanations that represent the characteristics of an enterprise and its internal demand conditions on workforce. The findings showed that key determinants include not only the factors that have been recognized by previous studies, but also research propensity and competitiveness aw well as the enterprises' internal demand conditions on human resources. In other words, an enterprise is more exposed to the problem of workforce shortage when it performs its R&D more proactively and its innovative activities are more organized. It has been further analyzed that the R&D and internal demand variables are more eminent to the shortage problem on skilled workers, which proves the shortage of workforce is not only caused by the quantitative aspect but also hold qualitative aspect characterized by skill obsolescence and mismatch in the labor market.

국내외 간호사 인력정책의 현황과 과제 (Issues and Challenges of Nurse Workforce Policy: A Critical Review and Implication)

  • Purpose: In this paper issues and challenges of the workforce policy for nursing were explored and appropriate policy responses identified. Results: Many countries, including South Korea, are facing a shortage of nurses. In South Korea, the number of practicing registered nurses is about half the average for Organization for Economic Cooperation and Development (OECD) member countries. The shortage of nurses is not necessarily a shortage of individuals with nursing qualifications but also includes complex issues, such as lack of well-educated nurses, shortage of nurses willing to work, and geographical imbalances of nurses. The present nurse workforce policies are to increase number of nursing schools, to reduce the length of training, and to replace nurses with nursing assistants. However, the findings of many studies have shown that these attempts resulted in a worsening of patient outcomes and increasingly low quality of care. Conclusion: The findings in this study indicate that nurse workforce policy should have a multi-faceted approach in order to address the many factors affecting nurse shortages.

외국인 건설 근로자 현황 및 개선방안 (Current Status and Improvement Plan for Foreign Construction Laborer)

  • 건설 산업은 인력 중심형 산업으로 건설현장의 기능 인력이 공사의 품질, 공기, 비용 등 생산성에 큰 영향을 미친다. 그러나 현재 건설 산업의 상황은 건설현장에서 건설기능 인력의 부족현상을 발생하고 있다. 이에 기존 건설기능 인력의 노령화가 가속되고 신규 기능 인력이 유입되지 않음으로 인해 건설 산업의 기능인력 부족현상과 기능 수준저하가 발생하고 있는 실정이다. 이를 해결하기 위해 외국인 기능 인력을 활용하는 건설 현장이 늘어나고 있다. 본 연구는 현재 건설 기능 인력과 관련된 문제점에 대한 현황을 파악하고 그 대안을 제시하기 위하여 14개 현장 43명의 현장 관리자를 대상으로 설문조사를 수행하였다. 그 결과 외국인 기능 인력은 목공과 철근공이 많았으며, 기능 수준은 낮은 것으로 나타났다. 외국인 기능 인력의 가장 큰 문제점은 언어 소통과 낮은 기능 수준이다. 그리고 노무 생산성과 안전사고 발생률도 내국인 기능 인력에 비해서 높은 것으로 나타났다. 따라서 본 논문은 응답자 의견을 근거로 기능 훈련, 언어 교육, 다문화 교육 등이 문제점 개선을 위해서 효과적이라고 제안하였다.

디스플레이 산업의 직무기술요소에 대한 정성적 훈련수요 분석 연구 (A Qualitative Analytic Study on Job Skill Elements and its Training Demand of the Display Industry)

  • 기존의 과부족인원 중심의 정량적 분석을 위주로 하는 직업훈련 수요연구에서는 직무능력의 질적 불일치에 대한 문제점이 존재한다. 이에 대한 보완적 연구로써 특정한 산업과 관련한 직종 내 직무기술에 대한 정성적 분석을 통해 직업훈련 프로그램에 대한 개선논의가 필요하다. 본 연구는 디스플레이 산업을 대상으로 직종별 직무기술요소의 상대적 중요도와 격차를 이용한 시급성 분석결과를 제시하고, 이를 기반으로 정성적 상향식 훈련 프로그램의 설계 가능성을 논의하고자 한다. 연구 수행방법으로는 디스플레이 산업에 특화된 직무기술요소 수요조사를 수행하였으며, 직종과 직무, 그리고 각 직무기술요소의 정성적 수요를 분석하여 8개의 직종과 29개 세부직무별 직무기술요소들에 대해서 인력수준별로 제시하였다. 또한 기업의 직무기술의 확보방법을 분석하고 지역의 대표적 교육과정과 연계를 예시함으로써 직업훈련 프로그램의 적정한 공급 방안을 찾고자 하였다.

Multi-Dimensional Analysis on Korean IS Practitioners' Job Activities and Competency Requirements

  • Research results show (1) there are two dimensions characterizing Korean IS practitioners : 'project -operation' and 'product-orientation-strategic-orientation', (2) there are two distinctive and main career paths of Korean IS practitioners : generalists who support using information systems in the context of operation and specialists who are engaged in software development or improvement projects, and (3) Korean IS practitioners are experiencing serious and pervasive knowledge and skill deficiencies. Research results also provide clear evidence that Korean universities fail to provide eligible entry-level software developers and that the shortage of eligible entry-level software developers distorts both IS specialists' careers and knowledge and skill requirements for them.

Issues in S&T Human Resources Development in Korea

  • It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.

반도체 산업의 국가직무능력표준에 기반한 훈련수요 분석 (Training Demand Analysis based on National Competency Standards of the Semiconductor Industry)

  • 반도체 산업에 대한 국가직무능력표준에 관련한 개발연구는 부분적으로 수행되었으나 국가직무능력표준을 활용한 산업현장의 훈련수요에 대한 조사와 분석은 이뤄지지 못한 실정이다. 또한 기존의 직업훈련 수요연구는 과부족인원 중심으로 수행되어 직무능력요소에 대한 질적 불일치의 문제가 존재한다. 따라서 본 연구는 반도체 산업을 대상으로 훈련수요 조사를 실시하고 직종별 직무기술요소의 상대적 중요도와 격차를 이용한 시급성 분석을 통해서 해당직종이 갖는 직무능력요소에 대한 정성적 분석결과를 제시하고자 한다. 연구 수행방법으로는 문헌연구와 더불어 반도체 산업에 특화된 직무능력요소의 수요조사를 수행하고, 직종과 직무, 그리고 각 직무능력요소의 정성적 수요를 분석하여 6개의 직종과 28개 직무별 직무능력요소에 대해서 인력수준별로 분석하였다. 또한 기업의 직무기술의 확보 방법과 인력의 충원방법을 분석하고 지역의 대표적 교육과정과 연계를 예시함으로써 직업훈련 프로그램의 적정한 공급 방안을 모색하고자 하였다.

  • 해킹, 말웨어, 자료 유출 및 도난 등의 사이버 위협은 생활 및 경제, 국가 안보의 중요한 문제가 될 정도로 일상과 밀접한 상황에 직면하고 있다. 국가·산업 차원의 안보 및 경제적 관점에서 사이버 위협 대응은 필수적인 방어책으로 인식하고 있으나, 사이버보안 분야에서의 산·학 기술격차 및 전문인력 부족 문제는 매우 심각한 상황이다. 본 논문에서는 이를 극복하는 방법으로 사이버보안 인력의 직무 역량 개념을 도입하여 사이버보안 기술적 대응 직무 역량(CtrJC) 프레임워크를 제안하고, 국가 및 조직 차원에서 시급히 요구되는 실시간 사이버 위협 대응 기술적 직무 역량(CtrJC-R) 모델을 구현하여 그 타당성을 확인한다.

중학교 남녀학생별 가정교과에 대한 인식 및 학습효과 -경남지역을 중심으로- (The Learning Effects and the Cognition of Home Economics by Sex in Middle Schools)

  • The aims of this research study is to clear the differences of the learning effects and the cognition of Home Economics by sex in the middle school and to collect the future-oriented educational dates, after implementing the 6th education curriculum. The results of the study are as follows ; 1. Most of students had the cognition that Home Economics is a subject matter of a needful knowledge and skill for the family life, half students a cultural subject matter for the modern life. The former was supported by female students, the latter by male students. 2. Most of students were interested in actual training fields of cooking and hand-sewing, had a strong interest about a field of physical and social-psychological growth. The differences by sex interest about significant in these fields. 3. Most of students had positive responses in the learning effects of Home Economics. The most useful field was cooking and the worst was the structure and method of sewing machine. 4. The shortage and the dissatisfaction in the learning of Home Economics were lacking of the actual training hours, the old-fashioned teaching methods and the shortage of teaching materials etc.

소규모 가족기업의 경영실태진단 (A Diagnoses on the Actual Management States of Small Family Businesses)

  • This study examines the real states of family businesses through the interview to the owners and their family members of 15 family businesses. Contents of the interview are starting process, goal and long-run plan, marketing, human resource management and financial management. Many owners usually start their business because of unemployment or shortage of job opportunity. So they dont have an business experience or management skill. And owners act passively in sales because they think the sales area is restricted and their stores are well-known. Family members, especially housewives, suffer role conflict and dissatisfaction because there are no rules on wage and responsibility. And many owners use the resource of household to business and vice versa. This is an advantage of family business in the viewpoint of effective use of resource, but it is a confusion of resources in the viewpoint of financial management.
