As a 'network of networks,' the Internet globally connects a huge number of regional and individual networks and provides us with new hopes and possibilities. However, a nation-state as well as the legal order of the 'state'(constitution) has limitations that are all too clear in order to regulate this new world formed by the Internet. It will soon be impossible for a single state to control these global information networks, and they will not be consistently and vertically operated and managed by anyone. As a result, ideologies or jurisdictions that support the legal order of a nation-state are no longer sufficient to control information delivery beyond borders. Furthermore, the development of the Internet and emergence of cyber space in the information society has led to the idea of 'extinction' of nation-states. Nevertheless, the conclusion that the state will be extinct due to the development of the information society is still nothing more than a hasty assumption. In other words, the information society does not indicate the end of the state. Rather, we must now clearly perceive that the object of our research and discussions must be the role and function of the nation-state in the newly emerged information society in the global aspect and international aspect, as well as in relationships with individuals or organizations that now have unimaginably strong information power. It is clear at this point that nation-states will lose the function and authority they have enjoyed or exercised to a certain degree, but this certainly does not indicate that nation-states are, and will be, unnecessary or useless. Rather, it is necessary to focus on the list of tasks that must be accepted by nation-states in the changed information society, as well as responsibilities and means to perform those tasks.
Korea and Japan share the same view of a single nation state, but there was a difference in the government's COVID-19 emergency relief fund for foreigners. To this end, I analyzed the comments of Korean and Japanese users in YouTube videos related to COVID-19 disaster support funds for foreigners. As a result of the study, As a result, there are many opinions that Korea and Japan are generally sensitive to foreigners' tax payments, and that immigrants can receive national benefits and support like indigenous people if they fulfill their obligations. Next, it can be seen that Korea and Japan recognize each other in common. The difference is that Japan is sensitive to the same nationality, whereas Korea is more focused on tax and money than nationality.
In Korea, nation and nationalism are undeniable justice, absolute virtue and moreover system of desire. From the late Chosun Dynasty when the Korean Peninsula had to survive from the critical situation of being the arena of competition, and through the colonial period under Japanese imperialism, nationalism became stronger as a logic of survival. The policy of seclusion under closed and exclusive nationalism that didn't recognize the world situation well enough, eventually gave more pain to the nation. Nationalism in colonial Korea which was as reformed nationalism and on the other hand, as intransigent, resisting nationalism. Since the purpose of this writing is not for clarifying the argument raised on Korean nationalism, there is no use mentioning how it went with the change of time. But we have to focus on the fact that the word 'nation' which appeared under the influence of popular revolution and capitalism meaning 'a group of people', was translated and understood as a racial concept for strengthening the unity of 'single-race nation with five thousand years' history. First of all, there is nationalism used to fortify the system. 'The Charter of National Education' and 'The Pledge of Allegiance' were ornaments to intensify the ruling ideology and dictatorship to militarize entire South Korea for 'settling Korean democracy' professed nationalism. Also, another ruling ideology armed with 'self-reliance' put North Korea into the state of hypnosis called nationalism. Nationalism, claiming 'nation' outwardly, but in reality, being an illuminating, instructing ideology isolating each other was indeed a body with two faces. This made 'nation' in Korea mysterious and objective through work such as. The statue commemorating patriotic forefathers' and picture of national records' in South Korea art. Nationalism used to strengthening the system encountered the magical 'single-race' and made 'ghost' being an extreme exclusion to other nations. We can find pedigreed pureness not allowing any mixed breeds from the attitude accepting western art -via Japan or directly- and making it vague by using the word Korean and Asia. There's nationalism as a resistant ideology to solidify the system on the other side. It came out as a way of survival among the Great Power and grew with the task of national liberation to became as a powerful force facing against the dictatorship dominating South Korea after the liberation. This discussion of nationalism as a resistance ideology was active in 1980s. In 1980, democracy movement against the dictatorship of 5th Republic originated from military power which came out suppressing the democratic movement in Gwangju, spread out from the intellects and the students to the labors, farmers and the civilians. It is well known that the 'Nation-People(Minjoong)'s Art Movement could come out under this social condition. Our attitude toward nationalism is still dual in this opening part of 21st century. On one hand, they are opposing to the ultra-nationalism but are not able to separate it from nationalism, and on the other, they have much confusion using it. In fact, in a single-race nation like Korea, the situation of being nationalism and jus sanguinis together can cause dual nationalism. Though nationalism is included in the globalization order, it is evidence that it's effective in Korea where there are still modern fetters like division and separation. In particular, in the world where Japan makes East Asia Coalition but exposed in front of nationalism, and China not being free from Sinocentrism, and American nationalism taking the world order, and Russia fortifying nationalism suppressing the minority race after the dissolution of socialism, Korean nationalism is at the point to find an alternative plan superior to the ruling and resisting ideology.
South Korea has investment agreements such as FTAs, BITs with several countries. Up to now, no single case has been registered against the Korean government on breach of investment agreements, but it is likely that the number of such cases would increase. Therefore, an investor-state dispute settlement system, an arbitral procedure by which a foreign investor may seek compensation of damage against the host country, is gaining its importance. The provision of the ISDS has been one of the hottest issues in Korea while the Kor-US FTA was being signed. In this respect, with the growing number of regional agreements such as BITs and FTAs, a careful scrutiny on the ISDS is necessary for Korea. I have therefore studied theoretically subjects including the National Treatment(NT), the Most-Favored Nation(MFN), Fair and Equitable Treatment and Expropriation - those that have been the objects of protection on investors. And I have analyzed ICSID arbitral awards and provided implications. In the ICSID arbitral awards, the Fair and Equitable Treatment turned out to be the most recognized violation on investors by the host State in terms of investor protection. On the other hand, Indirect Expropriation - a matter of which public anxiety was shown led by civic groups - was not generally recognized in arbitral awards. This study is written for sake of governments, local autonomous entities and public enterprises that are in charge of FTAs and BITs.
Recently, online grocery shopping has been increasing with the development of internet, mobile, and IT technology due to the proportion of consumers changes like increasing single households and double-income couples. Therefore, online sales from distributors with offline stores have also increased, and the offline retailers are facing their limits in dealing with store-based online channel they have carried out. Domestic offline retailers benchmarked overseas advanced retailers to solve this problem by reviewing about developing the online-only distribution center. However, much investment is needed in order to operate the distribution center with the new concept from abroad. In this study, we have reviewed the current online grocery market trend and the theory related to developing distribution system of the online mall. For offline retailers, we have reviewed the case which developed the distribution center applied to the nation's first online-only distribution center. The purpose of this study is reducing trial and error for local retailers in developing online-only distribution centers and suggesting ways to improve investment effect.
It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.
The purpose of this study is to analyze the legislation types and prescriptions of American earth building codes. The process of this study is as follows: (1) To understand the legislation background of American earth building codes, this study investigated the history and present state of earth building techniques which is used in USA. (2) To understand the legislation method and procedure of American earth building codes, this study investigated the legislation system of American building codes and the process of model building codes development and adoption. (3) To provide basic data for the legislation of Korean earth building codes or guidelines, this study analyzed American earth building codes about adobe, compressed earth block and rammed earth. The result of this study is as follows: (1) To meet need of a single coordinated set of national model building codes in the United States, the nation's three model code groups decided to form the International Code Council and the first edition of the International Building Code was published in 1997. In the International Building Code there are prescriptions on adobe construction. (2) There are three legislation types of earth building codes in USA. First is to use prescriptions of International Building Code on adobe construction. Second is that State governments establish and issue a separate document under its own title. The last is that local jurisdictions adopt International Building Code with amendments or additional rules. (3) On the base of analysis of American earth building codes, this study proposed the legislation process and direction of Korean earth building codes and guidelines.

This study explored how university entrepreneurial education service quality affects education satisfaction, entrepreneurial capability, and entrepreneurial intention. Although the various university entrepreneurial educations have been provided, current state of education support for entrepreneurial achievement is quite insufficient. In order to analyze factors for the entrepreneurial achievement enhancement, this study examines how university entrepreneurial education service quality affects education satisfaction, entrepreneurial capability, and entrepreneurial intention, as follows. First, in order to measure the entrepreneurial education service quality on the basis of theoretical background of the service quality, we set twenty one (21) questions for five (5) factors as follows: materiality, reliability, reactivity, certainty, consensuality. And then, impact of the entrepreneurial education service quality on education satisfaction and entrepreneurial capability was evaluated based on the survey results. Second, on the basis of previous studies of customer satisfaction, we gave the definition of education satisfaction for students in entrepreneurial education, and analyzed the causation that affects some elements of entrepreneurial capability (i.e. fulfillment capability, capacity of creativity, conceptualization capability, and social competence) by the aforementioned definition. Third, we analyzed the causation that affects entrepreneurial intention by education satisfaction and entrepreneurial capability. As a result, unlike the previous studies, there are only four (4) factors were confirmed for the entrepreneurial education service quality because the materiality and the reliability were founded as single element under the analysis. And it was identified that the entrepreneurial education service quality which is comprised of four (4) factors affects the education satisfaction and the entrepreneurial capability. In addition, as a result of the analysis under defining four (4) factors of entrepreneurial capability, the fulfillment capability and the capacity of creativity were founded as single element, and it was confirmed there is only three (3) factors, including the conceptualization capability and the social competence. With this result, it was confirmed that the entrepreneurial education service quality is influenced by the education satisfaction. Therefore, although the entrepreneurial intention is influenced by the entrepreneurial capability, it is not directly affected by the education satisfaction. These results showed that the education satisfaction affects indirectly to the entrepreneurial intention through the entrepreneurial capability that affected by the education satisfaction.

Modern solid-state gyroscopes (HRG) with hemispherical resonators from high-purity quartz glass and special surface superfinishing and ultrathin gold coating become the best instruments for precise-grade inertial reference units (IRU) targeting long-term space missions. Designing of these sensors could be a notable contribution into development of Korea as a space nation. In participial, 40mm diameter thin-shell resonator from high-purity fused quartz, fabricated as a single-piece with its supporting stem has been designed, machined, etched, tuned, tested, and delivered by STM Co. (ATS of Ukraine) several years ago; an extremely-high Q-factor (upto 10~20 millions) has been shown. Understanding of the best way how to match such a unique sensor with inner glass assembly of the gyro means how to use the high potential in a maximal extent; and this has become the urgent task. Inner quartz glass assembly has a very thin indium (In) layer soldered the resonator and its silica base (case), but effects of internal resonances between operational modal pair of the shell-cup and its side (parasitic) modes can notable degrade the potential of the sensor as a whole, instead of so low level of resonator's intrinsic losses. Unfortunately, there are special combinations of dimensions of the parts (so-called, "resonant sizes"), when intensive losses of energy occurs. The authors proposed to use the length of stem's fixture as an additional design parameter to avoid such cases. So-called, a cyclic scheme of finite element method (FEM) and ANSYS software were employed to estimate different combinations of gyro assembly parameters. This variant has no mismatches of numerical origin due to FEM's discrete mesh. The optimum length and dangerous "resonant lengths" have been found. The special attention has been paid to analyses of 3D effects in a cup-stem transient zone, including determination of a difference between the positions of geometrical Pole of the resonant hemisphere and of its "dynamical Pole", i.e., its real zone of oscillation node. Boundary effects between the shell (cup) and 3D short "beams" (inner and outer stems) have been ranged. The results of the numerical experiments have been compared with the classic model of a quasi-hemispherical shell band with inextensional midsurface, and the solution using Rayleigh's functions of the $1^{st}$ and $2^{nd}$ kinds. To guarantee the truth of the recommended sizes to a designer of the real device, the analytical and FEM results have been compared with experimental data for a party of real resonators. The consistency of the results obtained by different means has been shown with errors less than 5%. The results notably differ from the data published earlier by different researchers.
Since the declaration made by UN Convention on the Law of the Sea on EEZs, The open seas of Northeast Asia, considerd as a convention area, needed new agreements in conformity with the changes brought by the introduction of the Exclusive Economic Zone(EEZ) system. The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. China and Japan concluded the Fishries Agreement in the November 1997, allowing each coastal State 52 mile EEZ. it was followed by Korea and Japan in September 1998, reaching a final compromise. And also Korea and China came to a satisfactary settlement in November 1998. Fisheries agreements have been established between the three North-east Asian States, the agreement are all bilateral. That implies inefficient resource management on the overlapping waters of the three states, especially on the East China Sea. The Korea-Japan Fisheries Agreement and the China-Japan Fishery Agreement worked as governing rules in the North-east Asian seas before the establishment of EEZs (Exclusive Economic Zones). However the conclusion of the bilateral fishery agreements, Korea China and Japan have developed EEZs, and these three countries have competed for the exploitation of fisheries resources. Therefore, the issue of fisheries resource management was no longer a single countries' problem and emerged as a common issue facing these three countries. In recognition of the above-mentioned problem, it is needed for the construction of cooperative System fishery management in the North-east Asian seas. Therefore, cooperative measures should be establishied. The final goal of the construction of fisheries management cooperative system is to establish sustainable fisheries in the North-east Asian seas. However, there is a big difference in fisheries management tools, fishing gear, exploitation rate of species, etc. This implies that a careful approach should be taken in order to achieve the cooperative fisheries management among Korea, China and Japan. conclusionly, the Governments of Korea, China and Japan should complement three bilateral agreemens, and which they prepares to 'Fisheries Resource Restore Program' Between Korea, China and Japan in the adjacent waters south of Jeju Island.
