우리나라 주요 해운정책의 통상법적 합치성 분석 연구 (A Study on the Trade Law Conformity of Korean Shipping Policies)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

인터넷 서점의 배송정책에 관한 연구 (A Study on the Delivery Policy of Internet Bookstores)

  • In this paper we study the delivery policy of internet bookstores and recommend the improved policy to increase customer satisfaction and sales revenue. We classify customers into two, the price-sensitive and the delivery time-sensitive, and develop a new shipping method, the unhurried shipping, for the price-sensitive who are reluctant to pay shipping fee for the small purchase but willing to wait extra time for the ordered goods. The customers could get discount on shipping fee by the unhurried shipping but have to accept the longer delivery lead-time. We investigate the possible ways to reduce costs with the prolonged delivery time and show that some costs regarding shipmentand inventory could be saved in order to make up for additional shipping costs for the price-sensitive.

  • 본 연구는 1984년 해운산업합리화 조치와 2009년 해운산업 구조조정과 경쟁력 강화 방안에 대한 정책의 특성을 비교하고 분석했다. 본 연구에 따르면 두 정책의 시행 주체와 목표, 그리고 정책 내용 등에서 상당한 차이를 보였다. 1984년에는 정부 주도하의 강력한 행정의지에 의해 선사 통폐합이 이뤄졌으나, 2009년에는 채권단에 의해 선사의 구조조정이 추진됐다. 위기 극복을 위한 처방에서도 각각 선사 통폐합과 선사 구조조정이라는 점이 서로 다른 특성이다. 1984년 해운산업합리화 조치는 우리나라 해운산업의 체질을 개선한다는 보다 근본적이고 적극적인 목표를 갖고 정책이 마련됐다면, 2009년 해운산업 구조조정과 경쟁력 강화 방안은 선사들의 도산을 막아 해운산업을 유지시키는 다소 한정적 접근이 담겨있다고 볼 수 있다.

The Nationality Effect of Price Discrimination in the Container Shipping Market and Its Implications for Development Economics: Treating Hanjin Shipping's Collapse as a Natural Experiment

  • Purpose - International trade leads to the international division of labor, improving the efficiency of the global economic system. Transport costs are a more serious barrier to international trade than customs tariffs. An increase in competition in the transport sector may thus lead to a reduction in transport costs. However, if a carrier's nationality significantly influences transport costs, simply adding more competing carriers of different nationalities would be ineffective. Therefore, it is necessary to establish national or regional carriers to influence competition and reduce transport costs. This study investigates this "nationality effect" by treating Hanjin Shipping's collapse as a natural experiment. Design/methodology - The theoretical basis of this study is the 3rd-degree price discrimination in container shipping market. By using the monthly data of container freight rates of Korea, China and Japan, this study shows the so-called Korea Premiums, which are the empirical counterparts of nationality effect in Korea container shipping market. For this empirical investigation, the structural model with state-space form is used and the dummy models are also estimated. In addition, because China has been also affected by the Hanjin's collapse, the China premiums are considered too. Findings - Compared with Japan's case, it is shown that there had been the so-called Korea premiums since the collapse of Hanjin Shipping. These results are robust from both the state-space model and dummy models. The time pattern of Korea premiums was consistent with the market evolution, especially the pattern of substitutability in container shipping markets. In addition, this paper shows the magnitude of Korea premiums. Originality/value - The argument of this study that the nationality effect can be interpreted as an extended concept of the home market effect is original, which is expected to evoke future research efforts. Further, the discussion on the shipping industrial policy from both horizontal and vertical aspects will provide the relevant policy makers with solid information, especially for the policy coordination in a global scale.

COVID-19 판데믹 전후의 컨테이너해운업 동향분석과 해운재건을 위한 정책 방향 제언 (Trend and Political Implications of Container Shipping Industry Before and After COVID-19 Pandemic)

  • 이 연구는 COVID-19 판데믹 전후 즉, 2019년부터 2021년 현재까지의 해운경기와 동향분석을 통해 이번 컨테이너 해운호황을 면밀히 분석하고 그 원인을 알아보았다. 또한 이 연구는 우리 해운기업이 포스트 코로나 시대에 지속가능한 성장을 위해 정책방향을 제언하였다. 연구 결과, COVID-19 확산이 유발한 수요감소에 대한 대응으로 선사들이 선박가동중단(idle)을 늘렸다는 언론 보도와는 다르게 스크러버 설치를 위해 가동중단선박이 급속히 늘어난 것을 확인하였다. 이 연구에서 제언한 정책방향으로는 선박공급과잉의 원인 분석과 해운산업 증요성에 대한 전국민적 공감대 확보가 필요하다는 것이었다. 구체적으로 첫 번째, 해운정책으로 인해 오히려 선박공급과잉이 심화되었는지 알아볼 필요가 있다는 것, 두 번째, 해운정책의 기조 특히, 호황기 정책 기조를 재검토할 필요가 있다는 것, 세 번째, 불황기 공급확장 정책 이외에 호황기 공급조절 정책과 같은 해운정책의 포트폴리오를 구성해야 한다는 것 등이다. 마지막으로, 정책 당국과 해운 관련 국책연구기관의 해운경기 예측력을 제고시켜야 하며, 지속적으로 선사CEO 대상 선박투자 세미나를 개최하고, S&P 전문가 및 해운시장 분석가를 양성해야 할 것을 주장하였다.

  • Shipping protectionist measures are imposed to help the national fleet based on the protection that shares are low and that there are economic benefits from increasing them. Relative to the complexity of those objectives, protection is fairly simple and blunt instrument of policy. Shipping protectionist measures are classified into two groups on the basis of the nature of protectionist tools; finance-oriented and non-finance oriented instruments. The thesis aims to show non-finance oriented shipping instruments in the pre-WTO Period. Chapter 2 deals with the development of protectionism in shipping. Chapter 3 Classified non-finance oriented protection such as Cargo Reservation, Cargo Sharing and Cargo Control. Chapter 4 outlined and examined the effect of Non-Finance Oriented Shipping Instruments which was the most important in developing countries.

A System Dynamics Approach to Analyze the Effect of a Fostering Policy on the Coastal Shipping Industry

  • This study presents a system dynamics methodology to evaluate quantitatively the effect of the Korean government's development policy, such as tax reductions, on the industrial economy. System dynamics is often perceived as an optimized means to identify the dynamic inter-relationships among various factors of development policies, and in particular the industrial characteristics and uncertainties of the coastal shipping industry. The results of simulations used in this study shows that the impact of development policies such as tax reductions would increase shipping demand for about 4 years, and that tax incentives could raise the demand volume for cabotage cargo from 5.26 to 11.11%, through the available freight-down by 90~95% points. The system dynamics approach used in this paper represents an initial attempt to use this methodology in studies of the coastal shipping industry. On the basis of our simulations, the industrial effects of other development policies, such as ship financing support, investment of social overhead, or crew supply, could also be analyzed effectively. Additionally, it should be possible to extend these results by developing a comprehensive model encompassing these various analyses.

우리나라 해운기업의 입지요인에 관한 연구 (A Study on Locational Factors of Korean Shipping Companies)

  • 기업의 입지 요인 분석에 관한 다양한 연구가 진행되고 있지만 우리나라 해운기업의 입지 요인을 분석한 논문은 거의 없는 실정이다. 이에 본 연구에서는 AHP 기법을 이용하여 우리나라 해운기업의 입지 요인에 대한 분석을 시도했다. 본 연구를 위한 연구 모형에서는 해운기업 입지 요인을 위해 1계층에서는 소프트웨어적인 요인과 하드웨어적인 요인 및 도시정책 요인을 추출하였고, 2계층에서는 1계층의 세부 대안으로 각 4개씩의 세부요인을 선정하였다. 더불어 대부분의 해운회사 본사가 서울에 입지하고 있는 것을 착안하여 입지요건에 있어서 서울과 부산의 경쟁우위 상황도 함께 분석하고자 3계층에서는 서울과 부산을 변수로 두어 각 도시의 기업입지 우위를 측정코자 하였다. 본 연구를 위해 해운회사 본사의 임원진, 또는 기획관리 담당자 및 학연계 전문가들을 대상으로 해운회사 입지 중요도에 관한 설문조사를 실시하였다. AHP 분석 결과, 선사 및 학연계 모두 해운기업 입지요인으로 1계층에서는 소프트웨어 요인이 가장 중요시 되는 것으로 나타났다. 2계층 역시 소프트웨어 요인들이 중시되는 것으로 나타났으며, 3계층 분석을 통해 해운기업 입지를 위해 도시정책 요인을 제외한 소프트웨어와 하드웨어 요인에서 부산은 서울에 비해 열위에 있는 것으로 드러났다.

글로벌 선사의 Green Shipping 경영전략 동향 조사 및 정책제언 연구 (A Study on the Trends of Green Shipping Management Strategies and Policy Suggestions of Global Shipping Companies)

  • As customer needs for eco-friendly transportation services increase, strategies of major global shipping companies are being established to meet them. Even if logistics costs increase, more and more shippers are choosing shipping companies that fulfill their social responsibilities through decarbonization, and against this backdrop, global shipping companies want to strengthen corporate social responsiveness and reduce shipping environmental costs. In the post-corona era after COVID-19, it is necessary to review the latest Green Shipping management strategies of shipping companies emerging as a new normal for the shipping and logistics industries. This study aims to explore trends in the latest Green Shipping management strategies of global shipping companies pursuing environmental load suppression in the shipping and logistics fields. Among the previous studies, some studies analyzed the green shipping policies of major shipping countries, but they did not deal with the latest policies over time, and few previous study has conducted a fact-finding analysis on the latest Green Shipping management strategies of major shipping companies at the corporate level. This study attempted to analyze securities reports by major domestic and international shipping companies and to present the latest Green Shipping management strategies by shipping companies.
