Based on tole investigation on mariner’s behaviors in collision avoidance, actuality of collision avoidance at sea and the research on the uncertainty of collision avoidance behaviors adopted by two encounter vessels, and for the purpose to reduce the no-coordination action of collision avoidance between two encounter vessels, and on the base of different encounter situation in international convention for preventing collisions at sea, the concept of action situation between tee encounter vessels is proposed, and the directions for every encounter vessel to adopt course alteration to avoid collision are explained in different action situation. The mechanism of avoidance and reduction of no-coordination is established in intelligent collision avoidance system, and it is important id research on intelligent collision avoidance system.
Objective: The purpose of this study is to present the basic guidelines for preventing human error by measuring and analyzing the risk of collision perceived by the ship operator in the collision risk situation by using Korea Coast Guard patrol ships. Background: In the last 5 years, 97.5% of the causes of ship collision occurred at the sea was caused by human factors. However, the rate of marine accidents due to human error has not been reduced yet. Experiments and researches on the ship operators using the ships in actual operation are rarely performed. Method: Using two K.C.G Ships on the sea, the ship measured by 30 persons who are the subject of the ship (ship operator) when both ships approach and the relative distance gradually decreases in four encounter situations, perceived ship collision risk (PSCR) data were analyzed by statistical analysis. Results: The age and boarding career of the ship operator in the situation of ship collision risks encountered a negative impact on perceived collision risk in all four opposing encounter situations S1 ($000^{\circ}$), S2 ($045^{\circ}$), S3 ($090^{\circ}$) and S4 ($135^{\circ}$) respectively. That is, the higher the age of the ship operator, the lower the perceived risk of collision and the lower the age, the higher the risk of collision. Also, there was a difference between the average of group A (20~30 years) and group B (40~50 years) according to age of the ship operators at $000^{\circ}$, $045^{\circ}$ and $090^{\circ}$ and there was no difference at $135^{\circ}$. The mean difference of the experience of boarding career was also significantly different between group A (less than 4 years) and group B (more than 5 years), but there was no significant difference at $135^{\circ}$. Conclusion: The results showed that age and boarding career of the ship operators had negative impact on perceived collision risk and there was a difference in perceived risk of collision according to age and abundance of boarding career. As a result, by focusing on the ship operators who are in the age group of 20~30 years old and have less than 4 years of experience in boarding the ship. It is expected that the effect of prevention of marine accidents can be expected by avoiding collision avoidance. Application: The results of this study can be used as policy data of related organizations to prevent human error of ship operators and as training data of training institutes.

From a point of view of suggesting the method to avoid ship's collision, the speed of ships has to be considered sufficiently according to encounter angle of ships. But with respect to the establishment of Safe-Guard Ring of Ship Collision Avoidance Support Model in Close Quarters Situation that had been newly studied to avoid ship's collision, the ratio of own ship' speed to a target ship's speed was limited to about less than 1.7. Therefore in this paper, as doing a study concerned with the establishment of Safe-Guard Ring reflected the encounter angle and the speed of ships, we will propose the new model of ship collision avoidance for safe maneuver of ship's collision avoidance.
In this paper, as a fundamental study of ship collision avoidance supporting system in close quarters situation, we propose ship collision avoidance support model for decreasing ship collision accidents those have occurred due to navigator's unsuitable maneuvering in close encounter. This model will effectively support maneuvering for collision avoidance through displaying the feasible area and the method of collision avoidance using own ship's turning characteristic about action of target ship's keeping course and velocity.

If there is collision risk in close quarters situation none the less manouvering ship for collision avoidance according to the system, only use of TCPA and DCPA as input factor for collision risk decision is not useful to avoiding collision action. For the recent 5 years by the analysis of first observation distance about approaching ship in domestic collision accidents, nearly $45\%$ of accidents is close first observation less than 2 miles. Therefor it is essential part for safety navigations to study for collision avoidance action in close encounter. In this paper, as foundation study of supporting collision avoidance manoeuvring for navigators, we proposed ship collision avoidance support model in close quarters situation through analysis of collision accidents for effective getting rid of the causes.

In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.

The stability, reliability and efficiency of a smart ship are important issues as the interest in an autonomous ship has recently been high. An automatic collision avoidance system is an essential function of an autonomous ship. This system detects the possibility of collision and automatically takes avoidance actions in consideration of economy and safety. In order to construct an automatic collision avoidance system using reinforcement learning, in this work, the sequential decision problem of ship collision is mathematically formulated through a Markov Decision Process (MDP). A reinforcement learning environment is constructed based on the ship maneuvering equations, and then the three key components (state, action, and reward) of MDP are defined. The state uses parameters of the relationship between own-ship and target-ship, the action is the vertical distance away from the target course, and the reward is defined as a function considering safety and economics. In order to solve the sequential decision problem, the Deep Deterministic Policy Gradient (DDPG) algorithm which can express continuous action space and search an optimal action policy is utilized. The collision avoidance system is then tested assuming the $90^{\circ}$intersection encounter situation and yields a satisfactory result.
Although Korea coastal area has the increasing potential marine accident due to frequent ship's encounter, increased vessel traffic and large vessel, there is no specific model to evaluate the navigating vessel's risk considering the domestic traffic situation. The maritime transport environmental assessment is necessary due to the amended maritime traffic law. However, marine safety diagnosis is now carried out by foreign model. In this paper, therefore, we suggest a domestic traffic model reflecting the characteristics of korea coastal area and navigator's risk as we named PARK(Potential Assessment of Risk) model. We can evaluate the subjective risk by establishing the model and model output into maritime risk exposure system. To evaluate this model's effectiveness, we used ship handling simulation and applied, analyzed collision accident which occurred in korea coastal area. And also, we applied integrated to an ECDIS program for monitoring traffic risk of vessels with real time based AIS data and apply to evaluate traffic risk in busan harbor waterway. As a result, we could evaluate busan harbor waterway risk effectively.
