A Study on the Additional Installation of Coastal Wave Buoys in Smooth Water Areas to Prevent Marine Accidents (해양사고 예방을 위한 평수구역 내 파고부이 추가설치 검토)

  • Marine accidents frequently occur due to the unreasonable operation of ships excluded from ship departure control during marine special weather warnings within smooth water areas. Coastal wave buoys installed in smooth water areas are major reference indicators for ship departure control and can be seen as being directly connected to the safety of ships navigating smooth water areas and the coast. In this study, the location appropriateness of currently operating coastal wave buoys and additional installation in the smooth water areas were assessed by analyzing coastal marine accidents over the past 30 years (1991-2020), the main wind direction and wind speed of each major trading port, and the GICOMS ship track data in 2018. The study results showed that an additional coastal wave buoy should be installed at each of the major trading ports(Inchon Port, Pohang Port, Ulsan Port, and Busan Port) and that the location of the coastal wave buoy needs to be moved in the case of Busan Port. Based on various data analysis in this study, the suggestion for an additional installation and movement of the coastal wave buoy presented in this study is expected to contribute to improving the reliability of ship departure control and resolving safety blind spots.

The Sound Quality Evaluation of High-speed Coastal Passenger Ships (고속 연안 여객선의 음질 평가)

  • Recently, it becomes to be very important to reduce the cabin noise of passenger ship, according to the trend of speedy and luxury ship. The noise reduction and control techniques should be considered as important factors from the viewpoint of the sound problem of cabin. Therefore, ship designer has to improve the sound quality as well as to redece the sound pressure level in cabins. In this paper, for the new approach of these problems, we tried to find the trends of noise and sound quality of high-speed coastal passenger ships. Loudness, roughness, fluctuation strength, and sharpness are selected as the parameters for the evaluation of sound quality. The parameters are calculated by using the sound measured in cabin while the ship is running. Furthermore we tried to find the trend of each parameter in cabins and compare with that of sound pressure level. As results, we find that the loudness is linearly proportional to sound pressure level. But, the other parameters show different trends which may be caused by ship motion on the wave and fluctuation of propelling power.

  • Guidelines on ship recycling are adopted internationally. UNEP adopted 'Basel Convention', providing Environmentally Sound Management(ESM) of facilities and recommendations. IMO adopted 'Guidelines on Ship Recycling', providing measures for worker's safety, how to control pollutant materials and the meaning of 'Green Passport'. IMO Convention (draft) is in progress. ILO adopted ILO Guideline', providing how to make sure safety and health for workers in shipbreaking. But Republic of Korea goes against the stream and there is much to be desired. At this point of time, we carried out a study on international trend regarding ship recycling, a plan to cope with international trend, and it is considered to be necessary to establish a special law on ship recycling.

A Study on Loading Arm Envelope and Alarm Setting according to Ship Movement

  • This study was carried using the new approach method to design appropriately the Loading Arm length and the alarm setting according to ship movements on Loading and Unloading marine Berth. The quasi-static mooring analysis was performed to estimate 110,000DWT ship's movements based on environmental conditions such as wind, current and wave. The mooring motion of the ship is very important to determine the loading arm scope, and in this case, the operation condition is performed on the ship without considering the damaged condition of the mooring line because the ship movement in case of damage is larger than intact, and all operations are stopped, the loading arm being released due to control system. From the result of mooring analysis, motion displacements, velocities and accelerations were simulated. They were used to simulate the maximum drifting speeds and distances. The maximum drifting speeds were checked to be satisfied within drifting speed limits. The total maximum drifting distances were simulated with alarm steps of the new approach method. Finally, the loading arm envelopes using the total maximum drifting distances were completed. Therefore, it was confirmed that the new approach method for loading arm envelopes and alarm settings was appropriate from the above results. In the future, it will be necessary to perform the further advanced dynamic mooring analysis instead of the quasi-static mooring analysis and to use the precise computer program analysis for various environments and ship movement conditions.

  • In constructing a collision avoidance system, it is important to determine the time for starting collision avoidance maneuver. Many researchers have attempted to formulate various indices by applying a range of techniques. Among these indices, collision risk obtained by combining Distance to the Closest Point of Approach (DCPA) and Time to the Closest Point of Approach (TCPA) information with fuzzy theory is mostly used. However, the collision risk has a limit, in that membership functions of DCPA and TCPA are empirically determined. In addition, the collision risk is not able to consider several critical collision conditions where the target ship fails to take appropriate actions. It is therefore necessary to design a new concept based on logical approaches. In this paper, a collision ratio is proposed, which is the expected ratio of unavoidable paths to total paths under suitably characterized operation conditions. Total paths are determined by considering categories such as action space and methodology of avoidance. The International Regulations for Preventing Collisions at Sea (1972) and collision avoidance rules (2001) are considered to solve the slower ship's dilemma. Different methods which are based on a constant speed model and simulated speed model are used to calculate the relative positions between own ship and target ship. In the simulated speed model, fuzzy control is applied to determination of command rudder angle. At various encounter situations, the time histories of the collision ratio based on the simulated speed model are compared with those based on the constant speed model.

The Ergonomic Layout of Ship's Bridge Panels using the Mathematical Programming (수리모형을 이용한 선박 항해기기 패널의 인간공학적 배치)

  • When designing a ship, ergonomic considerations are crucial when minimizing a navigator's fatigue due to the burden of work, and to appropriately operate the navigational equipment for each given situation by helping the operator to understand the surroundings as well as the physical functions of the ship. However, insufficient consideration of ergonomic elements in the actual design of ship Bridges is lowering the performance of safe navigation and allows for the possibility of operation or readout errors. Consequently, these errors lead to an increase in maritime accidents. Therefore, this study conducted a usability evaluation on the importance of and the usage frequency of navigational equipment, their influence on actual navigation, and the possibility of error upon operation or readout between training ship officers, to derive an optimized layout that includes the consideration of ergonomic factors for on-Bridge navigational equipment, which are currently arranged differently according to their type or size. The optimized layout of on-Bridge navigational equipment was carried out based on the evaluation results, using the Lingo program. Through the process of optimization, revised layouts of on-Bridge navigational equipments(control and display device) were suggested, considering emergency situations(ship collision, stranding, fire and explosion, sinking, etc.) during navigation.
