The STCW Manila Amendments and its Challenges to the Far East

  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

Effects of Air Injections on the Resistance Reduction of a Semi-Planing Hull

  • The effects of the air on the reductions in resistance when supplied under the bottom of a semi-planing ship with a step are investigated in the present study. A 1.275m long FRP model is constructed and the pressure and viscous tangential stresses over the planing surface of the hull with and without air supply are measured through measuring holes carefully selected at the towing tank of Seoul National University. Locations of holes most suitable for air injection are surveyed in front of the planing surface of the model with careful examinations of the limiting streamlines and pressure distributions measured without air supply. At those locations, found to be just front of the step, air has been supplied into a wake region to form an air filled cavity of fixed type. Flow rates and pressure of the supplied air as well as the local pressure and shear stress distributions on the hull surface are measured to understand the physics involved as well as to determine the conditions most effective in resistance reduction at the design speed. It has been found that total resistance of the stepped semi-planing hull can be considerably reduced if an air cavity generated by an adequate air injection at the bottom of the hull near the step. After the cavity optimized at the given speed, air bubbles also have been generated right behind the point where dividing streamlines re-attach to further reduce the frictional resistance but found to be not so effective as the air cavity in resistance reductions.

  • 본 논문은 하이브리드 전기 추진 시스템의 전력 제어에 관한 연구를 수행하였다. 하이브리드 전기 추진 시스템은 기본적으로 발전기와 축전지 전원을 이용하여 선박을 추진하는 시스템이다. 하이브리드 추진 시스템은 공급되는 전력을 최소화하기 위한 제어 알고리즘으로 동작한다. 본 논문에서는 하이브리드 전기 추진 시스템의 효율을 증가시키기 위한 축전지 충전 알고리즘을 제안한다. 실험을 통하여 제어 알고리즘이 하이브리드 전기 추진 시스템에서 정상적으로 동작하는 것을 알 수 있었다.

  • 지속적인 유가의 상승에 따라 국제 석유 자본들의 유전개발에 대한 투자가 활발하고 지속적으로 증가하고 있는 추세에 있다. 최근 5년 동안(2008~2013)에 인도된 드릴쉽(drill-ship)은 67척으로 그 이전 30년 동안에 인도된 척수의 두 배에 이른다. 그리고 최근에는 3,000 m 내외의 심해유전 개발이 증가하고 있다. 이에 따라 시추 장비와 시스템이 대형화 추세에 있으며, 이들의 운전을 위한 디젤발전기의 용량이 증가하였다. 디젤발전기 용량은 일반 상선과는 달리 고출력 및 고전압이 요구되며, 이를 충족시키기 위하여 V-type 320 mm 실린더 내경의 고출력 엔진에 대한 수요가 증가하게 되었다. 드릴쉽의 경우 일반 상선 대비 선박건조 기간이 길어짐에 따라 커미셔닝 기간 중 장시간 저 부하 운전이 불가피하여 엔진 윤활유 관리의 중요성이 대두되었다. 최근에는 선박인도 전 크랭크핀에 캠마모(Cam wear)와 같은 이상마모가 발생하였으며 시리즈 호선 및 관련 호선들에 대한 크랭크핀의 전수 검사 결과 정도의 차이가 있었으나 모두 크랭크핀에 이상마모가 발생한 것이 확인되었다. 본 논문은 실제 호선에 적용된 엔진 크랭크핀의 이상마모 발생 원인에 대해 이상마모 메커니즘 분석과 실증결과 분석을 통하여 재발방지를 위한 대책 방안에 대하여 논하였다.

경기도 대기질 개선 정책의 온실가스 동시 저감 및 그에 따른 공편익 효과 분석 (Greenhouse Gas Reduction by Air Quality Management Policy in Gyeonggi-do and Its Co-benefit Analysis)

  • In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

GMDSS도입에 따른 선박통신의 발전방향에 관한 연구 (A Study on the Scope of the Development of Ship Communication in the GMDSS)

  • GMDSS(the Global Maritime Distress and Safety System), which is utilizing recently developed systems such as satellite communications and positioning system, digital communication system, computer and microelectronics technology, etc., has been adopted by International Maritime Orgnization(IMO) and coordina-ted with such organization as the International Telecommunication Union(ITU), World Meteorological Organizatoion(WMO), etc. This system took effect partly on February 1st 1992 according to the 1988 SOLAS Amemdments and, after some more complementary measures, will be fully operational by February 1st 1999. Comparing with the existing communication system, the new system is mainly based on the latest scientific technologies, and therefore overall countermeasure will be necessary to accept the system reasonably. GMDSS will transform the current communication system basically and be the major factor to change the demand and supply of personnel for radio communication. To cope with the system assertively, regulations relating to the radio installation, the posting of radio operators, the bounds of their duty, etc. must be established and the demand and supply of radio operators to meet the system must be accomplished pertinently. Moreover, the technique and quality of the person-nel responsible for the system must be upgraded to carry out the obligations by international regulations as well as to ensure the safety of life and property at sea. Looking into the actual situations of our country, every regulation relating to the GMDSS has been improved, but the concerned educational institutions and administrations have not yet prepared the rational and concrete schemes on the educational methods and adquate procedures for the system. Therefore, in this thesis, the author intends to propose directions for improving the courses and contents of education of the relating educational institutions and to suggest rational schemes for balancing the demand and supply of personnel to the administrative anthorty concerned.

공급사슬관리에 의한 동북아 거점항만전략의 적합성에 관한 연구 (A Study on the Fitness of Korea's Hub-Port Strategy in Northeast Asia by SCM)

  • 본 논문의 목적은 우리 항만이 동북아 거점항만으로 변신하는데 필요한 항만공급사슬전략을 도출하여 거점항만으로의 발전전략의 적합성을 분석하였다. 경쟁항만의 발전 잠재력을 충분히 고려하고 우리 항만의 시설${\cdot}$서비스수준의 미흡성을 하루속히 보완하는 유연한 항만 공급능력의 확보, 항만리드타임(접안시간, 양하역시간 등)의 최소화와 뭍류서비스를 극대화${\cdot}$다양화할 수 있는 모듈방식의 항만운영의 다양화가 필요함을 검증하였다. 특히, 거점항만 개발전략에서 다양한 부가서비스의 제공과 실질적인 부가가치를 창출할 수 있는 방향으로 항만배후부지 개발이 매우 중요한 것으로 나타나고 있다.

부정기선 운임율의 결정에 관한 이론적 고찰 (A Study on the Determination of Tramp Freight Rates)

  • The aim of this paper is to analyze the mechanics of price formation in the tramp shipping. For the purpose of this study, the main characteristics of tramp freight rates and the market is examined, and a brief examination of the nature ofthe costs of operation is given which are essential for the understanding of the functioning of shipping firms as well as for the understanding of developments in the tramp freight market. The demand and supply relationships in the market is also analysed in detail. Tramp shipping is an industry that has a market which functions under conditions that are not dissimilar to the theoretical model of perfect competition. However, it does notmean that tramp shipping market is a perfectly competitive market. It is apparent that this realworld competitive system has its imperfections, which means that the market for tramp shipping is near to being a perfectly competitive market on an internaitonal scale and it is freight are therefore subjext to the laws of supply and demand. In theory, the minimum freight rate in the short term is that at which the lowest cost vessels will lay-up in preference to operating, and is equal to the variable costs minus lay-up costs; and this would imply that in all times except those of full employment for ships there is a tendency for newer low-cost, and, probably, faster vessels to be driving the older high-cost vessels in the breaker's yards. In this case, shipowners may be reluctant to lay-up their ships becasue of obligations to crews, or because they would lose credibility with shippers or financiers, or simply because of lost prestige. Mainly, however, the decision is made on strictly economic grounds. When, for example, the total operating costs minus the likely freight earnings are greater than the cost of taking the ship out of service, maintaining it, and recommissioning it, then a ship may be considered for laying-up; shipowners will, in other words, run the ships at freight earnings below operating costs by as much as the cost of laying them up. As described above, the freight rates fixed on the tramp shipping market are subject to the laws of supply and demand. In other words, the basic properties of supply and demand are of significance so far as price or rate fluctuations in the tramp freight market are concerned. In connection with the same of the demand for tramp shipping services, the following points should be brone in mind: (a) That the magnitude of demand for sea transport of dry cargoes in general and for tramp shipping services in particular is increasing in the long run. (b) That owning to external factors, the demand for tramp shipping services is capable of varying sharphy at a given going of time. (c) The demad for the industry's services tends to be price inelastic in the short run. On the other hand the demand for the services offered by the individual shipping firm tends as a rule to be infinitely price elastic. In the meantime, the properties of the supply of the tramp shipping facilities are that it cannot expand or contract in the short run. Also, that in the long run there is a time-lag between entrepreneurs' decision to expand their fleets and the actual time of delivery of the new vessels. Thus, supply is inelastic and not capable of responding to demand and price changes at a given period of time. In conclusion, it can be safely stated that short-run changes in freight rates are a direct result of variations in the magnitude of demand for tramp shipping facilities, whilest the average level of freight rates is brought down to relatively low levels over prolonged periods of time.

트랜스포머의 자가 공진(Self-Resonance)특성을 이용한 자가 발진(Self-Oscillation) UV(Ultra Violet) 발생 플래시램프 전원장치설계 및 그 동작 특성 (Design of the self-oscillation UV flash lamp power supply and the characteristic of its operation using self-resonance of the transformer)

  • UV 발생용 플래시램프의 전원공급장치는 강력한 아크방전을 유발하기 위하여 높은 승압 비를 갖는 전압변환회로를 가지고 있다. 일반적인 구조는 높은 승압비의 트랜스포머와 배전압정류방식(코크라프트 올튼 회로 등)으로 방전관의 절연을 파괴함과 동시에 방전관에 전류를 급격히 통과시키는 방식으로 구동한다. 이 때, 제논방전관의 방전특성상 입력전류를 제한하지 않으면 방전관의 과다 발열, 전극손실, 봉입기체의 산화가속 등으로 수명저하의 원인이 되므로, 반드시 방전관에 유입되는 전류를 제한해야 되며, 이를 Ballast라 하는데 일반적으로 인덕터나 저항을 사용하여 인입전류량을 제한한다. 트랜스포머의 자가 공진(self-resonance)을 이용하면 낮은 1, 2차권선 비에도 고유주파수의 전후에서 비교적 높은 피크 전압을 얻을 수 있다. 또한 트랜스포머의 특정주파수에서 고유임피던스 성분을 이용하여 출력전압을 필터링하면 제논방전관이 자가 발진방식으로 동작하므로 종래의 회로구성보다 간단하고 경제적인 아크방전 파워 스테이지의 구성이 가능하다.

우리나라 항만의 벙커 품질관리시스템 개선방안 (Improving Policy of Bunker Quality Management System in Korean Ports)

  • 우리나라 항만의 벙커링은 품질과 수량 측면에서 큰 문제를 안고 있다. 벙커의 품질은 우수하다고 평가받고 있으나, 벙커링 절차측면의 품질에는 허점이 많이 발생하고 있다. 특히 저유기지에서 벙커를 급유바지에 선적하고, 본선으로 운반하며, 본선으로 공급하는 과정의 공급망에 있어서는 품질이 확보되고 있지 않다, 벙커수량 측면에서는 문제가 더욱 심각하다. 벙커수량 분쟁이 매우 빈번하고, 잔량발생 및 도유현상까지 일상화되어 있다. 여기에는 벙커링 운송료가 낮다는 것이 주요 원인으로 작용하고 있음을 부인할 수 없다. 그러나 운송료 문제가 해소된다고 하여 벙커량 문제가 완벽하게 해결된다고 보기 힘들다. 이에 따라 이 연구는 현행 벙커링 공급과 관련된 품질 미확보 문제와 수량분쟁을 해결하여 벙커 선진항만으로 발전할 수 있는 방안을 모색·제시하였다. 이 연구에서는 벙커링이 이루어지는 현장 위주의 분석을 통해 현황 및 문제점을 면밀하게 분석하고, 벙커 선진항만인 싱가포르의 사례를 심도깊게 분석, 시사점을 활용하였다. 분석 결과 벙커공급절차에 있어서는 공급망의 품질강화제도를 도입하고, 벙커수량 측면에서는 현행 사운딩 방식에서 질량유량계 시스템으로 계측방식의 전환이라는 혁신적인 방안을 제시하였다.
