The Port logistics is a pivotal industry in strengthening competitiveness for countries and companies and plays an important role in accounting for the majority of Korea's import and export volume, so its importance among Korea's industries is truly enormous. The port, which plays such an important role, is simultaneously unloaded, transferred into the dock, and stored, and it can be said that it is composed of a very complex flow. In particular, port unloading is an environment in which port unloading workers cannot escape the risk of disasters as large cargoes and cranes for container transport move, and numerous disasters are hidden and lead to serious disasters. Through literature studies on the Serious Accident Penalty Act, this study investigated how the Serious Accident Penalty Act affected port unloading workers and whether there was a change in satisfaction with safety education according to the enforcement of the Serious Accident Penalty Act. Through this study, it was found that port unloading workers were more aware of safety than managers in cognitive, attitude, and experience factors. Since the port unloading manager is not put into the unloading work, the perception of safety was analyzed to be lower than that of workers. Since managers should educate workers on safe work and be alert to safety, it seems that port unloading managers will also need to change their perception of safety. The Act on the Punishment of Severe Disasters took effect on January 27, 22, and in the early stages of the enforcement of the law, many confusing and ambiguous parts are found for those in charge of performing practical tasks on the front line until the law is settled. It seems necessary to revise the Act on the Punishment of Severe Disasters for the purpose of clear standards for the law and no safety accidents in the field to prevent confusion in work. In addition, in order to derive more meaningful research results in the future, it is expected that research on the perception of disasters by workers and managers will be continuously needed by deepening literature research to find various factors and using investigation methods such as interviews.
Since the end treatments of guardrails installed on domestic roads have the shapes which can easily penetrate and turnover a vehicle, the occupant can be subjected to severe injury when a vehicle impacts the end treatments. In this study, the criteria of performance evaluation for end treatments are suggested which are suitable to domestic road circumstances. Based on the investigation for the installation and studies instances of end treatments, the mechanism of end treatments is examined and the new end treatment suitable to domestic road circumstances is suggested. The suggested end treatment was verified by computer simulation using d LS-DYNA programs and satisfied the suggested performance evaluation criteria for end treatments. And the developed end treatment was verified by full-scale vehicle crash test and satisfied the following three primary appraisal factors of the suggested performance evaluation criteria for end treatments; occupant risk criteria, structural adequacy, and after-collision vehicle trajectory. This study is the first to develop end treatments considering the occupant safety in Korea. Therefore, If the developed end treatments is installed on roads and highways, it can be expected that it will reduce the grave situation of end treatment accidents and increase the safety of roads.

Efficient traffic network is required in urban area for good living condition. However, dense traffic network creates traffic jam and gives bad influences to the ground environment. Therefore, advanced use of underground and tunnel is required. But, in the last 20 years many tunnel fire accidents have occurred all over the world. Increase of tunnels and increase of traffics result in increase of tunnel fire. Tunnel fire creates damage to people and to the tunnel structure. Also, tunnel fire creates a big economical loss. In a mountain tunnel, the stability of the tunnel will not be disturbed by fire although the tunnel lining will get a severe damage. However, in a shield tunnel or immersed tube tunnel, cut and cover tunnel, there is a high possibility that tunnel itself will collapse by fire because their tunnel concrete lining is designed as a structural member. The aim of this experimental research is to verify the fire protection performance of newly developed cementitious material compared with the broadly used existing products in Europe and Japan. For the experiments, the general NATM tunnel concrete linings with the newly developed material were tested using fire loading curve of RABT (Maximum peak temperature is $1,200^{\circ}C$) and RWS (Maximum peak temperature is $1,350^{\circ}C$). From the test results, the newly developed fire protection material applied with 30 mm thickness showed good fire-proofing performance under RABT fire loading.

Brake judder has been identified in some operating military units of Korean Light Tactical Vehicles(KLTV) with In-board brake systems to improve braking performance. Severe vibration generated while driving the vehicle may reduce the KLTV's driving stability and further lead to accidents. For the prevention of this, this study analyzes the root cause through the failure analysis on the vehicles with the brake judder identified. Furthermore, the improvement factor was derived by identifying a vibration transmission path by analyzing the vibration transmission mechanism. The study analysis confirmed that the vibration of the frame during braking in the tactical vehicle is a cold judder phenomenon, which is caused by an increase in disk thickness variation due to rust and foreign substances under excessive brake disc's run-out. In addition, it was confirmed that such vibration can be reduced by improving the mounting structure. So, an improvement method for each factor was suggested and its effectiveness was verified by comparison test. Finally, it is expected that the improvement plans derived through this study can be used in the development of a next military vehicle.
Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. In this study, the Environment Ministry and the Employment and Labor Ministry seek to find a reasonable way to operate the system by comparing local exhaust ventilation system installation approval standards.
Generally the aircraft accident caused a great loss of lives, severe property damages including aircraft's total loss and thus, affect enormous emotional and economic damages to the public. We, therefore, should try every efforts to prevent the re-occurrence of aircraft accident by examining the cause of accident closely and discovering it through aircraft accident investigation. Though the object of an accident investigation is not to apportion blame but to discover a cause or causes of an accident to prevent future accidents, the cause of an accident would play a vital role in determining the liability of the carrier, legal relationship with the third party and jurisdiction, etc. in the aviation litigation. Therefore, it is very important that aircraft accident investigation are carried out by a professional and independent agency. Also, it needs for us to be careful in applying investigation results in the courts not to be deterrent to discovering the cause of accident. Korea now has the Aviation Accident Investigation Agency Board under the Korean Ministry of Construction and Transportation, but unfortunately it is often pointed out that it lacks professionalism and independency due to the bureaucratism of the Government. We, therefore, should establish a professional and independent aircraft accident investigation agency like United States' NTSB and reflect the issues mentioned-above on the new Act.
BACKGROUND: Deicers such as calcium chloride ($CaCl_2$) and sodium chloride (NaCl) in Korea have been commonly used to reduce traffic accidents as well as injuries. However there have been adverse effects of deciders such as pollution of water and soil, and reduced productivity of agriculture as well as forest. This study aimed to investigate biological effects of the deicers against wheat, barley, and spinach. METHODS AND RESULTS: The germination of tested crop seeds exposed to chloride-deicers, $CaCl_2$ and NaCl was significantly reduced at over 3% concentration of chloride-deicers compared to the control. In spraying deicers to the seedlings of the crops, there was no symptom such as inhibition of growth rate or leaf elongation. However the germination of tested crop seeds was affected at 2% concentration of deicers when they were exposed continuously to deicers in soils. The growth of the shoot against $CaCl_2$ and NaCl treatments was very similar in wheat and barley whereas the shoot of spinach was the most susceptible. Based on these results, the sensitivity of the crops to the tested deicers was as follows: NaCl > $CaCl_2$ > mixture ($CaCl_2$ + NaCl). The length of shoots and roots of the seedlings grown in 1% treated soil was decreased. The biomass of all the seedlings decreased 1.5 to 4 times at 1%. CONCLUSION: These results indicate that the effects of salt deicers by inputting into soil against growing tested crops are more severe in germination and growth inhibition as well as biomass decrease.
Purpose: Although pancreas injury is rare in abdominal trauma, it poses a challenge to the surgeon because its clinical features are not prominent and the presence of main duct injury cannot be easily identified by imaging studies. Furthermore, severe pancreas injuries require a distal pancreatectomy or a pancreaticoduodnectomy which are associated considerable morbidity and mortality. We reviewed the clinical features of and outcomes for patients with pancreas injury. Methods: For 10 years from Jan. 2001 to Dec. 2010, thirty-four patients were diagnosed as having pancreas injury by using an explo-laparotomy. Patients successfully treated by non-operative management were excluded. Patients were divided into early (n=18) and delayed surgery groups (n=11) based on an interval of 24hours between injury and surgery. The clinical features of and the outcomes for the patients in both groups were compared. Results: Males were more commonly injured (82.4% vs.17.6%). The mean age was 37.2 years. The injury mechanisms included vehicle accidents (62.9%, 22/34), assaults (20%, 7/34), and falls (11.4%, 3/34). The head and neck of the pancreas was most commonly injured, followed by the body and the tail (16, 12, and 6 cases).Of the 34 patients, 26 (76.5%) patients had accompanying injuries. Grade 1 and 2 occurred in 14 (5 and 9) patients, and grade 3, 4, and 5 occurred in 20 (16, 3, and 1) patients. The early and delayed surgery groups showed no difference in surgical outcomes. Two patients with grade 3 in the early surgery group died after surgery,one due to massive hemorrhage and the other due to septic shock. Of the five patients initially managed non-operatively, three developed peripancreatic necrosis and two developed pseudocyst. All five patients were successfully cured by surgery. Conclusion: All cases of pancreas injury in this study involved blunt injury, and accompanying injury to major vessels or the bowel was the major cause of mortality. Surgery delayed for longer than 24 hours after was not associated with adverse outcomes.
Radioactive cesium($^{137}Cs$) can be released into the environment through severe nuclear accidents such as the Chernobyl and Fukushima, The $^{137}Cs$ is one of major monitoring radionuclides due to its chemical toxicity, ${\gamma}$ radiation and long half-life($t_{1/2}=30.2yrs$). It has been known well that illite adsorb selectively and strongly the cesium due to frayed edge sites. The quantity of the FES in the illite could be controlled by weathering processes. Therefore, this study was modified illite samples through artificial weathering in the laboratory to increase sorption efficiency for cesium. Abundant interlayer cations(i.e., K, Ca) were eluted within 1 day, while Si and Al were gradually released from the crystal structure. In addition, broad peaks of XRD indicated the occurrence of chemical weathering. The cesium sorption distribution coefficients increased up to approximately 2 times after the weathering. These results suggested that sorption capacity of illite could be enhanced for cesium through artificial weathering under low temperature.
The aim of this study was to examine fluid excretions and changes in deceased bodies depending on type, location of, and causes of death for hygienic management of funeral homes. Based on the 858 cadavers studied, the average age at the time of death is 68.6 years, 83.0% had illness as the cause of death, and 79.5% passed away in a medical facility. Fluid excretion was observed in 46.2% of the cadavers. In manner of death, 78.8% of deaths -highest percentage- was due to an accident and 10.8% of deaths - lowest percentage- was due to age. Fluid excretion was observed in 46.3% of cadavers from medical facilities, 38.6% of cadavers from homes and 77.4% of cadavers from miscellaneous locations. There were various number of cadavers with recorded immediate, secondary and underlying cause of death; however, the fluid excretion rate was similar. In analyzing the immediate, secondary and underlying cause of death, respiratory and heart disease were the most common causes of death in categories of body organ and system. In terms of fluid excretion, liver disease followed by digestive and circulatory diseases were most common in immediate cause of death. Accidents and miscellaneous circumstances were most common amongst secondary and underlying causes of death for cadavers with fluid excretion. Based on the recorded illnesses of the cadavers, cardiopulmonary failure was most common as evident in 96 cadavers followed by pneumonia and sepsis. Cholangiocarcinoma (73.3%) had the highest rate of fluid excretion followed by pancreatic cancer, severe brain injury and liver cancer amongst categories of illnesses with more than 15 cadavers.
